The dry port concept: connecting container seaports with the hinterland   总被引:4,自引:0,他引:4  
The dry port concept is based on a seaport directly connected by rail with inland intermodal terminals where containers can be dealt with in the same way as if they were in a seaport. The main purpose of the article is to extend the theory behind the dry port concept and to define three dry port categories; distant, midrange and close. The findings show that the dry port concept can help identify ways of shifting freight volumes from road to more energy efficient traffic modes that are less harmful to the environment, relieve seaport cities from some congestion and facilitate improved logistics solutions for shippers in the port’s hinterland.  相似文献

With the expansion of the Panama Canal, port cities along the U.S. Eastern Seaboard are competing to attract the increased trade expected once the project is complete in 2015. Competition includes extensive investment in projects for port expansion, dredging, and multimodal transportation for greater hinterland connectivity, fueled in part by uncoordinated federal port investments without a larger strategic vision for national port and trade infrastructure. One of the competing ports is in Savannah, Georgia, which is the country’s fourth busiest container port. Savannah is about to embark on a $652 million project that will dredge thirty-two miles of the Savannah River from 42 to 47 feet to attract and accommodate Post-Panamax container ships. The paper analyzes the geographic coastal impacts of port competition, and looks at the unique circumstances of the Greater Savannah Metropolitan Region in planning for future growth of its port. The case illustrates the geographic tensions of uncoordinated maritime freight and logistics planning with fragile coastal and riparian ecologies. The dramatic interventions in port excavation also demonstrate how global forces of technological change and port expansions in other parts of the world are reshaping local geographies.  相似文献

The explosion of global container trade in the last two decades has significantly influenced the port geography of Latin America & the Caribbean (LAC), leading to a concentration of container traffic at selected ports. Theory suggests that, as port systems become mature, they tend to deconcentration, partly due to the emergence of secondary ports. Previous research has examined the region’s dominant ports, but an unanswered research question is how the evolution of this port system is influencing and being influenced by the actions of those ports currently occupying a secondary rank in the LAC port hierarchy.The methodology is based primarily on analysis of time series data on container movements between 1997 and 2012, revealing patterns of cargo flows and transhipment location choices. The institutional context of devolution processes and new investments in the region provides additional insight into the performance of selected ports. From a theoretical perspective, this analysis is situated within the context of recent institutional approaches that examine the port’s ability to act through critical moments and junctures, in order to deepen understanding of which of the various factors influencing port system deconcentration are the most sensitive to successful institutional adaptations.Results show that the manufacturing of strategic locations can be successful and may have driven the emergence of secondary ports in the LAC system. This finding demonstrates how path dependence can be challenged by new developments, the identification and success of which are nevertheless contingent on factors such as the first mover advantage, port planning regimes and diversification of port roles. The paper identifies some of the key factors influencing the transition of a port system from concentration at a few dominant ports to a deconcentrated system of primary and secondary ports, which can be applied to other port systems in future research.  相似文献

Serving as a potential solution for seaport congestion and capacity limitation, dry port development is increasingly popular in the freight transport industry. This paper pioneers the research on dry port operations by modelling the storage pricing problem for outbound containers. The interaction between a dry port and multiple shippers is modelled as a bilevel program. The optimal properties of the proposed model under certain conditions are derived analytically, from which a closed-form solution is obtained. Contrary to intuition, the increase of container delivery frequency from shippers may lead to the reduction of dry port’s profit according to model outcomes.  相似文献

The evolution of a regional container port system: the Pearl River Delta   总被引:3,自引:0,他引:3  
This study investigates the progress of container port system development in South China, focusing particularly on the interplay between Hong Kong and the other ports in the Pearl River Delta (PRD) region. After identifying the downgrading trend of Hong Kong from a transshipment hub port for Asia and for China as a whole to a regional load center and the emergence of other deep-sea direct-service ports, the paper looks into the causes of this structural change of the port system. Four major causes are identified: the cost-base competition, the impact of the unique “one-country two-systems” policy, the impact of globalization and container standardization, and the impact of multi-modal accessibility and connectivity. The paper reveals that the interplay between different governments and between the governments and port operators are the local mechanisms that together as a whole respond to the shippers’ needs and the shipping lines’ pressure. It confirms that the interdependencies and competitive relations between terminals are being played out at a regional level. While the particular situation of the PRD is unique in many regards, the features emerging there, with its dominant hub, its network of feeder ports and its emerging direct-service non-hub terminals, are being replicated elsewhere.  相似文献

