Many natural resource management researchers have focused either on institutional design and evaluation or on livelihood outcomes per se without explicitly acknowledging and rigorously examining linkages between the two. Thus, a major gap in the current literature on co-management institutional arrangements is the extent to which co-management has strengthened the livelihoods of poor forest-dependent communities. This gap is addressed in this paper by developing and testing an argument that well-designed co-management arrangements have strengthened the livelihood outcomes of poor forest-dependent communities in a Kenyan case study. The hybrid analytical framework developed for this analysis situates Ostrom's (1990) design criteria for co-management institutions in the broader context of the Sustainable Livelihood Framework. It then uses this analytical framework to evaluate the Arabuko-Sokoke Forest Reserve (ASFR) co-management initiative in Kenya, based on a three-step process. First, the paper provides an overview of current institutional arrangements for governance of the ASFR co-management regime. Second, it evaluates the extent to which these governance arrangements can be characterized as devolved collaborative governance, informed by Ostrom's (1990) design principles and; third, it evaluates the extent to which the livelihood outcomes of forest dependent communities that are participants in the co-management project have had their livelihoods strengthened as a result of the ASFR co-management governance arrangements. The paper demonstrates that the institutional arrangements for ASFR co-management are relatively nascent and emerging because the governance arrangements for the ASFR co-management project cannot be characterized as fully devolved de jure collaborative governance. Notwithstanding this, the findings reveal that participant forest-dependent communities in the co-management project had improved livelihoods compared to forest-dependent communities outside the co-management scheme. It is suggested that this is due to the de facto co-management arrangements.  相似文献

The emergence of wildlife ranching as an alternative land use option to agriculture, in Transfrontier Conservation Areas (TFCAs), has cast renewed interest on the role of cattle farming in rural livelihoods in areas close to wildlife parks. This study analysed the contribution of cattle to livelihoods and relationships between cattle and potential wildlife land uses in rural areas near Kruger National Park. Data were collected through household surveys, key informant interviews and community workshops. About 11% of households studied owned cattle, and cattle income constituted 29% of total household income. Benefits from cattle were also derived by households without cattle. About 71% of households had at least three sources of income, reflecting diversity of livelihoods. Wildlife related land uses were perceived by some households as threatening cattle production, whilst others viewed them as opportunities for alternative livelihoods. We conclude that cattle production has important livelihood roles, but is not sufficient as a driver of economic development in these areas. Incentives to encourage diversification of livelihoods at the wildlife/livestock interface, with possibilities for rural communities to explore wildlife based land uses should be put in place. In addition, land use policy and planning in such areas should focus on creating institutional mechanisms through which programmes integrating conservation and rural development goals can benefit rural communities.  相似文献

Conservation Agriculture (CA) is advocated as an agricultural innovation that will improve smallholder famer resilience to future climate change. Under the conditions presented by the El Niño event of 2015/16, the implementation of CA was examined in southern Malawi at household, district and national institutional levels. Agricultural system constraints experienced by farming households are identified, and in response the technologies, structures and agency associated with CA are evaluated. The most significant constraints were linked to household health, with associated labour and monetary impacts, in addition to the availability of external inputs of fertiliser and improved seed varieties. Our findings show that such constraints are not adequately addressed through current agricultural system support structures, with the institutions surrounding CA (in both Government extension services and NGO agricultural projects) focusing attention predominantly at field level practice, rather than on broader system constraints such as education and health support systems. Limited capacity within local institutions undermines long term efforts to implement new technologies such as CA. It is vitally important that the flexibility of farmers to adapt new technologies in a locally-appropriate manner is not closed down through national and institutional aims to build consensus around narrow technical definitions of a climate-smart technology such as CA. To enable farmers to fully utilise CA programmes, interventions must take a more holistic, cross-sectoral approach, understanding and adapting to address locally experienced constraints. Building capacity within households to adopt new agricultural practices is critical, and integrating healthcare support into agricultural policy is a vital step towards increasing smallholder resilience to future climate change.  相似文献

