Internet Protocol (IP) addresses are a crucial resource for the functioning of the Internet. Much like a telephone number, an IP address is assigned to every network interface (router, computer, mobile telephone, server, etc.) that connects to the Internet. These addresses are currently assigned using the fourth version of the Internet Protocol, or IPv4. There are a limited number of addresses that can be assigned using IPv4 and the supply of unallocated addresses is effectively exhausted. This paper (i) identifies key facts and challenges arising from IPv4 address scarcity; (ii) outlines and analyzes potential responses to IPv4 scarcity; and (iii) concludes that a decisive transition from IPv4 to IPv6 is the most durable and effective response to the exhaustion of IPv4 addresses resulting from the growth of the global Internet and the exploding demand for IP addresses.  相似文献

This paper empirically investigates the determinants of the Internet and cellular phone penetration levels in a cross-country setting. It offers a framework to explain differences in the use of information and communication technologies in terms of differences in the institutional environment and the resulting investment climate. Using three measures of the quality of the investment climate, Internet access is shown to depend strongly on the country's institutional setting because fixed-line Internet investment is characterized by a high risk of state expropriation, given its considerable asset specificity. Mobile phone networks, on the other hand, are built on less site-specific, re-deployable modules, which make this technology less dependent on institutional characteristics. It is speculated that the existence of telecommunications technology that is less sensitive to the parameters of the institutional environment and, in particular, to poor investment protection provides an opportunity for better understanding of the constraints and prospects for economic development.  相似文献

Beginning with the historical role and importance of multi-physical standards in wireless telecommunications for the future in the US, Japan and Europe, this paper provides a cohesive vision of how wireless communication, voice over Internet protocol (VoIP) is likely to develop. Also covered in this paper are its benefits, the technical and regulatory support required to realize this vision and an assessment of its potential impact on the structure of the telecommunications industry. Although the competitive structure of the Internet is relatively open, several factors, such as frequency allocation policy and radio interface standards, could block the efficient evolution of wireless services to an IP platform. The paper proposes two major technical requirements to enable effective competition in wireless VoIP and achieve greater technical productivity.  相似文献

Despite the Internet's increasing importance, there is little social scientific work that addresses its diffusion. Our knowledge is especially limited with respect to the conditions that encourage its spread across nations. This paper takes a first step in explaining the differences in Internet connectivity among OECD countries. After examining the impact of economic indicators, human capital, institutional legal environment, and existing technological infrastructure, the empirical analyses show that economic wealth and telecommunications policy are the most salient predictors of a nation's Internet connectivity.  相似文献

Internet censorship and control have been commonplace in Tunisia since the Internet became available to then public in 1996. It was not until the last days of the Jasmine revolution in January 2011 that the Tunisian government shut down the censorship regime, raising numerous questions about Internet censorship in Tunisia. This article will look at how former Tunisian president Ben Ali was able to shut down the Internet censorship regime within a matter of hours. In order to answer this question, it looks at the history of the Tunisian Internet and its Internet censorship regime, before analysing Internet architecture, Internet institutions, functional differentiation between elements of the regime and the role of international technology markets. Each of these factors contributes to the overall censorship regime and helps understand how former President Ben Ali was able to shutdown Internet censorship within a matter of hours. In conclusion, tracing the genesis of the Tunisian censorship regime may contribute to understanding the role of institutional, architectural and market-based factors in enabling other censorship regimes across the world.  相似文献

There has been increasing scholarly interest in the concepts and practices of smart governance. However, there is a lack of comparative studies of smart governance in different institutional contexts. This study develops a framework for comparing smart governance in different institutional and technological contexts. Comparative and discourse analyses are conducted to understand the similarities and differences of smart governance practices in selected Western countries and China. A key finding of this study is that different institutions have largely affected smart governance strategies, arrangements and outcomes. Smart governance is tightly linked with e-governance and e-democracy in some Western countries, while it officially emphasizes smart management and service in China. A common aspect is that the increasing use of social media, smartphones, portals, crowdsourcing platforms, and planning support systems have generally promoted smart governments and services, e-participation, and wider collaboration through both top-down and bottom-up approaches. This could lead to gradual changes in government organizations, new relations between governments, the private sector and citizens, and improvements in the city.  相似文献

