This study uses the case study of Kenya to analyse the role of government in the development of tourism in the Third World. Usually, government involvement in the development of tourism reflects on the uniqueness and peculiarity of the tourism industry. By its nature, the development and provision of tourism product involves diverse stakeholders and activities. In the diverse socio‐economic situation, it is usually the government that has the required social and political capacity and legitimacy to bring together and co‐ordinate the activities of diverse and different interest groups which are involved in the development of tourism and, also, establish the required level playing field. In this regard, as probably is the case in most less developed countries where tourism is a major socio‐economic activity, the Kenya Government has, over the years, played a crucial role in the development of the country's tourism industry. Particularly, during the exploratory stage of tourism development in Kenya, it was government involvement that helped lay the required groundwork and, as a consequence, jump‐started the rapid development of the country's tourism industry. However, in recent years, particularly in the 1990s, Kenya's tourism industry is confronted with serious problems including declining international visitor arrivals and decreasing tourism revenues. Ironically, the same government that played a crucial role, especially in the initial development of the country's tourism industry, is currently being blamed as being responsible for the industry's current poor performance. Thus, this study will also examine the underlying factors responsible for the current downturns in Kenya's tourism industry and how they relate to the role of government in the development of tourism. This paper considers the potential of Public-Choice theory to serve as a means to analyse tourism policy. It introduces the central issues for understanding the study of policy and economic decision-making, bringing them together as a single coherent explanation of the role of government within the contemporary market system. In the context of tourism analysis, the focus is on the forces that explain why governments make particular types of decisions for the industry and the effect these have on the community's collective well-being. Policy can impact on a society's culture, its social order, its administration or its use of law, or any combination of these; but, largely it is about the economic welfare of the community. Much of the public decision-making system concerns who gets what, who should benefit and who should pay. The paper reviews the notion of government intervention to establish an 'interpretation' of economic policy-making in Western democracies, such as Australia, Britain or New Zealand. It argues that most policy issues, including tourism issues, derive from some form of failure in the market-place, where the tourism industry is but one component interconnected with many others. The paper expands the public-choice approach further by applying it to segmented markets, and the tourism industry itself, and provides an issue-based model that allows the tourism policy-making process to be explored, exposed and predicted.  相似文献

This article sets out to ascertain travel and tourism industries employers' views on degrees. Research of this kind and on this scale has not previously been carried out and a large scale survey of industry views was conducted with key issues identified and discussed. These cover topics such as the employment of graduates within the UK travel services industry, views on their contribution and appropriateness, the types of skills that such degrees provide, salary scales and graduate training schemes. Current government policy on widening participation in higher education (HE) and its impact on industry skills is also evaluated. The issue of the provision of tourism curricula and their content has at the beginning of 2007 once again been pushed centre stage. This is as a result of the increasing scrutiny of the Sector Skills organisation People 1st and the launch of the government's new vocational diplomas in 2008. The findings in this article are pertinent for government bodies and educators alike and have previously been shared with the Sector Skills organisation and Department of Culture, Media and Sport (DCMS) in addressing HE in tourism. Studied for decades in disciplines such as ecology, psychology, engineering and sociology ‘resilience’ can be defined as a system's ability to withstand and respond to change. The tourism literature has embraced the concept of community resilience by harnessing concepts of adaptive capacity and vulnerability. Many of these studies have focused on the tourism system's ability to respond to short-term disasters and hazards. With the growth of resilience studies in tourism, it is timely to take stock of the core premise of resilience as it is applied to tourism and to identify key gaps in current research. Consequently, this research aims to identify the core concepts of community resilience, with a focus on its application within tourism. The findings reveal that many studies have been conceptual, although there are an increasing number of empirical studies underpinned by resilience theory. Therefore, a conceptual model is presented to broaden existing resilience research and to guide future research into community resilience to tourism decline and rejuvenation.  相似文献

