When engaging in offshoring, firms import not only intermediates they used to produce in-house but also intermediates they previously sourced from non-affiliated domestic suppliers. This leads to a negative demand shock for the latter. We label this demand shock “downstream offshoring” and develop a novel measure capturing its extent for a firm in a given upstream industry. According to our instrumental variables estimations for a rich sample of Belgian manufacturing firms for the period of 1997 to 2007, downstream offshoring has a robust negative effect on employment.  相似文献

Most transition countries used tax‐supported wage norms in the early 1990s, as a part of their market liberalization programmes. This article analyses how a firm‐level tax (or subsidy) on deviations from a pre‐set wage norm may promote employment by rotating the labour demand curve perceived by the workers’ union around the value of the norm. We derive the conditions under which it yields a positive employment effect. We test the effect of the norm on the wages on a sample of Polish firms in 1990 and 1991. The data support the role of the wage norm on the position of the perceived labour demand curve and the role of the tax rate on its slope.  相似文献

previous research on the minimum wage using national-level data concludes that the minimum wage has a small effect on the employment of teenagers. This paper provides new evidence that there is substantial regional variation in the effect of the minimum wage, and in some regions it has a decidedly larger impact on teenage employment than previously measured Estimates from a panel data set of the US states suggest that the minimum wage may cause almost a 7% reduction in teenage employment in some regions. This results is robust to different econometric specifications, and holds whether a relative or real specification of the estimating equation is used.  相似文献

This paper studies the effects of service offshoring on the level and skill composition of domestic employment, using a rich data set of Italian firms and propensity score matching techniques. This paper develops a two‐country model of offshoring and immigration with occupational choice and endogenous firm productivity. Individuals in Home choose to become entrepreneurs or workers, whereas those in Foreign can only be employed as workers. Entrepreneurs produce output using a fixed set of tasks that can be performed locally or abroad. The model predicts that pro‐immigration policies increase the number of entrepreneurs, raise productivity, and improve the aggregate welfare. It also predicts that lowering offshoring costs generates job polarization and welfare polarization, but improves the aggregate welfare.  相似文献

Contrary to most writings in the field of evolutionary economics which have a strong microeconomic flavor, here amacroeconomic evolutionary model will be presented in order to deal with themacroeconomic employment effect of technical change where there is just one old and one new technology. Several authors who favour an evolutionary approach to the theory of technical change share an optimistic view with respect to the macroeconomic employment effect of technical change. In the paper we are dealing with the question of whether this optimistic view is a necessary result of an evolutionary approach to technical change or rather of some other characteristic of the models used. It is shown that the evolutionary approach to technical change is not inherently optimistic or pessimistic with respect to the employment effects. Rather it is the labour market behaviour that will decide, whether the employment effects of technical change are positive, negligible or even negative.  相似文献

The economic effects of the minimum wage have become increasingly ambiguous. Historically, economists have asserted that increases in the minimum wage result in increases in unemployment. This relationship has been challenged recently by Card and Krueger, Katz and Krueger, and Card. These authors have provided empirical evidence that seems to indicate that there is no relationship between various economic variables (such as level of employment, and product price, among others) and the minimum wage. In addition, these authors have not provided a cogent presentation of the effects of the minimum wage on part-time employment. This study examines, from a theoretical standpoint, the effects of the minimum wage on employment. Furthermore, we emphasize the distinction between money wages and full wages; and the role that part-time employmentplays in the analysis. After incorporating these factors into a theoretical presentation, we provide empirical evidence by way of an OLS regression. We conclude that firms respond to increases in the minimum wage by altering the level of part-time employment. By doing this, firms are able to absorb the minimum wage increase because part timers receive fewer fringe benefits.  相似文献

Out-of-sample employment forecasts for 33 U.S. industries which are likely to be sensitive to the federal minimum wage are, more often than not, more accurate when information about the minimum wage is not taken into account. This is true even in instances where this information improves wage forecasts. When employment forecasts conditional on the minimum wage are better, the improvement is typically small. These results are invariant to the number of workers previously making less than the new minimum wage, and to the value of the minimum wage relative to industry average wages. This paper examines the dynamic effect of minimum wage policy on employment and unemployment using multivariate time series techniques. The particular minimum wage policy being considered occurred in Puerto Rico in 1974 when it was decided to close the minimum wage gap between the island and the United States incrementally by 1980. Multivariate transfer functions are specified with the intent of distinguishing between minimum wage policy effects and structural changes brought about by the post-1974 recessions. The results suggest that minimum wage policy gave rise to more significant unemployment than disemployment effects. The pattern of labor mobility supports that suggested by the development literature in which labor flows from uncovered to covered sectors. However, given the structure of welfare programs on the island, it is likely that flows from the covered to the non-market sector also took place.  相似文献

