Given the contentious debate on immigration, this study develops a dynamic model to analyse the effects of stricter border and domestic enforcement and streamlining the guest‐worker programme on cross‐border migration from Mexico, employment and production in US labour‐intensive and Mexican agriculture and the US and Mexican wage rates. The model incorporates labour‐leisure decisions of Mexican workers and labour market dynamics and linkages. The findings show stricter border and domestic controls exacerbate the labour‐shortage problems and reduce the US agricultural production. Streamlining the guest‐worker programme provides a steady supply of farm workers and has negligible impact on the US wage.  相似文献

After two decades of economic reform during which China developed a strong export thrust into the world market, an industrial labour market has taken shape in China. But it is not really a free labour market in that deposits are generally required of workers when they commence employment. For some migrant workers this has led to a condition equivalent to being bonded, which enables Asian foreign investors to establish harsh labour regimes in the factories they manage. The debate regarding the economic effects of employing immigrants has attracted renewed interest in European countries since the economic crisis. We provide an approximation of the labour market effects of immigrant workers in four European countries during the global economic crisis after briefly analysing native and foreign‐born worker conditions for the most recent period. Our analysis focuses on the correlation between the stock of immigrant workers and the number of native labour market workers across several segments of the labour market using a simple model approach. Using Eurostat and LFS (Labour Force Survey) data, we estimate a structural dynamic model using the generalised method of moments (GMM) to examine adjustment dynamics in the labour market and labour market segment and worker educational levels, countries of origin and genders. Overall, the empirical results suggest that immigrant labour force effects on native‐born worker employment rates have been persistent and but weak throughout the business cycle. These effects are globally positive, and immigrant origins do not appear to change the nature of their impact. We offer some explanations for these findings related to dual labour markets and to differences in levels of substitution among native and immigrant workers.  相似文献

In order to capture the consequences of the COVID-19 pandemic on the labour market, several aspects need to be taken into account. First, containment measures put in place in member states at different times and with different levels of severity determined the interruption of several economic activities that were considered non-essential. Second, different occupations require varying degrees of physical proximity and social interaction to be carried out; this implies that they can be considered more or less teleworkable, and affected by different levels of epidemiological risk of contagion. This paper shows the labour market impact of the pandemic on different categories of workers in the EU. Occupations are distinguished by three main characteristics: whether they are critical or non-critical, their level of technical teleworkability and the level of social interaction required in the job. We show that the impact of the COVID-19 pandemic on the labour market has been heterogeneous across occupations and that all three dimensions are relevant to determine whether and to what extent the occupations were affected by the pandemic.

Recent Australian federal governments have responded to broadening global markets and expanding international trade with policies of deregulation, labour market reform and industrial relations decentralization. This has thrown up major challenges for unions across the board, but the differential impacts of policy on different parts of industry and the labour market mean that the challenges facing different unions are likely to vary significantly. Using data from our 1996 Australian National Trade Union Survey, we investigate the degree to which particular rypes of unions favour specific strategic orientations. We find systematic differences between blue-collar and production industry unions on one hand, and white-collar and service industry unions on the other. On this basis, we make inferences about the likely future of Australian unions.  相似文献

This paper empirically investigates the effectiveness and feasibility of two FDI policies, fiscal incentives and deregulation, aimed at improving the attractiveness of a country in the short run. Using disaggregated data on sales by US MNEs’ foreign affiliates in 43 developed and developing countries over the 1982–94 period, results show that the provision of fiscal incentives or the deregulation of the labour market would exert a positive impact on total FDI. Given the drawbacks frequently associated with the use of incentive packages, economy‐wide policies which ease firing procedures and reduce severance payments would certainly be the best policy option. This paper also highlights the different aggregation and omitted variable biases that have affected results of previous studies and provides some support to recent theoretical models of FDI by showing that third‐country effects and spatial interdependence influence respectively the location of export‐platform FDI and vertical FDI.  相似文献

