In this paper, we survey the underpinnings of the trend towards employment arbitration in the United States, and its implications for the broader industrial relations system. Specifically, we address the question of whether or not employment arbitrators have been substituted for collective bargaining by the government to an extent that warrants their inclusion as an actor in the industrial relations system. We review developments in workplace dispute resolution in the United States, the literature that attempts to explain these developments and posit an assessment of the stability of employment arbitration, and employment arbitrators, as a central feature of the US industrial relations system.  相似文献

We study the impact of process and product innovations introduced by firms on employment growth with random samples of manufacturing and services from France, Germany, Spain and the UK for 1998–2000, totaling about 20,000 companies. We develop and estimate a model relating firms' and industry's employment to innovation, that leads us to the conclusions that follow. Trend increases in productivity reinforced by process innovation are an important source of reduction of employment requirements for a given output, but the growth of demand for the old products tends to overcompensate these displacement effects. The switch of production towards new products does not reduce employment requirements, and the growth of the demand for the new products is the strongest force behind employment creation. Reallocation due to business stealing is estimated at a maximum of one third of the net employment created by product innovators. The growth of employment originated from the market expansion induced by the new products can be as important as another third.  相似文献

I study the effects of local employment to population ratios on the relative position of blacks to evaluate whether tight labor markets reduce the differences in economic status between young blacks and whites. I find evidence that blacks receive greater employment advantages than whites in tight labor markets, but the effect is small. Blacks with 12 or fewer years of education experience higher earnings in tight labor markets, but this effect is also small.  相似文献

This article tests whether amnesty, a provision of the 1986 Immigration Reform and Control Act, affected the labor market outcomes of the legalized population. Using a quasi‐experimental framework, we find that employment fell, unemployment rose, and wage growth rates were higher for newly legalized men after the implementation of the amnesty program. For women, employment fell, transitions out of the workforce increased, and wages grew at a faster rate among the newly legalized population.  相似文献

A decade after its enactment, the Americans with Disabilities Act (ADA) has not resulted in the substantial employment gains for individuals with disabilities that its proponents had predicted. It also has not resulted in many legal victories for disabled individuals who have challenged alleged discriminatory actions by their employers. This article briefly reviews literature on disability and work and summarizes the data on the employment of individuals with disabilities. It addresses litigation trends prior to several significant U.S. Supreme Court rulings the ADA made in 1999 and compares them with litigation trends following the issuance of these rulings. The article concludes that the law needs to be amended if it is to serve those individuals with disabilities who are capable of productive employment but whose impairments do not fit the judicially narrowed definition of disability in the ADA.  相似文献

This paper reviews the most recent wave of research—roughly since 2000—on the employment effects of the U.S. minimum wage and concludes that the weight of evidence points to little or no employment response to modest increases. The paper then examines eleven possible adjustments to minimum‐wage increases that may explain why the measured employment effects are consistently small. Given the relatively low cost to employers of modest increases in the minimum wage, these adjustment mechanisms appear to be sufficient to avoid employment losses, even for employers with a large share of low‐wage workers.  相似文献

Studies finding a negative effect of the Americans with Disabilities Act (ADA) on the employment of people with disabilities have used the work disability measure, which has several potential problems in measuring employment trends. Using Survey of Income and Program Participation (SIPP) data that permit alternative measures of disability, this study finds decreased employment among those reporting work disabilities in the first few years after the ADA was passed but increased employment when using a more probably appropriate measure of ADA coverage (functional and activity limitations that do not prevent work). State-by-state variation in labor market tightness is used to find that people with disabilities may have especially procyclical employment, but the contrary results in overall employment trends remain after accounting for labor market tightness. Given the problems in measuring who is covered by the ADA, there is reason to be cautious of both positive and negative findings.  相似文献

Spain and Britain are known to have different labor market structures and degrees of employment protection. Despite such differences, they show remarkably similar associations of unionization with temporary employment and nonstandard hours of work. In particular, we find that unionization in both countries is correlated neither with overtime/long hours of work nor temporary employment. In both economies, instead, part-time work is negatively associated with unionization. These cross-national similarities warrant a rethinking of the strategies of enlargement toward flexible forms of work that unions have supposedly adopted in recent years.  相似文献