There have been repeated calls for a ‘new professionalism’ for carrying out agricultural research for development since the 1990s. At the centre of these calls is a recognition that for agricultural research to support the capacities required to face global patterns of change and their implications on rural livelihoods, requires a more systemic, learning focused and reflexive practice that bridges epistemologies and methodologies. In this paper, we share learning from efforts to mainstream such an approach through a large, multi-partner CGIAR research program working in aquatic agricultural systems. We reflect on four years of implementing research in development (RinD), the program’s approach to the new professionalism. We highlight successes and challenges and describe the key characteristics that define the approach. We conclude it is possible to build a program on a broader approach that embraces multidisciplinarity and engages with stakeholders in social-ecological systems. Our experience also suggests caution is required to ensure there is the time, space and appropriate evaluation methodologies in place to appreciate outcomes different to those to which conventional agricultural research aspires.  相似文献

International agricultural research centres use approaches which aim to create effective linkages between the practices of farmers, introduced technologies and the wider environment that affects farming. This paper argues that such new approaches require a different type of monitoring as a complement to conventional approaches that tend to favour a quantitative assessment of adoption and impact at the farm level. In this context, we examined monitoring data from an Adaptive Research (AR) project highlighting complementary qualitative analysis. Our emphasis is to capture the improvisational capacities of farmers and to reveal social and institutional constraints and opportunities in a broader innovation system. Our approach provided clear insights into how rice farmers adjusted their practices and how actors involved linked (or not) with others in the innovation system. We also demonstrated how institutions such as policies, religious rituals or service provider arrangements pose conditions that establish or constrain practices aligned with introduced technologies. A broader perspective in monitoring AR therefore provides important additional insights into the factors which shape outcomes in farming communities. To expand outcomes, AR projects should also pay attention to designing and testing new institutional arrangements that create enabling conditions for agricultural innovation.  相似文献

Rural development models to date have failed to adequately explain why development stagnates in certain regions, and have often focused on single policy areas. This paper proposes a more holistic approach by combining the concept of traps with the sustainable livelihoods approach, applied to a case study in Central Romania. Based on semi-structured interviews with rural inhabitants from 66 villages in 2012, we analyze the barriers creating and maintaining a lock-in situation characterized by an apparently stable low-welfare equilibrium state. By clustering development barriers into livelihood capitals we find that barriers to rural development are multiple and interacting, and are strongly mediated by the institutional context. We show that while financial, social, human, and built capitals are inadequately developed, the region's rich natural and cultural capitals stand the best chances to foster rural development. Yet, these capitals are likely to deteriorate, too, if all other capitals remain under-developed. Given this interconnectedness of development barriers we argue that one-sided interventions cannot help ‘unlock’ the trap-like situation of Central Romania. Instead, multiple barriers will need to be tackled simultaneously. The development of social, human and financial capitals should be of priority concern because of their potentially positive spill-over effects across all other capitals.  相似文献

The effectiveness of community-based extension approaches has been widely documented, however their sustainability remains weak. Institutionalization has been proposed as a way of achieving sustainability. This paper shares experiences of the learning and planning phase of the institutionalization of the volunteer farmer-trainer (VFT) approach in three dairy producer organizations (POs) in Kenya. The paper builds a detailed understanding of the key steps and social processes involved and the wider lessons that might be learned regarding institutionalization in the context of local institutions such POs. We draw on data from key informant interviews, focus groups discussions and workshops. The first phase of the process which spanned one year involved engagements with stakeholders at different levels; from VFTs, dairy cooperative management, government extension and local NGOs. The process involved awareness creation, joint learning at the individual, group and organization level, a strengths-weaknesses-opportunities-threats (SWOT) analysis of producer organizations and identifying opportunities for harnessing resources for support functions. We highlight the important supporting social and institutional processes that are required for this to happen. These include getting acceptance and support from key stakeholders, developing a shared understanding, stakeholder ownership of the process, commitment from top leadership of POs and institutional structures to support the process. For the process to be actualized, we discuss mechanisms that need to be put in place.  相似文献

China has the second largest area of pastoral land in the world, and these lands and their peoples play a very beneficial role in the global environment. Because of China's huge population, rate of social reform, and economic development, the pastoral ecosystems are at a critical turning point. There is a conflict between national benefit and the land users (mainly herders) benefit. This paper introduces the scale of pastoral land, the history of its management institutions, past and current projects and programs, as well as the current framework of policy and law as relevant to land management. The challenges for pastoral management in terms of institutions, administration, technology and their shifting role in regional economies of scale are also analyzed. Opportunities for sustainable development in China's pastoral lands are presented. Finally, this paper highlights the available approaches for enhancing livelihoods and conserving pastoral land, including establishment of law and policy framework at the national level, redefining use rights for community management, promoting Integrated Ecosystem Management (IEM) as a basis for natural resource utilization, preserving and respecting cultural aspects of pastoral peoples, and shifting the focus from GDP generation to environmental protection.  相似文献

