<正>Entrepreneurs, Chinese officials and diplomatic envoys from 16 countries attended the International Land-Sea Trade Corridor(ILSTC) Business Conference in southwest China’s Chongqing on Thursday.They exchanged ideas on how to better use the corridor, which is part of China’s Belt and Road Initiative, to promote economic cooperation and broaden trade between Chinese and foreign firms.

How to evaluate and judge the process of social and economic development, and how to promote the social and economic development by means of the proper economic instruments, which are two key issues to realize sustainable development for any country and region in the world today. One basic analysis of Chinese sustainable development evaluation and policy choice is made on the basis of the integrated accounting of environment ＆ economy. The whole paper includes three sections： Section 1, methodology, in which framework of green input-output accounting （GIOA） for natural resources-economy-environment （LEI, 1997, 1999, 2000 and 2003） is introduced; Section 2, trial estimate of Chinese environmental adjusted GDP （Green GDP） and analysis of Chinese green charges are included; Section 3, conclusions and policy choice, in which some policy suggestions for Chinese sustainable development are given.

China to Regulate Land Development and Real Estate Market

The Chinese economy has emerged from deflation and entered a new stage of economic growth in late 2002 and early 2003. The sudden pick up of the economy has led to a worsening of structural imbalance and inflation is rising. The Chinese government has to find a fine trade-off between growth and inflation. While the central bank needs to tighten its monetary policy, the government may need to use a more expansionary fiscal policy to offset the contracting effect created by the tightened monetary policy. The structural imbalance and partial overheating remind us that China‘s economic reform still has a long way to go. The Chinese government must speed up its reform process. While the long-term prospect for China‘s economic rise is promising, it may be necessary for the Chinese people to prepare themselves for a harder time ahead.     

Emerging Impact of Chinese Commodity Futures Market on Domestic and Global Economy

In this paper we construct a set of indices that capture the special features of the Chinese commodity futures market for the period from January 2000 to December 2011 to analyze the general properties of China＇s commodity futures market. Using these indices we investigate the risk premiums of Chinese commodity futures and verify that the commodity futures can act as an effective diversification tool for Chinese asset management. It is found that the commodity futures can hedge both expected and unexpected inflation in China, and agricultural commodity futures are found to signal inflation 2 months beforehand. Finally, we explore the relationship between Chinese and US commodity futures markets in the years 2000 and 2010, and find that their interactions strengthen over time. Our research reveals an increasingly important role of the Chinese commodity futures market in both the domestic and the global economy. Some policy changes are suggested in response to this trend.

A Proposal for Progressively Integrating Illiquid Shares and Liquid Shares in Chinese Stock Markets

This paper classifies the market barriers which cause the division of the Chinese stock markets into two categories： the barriers for trading across markets and the barriers for capital transference across markets. It critically reviews various plans and Chinese historical practices which aimed to remove the barriers, and brings forward a proposal for progressively integrating illiquid shares and liquid shares in Chinese stock markets.     

Cooperation Satisfaction and Performance： Empirical Evidence from Chinese Banks and Their Foreign Strategic Investors

In this paper, we investigate whether the mutual satisfaction of Chinese banks and foreign strategic investors （FSI） in terms of their cooperation with each other affects the performance of Chinese banks＇. Since 2004, China ＇s banking authority has conducted an annual survey on Chinese banks and their FSI, assessing levels of mutual satisfaction in terms of their cooperation. We use these survey results to examine the effects of satisfaction levels on the profitability of Chinese banks. Our results reveal that satisfaction affects profitability; that is, satisfied foreign investors and Chinese banks yield better performance. Satisfaction determinants for each party are also examined. Although the profitability of Chinese banks does not show a significant effect on the satisfaction of either party, bank loan to deposit ratios, regions of FSI home countries, and the type of Chinese banks＇ are important factors that might affect satisfaction.     

