Generating the greatest benefit from public research programmes is a major aim for industry managers and policy administrators alike. However, how to measure whether benefit has occurred createsf a considerable dilemma for managers and policy-makers. One approach centres upon the concept of ‘additionality’ or ‘what difference the policy has made’. Traditional ‘input additionality’ measures of subsequent research and development activity, for example, neither incorporate all impacts nor give adequate signals about adequate signals about aspects of ‘output additionality’, such as the impact on increased competitiveness at the level of the firm, or national competitiveness, the ultimate goal for the majority of research policies. An intermediate form of impact, ‘behavioural additionality’, centred upon changes in a firm's subsequent managerial behaviour, is considered to provide an alternative, yet compelling perspective on the impact of public support on the conduct of research. This study outlines empirical eveidence found for the various forms of additionality in a New Zealand collaborative research programme. It discusses how managers and policy administrators can exploit the occrrence of behavioural additionality to maximize the impact of a research policy, on the basis that modified behaviour is likely to strengthen a policy' latent abilityto influence the creation of output additionality. In such circumstances, the study suggests that managers and policy-makers should be identifying those interventions that lead to sustained improvements in mangerial practice, and in competitiveness, and should be managing their diffusion within firms and throughout industries.  相似文献

Whereas the provision of R&D subsidies has been central to public policy for many years, governments have recently become increasingly involved in stimulating cooperation for innovation and R&D. In many countries, financial support for technology intermediaries has become one of the key measures of indirect public support. However, little research has assessed the impact of indirect policy measures. In this paper, we shed light on the conditions under which technology intermediaries contribute to knowledge and networking outcomes generated by the firms that call upon them. We hereby focus on firm network and competence additionality as measures for cognitive capacity additionality and study the impact of technology intermediaries on firms. In doing so, we distinguish between R&D and R&D related activity technology intermediaries engage in. The results indicate that absorptive capacity of the technology intermediary does not affect cognitive capacity additionality generated by firms in R&D activities, while the results for R&D related activities are mixed and depending on the type of cognitive capacity additionality studied. The absorptive capacity of firms does not directly affect cognitive capacity additionality, but the results of mediation analysis show that firms with higher levels of absorptive capacity use the services of the technology intermediary more intensively, and subsequently generate higher levels of cognitive capacity additionality.  相似文献

ABSTRACT

This paper adds to the ongoing debate on the effects of public funding programmes on business innovation. This policy instrument, based upon a simple but a robust rationale, has been applied in an almost homogeneous manner in different contexts, but evidence from such experiences is far from shown homogeneous effects. The main contribution of this paper is that it shows the limitations faced by public funding instruments in affecting a traditionally low innovative pattern. Using panel data techniques, we find heterogeneous effects of public funding on the innovation behaviour of Uruguayan firms between 2001 and 2015. Our results show that, after a strong public policy effort, the critical mass of innovative firms has hardly changed. Input additionality effects of public funding in private innovation investment are found, but only for innovation activities based on the acquisition of embodied knowledge. Moreover, we obtain some evidence of behavioural additionality in process and organizational innovation leading to higher productivity levels, but we find no effects on interaction for innovation.  相似文献

ABSTRACT

The objective of this paper is to analyse the impact of public funds for innovation on firm’s capabilities, innovative dynamics and economic performance. A large stream of literature about the evaluation of public funds is focused on testing the existence of additionality effects on investments and results. This paper aims to provide evidence about other dimensions of the firm that public policy can alter, with focus on the time window between the treatment and the impact, and the role of the Matthew effect (recurrence) in this process. The empirical exercise is based on a dynamic panel data made of 1465 firms (3337 observations) that applied to the Argentinean Technological Fund (FONTAR), which is the main public fund for innovation in Argentina, between 2007 and 2016. Results show short-term effects of accessing to FONTAR on firms’ capabilities, medium-term effects on innovation efforts and long-term effects on productivity. Even though the effect on productivity is larger among recurrent firms, the differences among recurrent and non-recurrent firms are not conclusive in case of capabilities and innovation efforts. All in all, this research provides evidence about the ‘when’ of public policy and the need to look beyond input additionality effects when analysing its impact.  相似文献

