D'Aspremont and Jacquemin's model is extended to study alternative configurations of research agreements in a two-country integrated world economy. Under unambiguous conditions on spillovers, we show that: (1) allowing national firms to cooperate in research and development (R&D) confers them an advantage over foreign rivals, an effect similar to R&D subsidies. (2) In a policy game, each government would allow national cooperative agreements. (3) Contrary to other trade policies which lead to a “prisoners' dilemma” result, welfare in both countries increases when they both allow R&D cooperation. (4) Welfare is even higher if a generalized (international) coalition is formed.  相似文献

In this paper, we develop a theoretical framework to investigate the impact of adopting a strategy of know-how trading on the degree of research and development (R&D) cooperation. We show that the consequences of cooperation in know-how sharing under the conditions of the model are similar to a policy of cooperation in R&D investments in areas with large spillovers. An industry-wide policy of cooperation among competitors with respect to R&D investment and sharing would simply result in maximal joint profits. This cooperative R&D outcome could be generalized to any degree of spillover other than 100%. In this paper, the commitment to a policy of know-how trading by the participants in an industry is explained by the firm’s attempt to induce the equilibrium of a single industry-wide cooperative research joint venture. In a repeated game framework, we show that pre-commitments by non-cooperative firms to disclose their own know-how to the industry can be effective in inducing cooperative R&D investments by the participants.  相似文献

Subsidizing cooperative and noncooperative R&D in duopoly with spillovers   总被引:5,自引:0,他引:5  
Comparing the effect on private R&D investments of allowing firms to cooperate in R&D with that of providing R&D subsidies reveals that in general the latter policy is more effective than the former in promoting R&D activity. Analyzing the implementation of both policies simultaneously reveals that subsidizing cooperative and noncooperative R&D leads to the same market outcome. The preferred R&D-stimulating policy is to subsidize optimally an agreement according to which firms only share the outcomes of their independent research.  相似文献

Whereas the provision of R&D subsidies has been central to public policy for many years, governments have recently become increasingly involved in stimulating cooperation for innovation and R&D. In many countries, financial support for technology intermediaries has become one of the key measures of indirect public support. However, little research has assessed the impact of indirect policy measures. In this paper, we shed light on the conditions under which technology intermediaries contribute to knowledge and networking outcomes generated by the firms that call upon them. We hereby focus on firm network and competence additionality as measures for cognitive capacity additionality and study the impact of technology intermediaries on firms. In doing so, we distinguish between R&D and R&D related activity technology intermediaries engage in. The results indicate that absorptive capacity of the technology intermediary does not affect cognitive capacity additionality generated by firms in R&D activities, while the results for R&D related activities are mixed and depending on the type of cognitive capacity additionality studied. The absorptive capacity of firms does not directly affect cognitive capacity additionality, but the results of mediation analysis show that firms with higher levels of absorptive capacity use the services of the technology intermediary more intensively, and subsequently generate higher levels of cognitive capacity additionality.  相似文献

ABSTRACT

This article investigates two research funding policies in a cooperative and a non-cooperative R&;D setting: subsidising private research (Spr) and subsidising public research (Spu). We show that R&;D cooperation with subsidies (either Spr or Spu) always performs better than R&;D cooperation with no subsidy. Furthermore, the Spr policy leads to better performance than the Spu approach does in terms of overall net surplus whether the firms cooperate or not in R&;D. Nevertheless, comparing the two research funding policies for the same level of public spending shows that the Spu policy with R&;D cooperation is in some cases more effective than the Spr policy, the latter becoming too costly for the government when spillovers are high.  相似文献

In this paper, the effectiveness of R&D subsidies is analyzed in an oligopolistic model that we apply to the cases of international R&D competition and cooperation. We find that the existence of asymmetric information among firms on whether a rival (or partner) is being subsidized or not may play a key role in explaining whether subsidies are effective or not in increasing R&D investments. In particular, it is shown that if the existence of the subsidy is made public (e.g. because strict information release regulation about R&D subsidies is enforced) and depending on the strategic relationship between the firms’ R&D efforts, an R&D subsidy could even hurt the subsidized firm.  相似文献

We compare adversarial with cooperative industrial and trade policies in a dynamic oligopoly game in which a home and foreign firm compete in R&D and output and, because of spillovers, each firm benefits from the other's R&D. When the government can commit to an export subsidy, such a policy raises welfare relative to cooperation, except when R&D is highly effective and spillovers are near-complete. Without commitment, however, subsidisation may yield welfare levels much lower than cooperation and lower even than free trade, though qualifications to the dangers from no commitment are noted.

