本文通过实证分析表明:在样本期内,中国与各国经济波动的相关系数随时间变动较大。进一步使用面板数据对经济协同性演变背后的动因进行了考察,结果表明:双边贸易程度和金融一体化程度对经济协同性的影响显著为正,而产业内贸易的影响为负;中国与各国之间的货币政策协调程度、财政政策协调程度以及汇率波动程度也对经济波动协同性有一定影响。  相似文献

In a two-country model, we consider the implications of monetary and fiscal policy coordination for macroeconomic stabilization. We show that the optimal regime is one of monetary and fiscal policy coordination under flexible exchange rates. In the context of the European Community, this suggests that the desire to fix exchange rates may not be costless. In addition, we show that fiscal coordination requires a relatively high degree of flexibility in fiscal policy. This result suggests that limits on the flexibility of fiscal policies, as suggested in the Delors Report, may hinder macroeconomic stabilization.  相似文献

This paper analyses the evolution of fiscal policy in central and eastern European countries during the EU accession process, testing for country and time specific effects. This is done by constructing Taylor-type policy rules and by calculating three measures of fiscal stance. A key finding is that the differences across countries are more significant than those across time. Baltic countries tended to have had tighter fiscal policy which responded to the output gap, larger central European countries had more lax (and increasingly lax) fiscal policies which were unresponsive to the output gap. These differences correlate closely with cross-country differences in exchange rate regimes and no link is found to either spending composition or political variables. Taken together the results suggest that the exchange rate regime is by far the most significant determinant of fiscal performance. These results suggest that the “soft power” of the prospect of EU entry did not act as a spur to greater fiscal discipline and that higher budget deficits in recent years cannot be blamed on costs of accession.

本文从非常规货币政策退出的时机判断、策略选择、工具取舍和效果预测与评估等四个方面构建了一个经济复苏背景下的非常规货币政策退出的理论分析框架,在此基础上,对中国非常规货币政策退出中涉及的相关问题进行了探讨。研究表明,时机判断、退出策略、退出工具的选取以及效果预测和评估是非常规货币政策退出决策中相互依存、相互制约的四个有机组成部分。在经济复苏阶段,中国非常规货币政策退出的目标应是在维护币值稳定的基础上兼顾其他目标的实现。在退出的节奏上应循序渐进,在财政政策与货币政策的退出次序上应"先财政、后货币"。同时,应加强与其他国家间货币政策退出的协调与沟通,强化对非常规货币政策退出效果的预测和评估。  相似文献

This paper considers the implications of international policy coordination when both monetary and fiscal policy choices are endogenous. We show that a movement from insular monetary commitment to international monetary policy coordination will, if fiscal policies are not coordinated, produce higher output and public expenditure levels at the expense of higher inflation rates. We also show that the concurrent coordination of monetary and fiscal policies raises output and inflation while lowering public expenditure relative to a regime of monetary coordination alone. We conclude that the arguments for concurrent monetary and fiscal policy coordination fail to have a clear-cut theoretical basis.  相似文献

In this paper, we construct a two‐country dynamic stochastic general equilibrium model to investigate the sources of business cycles in China and the contributions of policy shocks in economic fluctuations. The empirical results from Bayesian estimation show that, apart from the traditional supply and demand shocks, monetary and fiscal policy shocks also play important roles in determining China's economic fluctuations. In addition, we find significant feedback effects between monetary and fiscal policies in China, indicating that policy coordination is an important feature of China's monetary and fiscal policies. Overall, these results not only shed new light on the policy factors behind China's economic fluctuations, but also provide new evidence that is helpful for understanding the policy transmission mechanisms in China.  相似文献

The trade-off between income distribution and stabilization is one of the least understood in development economics. The paper reviews the recent literature on the effects of devaluation and monetary and fiscal policy. Devaluation is shown to have a significant impact on incomes through both its expenditure switching and reducing effects, this varying with the time perspective taken. The implications of these effects for poverty are explored, and shown in principle to be complex and uncertain. Similarly, monetary and fiscal restraint is shown to influence income distribution through changes in the level and structure of output. How changes in monetary and fiscal policy affect the poor in developing countries is again difficult to determine theoretically. The labor market is shown to be a key determinant of how policy changes are transmitted to poverty groups. The paper concludes that rigorous empirical research on this subject is long overdue.  相似文献

The Performance of Simple Fiscal Policy Rules in Monetary Union   总被引:1,自引:1,他引:0  
The paper analyses the stabilising potential of simple fiscal policy rules for a small open economy in monetary union in a 2-region DSGE model with nominal and real rigidities. We consider simple fiscal instrument rules for government purchases, transfers, and consumption, labour and capital taxes in analogy to interest rate rules in monetary policy. The paper finds a dichotomy in the welfare effects of fiscal policy for liquidity-constrained and intertemporal optimising households, i.e. policies enhancing the welfare of one group tend to reduce the welfare of the other one. The moderate average welfare gains from optimal policy contrast with potentially large welfare losses from non-optimal policy. Fiscal rules that respond to employment fluctuations may be preferred to fiscal rules responding to indicators of price competitiveness, because optimal policy corresponds more closely to the idea of countercyclical stabilisation in the former case. The simulations also emphasise the crucial impact of the budgetary closure rule on the welfare consequences of fiscal business-cycle stabilisation.  相似文献