All monetary operations such as revaluation and devaluation have some degree of impact on tourism demand at different significance levels. The purpose of this study was to explain how devaluation and revaluation affect tourism demand (domestic and international) and what the government should do to obtain the greatest benefits from them. Turkey has one of the fastest growing tourism industries in the world, and has been experiencing high inflation at a very significant level since the 1970s. The Turkish Government sometimes makes value adjustments on the Turkish national currency, the ‘Lira’, and these adjustments have influenced domestic and international tourism demand in Turkey. The purpose of the forum was to explore the opportunities and challenges facing business and government as we grow ever closer to a true global economy. Jeju Island is a major domestic tourism destination in South Korea and is an increasingly significant international tourism destination, especially for the Japanese and Chinese markets. The Jeju provincial government strongly supports the tourism industry and has, along with the Korean central government, invested heavily in the construction of tourism infrastructure and tourism promotion. There is an abundance of printed literature available to tourists, in the form of brochures and guidebooks, during their stay in Jeju Island. In this study, the types of photographic representations found in that media is identified using a previously developed typology of four ‘spaces’ and four ‘subjects’. Content analysis of a proportional sample of 4115 pages in 225 tourist guidebooks and brochures determined the frequencies of certain ‘types’ of photographs. Further interpretive analysis probes the intentions behind the imagery, if any exist, towards the representational construction of this island's destination image as it appears to the tourist reader. Theoretical issues related to destination image and its representations are explored in light of the findings and implications for tourism policy and management are discussed. As one of Australia's iconic tourism attractions and one of the seven natural wonders of the world, the Great Barrier Reef (GBR) is an important economic, social and natural resource for Queensland's Tropical North. However, the long-term prognosis for the health of the reef and by implication, the industries dependent on it, is not positive. So far much attention has focussed on the health and resilience of the reef ecosystem, as a foundation for a resilient tourism industry. In this study we explore how weather conditions have affected the reef experiences of 1000 tourists to the Cairns/Port Douglas region, suggesting that this may also be an important indicator of change on the reef. The results suggest that poor weather has a more pronounced effect on experiences than good weather and reinforce the likelihood that seasickness, cold and wet conditions, reduced water visibility, and difficult snorkelling/diving conditions will reduce overall levels of satisfaction. Poor weather was found to have a direct effect on satisfaction scores, the likelihood that reef and tour expectations were not realised, and lowered perceived value for money. These are important considerations for the reef centred tourism industry that is currently facing strong environment pressures from climate change.  相似文献

A special‐interest tourist market that holds out great promise for continued growth well into the next century is that of MICE (meetings, incentives, conventions, exhibitions). At the same time, changing prices in particular destinations relative to others are regarded as one of the most important economic influences on destination shares of total international tourism flows. The question arises as to the price competitiveness of major competing MICE destinations. Although earlier research has recognised that a destination's price competitiveness differs according to a visitor's country of origin there has been relatively little attention paid to tourism price competitiveness from the perspective of those having different motives for travel. This paper has four major aims: first, to provide a method by which price competitiveness of tourism by journey purpose can be estimated; second, to construct price competitiveness indices that measure, absolutely and relative to major competitors world‐wide, the price competitiveness of Australia's MICE tourism industry; third, to compare Australia's price competitiveness as a MICE destination with its price competitiveness for total inbound tourism; fourth, to discuss the implications of the results for travel and tourism decision‐makers in both the private and public sectors. In 1991 the Kyrgyz Republic secured its political autonomy from the USSR and set out on the road to cultural and economic independence. Tourism was high on the development agenda, not least because of the country's abundance of natural assets, its experience with health and recreational tourism during the Soviet period and its lack of viable alternatives. During the post-colonial period, tourist activity has been based mainly on the country's mountains and lakes. More recently attempts to develop a heritage tourism product have mirrored the resurgence of ethnic Kyrgyz nationalism and Turkic culture throughout Central Asia. The paper identifies ethnic diversity and nationalist revivalism as potential constraints to the development of heritage tourism in Kyrgyzstan. Moreover, the issue of dissonant interest groups in the protection of the heritage of Kyrgyzstan is addressed. Much of the international interest in Kyrgyz heritage has been directed at the epos of the nomads of the Steppes and it is their protection, rather than that of tangible heritage sites, that has attracted sponsorship from UNESCO and other bodies. Additionally, the tangible heritage sites that have been proposed by the Kyrgyz government for World Heritage status are of domestic and regional, rather than international interest. Implications for the strategic development of Kyrgyzstan's heritage tourism product are discussed, with specific reference to world heritage.  相似文献

