Many US firms are improving their individual competitiveness by offshoring manufacturing operations, services and, increasingly, knowledge work. Although research to date has maintained that these practices are beneficial to the offshoring firm and national economies, by reducing costs and expanding markets, little is known about the longer term effect of offshoring on the rate of innovation of home economies. This paper suggests that offshoring practices have adverse effects on innovation at the national home base. The analysis uses patents in the rare-earth element industry, a high-tech area which is among those that have evolved the furthest towards outsourcing and relocation away from the US and to developing countries. Looking at the rare-earth industry can provide insights in identifying potential long term impacts of offshoring on innovation because many other US industries are likely to adopt similar offshoring strategies.  相似文献

Empirical research on the growing wave of services offshoring has examined the impact of several key factors such as wages and personnel quality on firm choices of offshore locations. However, examinations of culture in services offshoring to date have largely been confined to the relatively coarse concept of aggregate cultural differences between the home and host countries. We propose that specific cultural attributes are more closely aligned with successful service provision. We empirically examine our theoretical development of service cultural alignment and investigate the impact of cultural dimensions on the location of service offshoring projects. In addition, we examine whether Western and Asian firms have different cultural preferences in terms of the location of services offshoring projects. We find that host countries with lower levels of Hofstede's uncertainty avoidance as well as higher levels of individualism and power distance are able to attract greater numbers of service offshoring projects, even after controlling for macroeconomic, linguistic, and risk-related factors. We did not find that Western and Asian firms have different cultural preferences in this regard. We discuss implications of the findings with respect to theory, managerial practice, and governmental policy.  相似文献

We explore the link between a company's performance and the extent of its offshoring of IT-enabled services, focusing on large western companies. Our performance measures comprise sales, profit as percentage of sales, profit/employee and sales/employee over 1999–2004. To measure offshoring, we consider the extent to which these companies have offshored: (1) software development and other IT-related development and maintenance, (2) business processes such as payroll or claims processing, and (3) call centers. We performed cluster analysis using the three corresponding offshoring variables to obtain broad patterns of offshoring. Then we compared the average performance of the companies in different clusters using ANOVA; did a regression analysis of the performance measures against the three offshoring variables; and performed non-parametric correlations within industry sectors. None of these tests indicated any clear link between company performance and the extent of offshoring thus suggesting that further study is needed to understand when to offshore and how best to do it.  相似文献

This article studies the effects of service offshoring on the skill composition of labour demand, using novel comparable data for nine Western European countries between 1990 and 2004. The results show that service offshoring raises the relative demand for high‐ and medium‐skilled workers. Its effects are qualitatively identical, and quantitatively similar, to those of material offshoring. Additional evidence suggests, however, that the two types of offshoring may work through different channels: complementarity between imported services and domestic skills in the case of service offshoring, substitution of low‐skilled labour in the case of material offshoring. Overall, the effects are not large in economic terms.  相似文献

abstract    In this essay, I analyse the economic and managerial dimensions of offshoring, drawing from recent research by the McKinsey Global Institute. I argue that offshoring, like other forms of trade, creates enormous value for both companies and the economy as a whole. However, in the case of countries with less flexible labour markets such as Germany, findings are more nuanced. While the potential cost savings for companies from offshoring appear impressive, our research suggests that companies are leaving billions of dollars behind when they offshore. We propose several ways companies could make capital-labour trade-offs to create new markets and services. By maximizing gains from offshoring, companies can both cut costs and generate revenue. Given the benefits offshoring, the challenge is how to make the transition to a global economy less painful for workers and increase the participation in the wealth creation. Hence, I also identify options to help policymakers and companies manage the changes offshoring requires.  相似文献

Motivations underscoring offshoring and backshoring are typically investigated as separate entities in the academic literature. This separation undermines a deeper comprehension of the two phenomena, and implicitly denies the conceptualization of backshoring as a possible step of the firm internationalization process. Our paper seeks to fill this gap by (1) understanding the relations (if any) among offshoring and backshoring motivations at firm level; (2) exploring whether backshoring is a “failure” of the offshoring initiative, or rather the evolution of the firm's competitive and location strategies. A content-based literature review provides the base for the identification of the key motives for offshoring and backshoring, which are then organised using a theory-grounded framework. Next, we conduct a multiple case study analysis based on four companies, searching for common patterns in offshoring and subsequent backshoring initiatives. Cases allow understanding how the motivations (Why) connect with the governance modes (How), and the location choice (Where). Building on the case findings, the paper presents some propositions for future empirical research.  相似文献