Hundreds of millions of dollars are spent by the Canadian federal and provincial governments to subsidize broadband deployment. This paper provides the first empirical assessment of the impact of broadband on employment and wage growth in Canada. Variation in elevation explains the regional difference in broadband coverage and is used as an instrument to estimate the causal effect. We find that the deployment of broadband in 1997–2011 promoted rural employment and wage growth in service industries. Goods industries were not impacted. The findings suggest that broadband helps service industry businesses overcome geographical barriers that have traditionally hampered rural growth.  相似文献

We build an equilibrium search model where married couples make joint decisions on home production and labour market participation and analyse the implications of our results for a frictional marriage market. A worker's bargaining position reflects their productivity, and the productivity and employment status of their spouse. People sometimes accept transitory jobs only to raise the spouse's long-term wages. Firms sometimes reduce turnover by unilaterally increasing a worker's wage, ensuring that the spouse stays at home.  相似文献

This paper examines the implications of a rise in the bargaining power of workers on the real wage, income distribution, and the levels of employment and output using a macroeconomic model with monopolistic competition and worker-owner Nash bargaining at the firm level. It thereby provides optimizing microfoundations to Kalecki's macroeconomic analysis of the positive effect on output of a rise in trade-union power, and contrasts it with the neoclassical view based on the diminishing marginal productivity of labor.  相似文献

The aim of New Keynesian theorists is to obtain Keynesian results on the basis of maximizing behavior. Accordingly, the New Keynesian shirking models depict a world of fully rational maximizing agents where equilibrium unemployment is the main consequence of the payment of efficiency wages. The problem is that oversimplified nature of most shirking models has until now prevented a full investigation of the interdependence of unemployment, the effort supplied by workers and labor demand. This article shows that the existence of this interdependence weakens the whole approach. In particular, when the unemployment rate is considered a truly endogenous variable, the stability of the macroeconomic equilibrium is generally incompatible with the existence of unemployment ascribed to the fact that firms pay efficiency wages.  相似文献

This paper applies a statistical approach used by Andersen & Hylleberg (1993) in their study of insider-outsider effects in wage-employment determination in the Danish manufacturing sector, to analyse insider-outsider effects in the Swedish private sector. Focusing on the univariate and multivariate trend properties of the data, a bivariate wage-employment error correction model is used as an explicit test-bed for the theoretical predictions of adjustments to anticipated and unanticipated shocks. According to the Blanchard & Summers (1986) insider-outsider model, the former changes are absorbed entirely by wages while the latter changes are reflected fully in employment. As in the case of analysis on Danish manufacturing data, it is found that the evidence based on data related to the Swedish private sector also fails to accept the Blanchard & Summers insider-outsider model in its unqualified version. Nonetheless several important traits of insider-outsider mechanisms seem to be in accordance with the observed evolution of the data.  相似文献

Using a model of wage determination that allows for wage inertia, price expectational and price catch-up influences and quarterly data on annual wage change in new major Canadian settlements for 1967–1987, this paper shows that the Anti-Inflation Board (AIB) wage control programme has a much larger wage restraining influence than is estimated in previous studies. In contrast, the Six and Five wage control programme exerts only a modest restraining influence. Both results are of special interest because the wage determination model used here allows for not only the direct effect of wage controls, but also the indirect wage restraining effect of controls operating through lagged wage changes. We study the impact of a minimum wage in a segmented labor market in which workers are at different stages of their careers. At the end of a learning-by-doing period, workers paid the minimum wage quit “bad jobs” for better-paying “good jobs”, following an on-the-job search process with endogenous search intensity. A rise in the minimum wage reduces “bad jobs” creation and prompts workers to keep their “bad jobs” by reducing on-the-job search intensity. The ambiguous impact on unqualified employment replicates and explains the findings of several empirical studies. However, a minimum wage rise reduces overall employment and output.  相似文献

A “vintage” framework is described for studying the effects of technical change on economic development, particular attention being given to the level of employment. The framework is based on the notion that investment in new techniques is a major mechanism through which improvements in productivity are obtained. With the specification of demand and investment functions, a simple dynamic model is developed by means of which the effects of both continuous and discontinuous technical changes can be investigated, under various assumptions regarding the response of other economic variables to such changes. It is shown that a variety of behavioral characteristics are produced when technical change does not occur smoothly; in particular, it is suggested that variations in rates of technical change may act as a determinant of fluctuations in other economic variables.  相似文献

In this paper, I carry out a welfare analysis of the minimum wage in the framework of a Diamond–Mortensen–Pissarides model with stochastic job matching. I explore the role of the minimum wage in a labor market with trading externalities and present the necessary and sufficient condition for a minimum wage hike to be efficiency enhancing. In this context, I characterize minimum wage spillover effects and demonstrate that there is a direct link between the welfare effects and spillover effects of a minimum wage. This theoretical finding suggests that the welfare impact of minimum wage changes can be inferred from the empirical observation of spillover effects on the wage distribution.  相似文献
