The basic premise of this paper is that modern agricultural production is not sustainable in view of the high cost of chemical inputs (notably fertilizers and pesticides) used and their detrimental effects on the environment. Some of these effects are briefly discussed in this paper. The possibility of adopting organic farming as a means of promoting sustainable agriculture has been the main objective of this investigation.The results of the experiment carried out at the Chepkoilel campus farm, Moi University, Kenya to demonstrate the differences between the yields and returns to organic manure and chemical fertilizers show that high yields are obtained from the use of organic manure. The high yields are also shown to be obtained in subsequent years after the application of the organic manure. This is cheaper than the application of chemical fertilizers. Maximum yields are obtained from a combination of organic manure and chemical fertilizers. Organic manure has the added advantage of providing more healthy vegetables for human consumption and ensuring optimum soil fertility for sustainable production.  相似文献

Economic activity takes place in a scenario characterized by an increasing number of environmental regulations aimed at bringing under control the emission of contaminating wastes. In this paper, we evaluate the impact of transforming a code of good practice in nitrogen fertilization on Spanish citrus fruit farms into an environmental regulation of compulsory fulfilment. Using data envelopment techniques, we calculate unrestricted and environmentally regulated short-run maximum profits. Both profit values are then used to compute an index of the cost of regulation. Our results suggest that the cost of shifting from a merely recommended practice to a binding rule is low. On average, the loss of profit computed is only about 4%. Furthermore, we find that farms’ overall efficiency is low and that the current gap between observed and regulated fertilization practices could be overcome by improving overall management efficiency.  相似文献

Rapid increases in livestock production in the Netherlands have changed manure from a valuable input into a mere waste product. This is especially true for the southern and eastern parts of the country, where specialized pig and poultry farms have concentrated on sandy soils. As these farms generally own very little land, they largely depend on imported feedstuffs. As a consequence, manure is applied to the land in such large quantities that serious environmental problems have resulted: (1) eutrophication of surface water by phosphate emissions; (2) pollution of groundwater by nitrate emissions; and (3) acidification by ammonia emissions.In the last few years the Dutch government has developed a manure policy to counteract these effects. Our analysis of that policy has revealed at least three fundamental defects, which render the manure policy ineffective and inefficient. In this paper proposals are made to remove the defects in current manure policy. Much attention is paid to the problem of designing a mixture of policy instruments which is both effective as well as efficient in limiting the environmental problems caused by manure. It is shown that the use of financial incentives in regulation can substantially improve the efficiency of the manure policy. Finally, the main economic consequences of the proposed policy are examined for the public sector as well as for the agricultural sector.  相似文献

This study identifies the factors determining the purchase frequencies of organic/natural fertilizers (ONFs) with a focus on do-it-yourself (DIY) consumers’ perceptions and motives. The estimation results of the generalized ordered logit model provide statistical evidence that environmental perceptions are critical factors in directing DIY consumers to purchase ONFs frequently. The results imply that educational programmes, informational campaigns, or advertisements to improve their perceptions on the potential negative impacts of fertilization on the environment may increase the purchase frequencies of ONFs. In addition, the results show that DIY consumers perceive that it is worth using ONFs despite their higher prices than chemical fertilizers. Their purchase frequencies will increase if they positively perceive the values of ONFs and are willing to pay a premium for ONFs. Moreover, the purchasing behaviour of DIY consumers is associated with their perceptions of neighbourhood landscaping. If neighbours or homeowner associations encourage landscaping improvements in their community, DIY consumers may increase their purchase frequencies of ONFs accordingly.  相似文献

Pig farms in the Netherlands pay a zero or low price for using the environment. As a consequence, the environment is overused. The Dutch government wants to reduce the emissions of nitrogen and phosphorus. Possible instruments are regulation and levies. In this study a levy on feed and a levy on the nitrogen surplus are investigated, by incorporating a bad output in the production model. The model is estimated using panel data of Dutch pig farms over the period 1975–1989. Levies on nitrogen turn out to be more cost-effective than levies on feed.  相似文献

This paper presents a mechanism explaining the surge in environmental culture across the globe. Based upon empirical evidence, we develop an overlapping generations model with environmental quality and endogenous environmental culture. Environmental culture may be costlessly transmitted intergenerationally, or via costly education.The model predicts that for low wealth levels, society is unable to free resources for environmental culture. In this case, society will only invest in environmental maintenance if environmental quality is sufficiently low. Once society has reached a certain level of economic development, then it may optimally invest a part of its wealth in developing an environmental culture. Environmental culture has not only a positive impact on environmental quality through lower levels of consumption, but it also improves the environment through maintenance expenditure for wealth-environment combinations at which, in a restricted model without environmental culture, no maintenance would be undertaken. Environmental culture leads to a society with a higher indirect utility at steady state in comparison to the restricted model.Our model leads us to the conclusion that, for societies trapped in a situation with low environmental quality, investments in culture may induce positive feedback loops, where more culture raises environmental quality which in turn raises environmental culture. We also discuss how environmental culture may lead to an Environmental Kuznets Curve.  相似文献