We propose to introduce inflation via conflicting-claims, an endogenous labour productivity regime à la Kaldor-Verdoorn and an explicit account for the labour market into an SFC model that combines an endogenous autonomous expenditure component with the induced investment behaviour of firms. The aim of the paper is to analyse the dynamics of real wage and productivity growth and the impacts on the long run growth trend, income shares and the employment rate of: (a) changes in the propensity to consume; (b) changes in the bargaining power of workers; and (c) changes in the labour productivity under different institutional settings.  相似文献

Consider a labour market with heterogeneous workers. When recruiting workers, firms set a hiring standard and make a wage offer. A more demanding hiring standard necessitates a better wage offer in order to attract enough qualified applicants. As a result, an efficiency wage effect is obtained. An equilibrium emerges which does not clear the labour market. The wage level depends on structural characteristics of labour supply, such as heterogeneity and mobility of the workers, but—in contrast to other efficiency‐wage models—not on the level of unemployment and is, thus, compatible with increasing unemployment as observed, e.g. in Germany.  相似文献

The rules governing trade and capital flows have been at the centre of controversy as globalisation has proceeded. One reason is the belief that trade and capital flows have massive effects on the labour market – either positive, per the claims of international financial institutions and free trade enthusiasts, or negative, per the ubiquitous protestors at WTO, IMF and World Bank meetings demanding global labour standards. Comparing the claims made in this debate with the outcomes of trade agreements, this paper finds that the debate has exaggerated the effects of trade on economies and the labour market. Changes in trade policy have had modest impacts on the labour market. Other aspects of globalisation – immigration, capital flows and technology transfer – have greater impacts, with volatile capital flows creating great risk for the well-being of workers. As for labour standards, global standards do not threaten the comparative advantage of developing countries nor do poor labour standards create a ‘race to the bottom’.  相似文献

This paper documents the accelerating rate of economic transformation in Hong Kong during the 1980s and its impact on the labour market. Earnings in expanding sectors have risen faster than earnings in declining sectors. The magnitude of the effect, however, is small and variable. Sectoral shifts have also had negligible effects on aggregate unemployment and unemployment in declining sectors. It is found that the degree of earnings inequality has increased contemporaneously with the rising rate of economic transformation. The earnings of less well-educated workers have fallen relative to other workers. The earnings of elderly workers, however, have not fallen relative to other workers. The reallocation of labour from low-wage sectors to high-wage sectors has resulted in a substantial growth in earnings for most workers involved.  相似文献

This paper explores the impact of structural reforms on a comprehensive set of macro‐level labour‐market outcomes, including the unemployment rate, the average wage index, and overall and female employment levels and labour force participation rates. Together, these outcome variables capture the overall health of the labour market and the aggregate welfare of workers. Yet, to our knowledge, there seems to be no other comprehensive empirical investigation in the existing literature of the impact of structural reforms at the cross‐country macro‐level on labour‐market outcomes other than the unemployment rate. After documenting the average trends across countries in the labour‐market outcomes up to 10 years on either side of each country's structural reform year, we run fixed‐effects ordinary least squares and instrumental variables regressions to account for the likely endogeneity of structural reforms to labour‐market outcomes. Overall, the results suggest that structural reforms lead to positive outcomes for labour. Redistributive effects in favour of workers, along the lines of the Stolper‐Samuelson effect, may be at work.  相似文献

The ongoing processes of digitalisation in economy and society have certainly important implications, not only for economic growth but also for the future labour market. But, what are the actual effects of this ?Digital Revolution“? Who will be the winners and who will be the losers? This article reviews the current empirical literature and draws relevant policy conclusions. While the growth effects will be substantial, the labour market effects of ICT and broadband technologies and their linkage with industrial production via the “internet of things” are likely to be ambivalent. The authors point to the need for political action with respect to labour market institutions that support workers in adjusting to the rapidly changing work environment in a digital world, and measures designed to reduce the skill gap between “digital natives” and “digital illiterates”. They also identify the need to help increase adoption and use intensity of the new technologies, rather than solely investing in broadband infrastructure.  相似文献

