Abstract Coordinating organizational activity across different sectors is crucial in disaster management. We analysed the response of 291 aid workers to the Haiti earthquake in 2010 and found that common incentives and a high degree of equality among aid organizations positively affected perceived network coordination. Large and public organizations were more likely to take leadership roles and high numbers of public organizations involved in the disaster response network led to improved network coordination. These results indicate the need for mechanisms that enable smaller and non-profit organizations to participate in network coordination and leadership. 相似文献

With an increasing number of disasters disrupting commerce and community life around the world, it is timely to position humanitarian and disaster relief supply chains (HDRSC) within the broad field of supply chain management. This article presents a framework to that end. It distinguishes attributes of the environment that illustrate the difficulties encountered in supply chain management. Although considerable research has been conducted in logistics issues affecting HDRSCs, very little management research speaks to the complicating attributes. Thus, this article describes activities such as demand determination, supply chain coordination, recognizing when to move along the life cycle and post‐disaster reconstruction that differentiates supply chain concerns from logistics concerns. From this backdrop, some of the areas where research into HDRSCs can inform supply chain management in general are presented. The article concludes by discussing critical areas of research need as identified by experienced practitioners. Research in these areas will provide insights for supply chain managers facing similar issues in other environments. 相似文献

Disaster response operations aim at helping as many victims as possible in the shortest time, with limited consideration of the socio-economic context. During the disaster rehabilitation phase, the perspective needs to broaden and comprehensively take into account the local environment. We propose a framework of sustainable humanitarian supply chain management (SCM) that facilitates such comprehensive performance. We conceptualise the framework by combining literature from the fields of sustainable and humanitarian SCM. We test the framework through an analytic induction process by means of multiple case studies of four relief organisations. Our framework suggests that supply chain design needs to be aligned not only to relief organisations’ enablers, but also to the population's long-term requirements as well as any socio-economic and governmental contingency factors. A good fit between these dimensions leads to sustainable performance. The framework provides an instrument for relief organisations to achieve sustainable performance in the disaster rehabilitation phase. 相似文献

Local governments in Western Europe increasingly use city time-access regulations to improve social sustainability. These regulations significantly influence the distribution process of retail chain organizations. This paper studies the impact of governmental time-window pressure on retailers’ logistical concepts and the consequential financial and environmental distribution performance. We determine which dimensions in the retailer's logistical concept determine its cost and emission sensitivity to increasing time-window pressure. Our research is based on a multiple case study of fourteen Dutch retail cases in different sectors and with different store formulas. The retailers provided all organizational, flow and cost data of their secondary distribution (between distribution center and stores). We use these data to calculate the impacts of different time-window pressure scenarios, including the current situation, using vehicle routing software. It appears that cost and emissions increases are moderate, when few cities are affected. However, as more cities are affected, costs and emissions increase considerably, particularly if time-window lengths become shorter. Time-windows harmonized between cities lead to fewer negative effects. We find various dimensions that contribute to reducing a retailer's sensitivity to time-window pressure. We formulate conclusions hypothesizing the links between time-window pressure, its effects, and the dimensions that determine these effects. 相似文献

This study takes a customer focus that prioritises the service-offering dimensions of logistics centres (LCs) by considering potential LC customer expectations. Applying a survey and a quality function deployment methodology to logistics service providers, the study explores, categorises and prioritises LC customer expectations and LC service characteristics. The results indicate that customer preferences mainly prioritise infrastructure, and warehouse and intermodal dimensions. However, when the cost dimension is included, higher utility values are delivered through soft service dimensions like value-added or standard services. LC investors or undertakers can use these results to guide their design of market offerings by using the same methodology to assess expectations in their target markets. 相似文献

The coronavirus disease 2019 (COVID‐19) outbreak affects not just populations but also global and local economies and supply chains. The outbreak itself has impacted on production lines and manufacturing capacities. In response to the outbreak, policies have been put in place that blocks the movement of people and materials, causing supply chain disruptions. Mainstream supply chain management has been at a loss in responding to these disruptions, mostly due to a dominant focus on minimizing costs for stable operations, while following lean, just‐in‐time, and zero‐inventory approaches. On the other hand, pandemic response supply chains, and their related supply chain disruptions, share many characteristics with disaster response and thereby with humanitarian supply chains. Much can thus be learned from humanitarian supply chains for managing pandemic‐related supply chain disruptions. What is more, facing, and managing, supply chain disruptions can be considered the new norm also in light of other disruptive forces such as climate change, or financial or political crises. This article therefore presents lessons learned from humanitarian supply chains that help mitigate and overcome supply chain disruptions. These lessons not only relate to preparedness and mobilization, but also relate to standardization, innovation, and collaboration. Together, they brace organizations, supply chains, and societies, to manage current and future disruptions. 相似文献