In recent years ‘mobility management’—a means of promoting modal shift and alternatives to the journey—has gained importance in continental Europe. Especially in metropolitan areas this approach is seen as a way of improving the effectiveness of traffic system management measures. This paper outlines some key options and constraints of transferring mobility management to rural regions, drawing on evidence gathered from a research and demonstration project currently underway in rural regions of North Rhine-Westphalia. This paper investigates port traffic risk issues by discussing historic accidents in Hong Kong port. A total of 2012 marine accidents with 94 deaths were reported in Hong Kong waters in year 2001–2005, while 660,427 oceanic ships visited the port. A negative binomial regression model is used to analyze the record of dataset. It is found that port traffic risks are of certain pattern and collision accidents are the most popular incidents when port traffic is heavy. Passenger-type vessels have higher potential for injuries during accidents. The findings have identified statistically significant factors for improvements in managing port traffic risks.  相似文献

It has been argued that Greek shipping policy, during the whole post-war period, had mainly among its objectives the maximisation of the foreign exchange inflow from shipping. This objective has been achieved in the sense that shipping foreign exchange inflow was increasing up to and including 1981. For reasons explained, on board Greek flagged vessels foreign crews were allowed to work during the post-war period, a fact that has resulted — as shown by our research — in a foreign exchange payment of US$406 million per year. Naturally, foreign crews remit their wages to their countries. Fortunately, however, for Greek shipowners it was only in 1983 — under the pressure of the then acute shipping crisis — that Greek Government legislated that foreign crews should be paid in future not according to Greek crew wages but in accordance with the wages prevailing at their countries. Our research has shown that this policy measure benefited Greek shipping with US$321.4 million per year. Our analysis covers also further policy measures which constitute Greek shipping policy during the last 15 years. The cause of this article was to see a rather small economic nation like Greece taking policy measures for a giant (first world position) international offshore sector like its commercial shipping.  相似文献

Port activities often give rise to distinctive regions within their town or city and it might be expected that they would have on effect on the spatial differentiation and spatial structure of urban areas. However, urban spatial theory appears to ignore this possibility, urban structure models having little or nothing to say about the role of port activities in shaping the spatial structure of towns and cities. Given this, the paper investigates the possibility of port activities having influenced the spatial structure of Freetown, Sierra Leone. It discusses the historical development of the port and city as a framework for consideration of the role of port activities in shaping the growing urban area. Attention is focused particularly on those areas where the influence is clearest, i.e. the central area with its concentration of business, commercial and administrative activities, and on the location of modern industrial areas in the emerging metropolitan area. Other factors that have shaped the urban area are discussed also. It is argued that, whilst port activities have been important historically, other influences have become more significant as the basis of the economy has broadened, the structure of society has become more complex and the city has assumed additional functions. The findings are tested by a brief and preliminary examination of other port-cities in tropical Africa, establishing that spatial associations between port activities and the central business area and between them and industrial areas are common.  相似文献

The importance of ‘needs based planning’ is increasingly being recognised by road authorities. Such planning entails allocation of resources to explicitly account for the requirements of the community well into the future. Accomplishing what the community requires of a road system, at least at a level desired by them and ensuring regional equity in meeting community requirements, are two issues that are at the fore-front of needs based planning. This paper demonstrates that, in order to achieve these planning objectives it is necessary to adopt a procedure that can identify road investment proposals with the maximum ability to cost-effectively generate what the community perceive as gain in value to them due to road investment. Using data collected for Western Australia, the paper illustrates that generating investment proposals by commonly used approaches—including conventional multi-criteria analysis—cannot satisfactorily address these issues.  相似文献

Inland ports have been put forward as crucial linkages for efficient global freight transport and corridor development. However, the present understanding of inland ports appears to be limited to network-based views with a maritime port focus (Outside-In), in which inland ports play second fiddle. We argue that inland ports as independent structures (Inside-Out) deserve equal consideration and that in addition to the transport dimension, the spatial, economic and institutional dimensions of inland ports are vital and should not be neglected. The goal of this paper is to apply the concept of port–city challenges to inland ports. The results of an institutional analysis of Dutch case study evidence show that challenges facing inland ports and cities take many forms but that all share a commonality in the trade-offs between positive and negative externalities. We observe different governance strategies in coping with these trade-offs and find that a proactive stance towards zoning contributes to efficiently accommodating mutually exclusive dimensions of inland port development.  相似文献