Under a proposal from the Centers for Medicare and Medicaid Services, hospitals would no longer be reimbursed for 30-day re-admissions or emergency department (ED) visits. Increasing RN staffing to reduce post-discharge utilization is one possible solution, but one that is not financially attractive to hospitals. This study demonstrates the impact of fluctuating staffing levels on ED visits within 30 days of discharge. RN overtime and RN vacancies also affected subsequent ED visits. It is important for nurse managers, directors, and administrators to recognize the impact of RN staffing on patient outcomes. Reimbursement models will need to be realigned to benefit both hospitals and payers.  相似文献

This paper examines the input and output additionality of public R&D subsidies in Western and Eastern Germany. We estimate the impact of public R&D grants on firms’ R&D and innovation input. Based on the results of this first step we compare the impact of publicly funded private R&D on innovation output with the output effect of R&D funded out of firms’ own pockets. We employ microeconometric evaluation methods using firm‐level data derived from the Mannheim Innovation Panel. Our results point towards a large degree of additionality in public R&D grants with regard to innovation input measured as R&D expenditures and innovation expenditures, as well as with regard to innovation output measured by patent applications. Input additionality has been more pronounced in Eastern Germany during the transition period than in Western Germany. However, R&D productivity is still larger for the established Western German innovation system than for Eastern Germany. Hence, a regional redistribution of public R&D subsidies might improve the overall innovation output of the German economy.  相似文献

Despite widespread privatizations over the last three decades, public enterprises, as production units under government control, are still present in several countries and sectors. While the academic and political debate on the costs and benefits of privatization is vast, a focus on the rationale for public enterprises, from the standpoint of Social Cost Benefit Analysis, is missing. This paper aims at filling this gap and provides a normative discussion on public enterprises in a general equilibrium setting. The conditions under which public provision may be beneficial and the metrics for evaluating polices and projects under (a)symmetric information and (non)benevolent governments are presented in three welfare propositions. The main policy message points to the overall quality of institutions as a necessary pre-condition for socially desirable public enterprises. A sound institutional environment provides policy-makers with the correct incentives to design and implement meaningful policies even if public administrators adopt sub-optimal plans. Institutions should constrain self-interested policy-makers from disrupting the key welfare signals for policy adoption as well as for project appraisal, while bias in management is a relatively less important concern.  相似文献

This article focuses on the adjustment of budget figures for the effect of inflation on the value of government debt. It asks whether such adjustment improves their performance as a measure of 'fiscal impact'. If inflation significantly influences the impact of budgets on the real economy, policy-makers may make inappropriate fiscal policy decisions if they are guided by unadjusted budget figures. The article argues that if agents perceive holdings of government debt as part of their wealth, changes in the real value of debt will have an effect on consumption behaviour. Therefore to assess the impact of fiscal policy on consumption it may be necessary to adjust budget figures so that they accurately indicate changes in the real value of debt held by the private sector. This article adjusts a series of structural public sector borrowing requirements (PSBR) for the effect of inflation on the real value of government debt held by the private sector. An empirical analysis concludes that the inflation-adjusted budget series provides a superior measure of fiscal impact on consumption, and hence the real economy.  相似文献

This article challenges the conventional wisdom of weak market discipline in Economic and Monetary Union (EMU). In so doing, we empirically analyse the dynamics of market discipline for all 27 EU member states between 1992 and 2007. The existing literature tends to assert that markets discipline governments, without measuring whether the interest punishment markets impose actually has the purported effect on government policy. To better grasp the dynamics of market discipline it is essential to consider both sides. Market discipline is thus understood as a two-sided phenomenon. On the one hand, financial investors react to policy developments. On the other hand, policy-makers react to market signals. We find strong evidence that although the impact of fiscal policy developments on market punishment slightly decreases with monetary integration, government responsiveness to market punishment increases. This runs counter to the conventional narrative of policy-makers banking on bailout from fellow EMU members.  相似文献

