This article explores the implications of deregulation for gender equality. Comparative, outcomes-based analyses suggest that deregulated systems are characterized by inequality. A critical case study of British Gas is used here to evaluate the prospects for equality bargaining, that is the use of voluntary, joint regulation to further equality, in the wake of radical deregulation. Responsibility for equality in the workplace is found to have been privatized. The state as regulator has stood back and managers have reclaimed equality policy within managerial prerogative. Action on inequality has become conditional upon the existence of a business case, an approach that is insufficient for the task. Some re-regulation is required to help bargainers exploit fully the potential of joint regulation for equality. 相似文献

This article investigates whether collective disputes and individual disputes are substitutes in French workplaces. Using a nationally representative dataset, this article focuses on two prominent and distinct individual disputes in France, that is, employee applications to Employment Tribunals and employer disciplinary action, and considers alternately strikes and non‐strike disputes at the collective level. Our results suggest that collective disputes, with or without a strike, are substitutes only for Employment Tribunal claims, due to a significant negative relationship between them. In contrast, collective disputes are found to heighten disciplinary action in French workplaces. 相似文献

Studies examining the direct effects of employee demographic differences on grievance filing have yielded mixed results. Moreover, little is known regarding the possible moderating effect that such differences might have on the link between workplace adversity and grievance filing. Using a sample of 866 blue‐collar workers drawn from four unions, we examine the potential moderating effects of gender and race/ethnicity. Our findings suggest that while gender and ethnicity are not significantly associated with perceptions of workplace adversity, grievance filing in response to certain forms of adversity is amplified among women (as compared to men) and among African Americans and Hispanics (as compared to whites). The meaning and implications of these findings are discussed. 相似文献

Positive Action Towards Gender Equality: Evidence from the Athena SWAN Charter in UK Medical Schools

This article provides evidence on the effectiveness of voluntary positive action in addressing inequality between female and male careers. The setting is UK medical schools where two natural experiments are exploited. The first is the introduction of the Athena SWAN charter in 2005, whereby 12 UK universities signed up to the principles of the charter. The second is the announcement in 2011 by the National Institute for Health Research to only shortlist medical schools with a ‘silver’ Athena SWAN award for certain research grants. This second change potentially impacts schools that are further away from silver status more than those that were already close in 2011. While there is a marked improvement of women succeeding in medical schools between 2004 and 2013, early Athena SWAN adopters have not increased female participation by more than other schools whose institution signed up later. In addition, tying funding to Athena SWAN silver status has yet to have an impact on female careers, although medical schools have invested in efforts to achieve silver status. Together, these results emphasize the challenges associated with addressing gender equality through voluntary self‐regulation. 相似文献

Employee involvement (EI) programs should mainly appear either where "workplace transformation" occurs or where managers create a "disposable workplace." Cluster analysis of Australian workplace data supports the notion that transformed and disposable workplaces are distinct from one another and from traditional workplaces. This article reports membership involvement (participation and commitment) in five case studies. Membership participation in and commitment to workplace unionism is greater than is customarily portrayed and, additionally, there are fluctuations in both. However, the solidarity dimension of commitment is more important in discussing participation than that of ideology since active members can have either an instrumental or an ideological orientation to unionism. Surges of involvement in a workplace are experienced in response to the impact of events in the local union environment, as mediated particularly by local leadership style. The possibility for union renewal comes through building up the base level of participation by careful local leadership so that members can more easily be encouraged to take part in collective activities in times of necessity. 相似文献

Transnational collective agreements (TCAs) are an important development in the international dimension of industrial relations. This article compares four case studies of multinational companies in the UK covered by TCAs. Findings show that while the formal influence of TCAs was limited, they were invoked around particular disputes and could strengthen union influence in a context otherwise characterized by limited union rights. Such influence depended on the co‐ordination of workplace‐ and firm‐level industrial relations institutions, union access to management at headquarters level and union receptiveness to and outward engagement with transnational activity. Schemes for workplace participation have long been promoted and vilified. Such conflicting views have been brought into sharp focus by the highly variable results of such practices as teamwork. Yet a theoretical framework to grasp workplace co‐operation is lacking. This paper develops a framework on the basis of theory and a review of a wide range of empirical studies. Capital and labour each have two sets of ‘concerns’: over ‘control’ of the workplace and the longer term ‘development’ of the productive forces. Cross‐classifying these concerns produces a matrix of patterns of workplace relations. Each cell of the matrix represents a different combination of the interests of capital and labour. The matrix can be used to map participation schemes so as to capture their varying features. The next task, pursued elsewhere, is to identify the conditions leading to locations in different cells of the matrix. 相似文献