Concentration permits are regarded as an interesting policy tool for regulating emissions where, besides absolute amounts, also local concentration is important. However, effects of governance structure, trading system and possible policy interventions in the permits' allocation are not yet well analysed and understood. This paper explores in how far tradable fertilisation standards can be seen as a concentration permit trading (CPT) system which can be fine-tuned for further policy intervention. Indeed fertilisation standards such as obliged by the EU Nitrate Directive can be regarded as local nitrate emissions limits, and thus concentration permits. A multi-agent spatial allocation model is used to simulate the impact of defining the manure problem in terms of concentration permits rather than conventional emission permits. Impacts are simulated in terms of environmental performance and increased reallocation costs. The model is applied on the Flemish manure problem.  相似文献

Yard care is an economically important household production activity that also has potentially significant environmental or health impacts. Of particular concern are the possible negative impacts of using synthetic pesticides and fertilizers. But economic models and empirical analyses of yard care and chemical use are rare. We develop a simple model of household production and consumption to analyze yard care and chemical use. We then estimate a multinomial logit model of these behavioral choices with household data from San Francisco. Attitudes towards the quality of one's outdoor residential environment and time scarcity are important determinants of the odds of chemical use whereas financial variables play the major role in determining the odds that people have and care for yards. These results could help to improve educational or marketing campaigns that aim to reduce potential or actual problems associated with yard chemical use. Better data for models similar to this one are needed for future research.  相似文献

This article presents the quantitative eco-efficiency method developed for prioritising environmental investments in NOGEPA, The Netherlands Oil and Gas Exploration and Production Association involving all major oil and gas producers in The Netherlands. They are committed to a high level of environmental improvement in a Covenant with Dutch central government. Quantitative assessment of eco-efficiency in terms of cost per unit of environmental improvement requires the quantification of both costs and environmental impacts, each in a single indicator. The present study focuses on the development of a single environmental indicator for that purpose. The overall process for arriving at such an indicator has been structured according to ISO 14042 about the life cycle impact assessment. For the last step in this process, the establishment of weighting factors across environmental themes, a panel method has been chosen, involving as stakeholders the government officials involved, the industry experts and independent experts from scientific institutes.  相似文献

We consider the performance of small and medium sized enterprises in Dutch horticulture under different environmental policy regimes across time. We address the question whether technical performance differs under these alternative regulatory regimes to test Porter's hypothesis that stricter environmental regulation reduces technical inefficiency. For this purpose, we use a stochastic production frontier framework allowing for inclusion of policy variables to measure the effect of alternative environmental policy regimes on firms' performance. The main result is that stricter environmental policy regimes have indeed reduced technical inefficiencies in Dutch horticulture. The estimation results indicate amongst others that the 1997 agreement on energy, nutrient and pesticides use enhances technical efficiency. Firms under the strict environmental policy regime are found to be more technically efficient than those under a lax regime, thereby supporting the claims by Porter and Van der Linde (Porter, M., Van der Linde, C., 1995. 农地使用权和租赁与农业投资一直是发展经济学的热点问题。随着中国农地流转市场的发展,越来越多的农户同时耕种这两类土地:自家地和转入地。本文的研究目的是在分析农地流转变动趋势的基础上,研究农地流转对农户土地投资的影响。基于来自2000年和2009年6省两轮全国性代表农户的追踪调查数据,建立计量模型,分析结果表明,农户在转入地上的有机肥施用概率和用量要比在自家地上的少;但随着农地租赁土地的稳定性提高,这种投资差异在缩小。  相似文献

本文通过对发达国家农业生产中出现的化肥施用量相对减少这一趋势的探讨,分析了我国农业化肥施用现状,并通过对作物秸杆作为燃料获取能量与生产化肥所消耗能量的对比,说明从节省能量的角度来看,用有机肥部分替代化肥具有一定的合理性;指出在我国要实现肥料间的替代,首先要解决农村生活资料的替代问题。揭示出资源间的连锁替代是我国实现有机农业的关键。  相似文献