New business models combined with a lack of objective operating data result in significant information asymmetry and uncertainty in the valuation of new firms in emerging markets. Information asymmetry increases the risks of both adverse selection and moral hazard. When traditional differentiators of firm quality are lacking, such as in emerging economic sectors, markets may turn to secondary information sources to filter and sort firms. We investigate the roles played by observable corporate governance characteristics as indirect indicators of new firms' potential qualitative differences. Markets may sort firms based on such characteristics because they are perceived to be correlated with desired but unobservable characteristics and actions and they lower the risks of both adverse selection and moral hazard. Our study of publicly traded U.S. Internet firms found that firm market valuation was strongly associated with corporate governance characteristics (e.g., executive and director stock‐based incentives, institutional and blockholder stock ownership, board structure, and venture capital participation). In addition, firm age moderated how markets used some quality proxies to determine firm valuation during the post‐IPO period. Copyright © 2003 John Wiley & Sons, Ltd.  相似文献

In 1987, Robert M. Solow hinted at the computer age and productivity statistics puzzle. While this puzzle persisted for many years, a growing literature has picked it up to examine the effect of ICTs on technical efficiency. However, this literature has focused mainly on quantity-based ICTs measures, which have come under severe criticism in recent times. We advance this literature in this paper by shifting the focus of analysis to quality-based ICTs measures; in this case, Internet quality. We also extend the literature by examining how the envisaged relationship between ICTs quality and technical efficiency is conditioned by a country's unique attributes. Our results show a significantly positive effect of ICTs quality on technical efficiency. We also find that the technical efficiency gains associated with ICTs quality are higher in skill-abundant countries, countries that engage more intensively in cross-border trade, have stronger contracting institutions, and are endowed with well-functioning and well-developed financial markets that ensure greater efficiency of capital allocation. We find a network effect in the nexus between ICTs quality and technical efficiency. That is, the marginal effect of ICTs quality on technical efficiency increases as the number of Internet users expands. We discuss the policy implications of our findings.  相似文献

Multistakeholderism is thought to play an important role in democratizing internet governance institutions and processes by including civil society. Therefore, scholars have studied the participation of civil society organizations, from the first phase of the World Summit on the Information Society through to the most recent Internet Governance Forum, to understand how they engage in and shape internet governance. However, this category is not well defined; therefore, it is not always clear whose interests are being advanced by civil society organizations. This study evaluates representation in civil society by examining the annual RightsCon conference as an ideal site of civil society engagement in internet governance in order to evaluate the potential of multistakeholderism to achieve the goals of democratization, representation, and inclusion. Through a meso-level analysis of discursive production at RightsCon that operationalizes a critical geopolitical rubric, this study finds that organizations that represent interests from the Global North and West are highly over-represented in three ways: in leading overall discourse, in claiming authority over global issues, and in driving specific topics such as misinformation, privacy, and internet shutdowns. These findings offer an empirical evaluation of global representation in internet governance, raising the stakes for further study about why and how the category of civil society meets expectations. Finally, conceptual implications are discussed, including evaluating earlier critiques of multistakeholderism as less democratizing in reality than in theory, affirming the analytic value of civil society discourse to policy research, and opening up questions about how a more precise understanding of civil society can contribute to multistakeholderism in internet governance.  相似文献

Peering points between different Internet service providers (ISPs) are among the bottlenecks of the Internet. Multihoming (MH) and content delivery networks (CDNs) are two technical solutions to bypass peering points and to improve the quality of data delivery. So far, however, there is no research that analyzes the economic effects of MH and CDNs on the market for Internet connectivity. This paper develops a static market model with locked-in end users and paid content. It shows that MH and CDNs create the possibility for terminating ISPs to engage in monopolistic pricing towards content providers, leading to a shift of rents from end users and content providers to ISPs. Implications for future innovations are discussed.  相似文献

The assumption that IPv6 will inevitably replace IPv4 as the dominant network layer protocol on the Internet is almost universal. A failure of IPv6 to diffuse is thought to have far-reaching and long-lasting economic and social consequences, yet there have been no prior analyses of the dual-stacking transition mechanism by which IPv6 diffusion is expected to be achieved in order to understand whether it is likely to succeed. Guided by economic theory, this paper presents such an analysis, and concludes that the dual-stacking transition strategy is unlikely to work, leaving the Internet with no workable means of achieving migration to IPv6. The paper concludes with a number of recommendations for regulatory and policy bodies, end-user organisations and network operators.  相似文献

In Asia, the recent catastrophic decline in regional stock markets, continuing currency crisis and failures of major financial institutions and industrial corporations have increased domestic and international interest in corporate governance. Nowhere is this greater than in Japan where financial institution reform has catapulted this to the fore. In this paper, we use agency theory and institutional theory, together with comparative case examples, to derive some propositions on the dynamics of changing corporate governance systems in Japanese firms. We argue for the co-existence of stakeholder and shareholder-centered corporate governance systems in Japan. This argument has an important implication for corporate governance research and agency theory. Namely, changes in ownership structure and institutional expectations would force firms to focus on maximizing shareholder value even where the interests of stakeholders are more emphasized. It suggests an environmental selection mechanism to ensure the emergence of appropriate corporate governance mechanisms to solve the agency problem. Further, the loss of competitiveness and the prolonged poor performance of firms can change the institutional norms to emphasize asset efficiency and transparency rather than stability and business ties.  相似文献