Contrasts in small business policy are examined for Japan and the United States. The author argues that Japan's small business policy has been part of an industrial growth-oriented policy, while comparatively the U.S. small business policy has been mainly part of locally-based economic revitalization schemes. Recent trends in policy development indicate that the policies in the two countries are converging. The U.S. policymakers have become increasingly concerned with the small business sector becoming competitive in global markets, while widespread offshoring of large firms have prompted Japanese policymakers to focus on supporting small businesses in order to prevent further loss of manufacturing jobs.  相似文献

Per capita personal income among states and regions has been shown to diverge during the 1980s following a long trend of income convergence. This paper investigates the divergence of income using median family income in the 1980s for the largest 51 U.S. cities. Producer services earnings and manufacturing earnings as a percent of total earnings are also investigated to shed light on income divergence. It is found that income and producer services earnings diverged in the 1980s unlike manufacturing earnings which converged. Convergence among regions for household income is also investigated. The results substantiate the common view of trends toward convergence prior to the 1980s and divergence thereafter.  相似文献

The offshoring and outsourcing of service work from high-wage to low-wage countries has received considerable exposure in the popular press. Some have claimed that virtually all services that can be electronically transmitted should be offshored due to the extreme labor rate differentials. Relatively little work has actually been offshored to date, making empirical assessment difficult. Here, a normative model of the appropriate role of offshoring is proposed. We present a strategic contingency model, to be viewed at the process level, intimating that firms with the same processes should come to different solutions regarding these decisions.  相似文献

The deterioration in 1995 of Europe's productivity performance relative to the U.S. coincided with the ‘renaissance’ of the U.S. statistical system, which can be regarded, by now, as the frontier in official statistics. This paper raises the natural question whether the European statistical system was ‘left at the station’ while its U.S. counterpart ‘departed’, making it possible for measurement differences to become the primary suspect for the existing productivity gap. My retrospective review of the development path in the services sector productivity statistics suggests that Europe lags significantly behind the U.S. in the services producer price index program, both in terms of scope and timing of its implementation. Accordingly, the role of these measurement differences in the post‐1995 Europe–U.S. productivity story cannot reasonably be ruled out. The paper concludes with a ‘structured guess’ that provides a circumstantial evidence on the benefits generated by the upgrades in the U.S. services sector statistics. The results show that these enhancements led to two kinds of benefits during the post‐1995 period – a considerable reduction in the contribution of industries that traditionally dampened the aggregate productivity trend combined with a larger contribution of those that generally lifted it. This contrasts markedly with Europe where the contribution of these two sources remained unchanged in the meantime.  相似文献

Offshoring, or overseas sourcing of routine tasks, generates efficiency gains that benefit consumers and workers with skills similar to those whose very jobs are threatened by offshoring. Essentially, the interaction between offshoring, footloose capital and agglomeration economies locks the comparative advantage of advanced nations in complex or strategic functions while labour services in ‘routine’ tasks, the coordination of which is easily codified, are provided by low-wage developing nations through the fibre optic cable. In this framework, the partial-equilibrium view that offshoring is necessarily detrimental to workers in advanced nations is misguided because the implicit counterfactual—that keeping the off-shored jobs would have no macroeconomic impact on the economy—is not warranted. In addition, inasmuch as routine tasks create few positive feedbacks, trade in tasks can be an impediment to income convergence, unlike trade in goods. In short, this paper qualifies the views that offshoring hurts workers in the North and accelerates income convergence between the North and the South.  相似文献

Spurred by the political debate in the US and several high-profile corporate moves, "offshoring" has become a lively topic of discussion. This paper by Grant Colquhoun, Keith Edmonds and David Goodger tries to put recent developments in context and argues that "offshoring" should be seen as part of a long-standing and largely beneficial trend of international specialisation. In the short term at least, the transfer of service sector activities abroad is likely to involve relatively small numbers of jobs when compared to overall UK employment and labour market turnover. However, specific areas — such as call centres, back office functions and software programming — are expected to be increasingly affected, impacting upon regions of the UK with heavy exposure to those activities and giving rise to adjustment costs. In contrast, retailing, hotels and catering and personal services could well benefit from the move of low value-added jobs abroad. Overall, the impact of "offshoring" on the UK economy in terms of output and productivity should be positive.  相似文献

