Barbering is one of the earliest professions to be licensed in the USA. This article discusses the origins of barber licensing, as well as its current status and scope, and then estimates the effects that such licensing has had on barbers' earnings. To estimate these effects we use micro‐level data from the 2000 US Census along with several measures of the strictness of state licensing of barbers. Our results suggest that certain licensing provisions may have increased barber earnings by between 11 and 22 per cent. The magnitude of our estimates is somewhat higher than those found in studies examining the effects of licensing in similar professions.  相似文献

Much has changed in the realms of occupational licensing since BJIR last ran a special issue on the subject in 2010. The number of occupations subject to licensing has been growing, the data available to investigate the incidence and effects of licensing have improved immeasurably, and the policy environment surrounding licensing has changed. This issue reflects these changes with eight papers from North America and Europe covering the incidence of licensing, and its effects on wages, inequality, employment, quality of service provision and rent extraction by the organizations who undertake licensing.  相似文献

Licensors of patents essential to a standard are often required to license on reasonable and non‐discriminatory (RAND) terms. Using a model with owners of essential patents and licensees who invest into standard‐conforming technologies, this paper demonstrates that the non‐discriminatory commitment alleviates the hold‐up problem. Moreover, it improves consumer and social welfare, and promotes upstream innovation as licensing revenue is increased. In an extended model with each licensor independently choosing whether to make the commitment, all licensors voluntarily commit in the unique equilibrium.  相似文献

Many decision‐makers struggle to reduce commitment to failing endeavors. While de‐escalation mechanisms have been documented and tested in information technology, accounting, psychology, and organizational behavior, little work has addressed de‐escalation in innovation. This study identifies and examines the applicability of de‐escalation mechanisms specifically in new product development (NPD) projects. Initially, we conducted an extensive literature review to identify de‐escalation mechanisms found in research across different academic disciplines. Subsequently, we conducted a qualitative study using semistructured interviews to gather primary data. In total, using a sample of organizations that compete in high‐technology industries, 31 managers and engineers in 15 NPD projects that were terminated prior to completion were interviewed regarding mechanisms used to de‐escalate commitment to failing new product innovation projects. Several mechanisms reportedly used for innovation projects parallel those identified in the previous literature. More importantly, the authors uncover novel and previously undocumented ways to discontinue or redirect poorly performing projects. Specifically, internal competitions, feature‐level de‐escalation, continual assumption assessment, benchmarking, roadmaps, and comprehensive product testing are particularly well suited for innovation projects. These findings extend the body of extant literature on de‐escalation of commitment to include innovation, notably in high‐technology settings. The study also highlights that organizations may want to accept or even encourage failure, thereby increasing the efficacy of resource use. Implications for further research and practice are offered.  相似文献

Occupational licensing currently affects more than 1,000 occupations in the United States. I use confidential US Census Bureau business micro‐data to shed light on the effect of occupational licensing in cosmetology on key market outcomes and study its effect on the providers of occupational training. Occupational licensing regulation does not seem to affect the equilibrium number of practitioners or prices of services to consumers, but is associated with significantly lower practitioner entry and exit rates. I further find states with more stringent licensing requirements to have more instructors and a larger median size of training facilities, suggesting possible barriers to entry for the training schools. Instructors, however, do not earn more in such states.  相似文献

We study the labor‐market impacts of occupational licensing laws on nursing, an economically important occupation. States adopted licensing of registered and practical nurses at different times, which allows us to estimate the effects of licensing on wages and participation for each nursing profession. We find that licensure raised wages by 5 to 10 percent but there is no evidence that it reduced overall participation. Additionally, we show that licensure equalizes wages within the occupation with minority wages rising faster than nonminority wages; however, licensing had a negative but not statistically significant impact on the participation of minorities in nursing.  相似文献

