This study examines factors affecting the housing consumption of households headed by black women. The investigation focuses particular attention on the extent to which marital status and household composition, especially extended family configurations, influence the quality of housing consumed. The specific measure of housing quality used in the study is crowdedness, proxied by the number of persons per room. Analysis of data taken from the 1980 U.S. Census Public Use Sample reveals that female-headed extended households experience crowding disproportionately in comparison to other female-headed households. Marital status, age and location also significantly affect housing consumption. Young black female household heads who are separated and live in the South are particularly likely to reside in crowded conditions. Improved labor market outcomes for household heads are found to be more effective in generating improvements in housing quality than increased transfer payments.  相似文献

Farley discusses changes in employment, occupation, earnings, income, and poverty among US blacks. Among black men, there has been a persistent rise in unemployment since 1960. By the early 1980s, 1 black man out of 8 had dropped out of the labor force, compared to 1 in 20 white men. Some contend that many black men lack the skills to be employed or have personal habits and criminal records which make them unacceptable to employers. Others believe that the expansion of federal welfare programs offers attractive alternatives to men who have limited earnings potential. Still others stress that blacks are concentrated within cities, while the growth of employment is occurring in suburbs. Among those blacks over age 54, labor force participation has declined because of improved Social Security benefits, better private pensions, and the greater availability of Supplemental Security Income. The employment of young blacks compared to whites has deteriorated since 1960. For both races, there has been a steady rise in the employment of women. The recent increases, however, have been great for whites. By the early 1980s, white women caught up with black women in terms of employment. Unlike the indicators of employment itself, there is unambiguous evidence that the occupational distribution of employed blacks has been upgraded and is gradually becoming similar to that of whites. Findings from many studies show that blacks once earned much less than similar whites, but this racial difference has declined among men and has nearly disappeared among women. The proportion of blacks impoverished fell sharply in the 1960s, reaching a minimum of 30% in the early 1970s. Since the early 1970s, blacks have made few gains. The proportion impoverished actually increased and the ratio of black-to-white family income declined. The fact that the earnings of black males are no longer rising faster than those of whites and that there is no longer a migration from southern farms to cities plays a role, but changes in family structure are also important. At all dates, poverty rates have been high and income levels low in families headed by women. In 1984, for example, 52% of the black families with a woman as head of household were below the poverty line, compared to 15% of the black married-couple families. While similar trends are occurring in white families, there has been a sharper increase in the proportion of blacks living in these female-maintained families which have high poverty rates.  相似文献

Conclusion These very positive gains in economic well-being for certain categories of black families do not surprise us. Those in which the head is under 35 and live in the North and the West have had relatively more opportunity open to them as a result of some of the strong enforcement policies of the late sixties and affirmative action programs. This group of the black population, by and large, is better educated, more mobile, and more job-ready. It is, therefore, in a position to be more productive and thereby earn relatively higher incomes when society relaxes some of its discriminating tendencies. No such advantages, however, are available to the households headed by females or older households which comprise the overwhelming members of families in poverty.  相似文献

One explanation for the widening of racial earnings gaps among family heads during the 1980s is that black families were increasingly headed by females during that period. This explanation is tested using data on black and white family heads in 1976 and 1985 from the Institute for Research on Poverty's Current Population Survey. Log-earnings equations, corrected for selection bias and for the endogeneity of labor force participation, are estimated for blacks and whites in 1976 and 1985. If the impact of rising female-family headship on labor force participation is ignored, one finds support for the family structure explanation. But support for alternative explanations is also found. There are substantial impacts of within-race gender discrimination and of market racial discrimination. When the endogeneity of family structure is taken into account, further support is found for the view that endowment differences only explain a modest portion of the rising gap in earnings between black and white family heads.  相似文献

Available data show that JTPA has provided some economically disadvantaged black women with employment and training services. Many black women who had suffered employment setbacks or entry problems during the recession that ended in 1982 need assistance in gaining access to the labor market. This is particularly true of young black women. At the same time, it is not clear from available evidence whether single black women who are supporting families alone and who are considered the core group of impoverishment in the black community have been-or, under the present configuration, can be-served adequately by JTPA.  相似文献