Governments in most countries have set up specialised programmes to support the commercialisation of academic research. A key challenge is to develop indicators that are able to measure operation and impact. This study shows how different indicators are used to satisfy different stakeholders of a Norwegian support programme. Policy intervention is supposed to lead to additionality related to input, behaviour and output. While the support programme uses input and behavioural measures as strategic tools for its operation, policy makers are mostly preoccupied with output measures. This study illustrates how indicators develop over time, partly co-evolving with the development of the programme and the national commercialisation infrastructure. Indicators serve as incentives for the agents involved, but they may also influence the strategies of the programme that established them. The external signalling effect of indicators remains central, while its use in daily operations becomes less important with time and experience.  相似文献

Contributions of social sciences and humanities to the debate on converging technologies at the nanoscale are mostly seen as conservative and pessimistic about the potential of science and technology to bring anything good to society. In this paper, it is argued that our global society cannot do without the contributions of nano-scientists and engineers to ensure the long-term sustainable development to the benefit of humanity. However, the community of traditional stakeholders in research policy (researchers, research policy-makers and industry) should take further steps outside its 'ivory tower' or 'old boys' 'network' and focus on a research agenda set by all stakeholders in public. The argument will be developed in a case study of converging technologies used in combating infectious diseases, comparing the priorities in current research programmes in Europe to the priorities identified by the World Health Organization.  相似文献

The paper describes and discusses the current state of science studies research and its linkages to other fields, such as applied policy and management. It is argued that science studies is differentiated into science and technology studies, and science and technology policy research; and that these are twin interdisciplinary area of research in which a whole range of social scientists, as well as historians and philosophers are involved. The high degree of interdisciplinarity makes the field peculiarly difficult to categorize simply. Nevertheless, it is suufficiently mature and focused to be an established academic field in its own right; it possesses its own journal structure, specialized institutions, national and international professional associations, and teaching programmes. Research in science studies is potentially applicable-especially in the longer term-for policy-makers in the public and private sectors, as well as for public interest groups. However, the need to bridge a perched gap between acadmic studies and the needs of policy-makers is highlighted. Finally, a listing of emerging issues in the field is provided.  相似文献

With the public pressure increasing, increasingly more number of studies explore how managers respond to outer pressures by using the environmental disclosure tool. However, previous studies ignore systematic research on the condition, duplicity and consequences of environmental disclosures. This article studies how geographical distance and peer imitation influence managers’ selection of soft and hard environmental disclosures and their economic consequences based on cost-benefit trade-off models and empirical data. The results indicate that when public pressure increases sharply, geographical distance has a negative influence on hard environmental disclosures, and peer imitation has a positive influence on soft environmental disclosures. Under the joint effect of two factors, managers tend to disclose soft environmental information more than hard environmental information, which cannot only mitigate potential risks but also ensure good economic consequences. To restrict managers’ opportunistic disclosure behaviour and improve the disclosing level and quality of environmental information, detailed standard norms and heavy punishment measures should be established, and regulating departments should regulate the disclosure behaviour of distanced firms and check the redundancy of soft environmental information to ensure whether the same information is repeatedly disclosed in the annual reports.  相似文献

The wide application of foresight would benefit from a common assessment framework that hardly exists. This would require a higher level of reference, i.e. pursuing more generic goals. This is offered by the two concepts of “knowledge society” and “participatory governance”. The aim of the research is to develop an impact assessment framework of foresight programmes in developing more participatory “knowledge societies” beyond their specific aims.Research shows that the major impacts of foresight belong to three groups, i.e. in relation to knowledge, network creation, and promoting public engagement in policy-making. At the same time, the major features of modern societies are of three types, i.e. related to knowledge value, to innovation-driven growth and to consequences of a “risk society”. Thus, the relevant areas where foresight might contribute are: knowledge, networking, and coping with a ‘risk society’.The new framework is built on the features and pre-conditions of more participatory societies and draws upon existing evaluation approaches and concepts (“theory-based evaluation”, “knowledge value framework”, “behavioural” and “cognitive capacity additionality”) to tackle short-comings of earlier evaluation efforts. It is then tested in a case study that demonstrates its feasibility and comprehensiveness and further refines the assessment criteria it is based on.  相似文献