Why do some new technologies emerge and quickly supplant incumbent technologies while others take years or decades to take off? We explore this question by presenting a framework that considers both the focal competing technologies as well as the ecosystems in which they are embedded. Within our framework, each episode of technology transition is characterized by the ecosystem emergence challenge that confronts the new technology and the ecosystem extension opportunity that is available to the old technology. We identify four qualitatively distinct regimes with clear predictions for the pace of substitution. Evidence from 10 episodes of technology transitions in the semiconductor lithography equipment industry from 1972 to 2009 offers strong support for our framework. We use a mental accounting framework to study the conditions in which CEOs de‐commit to poorly performing acquisitions and so become more likely to divest them. We test this framework by contrasting the experiences of 68 firms that divested acquisitions with a control sample of 68 firms that did not divest their acquisitions. Consistent with the theory that we use to explain and predict de‐commitment, our results suggest that poorly performing acquired units tend to be divested when executives can place them within ‘attributional accounts’ (i.e., accounts for the cause of the performance that do not incriminate them) and ‘comprehensive accounts’ (i.e., within the context of overall firm performance). Labour activists have called for greater international co‐ordination among trade unions in response to the assault on organized labour by global capital, but such co‐ordination faces many hurdles. Under what conditions can unions overcome those barriers and co‐ordinate effectively to achieve campaign goals? I examine this question through a comparison of European‐level international solidarity with Portuguese, Greek and English affiliates of the International Dockworkers Council involved in labour disputes. The divergent outcomes of otherwise similar cases reveal the critical role of politics and strategy at different scales and sites of union organization in determining the successful exercise of labour internationalism.  相似文献

Our study provides the first national analysis of the labour market implications of workers who are licensed by any agency of the government in the USA. Using a specially designed Gallup survey of a nationally representative sample of Americans, we provide an analysis of the influence of this form of occupational regulation. We find that 29 per cent of the workforce is required to hold a licence, which is a higher percentage than that found in other studies that rely on state‐level occupational licensing data or single states. Workers who have higher levels of education are more likely to work in jobs that require a licence. Union workers and government employees are more likely to have a licence requirement than are non‐union or private sector employees. Our multivariate estimates suggest that licensing has about the same quantitative impact on wages as do unions — that is about 15 per cent — and that being both licensed and in a union can increase wages by more than 24 per cent. However, unlike unions which reduce variance in wages, licensing does not significantly reduce wage dispersion for individuals in licensed jobs.  相似文献

Classical economists believed that land rent as a share of total income would increase with economic growth. This belief was important to many 19th and 20th century critiques of capitalism. Land rents as a share of national income apparently declined for most of the 20th century, but increased during the 1990s. In this paper, we develop a model of the classical theory of land rent that allows rent to increase or decrease as a share of national income, depending on several parameters. It seems likely that the long decline in land rent is over and that land rent in the future will slowly increase as a share of national income.  相似文献

Ideas from employees are a major source of value creation in firms, yet the merits of rewards for incentivizing the generation of ideas are highly contested. Using a computational model, we show that firms can improve performance by offering low‐powered rewards for the selection and implementation of employee ideas. Low‐powered incentives provide a sufficient stream of good ideas, but few exceptional ones. Higher‐powered incentives, in contrast, do not systematically translate into exceptional ideas either, but generate an excessive number of good ideas. Performance‐based rewards thus appear to be a blunt tool to harness the long tail of innovation. In 2012, several large firms began purchasing single‐family homes, creating large portfolios of rental property, and securitizing these investments in capital markets. We present the first systematic evidence on this new investor activity in order to shed light on the factors that have supported its emergence. Three key factors were the ample supply of property for sale, tight mortgage financing and a decrease in acquisition and managerial costs brought about by technological advances. In addition, we show that buy‐to‐rent investors appear to have supported house prices in the neighborhoods where they concentrated.  相似文献

According to the perspective of entrepreneurial orientation‐as‐experimentation, entrepreneurial orientation (EO) increases variability in innovation outcomes. Although increased variability in the innovation portfolio could increase performance, it could also lead to a decline in performance. We propose that absorptive capacity plays a role in both increasing and managing variations in innovation outcomes. Potential absorptive capacity enhances the effects of EO on variability in innovation outcomes, whereas realized absorptive capacity helps transform and exploit variability in innovation outcomes to enhance firm performance.