This paper examines the postinjury employment patterns of disabled workers from Ontario, Canada by estimating a dynamic probit model with unobserved effects. The estimates indicate that there is some state dependence in the conditional probability of leaving employment for health reasons and that an employer accommodation can reduce the conditional probability of leaving employment for health reasons by 33 percent. Moreover, a supplementary cross‐sectional analysis confirms that accommodations can reduce the probability of leaving employment.  相似文献

通过对1989~2008年间江苏省就业人数与三大产业产值间关系的协整分析,得出江苏省就业人数与各次产业产值之间存在长期的均衡关系;同时构建模型对江苏省不同产业的GDP与就业人数进行了回归分析,利用不同产业的GDP就业弹性,比较分析了江苏省不同产业对就业吸纳作用的差异,并据此提出了相应的政策建议。  相似文献

It is widely believed that work‐related training increases a worker's probability of moving up the job‐quality ladder. This is usually couched in terms of effects on wages, but it has also been argued that training increases the probability of moving from non‐permanent forms of employment to more permanent employment. This hypothesis is tested using nationally representative panel data for Australia, a country where the incidence of non‐permanent employment, and especially casual employment, is high by international standards. While a positive association between participation in work‐related training and the subsequent probability of moving from either casual or fixed‐term contract employment to permanent employment is observed among men, this is shown to be driven not by a causal impact of training on transitions but by differences between those who do and do not receive training, that is selection bias.  相似文献

This paper estimates the effect of innovation on employment at the firm level. Our uniquely long innovation panel data set of German manufacturing firms covers more than 20 years and allows us to use various innovation measures. We can distinguish between product and process innovations as well as between innovation input and innovation output measures. Using dynamic panel GMM system estimation we find positive effects of innovation on employment. This is true for innovation input as well as for innovation output variables. Innovations show their positive effect on employment with a time lag and process innovations have higher effects than product innovations.  相似文献

This paper applies David Marsden's Theory of Employment Systems to employment relations in German non‐profit repertory theatres. Constraints in applying Marsden's framework to theatres are taken as a starting point for a reconsideration of its underpinning assumptions. I show that this approach (i) helps us to understand the institutional embeddedness of theatrical employment and (ii) enables a closer look at the strengths and weaknesses of Marsden's theory. Since Marsden supports the idea that the open‐ended employment relationship will persist and will remain prevalent, challenging his theory can contribute to our understanding of ‘new’ forms of employment.  相似文献

This study tests the hypotheses that employment will increase and become more stable when firms replace traditional reward systems with a bifurcated approach incorporating profit-sharing. Time-series data for 443 publicly traded profit-sharing firms and a closely matched group of industry non-sharers were analysed before and after plan implementation. While there was evidence that profit-sharing generated short-term growth, little support emerged for its theorized effect on employment variability. Unlike previous reports, organizational size was more likely to influence the impact of share arrangements than was industry type.  相似文献

This paper assesses research on the effects of high‐performance systems on employer, worker and union outcomes. It concludes that, compared with what has long been thought of as good management practice, claims that these systems yield superior performance outcomes may be unwarranted, and their implications for both workers and unions are at best uncertain. Conventional explanations for these findings are found to be insufficient. Alternative explanations involving the nature of the employment relation are proposed, and the need for an alternative paradigm, which promotes legal and institutional reforms, is established.  相似文献

The paper examines the impact of lean production on indicators of the quality of life at work in the automotive industry and finds that it varies across companies and to a lesser extent between countries. The paper explains this by arguing that lean production seeks to impose new employment standards. This is a contested process where management's capacity to shift to new standards and labour's ability to protect its interests vary across workplaces.  相似文献

In this paper a theoretical model of the impact of product and process innovations on output, capacity utilization, employment and prices is developed. The model is estimated with a unique set of micro-data from West German manufacturing firms. The empirical results reveal that innovative firms are more successful. They show a higher utilization and more output and employment growth than non-innovative firms. Innovations also change market behaviour. In sectors with a large share of product innovators, firms more often change employment and less often change prices, i.e. product innovations reduce price competition.  相似文献