In this paper we analyze whether and how “research” and “development” subsidies influence private R&D activity. Our empirical results show that “research” subsidies stimulate R&D spending within firms while “development” subsidies substitute such spending. At the theoretical level we find empirical support for the market failure argument that private R&D expenditure is best stimulated in areas where the gap between the social and the private rate of return to R&D is high. A policy implication is that technology programs should support research projects in the private sector in order to stimulate to more R&D.  相似文献

This study presents an in-depth investigation of the impact of “Mass Entrepreneurship and Innovation” (MEI) policy on small and medium-sized enterprises’ (SMEs’) innovation using the propensity score matching–difference-in-difference method. The MEI policy's R&D subsidies are found to generate a positive effect on SMEs’ innovation. Although R&D subsidies have no significant impact on SMEs’ strategic innovation, they can promote substantial innovation and establish a solid microfoundation for China's high-quality development. Compared with R&D subsidies, tax incentives in the MEI policy cannot encourage SMEs to innovate and may even have a negative impact on SMEs’ innovation.  相似文献

Most R&D-based growth models fail to explicitly account for the role of entrepreneurs in economic growth. By contrast, this study accounts for this factor and constructs an overlapping-generations model that includes entrepreneurial innovation and the occupational choice of becoming an entrepreneur or a worker. For the role of entrepreneurs, even a policy intended to encourage innovation can negatively affect economic growth. For the effect of such policies, I focus on the role of R&D subsidies. I show that while R&D subsidies promote entrepreneurs’ R&D activities, they increase workers’ wages by boosting labor demand. Thus, it is more attractive to be a worker, which reduces the number of entrepreneurs. Subsidies can have both a negative and positive effect on growth, which results in an inverted U-shaped relationship between R&D subsidies and growth. In addition, a growth-maximizing R&D subsidy rate exists, although this rate is too high to maximize the welfare level of any one generation. When individuals are heterogeneous in their abilities, R&D subsidies reduce intra-generational inequalities.  相似文献

Abstract .  This paper analyses strategic R&D policy under circumstances where intellectual property rights protection resulting from firms' R&D investment is not perfect. By examining policy choices wherein a government chooses both R&D subsidies and IPR protection levels simultaneously, we show that it is optimal for a government to adopt sufficiently weak IPR protection and to subsidize R&D investments of domestic firms. Inducing R&D investment of foreign rival firms will increase the profits of domestic firms.  相似文献

This paper studies vertical R&D spillovers between upstream and downstream firms. The model incorporates two vertically related industries, with horizontal spillovers within each industry and vertical spillovers between the two industries. Four types of R&D cooperation are studied: no cooperation, horizontal cooperation, vertical cooperation, and simultaneous horizontal and vertical cooperation. Vertical spillovers always increase R&D and welfare, while horizontal spillovers may increase or decrease them. The comparison of cooperative settings in terms of R&D shows that no setting uniformly dominates the others. Which type of cooperation yields more R&D depends on horizontal and vertical spillovers, and market structure. The ranking of cooperative structures hinges on the signs and magnitudes of three "competitive externalities" (vertical, horizontal, and diagonal) which capture the effect of the R&D of a firm on the profits of other firms. One of the basic results of the strategic investment literature is that cooperation between competitors decreases R&D when horizontal spillovers are low; the model shows that this result does not necessarily hold when vertical spillovers are sufficiently high, and/or when horizontal cooperation is combined with vertical cooperation.  相似文献

This paper studies the timing of subsidies for emissions-saving research and development (R&D) and how innovation policy is influenced by a carbon tax. We develop a dynamic computable general equilibrium (CGE) model with both general R&D and specific emissions-saving R&D. We find two results that are important when subsidizing emissions-saving R&D in order to target inefficiencies in the research markets. First, the welfare gain from subsidies is larger when the carbon tax is high. This is because a high carbon tax raises the social value of the emissions-saving technology and that this increase in value is not fully appropriated by the private firms. Secondly, the welfare gain is greater when there is a falling time profile of the rate of subsidies for emissions-saving R&D, rather than a constant or increasing profile. The reason is that knowledge spillovers are larger in early periods.  相似文献

ABSTRACT

We analyze the impact of post-innovation knowledge spillovers on firms’ decisions to invest and cooperate in R&D, forming a research joint venture (RJV). We study the case of two potential investors involved in a non-tournament stochastic competition for developing a new but imitable product. We propose a theoretical model where cooperation may emerge as a subgame perfect Nash equilibrium of a three-stage game. In the first stage, firms decide whether to cooperate; in the second, they decide whether to invest; and in the third, they compete. We show that firms cooperate in R&D when the spillovers are high enough and the fixed costs associated with R&D activities are low enough; however, our analysis suggests that forming an RJV may not always be socially optimal, and subsidizing R&D cooperation may not be efficient. We propose an optimal scheme of subsidies, which should be designed according to the intensity of the spillovers, the level of the R&D costs, and the probability of innovation success. Finally, we show that in the case of mergers the private incentive to invest is maximized, and firms may not need public subsidies to cooperate. When subsidies are costly, not hindering mergers may be the second-best solution.  相似文献