Devaluations and fiscal retrenchments coming from developed countries are buffeting less developed countries. Many emerging market countries have adopted inflation targeting as “best practice,” but now they are being advised to enhance their inflation targeting regimes with foreign exchange intervention. Here we use a DSGE model to tell some cautionary tales about this advice. A Taylor rule guides interest rate setting, while foreign exchange interventions are used as a second tool of monetary policy. These interventions are effective in our model since domestic and key currency bonds are imperfect substitutes. We derive optimal (Ramsey) intervention policies in response to foreign devaluations and fiscal retrenchments, and find that they are rather complex. So, we compare the optimal responses to policies that simply smooth real or nominal exchange rate movements. Our results suggest that discretion may be the better part of valor: pure inflation targeting may come closer to the optimal policy than exchange rate smoothing. A secondary result may also be of some interest: foreign exchange interventions have a stronger impact on inflation and output in an inflation targeting regime than do sterilized interventions; the Taylor rule augments the effects of a given intervention.  相似文献

It is argued in this paper that recent financial innovations and deregulation in less developed countries may have established a case for an intermediate target strategy for monetary policy. The question of which financial aggregate to target is not, however, a trivial one. Three criteria have to be met for a financial aggregate to serve as an appropriate target for monetary policy. Using time series data from a sample of six less developed countries, these three criteria are empirically tested to determine whether narrow money, broad money or domestic credit is the most appropriate target for monetary policy in less developed countries. The results indicate that it is difficult to generalize and that until monetary policy can be independent of fiscal policy in these countries, none of the tested financial aggregates would be appropriate as an intermediate target.  相似文献

This study investigates the interconnection of policy uncertainties between the world’s two largest countries, the US and China, and sheds light on whether and how the US–China trade war affects each party. Given the deep-seated economic integration and trade linkage between the two countries, these characterizations are essential for understanding how policy shocks propagate spatially. Using fiscal, monetary, and trade policy data from January 2000 to December 2019, I provide ample evidence of bilateral, multilateral, and system-wide measures of policy uncertainty connectedness. Monetary policy is most likely to be the leader of policy uncertainty in China, while fiscal policy is more likely to be the leader in the US. The cross-category connectedness is not constant over time. Overall, the direction of spillover is from the US to China, although this changes in different periods owing to different environments. These findings are useful for policymakers to monitor the effectiveness of policies and to help investors avoid economic policy uncertainty shocks induced by return fluctuations.  相似文献

We use a Vector Auto Regression (VAR) analysis to explore the (trade spill-over) effects of fiscal policy shocks in Europe. To enhance comparability with the existing literature, we first analyse the effects of these shocks at the national level. Here, we employ identification based on Choleski decomposition and a structural VAR, both of which lead to the same results. Then, we turn to study the cross-border spill-overs of fiscal shocks via the trade channel. Fiscal expansions in Germany, France and Italy lead to significant increases in imports from a number of European countries. In order to mimic the case of monetary union, we also shut off the effects via the short-term interest rate and the nominal exchange rate and find a slight strengthening on average of the cross-country spill-overs from a fiscal expansion. Abstract: This study investigates the effects of monetary and fiscal policies on the real output growth in a small open economy. It is a country‐specific, time series study that verifies the implication of increasing economic openness on the efficacy of monetary and fiscal policy. A modified GARCH model was used to estimate the anticipated and unanticipated shocks. Two measures of fiscal and monetary shocks were combined with openness and real oil price shocks in a VECM model to assess the effects of anticipated and unanticipated policy shocks on the output equations. The empirical results showed that anticipated and unanticipated fiscal and monetary shocks had no significant positive effects on real output. This suggests that the open macroeconomic version of the policy ineffectiveness proposition was valid for both monetary and fiscal policy shocks in Nigeria. This is in consonance with earlier works in this area. Furthermore, the degree of openness and oil price shocks had a negative implication on the efficacy of macroeconomic policy in Nigeria; also in agreement with the Dutch Disease Syndrome. Finally, the policy implication of this study therefore is that trade liberalization policy should be implemented cautiously. The Nigerian economy is weak to withstand the unwholesome consequences of full economic integration.  相似文献

This paper investigates the use of fiscal policy in response to a large negative aggregate demand shock which may push the global economy into a liquidity trap. Fiscal policy may be an effective tool to respond to a liquidity trap, but its international spillover effects may operate quite differently from its domestic effects. We derive the optimal cooperative fiscal response to a global liquidity trap in a two country world economy. Surprisingly, we find that the optimal fiscal spending response for a partner country to a negative aggregate demand shock in a source country may be negative. If fiscal policy can be chosen under policy commitment, the optimal response involves current fiscal expansion combined with future fiscal contraction, after the liquidity trap has ended.  相似文献