This paper illustrates the fine spatial expression of regulatory controls through field visits, a survey of 364 systematically sampled homebuilders and interviews with customary land managers and key city officials in Sekondi-Takoradi. The research found that, development controls were hardly implemented and enforced, and that, public officials had largely acquiesced to the activities of chiefs and homebuilders who flout regulations without the fear of sanctions. This loss of legitimacy of planning ideals reflects the cultural dimension to the acceptance of centralized planning rooted in the experiences of the advanced world as well as the weak fragmented and poorly equipped land sector institutions. Therefore building institutional capacity and contextualizing planning ideals are key for managing rapidly growing cities in emerging economies. However, residential development initiated by state institutions on state lands was better planned than occurring on customary lands, hence suggesting the need for more innovative government interventions in the physical development process.  相似文献

How do regional innovation cultures in the eco-food sector develop? And how can they be supported and empowered within a national strategy for sustainable agriculture? Based on three case studies, this paper explores key characteristics and dynamics of ongoing regional innovation cultures within the ecological food sector in Norway. The common denominator of each case is a strong community of innovative practitioners that shape their activities around intentional interaction, dialogue and inquiry with a long term commitment. They sustain and develop common tasks by uniting individual commitment to shared questions. Thereby, the intensity and ecology of the shared questions build the carrying capacity and structure of the innovation culture. Each case is unique by being rooted in personal incentives and shared ownership to tasks. Structurally their uniqueness demonstrates three modes of activity and roots of identity, related to the three concepts of institutional entrepreneurship, market entrepreneurship and cultural entrepreneurship. Four implications are finally drawn for regional innovation strategies within the eco-food sector: (1) build strategies on the activity of pioneering local/regional cultures of practice; (2) analyse their entrepreneurial uniqueness and social ecology; (3) facilitate a broader entwining of institutional, market and cultural entrepreneurship; and (4) develop competency and cultures of inquiry linked to entwined entrepreneurship. A corresponding research strategy should acknowledge, build on and strengthen the culture of inquiry embedded in the regional communities of practice.  相似文献

Under what conditions are some small-scale agricultural producers able to overcome challenges associated with shifting to organic production, whereas most are not? The answers are vital for the global effort to encourage more sustainable, pro-poor forms of agriculture—more organic farming, more sustainable production; more smallholders engaged in green production, more income and better livelihoods. Yet, answering this question is challenging in part because previous analyses of global production networks, such as those associated with organic agriculture, focus more on broad governance patterns than the specific factors and actors that help smallholders shift to organic production and link to far-flung markets. To fill in these gaps, we conducted fieldwork in Isan, Thailand, a major rice-producing area in which many groups of smallholders have attempted to shift into organic production. Doing so allows us to identify the critical challenges associated with upgrading into organic production and analyse how specific actors enabled some groups to overcome these challenges. Our findings provide a generalizable theoretical approach to understanding how to link small-scale farmers to global value chains in ways that can potentially enhance smallholders' livelihoods, spark rural development and encourage more sustainable practices in agriculture.  相似文献

Experimentation with citizen participation in urban redevelopments is increasing worldwide. This paper aims to scrutinise this trend through an in-depth case study of the decisions and actions taken by the institutional stakeholders involved in participatory urban redevelopment in Tehran, Iran. The discussion is based around two contrasting urban redevelopment areas which set out to adopt a participatory approach involving various stakeholders including institutions (the Municipality of Tehran and the Heritage Organisation) and local owner-occupiers, developing new knowledge, understanding, and clarity about the concept and application of participation in urban redevelopments in developing countries. In both areas, the institutions invited owners to participate in the physical and economic improvements of their places through land assemblage or sharing redevelopment costs. In this study a range of qualitative methods are used including photo-elicitation techniques (PEI) and semi-structured interviews with locals, officials and professionals.The results show the vulnerability of the process. This was revealed when one institution did not maintain their role and when some owner-occupiers acted as free-riders. This highlights the challenge of building an enduring collaboration between institutional stakeholders from the planning to in-use stages, in particular the difficulties that arise as different institutions become involved in the process. This issue is more problematic when resources are limited and/or intermittent. As the results show, the institutional collaboration was smoother when fewer stakeholders were involved in decision making. In the commercial case, there were more complaints about overdue completion in the projects due to poor institutional collaboration. We recommend the need for an agreed mechanism prior to such initiatives where the role of the various stakeholders and their responsibilities are clearly cited, and where all different impact scenarios from the planning to in-use stage are set out.  相似文献