The Future of International Liquidity and the Role of China

This paper analyzes the consequences of the internationalization of the Chinese renminbi for the global monetary system and its possible ascension to reserve currency status. In an unstable and financially integrated world, governments＇ precautionary demand for reserve assets is likely to increase. But the world then risks a third crisis of the global reserve system, another re-run of the Triffin paradox, with an ever-growing emerging-world insurance demand loaded onto a small group of ever more strained net debt suppliers. Two ways to avoid this outcome would entail either expanding the supply of credible reserve liquidity to include some large emerging-market providers, or finding ways to manage emerging-market risks so as to moderate the perceived need for insurance, and China would have to loom large in both solutions. This paper analyzes the consequences of the internationalization of the Chinese renminbi for the global monetary system and its possible ascension to reserve currency status. It argues that if the process proves feasible, despite the difficult hurdles along the way, the results of internationalization would be constructive, both for China and the rest of the world. In today＇s global monetary system, the emergence of the renminbi （along with other developed- and emerging-market currencies） as a potential reserve currency would expand and diversify the supply of reserve assets, enabling central banks to maintain large buffers against financial shocks while allowing the United States to avoid issuing, as now, a large and growing bulk of the world＇s safe and liquid claims, and thus bearing the burden of an ever-expanding, and ultimately questionable, debt to the rest of the world.

It was reported that Chinese fund managers are patiently planning for the long-term with expectations that China‘s market conditions will improve, recognizing that regulators continue to take steps to improve corporate transparency. This paper discusses the relevance of high quality publicly available earnings information, how accounting standards influence the quality of reported earnings, and how capital market participants act as monitoring forces for earnings quality. Using the U.S. market as a benchmark, this paper considers earnings quality characteristics and monitoring forces in the context of the Chinese market. My overarching premise is that high quality analysis of high quality accounting information is crucial for the efficient flow of resources through a capital market. Thus it is instrumental to the growth of China‘s financial market and its economy. To this end, the paper summarizes potential impediments to high quality earnings and high quality analysis in China.     

A Late Comer＇s Internationalization Strategy for Chinese Firms： A Theoretical Study

The purpose of the paper is to discuss the internationalization strategy of Chinese finns from a latecomer＇s perspective. First, this paper reviews five existing conceptual frameworks of foreign market entry mode for the internationalization of finns from developed countries. Then, this paper integrates the different factors considering in existing frameworks to a comprehensive framework. With this modified framework and Chinese finns＇ unique characteristics, some propositions are presented about the path and features of Chinese finns＇ internationalization based on the comprehensive framework discussed from a latecomer＇s perspective. This paper also discusses that the future studies on Chinese finns＇ internationalization strategy should attempt to increase the congruence between the theoretical and operational level, to clarify concepts and variables of the frameworks and the relationships among those variables.     

Enhancing China＇s Innovation Performance： The Policy Choices

Transforming China into an innovation-driven economy has been one of the top priorities of the Chinese Government. This paper examines the policy choices involved in the extended national innovation performance framework for creating an open innovation system. Innovation capabilities, incentives and institutional frameworks are examined. The paper argues that China should continue to increase its investment in R ＆D and in education, and that there should also be an attempt to strengthen the incentive system at the macro, meso and micro levels. This strengthening may include reforms to： release the power of competition and guide resources towards innovative sectors; adopt appropriate human resource management, such as appraisal and remuneration systems; create effective policies for research funding management; and evaluate the efficiency of research to encourage the creativity of researchers, managers and employees. The paper also discusses the space for industrial policy in the 21st century.     

China＇s Industrialization and Reduction of Greenhouse Emissions

Over the past two decades, the size of the Chinese economy has more than quadrupled and the energy consumption more than doubled. The drive for further industrialization over the next two decades will continue the trend on a much larger scale. The net increase in emissions from 1990 to 2001 amounted to 823 million tons of COy accounting for 27 percent of the world‘s total. Energy supply and security constitute key constraints to industrialization and,therefore, the mitigation of emissions can in fact contribute to the achievement of development goals. Many actions can be taken to balance industrialization and reduction of emissions.As a large and rapidly growing market, China shares many opportunities with European partners for business cooperation and joint efforts for the reduction of emissions through clean development mechanisms and other bilateral initiatives.