In most household surveys, headship is not defined by objective criteria but is self-identified by respondents. The first part of this article examines whether self-reported heads in South Africa are those household members in whom more control over decision-making is vested. Although the head is typically found to be the oldest household member, there is also a strong relationship between headship and the highest income-earner in the household. Furthermore, heads have final say over decisions even when they do not earn the most income. This is the case particularly in households headed by women. The second part of the article evaluates whether the gender of the head provides a useful marker for distinguishing between household types and their access to resources. Female- and male-headed households are not homogeneous groupings, and male-headed households are not equally advantaged. However, female-headed households in South Africa on average contain fewer income-earners, whose income is also lower, than male-headed households. Overall, therefore, households headed by women are considerably more likely to be economically vulnerable.  相似文献

This article reports on interviews conducted with 25 middle- and senior-level black female managers in private-sector employment. Three hypotheses were examined: (1) the processes that sociologists and psychologists assume influence the nontraditional career choices of white women are not the same as those that influence black women; (2) contrary to popular belief, black women are not being promoted more rapidly than other, better qualified workers as a result of affirmative action; and (3) black female managers are likely to encounter the same limits to their mobility that anyone, regardless of race or gender, might encounter,and they are likely to encounter limits to their mobility on account of their race and sex. Each of these hypotheses received some support from this admittedly narrow database.  相似文献

This paper uses the 1998 and 2003 Surveys of Small Business Finance (SSBF) to detail the recent experiences of black female headed small businesses (BFHBs) in the capital markets. It documents, a large disparity in the importance of a college education for black and non-black female headed businesses (NFHBs); that the race of a female headed business is an important factor in determining whether a loan is approved; and that although receiving a college education does not remove the cost BFHBs face due to their owner’s race, it is significantly lower than that faced by their peers without a college educated owner. Together, this paper provides striking evidence of taste-based and statistical discrimination , both in violation of the Equal Credit Opportunity Act.  相似文献

Are the economic interests of black and white women similar? This article explores this question by reviewing data on the “feminization of poverty,” data on changes in the economic status of blacks, and differences in the occupational status of black and white women. The article reviews several policy questions, discusses ways in which the interests of black and white women differ in the policy arena, and concludes that although there are some similarities in the interests of black and white women, the racial interests of black women suggest that the interests of black and white women may frequently differ.  相似文献

The dramatic welfare reforms of 1996 affected public assistance usage patterns, possibly leading to more cycling on and off welfare as opposed to long-term continuous participation. We examine 128,775 Tennessee families that left welfare between October 1996 and April 2001. Of these, about one-third returned to the program at least once during this period. We provide statistical portraits of these families and compare reentrants with those who remained off public assistance. We conclude with a multivariate analysis of the determinants of reentry, Results suggest that families with younger, female, or black caretakers and those with more children are more likely to return. Those less likely to return include families whose caretakers were married or who had more education or were not working as of case closure. Families who left because of a time limit or who accumulated more months of program participation were also more likely to return.  相似文献

Data collected from a 1997 household survey carried out in Accra, Ghana are used to look at the crucial role that women play as income earners and securing access to food in urban areas. One-third of the households surveyed are headed by women. For all households, women's labor force participation is high with 75% of all households having at least one working woman. The high number of female-headed households and the large percentage of working women in the sample provide a good backdrop for looking at how women earn and spend income differently than men in an urban area. Livelihood strategies for both men and women are predominantly labor based and dependent on social networks. For all households in the sample, food is still the single most important item in the total budget. Yet, important and striking differences between men's and women's livelihoods and expenditure patterns exist. Compared to men, women are less likely to be employed as wage earners, and more likely to work as street food vendors or petty traders. Women earn lower incomes, but tend to allocate more of their budget to basic goods for themselves and their children, while men spend more on entertainment for themselves only. Despite lower incomes and additional demands on their time as housewives and mothers, female-headed households, petty traders and street food vendors have the largest percentage of food-secure households. Women may be achieving household food security, but at what cost? This paper explores differences in income, expenditure and consumption patterns in an effort to answer this question, and suggests ways that urban planners and policy makers can address special concerns to working women in urban areas.  相似文献

At a time when the Clinton Administration has set a goal of eliminating racial disparities in health by the year 2010, medical experts are struggling to understand one of the most glaring, and least talked about, disparities of all: death in childbirth. In a study made public this spring, the Centers for Disease Control and Prevention in Atlanta reported that black women in the U.S. were nearly four times as likely to die during delivery, or shortly thereafter, as white women. The disparity, which has remained about the same for the last four decades, holds true even for women who … are middle class and have health insurance. The findings … have renewed interest among scientists and legislators in a problem that many peoole think no longer exists … Dr. David Satcher, the United States Surgeon General, (says) “the disparity is important. Conclusion This study estimates the demand for abortion by black women. The empirical results find that black abortion demand is price inelastic, negatively related to unemployment conditions, and positively related to the presence of state Medicaid and a college education. These results are consistent with the findings in prior studies of all childbearing women. The only two findings at odds with those of all childbearing women were that black women's abortion demands are considerably more responsive to changes in income and do not depend on marital status.  相似文献