How common is workplace transformation in the American economy? What are its implications for work force skill requirements and training investments? The existing literature addressing these questions is based on firm-reported survey data. Using new data available in the 1993 wave of the National Longitudinal Survey of Youth (NLSY), this article examines the same questions from the perspective of individual workers. Our empirical results suggest that workplace transformation is commonplace. Fully 40 percent of private-sector workers surveyed report that in the space of just one year, a change occurred at work that required them to learn new job skills. About 23 percent of all respondents reported experiencing a workplace change we term anorganizational transformation. Incidence of formal training is positively related to indicators of organizational transformation, but the effect of these indicators is found to be sensitive to the inclusion of other important workplace change variables (namely, new products, new equipment, and new government regulations). While we expected to find strong positive relationships with product development and physical capital investment, government regulation has a surprisingly large impact on formal training. 相似文献

This paper examines a neglected and largely invisible actor within the field of industrial relations. Taking the case of industrial chaplains in Australian workplaces, it demonstrates that not only do chaplains play an important and independent role in their own right, but that their ostensible neutrality is also used to help achieve the interests of both management and trade unions. The location of chaplains in industrial relations and their need to develop workplace legitimacy accounts for this finding. This suggests that future studies that seek to explore the purpose and activities of new and non‐traditional groups in industrial relations will need to place their analyses within the context of more established actors. 相似文献

This article reviews evidence on the outcomes of British social partnership agreements using matched comparisons. It concludes that in industries marked by employment decline, partnership firms often have shed jobs at a faster rate than nonpartnership firms. However, in expanding sectors, partnership firms have created jobs at a faster rate than nonpartnership rivals. There is no discernible impact of partnership on either wage settlements or union density. It is argued that we need evidence on information sharing, trust, and power and suggested that partnership agreements are unlikely to contribute significantly to union revitalization. 相似文献

A previous article developed a framework to understand workplace co‐operation. We now elaborate on the key structuring conditions (technology, product markets and institutional regulation) generating different patterns and illustrate from field research how these different workplace regimes develop. Conditions generating positive and sustainable outcomes for both capital and labour are feasible but rare; stronger ‘beneficial constraints’ are needed if they are to be made more frequent. This article provides an alternative to current interpretations of labour–management co‐operation in the industrial relations literature. 相似文献

This article examines the impact of collective agreements on the working time patterns of private-sector employees in Denmark. The expected effect would be a reduction in working hours and overtime and an increase in overtime compensation. On the basis of an individual-level survey of 1720 employees, it is shown that there is a clear union impact on working time behaviour, but that it varies by subject area. While in some areas there is a near total spillover of rules from collective agreements (the collective agreement has become a social norm), in others there is a clear 'union mark-down', and in still others collective agreements seem to make no impact at all. 相似文献

The German skill-creation system has been a vital part of the success of its 'diversified quality production' model. Some argue that this success is now threatened by the spread of lean production and that the existing skill-creation system may hinder, rather than help, German manufacturers to restructure. We explore this argument in a detailed study of a nationally representative sample of German pumpmakers. We find that the existence of a highly skilled work-force may deter the adoption of multifunctional work teams, but that countervailing strengths of the German skill-creation system have the potential to help firms develop a new, distinctive German production model. 相似文献

This paper outlines the development of a new data source that combines workplace information from the Workplace Employment Relations Survey (WERS) with employee data from the Annual Survey of Hours and Earnings (ASHE). Illustrative analysis of the gender wage differential demonstrates how the inclusion of additional workplace characteristics collected from WERS can be utilized to understand better‐observed patterns in earnings within ASHE. Analysis reveals that monitoring gender equality at the workplace is not associated with a reduction in the gender wage gap. Matching WERS/ASHE provides the opportunity to investigate a wider range of workplace phenomena than would be possible based only upon the WERS Survey of Employees. 相似文献

Drawing on data from the first national survey of trade union equality representatives, this article assesses the role and impact of equality representatives in Britain. While the majority of equality representatives report having had a positive impact on employer equality practice, the analysis also suggests that equality representative effectiveness might be enhanced via the introduction of statutory rights to time off. In addition, it points to the need for unions to include equality on the bargaining agenda, attract new representatives to the role, and ensure that equality representatives have the confidence and skills to represent members effectively within grievance procedures. It also suggests an important role for the government in encouraging employers to engage in meaningful dialogue with equality representatives. 相似文献