The paper addresses the question of what constitutes an appropriate evaluation strategy for national foresight activities in different situations. The variety of rationales for foresight is explored, ranging from a desire to set priorities through to participation-oriented goals and building new networks around common visions and strategies. A generational model of foresight is used to show the evolution of key evaluation issues. The generic motivations for evaluation of accountability, justification and learning are discussed in the context of foresight. Evaluation grounded in the concept of behavioural additionality and the systems failure rationale is shown to be more suited as a rationale for foresight as public policy.Assessing the effects of foresight requires an understanding that it is only one of several influences on public policy. To be effective it needs to be tuned into the strategic behaviour and cycles of policy and economic actors. Cases are presented of evaluation of foresight programmes in the United Kingdom, Germany and Hungary. It is concluded that there is no “one-size-fits-all” evaluation approach and that the method selected is conditioned by motivation, timing and the level of aggregation. Foresight cannot be fully evaluated independently from its context. Foresight is being strengthened by the emergence of rigorous and systematic knowledge to assist learning and improvement.  相似文献

Recent decades have seen dramatic changes in the ways in which households in developed Western economies gain their livelihoods, with marked elements of a return to old ways of working. There has been a shift from reliance upon one family wage to the need for family employment as well as growing reliance on self-employment and small business. These changes mean that childcare for working parents, and the promotion of new small enterprise, are key areas of policy concern. Drawing on original English empirical research around both these themes, this article shows the ways in which UK households draw on redistribution between the generations as a v - v generally decommodified v - v contribution to livelihoods and "getting by." We argue that these results confound widely utilized models of how people behave, and take particular issue with how economists and policy-makers model the household and its boundaries as the institutional context for individual decisions.  相似文献

We use social network analysis to evaluate ‘behavioural’ additionality aspects of public programmes supporting research and development (R&D). The paper appraises empirically the partnership and knowledge networks created around the R&D activities of the Information Society Priority of the Sixth Research Framework Programme of the European Community. These emergent, scale-free networks are found to play an important role in generating and, especially, in diffusing knowledge by attracting key industry actors and by strengthening overall network connectivity through public support. Public policy should try to facilitate the development of more European organisations that can be characterised as global network hubs, on the one hand, and to draw larger numbers of the most dynamic small and medium-sized enterprises (SMEs) into these programmes, on the other, to avoid technological lock-ins and mitigate the resistance or network reorientation toward more productive research areas.  相似文献

Corporate governance has long been a concern for industrial economists but not typically a centrepiece of policy. One reason is that policy design has been based on a market‐orientated approach to the theory and impact of the firm. In contrast, this paper is rooted in a strategic decision‐making perspective that makes corporate governance a central policy issue. Moreover, whereas responses to corporate scandals have focused on shareholders wronged by managers, we see the significance of corporate governance very differently. Merely to punish managers who fail shareholders is to ignore systemic failures, namely that, by design, managers are not democratically accountable to all interests in corporations’ activities. The impact of modern corporations turns crucially on who governs. In practice preferences over strategy vary across actors but not all interests are currently being represented in decision making, resulting in a failure to govern in the public interest. As solutions, we consider the design of company law and also more immediate ways forward, focusing on regulation and democratically controlled public agencies. Our prime concern is the fundamental significance of active, effective citizens. Throughout, the arguments are illustrated using examples from various countries and industries.  相似文献

This paper makes a preliminary assessment of how the current structure for the distribution of UK National Lottery funds affects the promise of net additionality for the designated 'good causes'. Indifference analysis demonstrates that the funding structure is optimal in these terms. However, the measurement of net additionality is highly problematic and involves both quantitative and qualitative techniques. Whilst a preliminary comparison with Ireland shows that the UK system is in a better position to achieve net additionality through its accountability and transparency, net additionality could still be only a relatively small proportion of the dedicated Lottery money, depending on the behaviour of politicians, local authorities, other interest groups, and the distribution boards themselves.  相似文献