This paper measures the ensuing changes in productivity in the French pig sector following the introduction of the European regulation addressing water pollution by nitrates from agriculture. Productivity is measured using the Malmquist–Luenberger index. The sources of changes in productivity observed are examined by breaking down this index into its technical progress and efficiency components. The results show that in the early stages, increases in productivity were stimulated by increased efficiency, before being driven by technical progress. The estimations regarding the sources of efficiency gains for the farms in the sample (technical efficiency, efficiency of scale and environmental efficiency) are then used to estimate the indirect costs and benefits (or negative costs) linked to the introduction of the environmental regulation controlling the disposal of organic manure and the management of nitrogen surplus from pig farms. The existence of a “win-win” effect as regards the Porter hypothesis relation between efficiency and environmental regulation is highlighted for the French pig sector.   相似文献

The aim of the present paper is to show how (informal) responsibility issues within the context of a network are essentially related with the way networks are organised in order to pursue their objectives. We conceive of organisations as having at least three relevant dimensions: power, coordination and control. The case of the Dutch manure processing factory Promest is analysed in terms of these three dimensions. The analysis provides an illustration of how the dimensions enable actors to discharge their responsibilities, thereby offering insight in responsibility issues within a group of actors and contributing to the prevention of the problem of many hands.  相似文献

This article utilizes three data envelopment analysis-based models: a no environmental regulation model, a weak environmental regulation model and a strong environmental regulation model to reveal the impact of environmental regulation on China’s regional total-factor energy efficiency (TFEE) during the period of 2003–2010. To take a further step, these three models are adjusted for calculating the correspondingly macro-economic cost of environmental regulation. The estimation results show that at present, the level of China’s environmental regulation is relatively low, and an enhancing of environmental regulation would lead to a sufficient increase of China’s regional TFEE with an enormous economic cost as its price. That means in China, the nationwide environmental stress is high, and the regulation cost is very huge. Strengthening environmental regulation would inevitably have some negative influences on China’s economy in the short run. Based on our findings, some corresponding policies are also proposed in this article.  相似文献

The water footprint of coffee and tea consumption in the Netherlands   总被引:4,自引:0,他引:4  
A cup of coffee or tea in our hand means manifold consumption of water at the production location. The objective of this study is to assess the global water footprint of the Dutch society in relation to its coffee and tea consumption. The calculation is carried out based on the crop water requirements in the major coffee and tea exporting countries and the water requirements in the subsequent processing steps. In total, the world population requires about 140 billion cubic metres of water per year in order to be able to drink coffee and tea. The standard cup of coffee and tea in the Netherlands costs about 140 l and 34 l of water respectively. The largest portions of these volumes are attributable to growing the plants. The Dutch people account for 2.4% of the world coffee consumption. The total water footprint of Dutch coffee and tea consumption amounts to 2.7 billion cubic metres of water per year (37% of the annual Meuse runoff). The water needed to drink coffee or tea in the Netherlands is not Dutch water. The most important sources for the Dutch coffee are Brazil and Colombia and for the Dutch tea Indonesia, China and Sri Lanka. The major volume of water to grow the coffee plant comes from rainwater. For the overall water need in coffee production, it makes hardly any difference whether the dry or wet production process is applied, because the water used in the wet production process is a very small fraction (0.34%) of the water used to grow the coffee plant. However, the impact of this relatively small amount of water is often significant. First, it is blue water (abstracted from surface and ground water), which is sometimes scarcely available. Second, the wastewater generated in the wet production process is often heavily polluted.  相似文献

We estimate the effects of four unit-based pricing systems on waste collected in Dutch municipalities. Unit-based pricing is shown to be effective in reducing unsorted and compostable waste and in stimulating recyclable waste. If the estimations are corrected for differences in environmental activism between municipalities the effects are still large but significantly lower. The bag- and weight-based systems perform equally and far better compared with the frequency- and volume-based systems. This is interesting, as administrative costs are significantly lower for the bag-based system. Finally, unit-based pricing has no effect on the amounts of waste collected in surrounding municipalities.  相似文献

A great deal of the economic literature on pollution control strategies concentrates on the efficiency of environmental policy instruments. Most analytical studies in this field show that market instruments are more efficient with respect to the cost of pollution abatement of a given number of polluters than non-market instruments. According to several analytical studies, market instruments should also be more efficient with respect to innovation in pollution abatement equipment than non-market instruments. In the empirical literature a great number of case studies exist with estimations of the savings of abatement costs of market instruments in a situation without technological progress. Empirical studies about the impact of environmental policy market instruments on the abatement costs in situations with technological progress are lacking.The purpose of this paper is to fill this gap. The paper deals with an empirical estimation of abatement costs for the emission of SO2 of coal-fired electricity units in the Netherlands from 1985 to 2000. First, the working of market instruments and non-market instruments (the existing environmental policy of the Dutch government) is simulated in a static situation. Second, we analyse the learning effects of flue gas desulphurization. The efficiency advantage of market instruments turns out to be larger in a situation of technological progress than in a static situation.  相似文献