Conservation interests hope to use tourism as a tool in conservation, whereas tourism interests want to use conservation as a tool in tourism development. Both promote partnerships, but with different political aims. In federated nations such as Australia, this involves industry associations and government agencies in different jurisdictions as well as different portfolios. There are several recent national‐scale initiatives in Australia. The Tourism in Australia's Protected Areas Forum, TAPAF, is an informal information exchange group between state protected area management agencies which also includes state government tourism representatives. TAPAF has promoted a Code of Practice for commercial tour operators in protected areas. Ecotourism Australia is an industry association which has promoted a Cairns Charter on Partnerships for Ecotourism. The National Tourism and Heritage Taskforce is the highest‐level consultative body, representing both industry and government, tourism and environment, federal and state levels. NTHT has produced a national strategy called Going Places, currently under implementation. The federal tourism portfolio has produced a somewhat conflicting document of its own, called Pursuing Common Goals. And the peak tourism industry association, formerly the Tourism Task Force and currently known as TTF Australia, is soon due to launch a report called Making National Parks a National Tourism Priority. This paper explores the role of public policy in the development of tourism in Jamaica. It focuses on two separate and contrasting periods. In the first, 1972–80, referred to here as 'The Socialist Era', the Jamaican government pursued goals of self-reliance combined with seeking to integrate tourism into Jamaican life. In the second period, 1980–89, 'The Period of Capitalism', emphasis was shifted to reducing government intervention and pursuing foreign exchange earnings. A comparison of tourism development during these two periods reveals that during the 'Socialist Era' some success was achieved in the Jamaicanisation of tourism but at the same time government policies contributed to an overall decline in the industry as measured by the traditional indicators of tourist arrivals, hotel occupancy, hotel provision and employment. During the 'Period of Capitalism' a change in policy is associated with a successful recovery of tourism numbers but an increasing tension between locals and tourists. The study cannot provide causal explanations of the links between policy shifts and tourism development. The wide range of external variables, including oil crises and world inflation, that occurred during the periods is too great to admit this kind of certainty. However, the policy background provides an important context for understanding the link between policy and development in one of the oldest and most well-developed tourist destinations in the Caribbean.  相似文献

This article examines what happens to those who live in and around monuments as a result of World Heritage designation. Using the examples of Borobudur and Prambanan in Indonesia as study sites, it is argued that the values that local people attach to heritage are often different from, although not necessarily less important than, the values ascribed by international agencies, government officials, tourism developers and others. However, their perspectives are often not adequately represented or respected by other participants in the planning and management of sites, to the detriment of both the plans and the people. The tendency to adopt top-down, rational comprehensive planning procedures has resulted in the disenfranchisement of local people, giving greater prominence to expressions of national, 'official' culture and nationalism at the expense of local culture. It has tended to freeze sites and displace human activities, effectively excluding local people from their own heritage.  相似文献