In this paper, we examine the different evolutionary processes and outcomes of the hard disk drive and liquid crystal display industries in Taiwan. To this end, we make two general theoretical claims. First, that an appreciation of the globalization of technology is as important as national institutions in understanding industry development in catch–up economies such as Taiwan. Second, in addressing both industrial survival and failure, that national institutions can have either a positive or a negative impact on sectoral activities. Empirically, we show that, in Taiwan, rigid social institutions conflict with the hard disk drive technology. This conflict, in turn, produces obstacles to Taiwanese firms' search for new markets and skills in hard disk drives. On the other hand, Taiwan's institutional structures provide a source of technical efficiency and market opportunity for the emerging liquid crystal display trajectory. This, in turn, drives Taiwanese industry towards adopting new practices in the manufacture of liquid crystal displays.  相似文献

Until recently, most studies investigating telecommunication reforms performance have failed to incorporate the importance of institutions into the empirical analysis. This study highlights the importance of institutional governance on telecommunications efficiency and provides empirical results for the impact of institutions on reform outcomes. It provides significant evidence that the institutional environment in which reform progress takes place is an important determinant for successful reform. This study uses the stochastic distance function approach to capture the role of institutions in explaining efficiency differences across 70 countries. The empirical analysis reveals that policy stability in the form of substantive checks and balances on executive power is the most important aspect for successful reform. Independently, legal integrity improves telecommunications efficiency through privatization, while greater freedom from corruption influences the effectiveness of a regulatory body.  相似文献

本文在对校企合作研发的相关概念进行界定的基础上,讨论了校企合作研发的基本模式及其制度特征的经济学含义,并重点分析了校企共同研发的最优制度安排问题。本研究的主要结论是,在知识产权保护有效的情况下,企业与大学共同研发的最优合约安排是由企业拥有技术创新成果的知识产权,同时企业向大学提供一个固定支付加上与技术绩效挂钩的可变报酬(类似于版税);在弱知识产权保护的情况下,一种次优的可能安排是大学和企业模拟企业间合作研发时采用的合资企业的组织形式,但大学拥有收益权、而不具表决权的干股。本研究的政策含义是,在共同研究过程中,为有效地促进公共研究机构的科技成果转化,企业对知识产权的争取必须配合其他的支付机制,如与研发产出挂钩的可变支付,以尽可能地激励大学的研发努力。  相似文献

This paper examines how and why activist groups representing marginalized communities of color are increasingly engaging in communications technology policy issues, particularly in relation to issues of digital access and representation. It explores three distinct but related case studies to disentangle the issues and concerns of a range of communities of color, and the challenges and opportunities for their advocates in navigating the highly technical communications technology policy arena: the first case study, which centers on the NAACP's original opposition to net neutrality, reveals the primacy of issues surrounding the “digital divide” to populations of color, and the difficulties of engaging in technical conversations surrounding Internet governance when issues of access persist. Meanwhile, the second case reviews the campaign by Free Press to promote set-top box liberalization as an issue of representation and diversity to both policymakers and citizens. The final case, which examines the work of the Tribal International Carrier to build an alternative internet service network for Native populations, highlights the precarity which organizations must strategically navigate in order to mitigate the influence of both the state and large corporations over Internet policy issues in order to both serve and represent their constituents. In all, this paper presents and extends upon a novel approach to communications policy research, foregrounding the need to integrate critical race frameworks and, relatedly, to center the breadth, depth, and lived experiences of communities of color, which can therein facilitate more inclusive digital media and communication environments and policy structures.  相似文献

This study assesses linkages between social media and governance dynamics in 49 African countries for the year 2012. The empirical evidence is based on ordinary least squares and quantile regressions. Ten bundled and unbundled governance dynamics are used, notably: (i) political governance (entailing “voice & accountability” and political stability/no violence); (ii) economic governance (involving regulation quality and government effectiveness); (iii) institutional governance (comprising the rule of law and corruption-control) and (iv) general governance (entailing political, economic and institutional governance). Social media is measured with Facebook penetration. The findings show that Facebook penetration is positively associated with governance dynamics and these positive nexuses differ in terms of significance and magnitude of significance throughout the conditional distribution of the governance dynamics.  相似文献