Property rights to land can be thought of as a web of interests, with many different parties having a right to use, regulate, or manage the resource, which may be based on a range of customary institutions or local norms as well as state law. These interests often play a critical role in livelihoods, social relations, and ecological functions. The formalization of property rights has historically led to a cutting of this web, creating more exclusive forms of rights over the resource. Drawing from case studies in Kenya the paper emphasizes the risk of excluding legitimate claimants in formalization processes that focus on individual titling. By collapsing all rights within individuals, such programs have negated the distinct multiple claims by women, youths, and seasonal users, among others. We examine ways in which formalization processes can secure diverse claims, and highlight the need for a better understanding of the social and ecological implications of existing land tenure before they are undermined by formalization.  相似文献

Large-scale land deals have attracted considerable attention for various reasons, including their implications for local livelihoods. While some view the phenomena as a development opportunity, encompassing improvement in the livelihoods of local people, others argue that it is an impoverishing scheme. Ethiopia ranks among the top in terms of the size of land leased out over the last decade. Land is a major resource of state control and investment in Ethiopia. As the foundation of their livelihoods and identity, it is simultaneously a vital resource for the local people. Highlighting the importance of land for local livelihoods and state-society relations and employing a political-ecological approach, this paper analyzes the outcomes of two land lease cases for the local people in Bakko Tibbe district of Oromia, Ethiopia. The findings show that the land leases induced a significant decline in local people’s access to land, resulting in a significant reduction in crop production and livestock husbandry. The land leases also dismantled longstanding land-based social relations in both production systems. Based on empirical evidence from specific localities and contextualizing the local livelihood dynamics within broader political-economic conditions, this study contributes to the ongoing debate on livelihood impacts of global land deals.  相似文献

This paper aims to provide a new and practical approach called ‘Legislation-Check’ to identifying shortcomings in national legislation in terms of how well it implements sustainable development, and ways of improving the legislation. National legislation was chosen as it represents a sort of ‘skeleton of society’ and defines the status quo, as well as setting the main environmental, societal and economic directions of the population covered.The approach presented is based on a new concept called ‘3-D Sustainability’, which focuses on the precautionary principle. 3-D Sustainability provides criteria in a flexible hierarchy for solving conflicts of interest between economic, social and environmental dimensions of sustainability. In this paper, these criteria and dimensions are applied to various sectors of Austrian national environmental legislation to identify the shortcomings of the legislation and ways of addressing these shortcomings.This paper shows, by way of quantitative data, a significant increase in the use of sustainability related terms in generally applicable legal instruments (both federal and provincial) in Austria since 2003. In qualitative terms the results of the paper further indicate, using national environmental legislation, several hierarchical disorders between different legal acts and opportunities for improving them. Furthermore, inadequacies in the way that the legislation handles sustainable development and a total lack of overall objectives and targets in terms of sustainability are highlighted, which can jeopardise sustainable development.The concept of ‘3-D Sustainability’ has not previously focused on national legislation, despite the practical importance of the legal implementation and enforcement on this geographic level. Hence, this paper contributes, through scientifically-based decision support, to practical pathways for the innovation of institutional, procedural and substantive arrangements in existing legislation.The approach presented in this paper is not restricted to environmental issues, but is applicable to all thematic areas. It is also not geographically limited, but could be implemented in any country and also beyond national borders. Furthermore, the approach can be easily replicated and provides systematically gained results for global governance change towards sustainable development.  相似文献

This paper identifies three scientific research programs in agricultural economics. The farm management approach (1870-1933), the farm problem approach (1933-1982) and the domestic and global welfare approach (1982-). In respect to agricultural policy research two competitive research programs developed out of the farm crisis of the 1920s. One program argued for government intervention in agriculture. The other argued for stability in the general economy. The former program degenerated during the 1970s because of countervailing empirical evidence and a change in the understanding of positive economics. The latter program stayed progressive by adding the international dimension and by applying welfare economic analysis. Two other important factors influenced the development of agricultural policy. First, the unique institutional set up of the land grant system in which agricultural economics was founded as an applied science with a bias to help farmers. Second, the convergence of agricultural economics towards general economics that shifted the approach from applied to basic.  相似文献

Abstract

It is well known that direct property investment has often provided a more attractive risk/return profile than gilts and yet it enjoys a comparatively small role in institutional portfolios. This paper begins by updating and confirming that position. It then considers why this should be the case and poses the question of whether the development of a unitized property market might alter institutions’ perceptions of property as an investment in such a way as to increase its portfolio importance.