The role and influence of trade and associated groups in England's tourism policy environment is of increasing importance given recent changes in the consultative processes undertaken by the Department of Culture Media and Sport (the government department sponsoring the tourism industry in Parliament). Yet researchers working within the realm of tourism studies have paid little attention to their characteristics, objectives and tactics. This article, therefore, sets out to address these issues by drawing on the results of phase one of a two‐phase research project into the influence of trade and associated groups on policy development. The article reports the findings of a survey into the objectives and tactics used by the groups in policy communications and links this to structural changes in the landscape of the tourism policy. In doing this it suggests how certain relationships have developed between government and groups, how groups collaborate on policy issues and how this may have influenced the direction of tourism policy in the England. Using the results of this research and an analysis of government policy related announcements over the past two years we hypothesise on how successful the groups have been to data, and proposes areas for future research. The last decade has seen Australia's economy undertake a significant transformation, with a rapid resurgence in mining. The high exchange rate that has arisen as a consequence of this boom has resulted in a number of other Australian industries becoming less competitive, leading to a two-speed economy. For the tourism industry, the result has been declining visitation, with some commentators attributing this decline directly to the mining boom. This paper explores how the media frames tourism- and mining-related issues regarding the current mining boom in Australia by undertaking a content analysis of 265 online newspaper articles relating to tourism and mining in Australia. The impact of mining on the tourism sector was frequently identified as a key issue, with the rapid expansion of mining increasing competition for labour, resources and infrastructure, as well as having the propensity to destroy certain tourism products. Journalistic techniques, such as hedging, were found to be prevalent in the media reporting, potentially leading to confusion surrounding key issues relating to tourism and mining in the public forum. Future research should seek to explore strategies that could be used by government and businesses to build sustainable, resilient regions through tourism and mining.  相似文献

This study investigates the impact of low-cost carriers (LCCs) on Saudi Arabia's tourism demand. It also provides an understanding of the relationship between air transport development and tourism development in the Gulf region. The Box–Jenkins SARIMA-X models were employed to model and forecast international tourist arrivals to Saudi Arabia, using monthly international tourist arrivals to Saudi Arabia from July 2010 to December 2015. The forecasting models were significantly accurate, with lower values of MAPE, MAP, and RMSE. The findings suggest that an increase in airline capacity, religious travel, and airline competition are associated with the increasing international tourist arrivals to Saudi Arabia. This also indicates that there is a positive relationship between air transport development and tourism development. Further aviation liberalisation in the Gulf region is discussed to give opportunities for the region's LCCs to increase their share of the increasing air travel demand, thereby enhancing tourism development.  相似文献

This article focuses on the way small entrepreneurs in the tourism industry of the Puerto Plata region try to cope with contextual changes caused by the development of (mass) tourism. These entrepreneurs struggle with all sorts of problems, mainly resulting from the dominance of the large, multinational, all-inclusive resorts in the tourism industry. With the introduction of these large resorts in the early 1980s, the local entrepreneurs were hoping to obtain a substantial part of the income-growth derived from this new industry. As a result many locals shifted from their previous jobs to professions in the tourism industry. Nearly 30 years later, most of them are disappointed with the results, but because of the region's dependence on tourism they feel they have no way out. The Puerto Plata case is used to further explore the impact of tourism on the culture and identity of the small entrepreneurs.  相似文献

This study examines how mutual learning can potentially enhance the destination competitiveness and sustainability of Hong Kong and Singapore. By comparing the recent tourism policies of the two city states, and by interviewing key government officials, major industrial players, academic experts and representatives of international tourism organisations, it was found that both governments can learn from each other in various aspects. The Hong Kong government can learn from its Singapore counterpart the recognition and proactive support it provides to the industry, its visionary leadership, and its eagerness to learn. The need to direct research towards the tourism industry is related to the increasingly competitive environment it finds itself in, especially in terms of services rendered, having grown more complex in the features and critique that comprise the tourist experience, and as economic and social agents become more selective regarding both demand and supply. Possessing information and the proper understanding of the real needs of information users and those responsible for public and private decision‐making processes at the action and intervention levels becomes a fundamental issue for sustainable tourism growth and its statement for international competitiveness. This paper provides an overview and brief evaluation of China's rural tourism. Beginning with the form of poverty alleviation through tourism, China's rural tourism has undergone over 20 years of development and exhibited some unique features in its development pattern, scale and business operational models in accordance with China's political, social and economic systems. Government plays a decisive role in developing rural tourism in China. However, rural tourism has been valued mainly as an economic means for rural development during the country's modernisation process. Overlooking rurality as an essential issue in rural tourism may lead development to a wrong direction, which could jeopardise the sustainability of the industry.