We analyse the heterogeneity in firms’ decisions to engage in R&D cooperation, taking into account the type of partner (competitors, suppliers or customers, and research institutions) and the sector to which the firm belongs (manufactures or services). We use information from the Technological Innovation Panel (PITEC) for Spanish firms and estimate multivariate probit models corrected for endogeneity which explicitly consider the interrelations between the different R&D cooperation strategies. We find that placing a higher importance to publicly available information (incoming spillovers), receiving public funding and firm size increase the probability of cooperation with all kind of partners but the role is much stronger in the case of cooperative agreements with research institutions and universities. Our results also suggest that R&D intensity and the importance attributed to the lack of qualified personnel as a factor hampering innovation are key factors influencing positively R&D cooperation activities in the service sector but not in manufactures.  相似文献

针对企业创新行为给予补贴是政府鼓励企业创新的常见政策,由于受自身条件限制,欠发达地区政府在创新补贴发放形式上必须作出合理的选择。在考虑企业学习吸收能力的同时引入创新投入分配比例系数并建立三阶段博弈模型,分析欠发达地区产学研合作创新政府补贴策略的最优方式。分析结果表明:欠发达地区政府实施创新补贴策略可以有效激励企业加大创新投入规模;在宽松的知识产权保护政策下,随着学习吸收能力的提高,企业投入产出及社会福利均增加;相比之下,政府采取创新产品补贴策略时的各项产出均优于创新投入补贴。  相似文献

This study examines the R&D risk choice in a duopoly market with technology spill overs. The firms conduct R&D programmes with different degrees of risk but an identical expected outcome and they compete or cooperate in R&D. Findings indicate that, in equilibrium, the R&D risk level decreases in the spill over rate under noncooperative R&D, while it may increase under cooperative R&D. Firms are more likely to engage in higher R&D risks under cooperative R&D than they are under non‐cooperative R&D. Moreover, the equilibrium R&D risk level both under competition and cooperation R&D is always too low from the perspective of social welfare, and the extent of this inefficiency increases with the spill over rate if the size of the spill over is large, but the opposite may occur if the size of the spill over is small.  相似文献

本文利用2010—2015年沪深A 股上市公司的科技创新补助与R&D研发数据,分析了中国供给侧改革中创新驱动政策对企业创新行为与策略选择的引导激励效果。研究发现:随着创新驱动供给侧改革的实施,企业进行R&D研发投入的意愿得到加强,开始偏好长期研发投入。创新补贴认定与考核标准相关政策机制落地,地方政府的无效创新补贴激励机制被抑制。在供给侧改革下,企业对创新长期驱动与短期经济效益进行理性权衡抉择,减少了外观设计专利等策略性创新成果的产出。本文进一步通过对产权性质分组还发现:供给侧改革后,国有企业创新产出激励最为突出,大幅度增加了专利的申请。而民营企业则通过扩大长期研发项目的投入和聘用储备技术人员,为下一阶段的创新研发作铺垫。    相似文献

Theoretical macroeconomic models typically take fiscal policy to mean tax‐and‐spend by a ‘benevolent government’ that exploits potential aggregate demand externalities inherent in the imperfectly competitive nature of goods markets. Whilst shown to raise aggregate output and employment, these policies crowd‐out private consumption and typically reduce welfare. On account of their widespread use to stimulate economic activity, we consider the use of ‘tax‐and‐subsidize’ instead of ‘tax‐and‐spend’ policies. Within a static general equilibrium macro‐model with imperfectly competitive goods markets, we examine the effects of wage and output subsidies and show that, for a small open economy, positive tax and subsidy rates exist which maximize welfare, rendering no intervention suboptimal. We also show that, within a two‐country setting, a Nash non‐cooperative symmetric equilibrium with positive tax and subsidy rates exists, and that cooperation between governments in setting these rates is more expansionary and leads to an improvement upon the non‐cooperative solution.  相似文献

Our concern in this paper is with firm-specific industrial policy. When R&D subsidies or taxes are differentiated among firms, the question arises as to which firms in an industry should receive such support. We analyze a situation where firms differ in their R&D technologies in two distinct ways: in the costs of performing R&D activities and in the output obtained from such activities. We find that the optimal firm-specific industrial policy is affected differently by the two sources of firm heterogeneity. Furthermore, a change in a firm's R&D productivity has an ambiguous effect on the optimal policy towards the firm.