This paper examines the implications of unemployment resulting from efficiency wages for international factor movements in a standard Heckscher-Ohlin model where the relative size of the endowments of skilled and unskilled workers and the efficiency wage induced unemployment level in the unskilled labour market are simultaneously determined given the population, supply of capital and its distribution in the economy. Capital in the economy is used only to train individuals for the skilled labour market, where workers are fully employed. It is shown that the optimum labour inflow in the market with domestic distortion and the optimum capital inflow are always positive because they reduce the severity of distortion by raising employment and income for the residents. The income and employment of foreigners also increase. Under this situation the optimum labour or capital outflow on the other hand is always zero. These conclusions directly contradict the result obtained for international factor movements in the presence of exogenously determined unemployment.  相似文献

Recent research has focused on the short‐ to medium‐term implications of trade reforms for the labour market outcomes and poverty in poor economies. This article summarises the evidence on the short‐term consequences of the Colombian trade reform initiated in 1985 for industry employment and industry wages. Although the reform reduced manufacturing tariffs on average by 40 percentage points from 1984 to 1994, tariff declines were not significantly associated with labour reallocation across sectors. The reform, however, was associated with bigger declines in relative industry wages in sectors that experienced bigger tariff cuts. This evidence is in line with the predictions of short‐ to medium‐run models of trade in which labour is not mobile across sectors. It is also consistent with the predictions of models where imperfectly competitive industries share rents with workers and trade reduces the firms’ profit margins and thus workers’ rents.  相似文献

For the first time ever, all political parties represented in the German Bundestag are proposing some form of minimum wage regulation in their federal campaigns. After sketching an overview of the vast empirical literature on the employment effects of minimum wages, which has yet to come to a consensus, the paper concentrates on the most common theoretical arguments for the view that minimum wages need not reduce the employment levels of affected workers. The authors find that those arguments are either conceptually inconsistent or assume market characteristics that can hardly describe the reality of low-wage labour markets. In the end, minimum wages are a blunt instrument to reduce poverty among workers — its primary objective — because it benefits many that are not poor and does not address the most important determinant of poverty in Germany, namely unemployment.  相似文献

Wage compensation for occupational risk in Walrasian models has three properties: it generates efficient levels and allocations of risk, it enables workers in dangerous jobs to be just as well off, ceteris paribus, as workers in safe jobs, and it permits the estimation of willingness to pay schedules for safety from labour market data. This paper tests the status of these three properties under a simple model in which variable labour effort is induced by wage–safety rents and the threat of dismissal. It finds that all three must be modified, and that these results are robust over alternative specifications of labour market structure, the cost of providing safety, and the specification of the production function. The implications of this analysis are considered for both public policy questions and the interpretation of wage–risk studies.  相似文献

There are large differences between Steindl’s ideas on growth policies and the Brussels/Paris consensus. Steindl called for innovation and education policies, whereas the mainstream today rather favours deregulation and privatization. Steindl stressed the positive demand‐side effects of the public sector and the contribution of lower household savings and anticyclical policies to growth. The economic mainstream praises the efficiency effects of a declining public sector, the importance of high savings for investment and warns of active anticyclical policies being an impediment to budget consolidation. Steindl and the Keynesians regarded the labour market situation as a consequence of economic growth. Today many economists see low growth as a result of labour market rigidities.  相似文献

This paper presents a model of the labour market with a contract and a spot market sector. Contracts are binding and enforceable, but unemployed contract workers are free to work in the spot market. The contracting wage is shown to be constant across states. A non‐trivial result shows that the spot market wage is increasing with product price. An increase in product price has an ambiguous effect on contract employment. An increase in unemployment benefits increases the contracting sector wage whilst stabilizing the spot market wage, and may have ambiguous effects on unemployment.  相似文献

This paper investigates the labor market effect of international migration on child work in countries of origin. We use an original cross‐country survey dataset, which combines information on international migration with detailed  individual‐level data on child labour at age 5–14 in a wide range of developing countries. By exploiting both within and cross‐country variation and controlling for country fixed effects, we find strong and robust evidence on the role of international mobility of workers in reducing child labour in disadvantaged households through changes in the local labour market.  相似文献