A disproportionately large number of abortions are performed on black and Hispanic women. This study empirically investigates whether restrictive state abortion laws differentially affect the abortion demand of white, black and Hispanic women for the year 2005. A state Medicaid abortion funding restriction significantly decreases the abortion rate of all three races. However, Hispanic women’s abortion demand is more sensitive to a Medicaid funding restriction than either white women or black women. Parental involvement laws and mandatory counseling laws have no significant impact on the abortion rates of the three racial groups. Two-visit laws are associated with a significant decrease in the abortion rate of white women, but have no significant effect on the abortion rates of black and Hispanic women.  相似文献

The labor force participation rate of black women has not increased as fast as that of white women in spite of the fact that black females have the characteristics economists have found most encourage participation. Also black women at all socioeconomic levels have more positive attitudes towards labor market activity. The explanation for the failure for their work rates to grow as fast as those of white women appears to be inadequate employment opportunities for black women from lower socioeconomic groups. Education in or of itself, however, is not the solution to the problem because education yields lower returns to black women with limited schooling than is true for comparable whites. Any strategy devised to solve these employment inequities must address the low relative demand for these workers.  相似文献

Based on data from the 1980 census, three major findings emerge from this study. First, the labor force participation rate is higher for women in black-white interracial marriages than women in endogamous marriages. Second, the labor force participation rate of wives in interracial marriages, after adjusting for differences in observed personal characteristics, is approximately halfway between that of women in white homogeneous and black homogeneous marriages. Third, interracial marriages are more likely among women who are younger, Hispanic, foreign-born, more educated, previously married, and reside in the West.  相似文献

Economists expect that increases in education and work experience will increase workers’ productivity and translate into higher compensation. We use data from the March Current Population Survey (CPS) to show that over the past four decades, the “human capital” of the employed black workforce has increased enormously, yet the share of black workers in a “good job” --one that pays at least $19 per hour (in inflation-adjusted 2011 dollars), has employer-provided health insurance, and an employer-sponsored retirement plan-- has actually declined. The CPS data show that black women saw a modest increase in access to “good jobs,” but the share of black men in good jobs decreased. Despite improvements for black women, they were consistently less likely to be in a good job than black men in every year in our sample. Black workers at every age and education level were also less likely to be in a good job in 2011 than they were in 1979.  相似文献

Comparable worth is a subset of affirmative action strategies that deal with all of the terms and conditions of employment including hiring, recruitment, promotion, transfer, and wages. This article describes the comparable worth strategy and its potential impact on black women, black men, and the black community. By viewing the representation of black women in municipal clerical jobs, the author concludes that black women will gain from comparable worth. Because black men are overrepresented in ℝdtypically female” jobs, it is further concluded that black males will gain from implementation of comparable worth. Finally, because comparable worth will examine the basis for pay scales, the author concludes that both gender and racial bias may be revealed when job evaluations are examined. This article also views limitations to the comparable worth strategy and distributional concerns of comparable worth.  相似文献

This article re‐examines the food consumption of working‐class households in 1904 and compares the nutritional content of these diets with modern measures of adequacy. We find a fairly steep gradient of nutritional attainment relative to economic class, with high levels of vitamin and mineral deficiency among the very poorest working households. However, we conclude that the average unskilled‐headed working household was better fed and nourished than previously thought. When proper allowance is made for the likely consumption of alcohol, household energy intakes were significantly higher still. We investigate the likely impact of contemporary cultural food distribution norms and conclude on the basis of the very limited evidence available that women may have received, on average, about 80 per cent of a man's share of the available food. We adjust energy requirements for likely higher physical activity rates and smaller stature and find that except among the poorest households, early twentieth‐century diets were sufficient to provide energy for reasonably physically demanding work. These results are consistent with recent attempts to relate the available anthropometric evidence to long‐run trends in food consumption. We also find that the lower tail of the household nutrition distribution drops away very rapidly, so that few households are estimated to have suffered severe food shortages.  相似文献