Developments in fiscal policies since the start of Economic and Monetary Union have time and again raised the question of whether the Stability and Growth Pact (SGP) provides an appropriate framework for fiscal policy coordination. Critics have argued that the SGP, in particular the set of rules specifying the application of the 3% deficit reference value of the Maastricht Treaty, is too rigid as it could force countries to restrain fiscal policies in difficult times and exacerbate cyclical volatility. Moreover, the SGP has been accused of inhibiting growth by limiting useful public expenditure (e.g. on investment). Supporters argue that the SGP provides a constructive, and indeed indispensable, framework for fiscal policies in Monetary Union. It is credited with securing stable and sustainable public finances within adequate bounds of flexibility. In the current dire state of public finances in many Member States and at the euro area level, this debate has reached a new peak.I would like to thank Philipp C. The aftermath of the global financial crisis of 2007–2009 has called the export-led growth model of many Asian economies into question. This paper describes the contribution that macroeconomic policy can make to promote a rebalancing of growth away from dependence on exports to developed economies to a more sustainable pattern of growth centered on domestic and regional demand. This represents a significant departure from the traditional uses of macroeconomic policy to stabilize the economic cycle and achieve stable and low inflation. The evidence suggests that macroeconomic policy can successfully contribute to growth rebalancing. Policy measures not only can affect aggregate demand directly, but can also affect it indirectly via their “microeconomic” impacts on private sector behavior such as the household savings rate. Although in the long-term fiscal policy should be balanced to maintain government debt stability and avoid crowding out of private investment, there may be substantial scope to expand monetary and fiscal policy in the medium-term to offset the deflationary effects of an appreciating currency during periods of current account reversal. Previous experience suggests that most of the needed stimulus can be provided by monetary policy, with only a supplementary role to be played by fiscal policy. Moreover, Asian economies with large current account surpluses tend to have sufficient fiscal space.  相似文献

基于经济周期的不同阶段,从IS-LM曲线和供求理论的双重视角解析利用财政政策与货币政策对宏观经济进行调控的内在机理,揭示两类政策搭配组合的理论逻辑,分析制约财政政策与货币政策调控效应的现实因素。研究发现,财政政策与货币政策的搭配组合要根据经济发展的不同阶段进行动态供给,以满足经济周期不同阶段的需求,如此方能实现经济的稳定增长。现阶段,我国应采取“更加积极的财政政策与稳健适度的货币政策”这一政策组合。产品市场与货币市场对利率的弱敏感性使政策刺激经济的效果受到制约,因而两类政策不仅要在总量层面“对冲”经济增速减缓的压力,而且要在结构层面增强协调性。  相似文献

The study investigated public debt sustainability in sub-Saharan Africa (SSA) by testing the reaction of the primary balance to positive and negative shocks in public debts in a panel of 45 SSA countries. The study adopts the innovative nonlinear fiscal reaction function and the dynamic panel threshold model to account for the potential asymmetric phenomenon in the public debt series. In line with extant studies, the study found that public debts in SSA are weakly sustainable and there is a highly procyclical fiscal policy bias in SSA countries, particularly in resource-rich countries, indicating that governments' fiscal policy responses are expansionary during economic upturns and contractionary during recessions, which may aggravate recessions and worsen debt situations across SSA. For robustness, the study compares the results with emerging and developed economies. The results indicate that in advanced economies, public debt is sustainable and that fiscal policy response is countercyclical. The research and policy implications are discussed.  相似文献

Using real time data from the OECD this study explores euro area fiscal policies since the late 1990s. The results indicate that in the so-called periphery countries (Greece, Ireland, Italy, Portugal and Spain) ex ante fiscal plans have been more sensitive to economic cycles in the countercyclical direction than in the other euro area countries. Accumulated debt ratios in the periphery reflect high initial debt ratios, underlying deficit biases and cumulated errors in the data on macroeconomic imbalances. Overall, reliable statistics, balanced macroeconomic developments and longer-term policy orientation are crucial for sound and sustainable public finances.  相似文献

We analyze the role of fiscal-monetary policy interactions and fiscal coordination in EMU under the assumption of strategic wage setting in unionized labour markets. We find that production subsidies and real wage distortions are strategic complements. The literature on macroeconomic stabilisation policies and policy games usually neglects this point and reaches overoptimistic conclusions about the desirable effects of accommodating fiscal policies. Central bank preferences also affect the desirability of fiscal coordination in a monetary union. In fact, contrary to Beetsma and Bovenberg (1998), we find that fiscal coordination improves outcomes in the case of a conservative central banker, whereas it leads to worse outcomes with a populist one.