Section 2 discusses the weighting attached to property in recent years and section 3 discusses the conventional methods of risk/return analysis which present property in a favourable light. The paper then asks why the weighting should be so low and begins (section 4) by looking at arguments that conventional methods of risk/return analysis are misleading when applied to property, leading to an overstatement of return and an underestimate of risk. If institutions are aware of these defects they may adjust their perceptions of risk/return appropriately. We are not, however, persuaded that this is the whole of the explanation. In section 5 we consider other disadvantages or costs of direct property investment which go unrecorded by conventional measures of risk but which might be important to institutions. We confirm there are peculiarities attaching to direct property investment but that these cannot wholly explain the high return that institutions seem to need to induce them to hold only a small proportion of their portfolio in property. We are left, therefore, with the conclusion that institutions’ perceptions of the merits of property investment are a significant factor. Thus, in section 6, we try to identify ways in which an active market in unitized property might encourage institutions to hold larger property portfolios in future.  相似文献

Transatlantic Similarities and Contrasts in Rural Development Policies
The United States (US) and European Union (EU) share many general policy aims for rural areas, but they differ in the ways in which they try to achieve these aims. The principal difference lies in the role envisioned by agriculture in overall rural development. EU policies treat agriculture as a provider of public goods, and many of its 'rural' programmes target agriculture. In the US, very few Federal rural development programs are focused solely on agriculture. Differences of approach may be linked to different farm distributions, population densities, historical settlement patterns, and the historical policy process per se . In particular, in the US rural development policy does not cover the environment or income support to farmers; these are addressed through other programmes. In contrast, the EU classifies its agri-environmental programmes as rural development, claiming that more environmentally-friendly farm practices bring benefits to the broader rural economy. US State and local initiatives emphasize many themes found in the EU's Pillar II programmes, such as value-added or sustainable agriculture. Overall, although there are marked differences in the ways in which policies are implemented, the coverage of these policies in the EU and US is rather similar.  相似文献

This paper takes the viewpoint of a social scientist and looks at agricultural scientists' pathways for science impact. Awareness of these pathways is increasingly becoming part and parcel of the professionalism of the agricultural scientist, now that the pressure is on to mobilize smallholders and their productive resources for (global) food security and for reducing persistent rural poverty. Significant new thinking about pathways is emerging and it is useful to present some of this, even if it is not cut-and-dried. This new thinking focuses on innovation, not as the end-of-pipe outcome of development and transfer (or ‘delivery’) of results of research to ‘ultimate users’, but as a process of technical and institutional change at farm and higher system levels that impacts on productivity, sustainability and poverty reduction.

This paper will review technology supply push; farmer-driven innovation; market-propelled or induced innovation based on the agricultural treadmill; participatory technology development; and innovation systems. The pathways reviewed all have their merits; the paper will assess them from the perspective of improving smallholder productivity and livelihoods.

This paper concludes that many agricultural scientists have not developed their thinking about how the fruits of their work can help make the world a better place. This is a flaw in their professionalism. Curriculum development, training, promotion criteria, standards used in refereeing journal articles and research funding could benefit from taking on board understanding of pathways of science-for-impact.  相似文献

The values ascribed to industrial tree plantations are often controversial. Hence knowledge of their perceived impacts is important for improving their integration in rural landscapes. In 2016 we conducted household surveys with 606 respondents living in villages adjacent to acacia, teak and pine plantations across three islands in Indonesia (Java, Borneo, Sumatra). Results show that perceptions toward pine and teak plantations tend to differ from those toward acacia pulpwood plantations in several ways. Pine and teak plantations are perceived to have a higher number and variety of benefits and services, a higher number of positive impacts, a better environmental record, and to present more opportunities to local people for use of plantation land and products for improving rural livelihoods. In addition, we find that villagers around acacia pulpwood plantations tend to seek economic development and infrastructure to open up remote areas, yet their expectations were often only partially met. Recommendations from our analysis include: the role of the State in plantations must be clarified and potentially reinforced; the role of institutions as intermediaries is fundamental; and contributions by communities to design of management plans should be accommodated.  相似文献