Like most developing cities, Beijing's public transport is unable to meet demand, but it also faces growing bicycle use. Alternative public transport improvements in a congested corridor of the city — busway, light rail and elevated rail — were modelled and compared in a simple cost-benefit analysis. Complications arose in attempting bus-bicycle modal split modelling and in making due allowance for crowding in a developing country setting. Only the busway showed a positive net present value, but whether the implied withdrawal of roadspace and consequent restraint on the growing number of motorized vehicles is a virtue or not will depend on wider policy considerations.  相似文献

This paper examines the spatial development of freight infrastructure, developing a conceptual model that draws attention to the directional development of intermodal corridors in relation to inland terminals. Two concepts of vertical control of the development process are proposed in this paper, beginning with Inside-Out, whereby inland intermodal terminals seek greater integration with their sea ports, often driven by public body intervention. By contrast, Outside-In development is displayed by the conscious use of an inland node as a tool for sea port actors (whether port authorities or terminal operators) to expand their hinterland and capture discretionary cargo.One of the key distinctions between the two models is the role played by different government approaches to the development of inland terminal facilities. Therefore three national examples are discussed: Sweden, where the public sector is directly involved in development; Scotland, where the private sector is left to develop terminals but government encourages the process through spatial planning and modal shift funding; and the USA, where the national government has traditionally taken little action.The primary contribution of this paper is the research agenda developed out of the conceptual model above, which should be applied to additional case studies in future work. Arising from the conceptual model and the examination of the role of public bodies is a debate on the role of regulation. However the subject of regulation is only touched upon in this paper, therefore more research is required on the government’s role in infrastructure planning and regulation in order to determine the best approach in this policy area.  相似文献

The study aims at exploring the importance of guided tours in cruise tourists experience while visiting a port of call and analyzing qualitative (electronic word of mouth from Tripadvisor) and quantitative (personal interviews with tourists) data. The results obtained from the electronic word of mouth analysis suggest that taking a guided tour is a highly satisfactory and sentimentally positive experience for the cruise tourist. Moreover, the empirical findings revealed that taking a guided tour has a moderating effect on (1) the interaction between destination image–satisfaction, (2) the satisfaction–loyalty causal relationship and (3) the destination image formation process regarding the infrastructure and atmosphere, and tourism resources image dimensions. Ports provide services rather than producing physical products. However, port cost functions specify port cost as functions of physical products, e.g., port cargo throughput long-run cost is a function of port resource prices and cargo throughput (a physical product). In comparison, port cargo service long-run cost is a function of port resource prices, cargo service and shipper cargo received. The shipper provides cargo that is serviced by the port. A service cannot be touched and its user is involved in its provision. Port facilities expand or are relocated from their original locations according to several factors, such as outgrowing a limited space or avoiding clashes of use with expanding cities. Previous spatial models such as the famous Anyport model imply a natural evolution in port systems which can in reality be complicated by issues of port governance and competition. The goal of this paper is to enrich the Anyport model with insights from port governance and the port life cycle model, focusing on strategies of port actors to avert a potential decline when the port reaches geographical or economic constraints.The empirical application explores the evolution over five decades of the port of Guayaquil, Ecuador's primary port and the second-busiest container port on the west coast of South America. In the 1990s and 2000s, port governance reform introduced devolution from the national level to local port authorities, the signing of terminal concessions to private operators and competition from other ports in the vicinity. In 2006 a new deep-water port, 85 km downriver and in a different governance jurisdiction, was proposed. Continuous legal and operational challenges stalled the construction of the new port, until it finally entered into operation in 2019. Despite this development, the existing Guayaquil port decided to go ahead with more channel dredging and to extend the existing container terminal concession for an additional 20 years in order to maintain its operations.Thus, rather than a simple port migration to deeper water based on specialisation of tasks between deep sea and feeder activities, what has emerged is a competitive situation for the same hinterland between old and new ports. The port life cycle model provides a more dynamic view than purely spatial models, highlighting governance conflicts between local and national levels, power dynamics between global carriers and port terminal operators, changes in intra- and inter-port competition and horizontal complexities arising from municipal and regional boundaries between existing and available port locations.  相似文献