U.S. Government support for minority owned banks (MOBs) dates to the late 1960s. Evidence through the early 1990s suggested these banks are relatively inefficient. This study updates that research, using Stochastic Frontier Analysis (SFA) and panel data from 2003 to 2014 on minority owned banks and other banks. It is, as far as we know, the first such study to exclude outliers in SFA estimation, while recovering the outliers for efficiency estimation. Initial results identify a disruption in cost efficiency during 2008, with statistically distinct regimes for 2003–2007 and 2009–2014. Including recovered observations alters the patterns of MOB efficiency in significant ways, and leads us to conclude that current MOB inefficiency is mainly limited to Asian American owned and Multi-racial and minority serving banks. Tests for the effects of government deposits under a U.S. Treasury program suggest these did not adversely effect efficiency among covered MOBs, but may have improved survival rates for those MOBs subsequent to the financial collapse.  相似文献

A globalised knowledge economy has seen organisations restructure their delivery of customer services to take advantage of an open and competitive labour market. Gains achieved in developed economies such as the USA and UK from offshoring of business processes to developing countries are pressuring Australian businesses to offshore. This paper explores the practices of Australian businesses with offshore contact centres and considers emerging trends in offshoring in terms of potential risks and benefits for Australian organisations with broad customer contact. Findings suggest that Australian organisations are not only cautiously adopting offshore contact centre solutions to a range of onshore challenges including recruitment and retention of local staff and comparatively high local costs, but also achieving gains beyond cost savings in quality of service and enhanced business flexibility.  相似文献

U.S. government trade policy increasingly reflects “strategic trade” beliefs that, because competition in markets is imperfect, governments can act strategically to affect trade flows and enhance national welfare. The U.S. National Export Strategy targets the infrastructure sector in twelve developing countries as a strategic opportunity for U.S. construction firms. This paper examines whether U.S. government export promotion initiatives effectively implement strategic trade policy by providing appropriate support to these firms in that target market. How does government drive the corporate social responsibility of firms that supply it with goods and services? This paper reviews relevant theory and practice to describe ways in which public procurement shapes corporate social responsibility, and it builds upon theory to develop testable propositions to describe these influences. Using the case of U.S. defense procurement, statistical analysis indicates a significant relationship between the extent to which firms engage in defense procurement and the corporate social responsibility orientations of their managers. The findings have application both for social responsibility theory and for public procurement policy and practice.  相似文献

Does a change in the public׳s holdings of government debt affect the term structure of interest rates? Empirical analysis using a VAR model indicates that a rise in these holdings of the real debt-to-GDP ratio increases both the three-month and ten-year U.S. nominal yields in a statistically significant manner. The maturity composition of debt is also found to matter: innovations in holdings of long-term debt affect the term structure, while increases in short-term debt affect inflation expectations. These effects of changes in holdings of debt on the yield curve can be derived in a general equilibrium model in which the government issues exponentially-maturing riskless debt, financed by lump-sum taxes, and the optimizing agents are adaptive learners. On calibrating the average maturity of debt in the model to match that of U.S. Treasury debt since the 1980s, I find that positive innovations in government debt lead to increases in asset yields. This is because agents do not learn the principle of Ricardian equivalence exactly, and perceive increases in holdings of government bonds as a rise in their net wealth. Imposing rational expectations on the agents eliminates this channel, and changes in holdings of government debt have no effect on yields. The learning model also implies that as the real debt-to-GDP ratio increases, and the average maturity of debt becomes longer, the agents become less likely to learn that Ricardian equivalence holds.  相似文献

Information and communication technology (ICT) challenges traditional assumptions about the capacity to manage work beyond organizational and physical boundaries. A typology connects a variety of non-traditional work organizations made possible by ICT, including offshoring, outsourcing, remote work, virtual companies and platforms. A model illustrates how new technology serves as a proximate cause for a revision of social contracts between capital, labour and government reached through bargaining and how external shocks such as the COVID-19 pandemic, the institutional environment and limitations in practice influence how technology changes the organization of work. An historical case study of the New Deal Industrial Relations System illustrates the general features of the model for tackling major transformations in the organization of work. A review of the outsourcing and offshoring literature provides examples of how features of the model will potentially influence the future of post-pandemic remote work.  相似文献
