The Impact of Vocational Training on the Unemployment Duration

In this study, we estimate a semiparametric hazard model to assess the impact of vocational training on the duration of unemployment spells. Our research work is based on the data obtained from the District Labor Office in Słupsk, Poland from 1999 to 2007. We employ matching methods to take into account the potential sample selection problem, i.e., finding an adequate control group for the group of trainees. Therefore, we estimate a random-effects probit model for the likelihood of participation in a training program. The main question of this paper is whether the training significantly raises the transition rate from unemployment to employment in the short and the long run.

The Social Return to Apprenticeship Training

This paper draws together findings from a recent program of research to estimate the social rate of return to apprenticeship training and how the costs of training are distributed. It is estimated that 53 per cent of the costs of training an apprentice are borne by the employer, 28 per cent by the public sector and 19 per cent by the apprentice. This is in sharp contrast to the prediction of economic theory that trainees pay for general training. The social rate of return to male apprenticeships is estimated to be 12.8 per cent. This is in line with previous estimates of the social rate of return to university degrees and supports the case for policy measures to increase the level of apprenticeship training. Reforms taking place under the New Apprenticeships Systems are intended to shift the distribution of costs in line with that predicted by theory by placing a greater cost burden on apprentices for general training and increasing the specificity of training. If employers' willingness to offer apprenticeships has been a constraint, then these changes should stimulate apprenticeship training.     

How the Machinery of International Finance Runs with Sand in its Wheels

The dramatic swings in international capital movements in recent years have renewed interest in restrictions on capital flows. This paper provides a model of international asset flows and domestic equity price formation incorporating three restrictions on capital flows. A transaction tax introduces significant asymmetries in the reaction of asset prices to financial and real shocks but has no long-lived effects. Policies targeted to the level of net foreign debt by imposing a tax or outright controls do influence the steady-state levels of the real exchange rate and relative equity prices.     

新生代农民工在职培训的工资效应

本文基于2014年海口市新生代农民工的调查数据,采用马氏距离匹配以及偏差校正方法,估计在职培训对新生代农民工的工资效应.研究结果表明:在职培训比未参加在职培训的新生代农民工月工资高496.91元,使新生代农民工工资收入提高21.5％;在职培训对新生代农民工工资收入的贡献高于教育回报率,但在职培训与教育水平的交互项对新生代农民工工资收入呈现负向效应;新生代农民工在职培训参与率不高,教育程度、跨区就业对新生代农民工在职培训参与率具有显著的正向影响,工作经验的影响呈现"U"型,性别影响不显著.

民营经济发展与“腐败有效论”的检验

据"腐败有效论"的已有研究结合私营企业发展路径分析试图解释中国高腐败和民营经济高增长并存的"双高之谜"。通过1998～2006年的省级面板数据实证检验,我们发现腐败与民营经济发展呈现著正相关关系,对民营经济发展而言"腐败有效论"是成立的。并且我们证明,腐败有利于民营经济发展起作用的一个重要渠道就是可以减少政府的掠夺和干预。说明面对一个扭曲的制度安排,必然存在另一个扭曲的制度对其进行纠正。而要根除这种次优的扭曲的资源配置方式,只有根除其赖以生存的制度环境,即只有坚定不移地推动市场化改革。     

基于职业化培养模式的法学本科课程体系二元结构

我国的高等教育已进入大众教育阶段,然而当前法学本科教育所处的窘境决定了法学教育却仍需保持精英教育,法律精英人才的培养须采职业化培养模式。法律作为渊博的社会之学,须与其他学科通融;法律精英人才的职业化培养须加强法律技能训练。针对这些特点设计出法学本科课程的二元结构体系,以满足法学职业教育的需要。

The Effects of Inservice Training on Participating Teachers and Students in Their Economics Classes

In a fairly elaborate study, the author found that inservice teacher training in economics improved the achievement scores of participating teachers and their students. In addition, as their achievement scores improved, both teachers and students developed more positive opinions about economics. At the time of the study, inservice training seemed to be more effective than preservice training.
