Union density in Australia fell precipitously in the 1990s. This study investigates how union wage effects may have changed as a result. The findings from 1993 data suggest that union/nonunion wage differentials were very small, especially among workers in high-density industries. By 2001 the overall union wage effect had increased significantly; however, the union/nonunion wage differential was no longer correlated with union density at the industry level.  相似文献

The prospect of direct intervention in the process of wage determination as envisaged in the Social Charter has met with considerable criticism. In particular, employers' organizations and certain governments have rejected outright the proposal to require firms to pay an equitable wage. However, in all member-states except the UK and Ireland, arrangements exist to ensure that nearly all workers are covered by minimum wage protection (through national minimum wages or full-coverage collective agreements). In this article the nature of low-paid employment in member-states is examined and different methods of wage regulation are described. After reviewing the economic effects of wage regulation, we discuss possible initiatives on wage regulation at the Community level.  相似文献

I use the significant union presence in Las Vegas's hotel, gaming, andrecreation (HGR) industry juxtaposed to the near absence of unions in Reno's HGR sector to study union wage effects. I find wages of highly unionized occupations in Las Vegas's HGR industry to be significantly higher than wages of identical occupations in Reno. Furthermore, I detect little impact from Las Vegas's HGR unions on wages in the wholesale and retail trade (WRT) industry, a much less unionized sector.  相似文献

Unions suffered a modest decline in their capacity to increase wages over nonunion levels between the late 1970s and the middle 1990s according to evidence presented here. The decline in relative wages was significant in only 13 (of 78) industries examined; in 11 industries the differential increased significantly. The industrially disaggregated econometric evidence is broadly consistent with institutional evidence about developments in particular industries; however, more industry-grounded research is clearly warranted.  相似文献

Previous studies point to Japanese labor unions’ lack of bargaining power that results from their organization at an enterprise level. However, a detailed examination of the institutional setting backed by the Labor Standard Law and Trade Union Law reveals that unions have strong bargaining power against deteriorating work conditions. This paper examines the effect of unions on wages using the Japanese General Social Surveys 2000–2003, which cover a period of economic stagnation. We find a robust union wage premium for both males and females. A Cotton–Neumark decomposition reveals that about one‐fifth of union workers’ higher wage is explained by the difference in the union and nonunion wage structures. We also can confirm the union wage compression effect using the DiNardo, Fortin, and Lemieux (1996 ) method. Union workers are likely to think that they will not find jobs with similar compensation packages if they leave their current jobs. In summary, unions in Japan contribute to an increase in the average wage and compress the wage distribution among their workers. This result is reconciled with previous findings by considering the uniqueness of the macroeconomic conditions of the sample period.  相似文献

This paper tests for the existence of structurally different compensating payments in the union and nonunion sectors of the economy. Significant differences may stem from the different mechanisms by which such payments are determined: markets are the primary mechanism in the nonunion sector, while Political processes play a major role in the union sector. The empirical results provide tentative support for the structural differences hypothesis; They also reveal an absence of positive and significant compensating payments in nonunion labor markets.  相似文献

This paper addresses several estimation and specification issues in estimating union wage differentials in the United States over the last two decades. Estimates provide strong evidence of a decline in the differential for women. For men, the differential appears to have declined for a person with overall average characteristics, but not for a male with characteristics of the average unionized male.  相似文献

This paper analyzes substitution between access to fixed-line and mobile telephony in the European Union using cross-section panel data on households’ choices of telecommunications technologies in years 2005–2010. We estimate a structural model of household?s demand for access to: (i) fixed-line only; (ii) mobile only; and (iii) both fixed-line and mobile. We find that growing Internet usage increases the share of ‘fixed + mobile’ households, which suggests that households keep their fixed-line connection to access Internet. However, the spread of 3G and cable broadband access decreases the share of ‘fixed + mobile’ households and increases the share of ‘mobile only’ households. Hence, fixed-to-mobile substitution was slowed down by the spread of Internet but it may continue with the spread of mobile broadband. Furthermore, bundling of telecommunications services increases the share of ‘fixed + mobile’ households and decreases the shares of ‘mobile only’ and ‘fixed only’ households. Therefore, operators which can bundle fixed-line connection with Internet or mobile services may slow down fixed-to-mobile substitution.  相似文献

To understand the transformation of the industrial relations (IR) system in Israel, we propose a four-group typology according to workers' membership in unions and coverage of collective agreements. Using this typology, and relying on various data sources, we estimate that in 2000 membership was 40 to 45 percent, and coverage was about 56 percent, down from 80 to 85 percent for both measures in 1981. The data also reveal the emerging differences among the four groups, including income differentials. Moreover, comparing workers' actual membership and coverage with their preferences suggests that the system has not yet reached equilibrium. The study demonstrates that only a four-group typology succeeds in surfacing the complex nature of union decline.  相似文献

This paper reports that unionized firms experienced lower average wage growth than their non-union counterparts between 1984 and 1988. We attempt to evaluate the relative importance of two possible explanatory factors, the union-related legislation of the 1980s, and increases in product market competition. We attempt a synthesis of the industrial relations market structure hypothesis with the modern asymmetric information theory of wage and strike outcomes. The industrial relations literature contains arguments indicating that wage settlements should be positively related to the degree of product market sales concentration and the degree of product market coverage by the union. In our empirical analysis of the periods 1970–1980 (strikes) and 1976–1980 (wages), we find that the relation between trade-adjusted sales concentration and wage settlements is positive at low and intermediate levels of concentration but negative at the highest levels of concentration. The relation is always negative for strike probabilities. We also find that the trade-adjusted per cent of the product market covered by the same union and the percentage covered by other unions are positively related to both wage settlements and strike probabilities.  相似文献

Arguably, models of union status and union wage effects in the public sector should' consider workers in three categories: not covered, covered nonmember, and covered member. Estimates show that stronger union security laws are associated with higher percentages of covered members and nonmembers, that right-to-work laws do not affect union coverage or membership relative to where no union security law exists, and that the wages of covered members are higher than those for covered non-members.  相似文献

Recent debates on pacts have focused on the prerequisites for their emergence, whereas questions of their efficacy have receded into the background. In particular, systematic analyses of the effectiveness of pacts in terms of their capacity to enhance economic performance are missing. The aim of this article is therefore to assess the economic impact of pacts. As the majority of pacts concern wages, the assessment will concentrate on a comparison of the performance of pacts with alternative governance mechanisms for wage policies, that is, alternative pay‐setting modes. The findings show that when wage pacts are endowed with the ability to govern lower‐level pay determination, they are better at enhancing economic performance than other forms of coordination.  相似文献
