Resettlement: Zimbabwe's first step

More than a year after independence, the main changes in agriculture in Zimbabwe have been minimum wage legislation, a high maize price accompanied by an exceptionally good growing season, the UNHCR (United Nations High Commission for Refugees) reinstallation and food programmes and the small beginnings of resettlement (and larger numbers of squatters). Certain food subsidies also affect rural areas although their greatest benefits accrue to those with urban incomes and urban diets. In addition the ‘former tribal trust lands’ are subject to increasing politicization as the newly elected district councils flex their muscles, providing at the same time an apparent attempt at decentralization and local participation with greatly increased expectations of assistance from the state. The future is uncertain, but it is evident that while the standard of living for the majority in rural areas remains so starkly low, the government will be forced to contend with sharply polarized forces, both within and outside the state apparatus, that seek to speed or dissipate the rate of change.

Becoming a preferred customer one step at a time

A preferred customer is a buying organization who receives better treatment than other customers from a supplier, in terms of product quality and availability, support in the sourcing process, delivery or/and prices. The decision to become a preferred customer implies a continuous commitment by the purchaser to a complex, expensive and often uncertain process. It is important to use a strategic approach, as well as appropriate tactics. Based on well-known models on the development of buyer-supplier relationship, on customer portfolio analysis and on the emergent literature in customer attractiveness and preferred customer status, we suggest four steps to become – and remain – a preferred customer: initial attraction, performance, engagement and sustainability. The process takes the perspective of a buyer willing to obtain the preferential status and focuses on the strategies and tactics that could influence the supplier's decision of granting this status. The proposed process considers that the supplier is continuously comparing the value offered by the customer to its expectations, and to the value offered by other customer relationships.

Functional separation in Swedish broadband market: Next step of improving competition

Technological development together with liberalization policy has led to competition in the telecommunications market. Broadband has been recognized as a driving force in the social and economic development of nations, and many countries have introduced policies and/or regulatory frameworks to improve competition in broadband markets. An evolution can be seen from the 1980s until the present day through open access to local loop unbundling to several degrees of separation including functional separation. There are several countries implementing functional separation such as the UK, Italy, Sweden and, recently the EU. It has been suggested that functional separation can be an effective policy for increasing competition in broadband markets under certain circumstances. Sweden has implemented functional separation by amending the Swedish Telecommunications Act in 2008 to include mandatory functional separation as one of the powers of the PTS, the Swedish telecommunications regulator. Although TeliaSonera, the incumbent fixed line operator decided to voluntarily separate part of their business, the amendments to the law were debated with arguments similar to the debates in the EU following the new regulatory framework implemented in 2009. Against this background, this paper provides an overview of the development of functional separation in the EU and European countries such as Sweden and the UK. The paper also provides a theoretical and empirical analysis of the implementation of functional separation. The evolution of functional separation in Sweden is explained and ends with a discussion of the implementation of functional separation in the Swedish broadband market.     

Thinking one step ahead: The use of conjectures in competitor analysis

An assessment of opponents' reactions to strategic and functional area policy decisions is shown to require knowledge concerning opponents' beliefs about the firm's behavior. This study introduces a methodology for incorporating such conjectures into the business planning process. It presents an analytical measure for these conjectural variations and discusses several illustrations. Examples of the application of the framework are provided by the Japanese flat glass industry and the U.S. domestic coffee roasting industry. The use of a broad range of conjectural variations in competitor analysis is discussed, and implications for business strategy formulation are highlighted.
