Using a nationally representative sample for Mexico, we analyse the effect of a husband having a working mother on the probability that he has a working wife. Our results show that labour force participation by a husband's mother increases the probability of the labour force participation of his wife by 15 percentage points. The effect is mainly driven by males with less than high school education. One possible confounding factor is the effect of labour force participation of the wife's mother on the wife's labour participation decision. However, in a different sample, we do not find any effect of work force participation of wives' mothers on wives' decisions to join the labour force. Finally, we test the effect of work force participation by a husband's mother on the husband's preferences regarding child-rearing practices. We find that having a working mother strongly reduces the probability that daughters will be tasked to care for siblings and fosters preferences for a more egalitarian allocation of educational resources among children. Hence, promoting female labour force participation can have important dynamic implications, especially for developing countries.  相似文献

To protect farmers from health care costs and risks to livelihood, most countries have developed special health and social insurance programmes specifically for farmers. While numerous studies have examined the determinants of participation in these programmes, little is known about how they influence famers' land and labour allocations. Without government‐sponsored health and social insurance, farmers may seek off‐farm employment in order to obtain similar benefits. Conditioning eligibility for social insurance on minimum land holdings and on‐farm work days can lead to delayed retirement and other forms of job lock. We investigate these issues using a unique dataset of 703,287 farms in Taiwan. After controlling for non‐random participation in Taiwan's social insurance programme, we find that the programme increases (decreases) on (off) farm labour supply, and decreases the amount of set‐aside land. This suggests that payments from social insurance substitute for those issued through land set‐aside programmes to some extent, and that failing to account for this substitution increases the cost of achieving both programmes' objectives.  相似文献

Off‐farm labour decisions of a sample of Kansas farmers are evaluated. The central question of our analysis pertains to whether 1996 US farm policy reforms may have altered the decisions to work off the farm. The effects of policy decoupling on off‐farm labour are complex: different aspects of policy changes can have opposing effects on off‐farm work decisions. Essentially, this makes this issue an empirical question. Results show that the introduction of fixed, decoupled payments in 1996 might have reduced the likelihood of off‐farm labour participation. However, the new policy environment may have increased farm households’ revealed aversion to risk, motivating a higher participation in non‐farm labour markets. The effects of 1996 policy reforms on farm income variability could have been attenuated by changes in US crop insurance programmes and by an increase in emergency assistance payments towards the end of the 1990s. The reduction in price supports may have increased the motivation for working off the farm. The net effect of the overall reforms on off‐farm work participation is not likely to have been large.  相似文献

The double hurdle model is used to analyse the off‐farm labour decisions of small‐scale agricultural household members in the Shamva District of Zimbabwe. The approach permits the joint modelling of the decision to participate in the labour market and the decision regarding the amount of time allocated to work. Results indicate that a number of variables (notably, gender, education and assets) indeed have effects which are qualitatively and quantitatively different in terms of participation and hours worked. Overall, the empirical analysis confirms the importance of individual characteristics (such as gender and education) and household/farm characteristics (e.g. land area accessible to the household, productive assets, remittances and the agricultural terms of trade) in influencing the labour market decisions of rural household members.  相似文献

Effective agricultural extension is key to improving productivity, increasing farmers’ access to information, and promoting more diverse sets of crops and improved methods of cultivation. In India, however, the coverage of agricultural extension workers and the relevance of extension advice is poor. We investigate whether a women's self‐help group (SHG) platform could be an effective way of improving access to information, women's empowerment in agriculture, agricultural practices, and production diversity. We use cross‐sectional data on close to 1,000 women from five states in India and employ nearest‐neighbor matching models to match SHG and non‐SHG women along a range of observed characteristics. We find that participation in an SHG increases women's access to information and their participation in some agricultural decisions, but has limited impact on agricultural practices or outcomes, possibly due to financial constraints, social norms, and women's domestic responsibilities. SHGs need to go beyond provision of information to changing the dynamics around women's participation in agriculture to effectively translate knowledge into practice.  相似文献

This article examines the contribution of women’s labour input to productivity and efficiency in crop farming using a large survey dataset of 1,839 households from 16 villages in two agro‐ecological regions of Bangladesh. Results reveal that female labour accounts for a substantial 28% of total labour use (mainly supplied from the family) and contributes significantly to productivity as well as technical efficiency. Contrary to expectation, the cost share of female labour input is significantly higher than the male share, and has a substitution relationship with all other inputs, including male labour. The estimated mean level of technical efficiency is 0.90, implying that crop output might be increased by 10% by eliminating technical inefficiency. Both male and female education have a significant impact on improving technical efficiency. Other significant technical efficiency shifters are farming experience, family size and crop diversification. Owner operators are found to be technically inefficient relative to the tenants. Policy implications include creation of a hired labour market for female labour so that more women can be involved in the production process, and can contribute to towards improving productivity and efficiency. In addition, investment in education for both men and women, strategies to promote crop diversification and effective regulation/modification of the tenancy market will significantly improve technical efficiency in this case.  相似文献

This paper evaluates the effect of the Rural Capacity Building Project (RCBP), which aimed at promoting growth by strengthening the agricultural service systems in Ethiopia, and by making them more responsive to smallholders’ needs, in particular women farmers. We examine the gender‐differentiated impact of the RCBP using panel data on 1,485 geographically dispersed households in project and control kebeles. We find that women farmers’ access and satisfaction with extension services increased significantly immediately after the start of the project, but that effect did not last into the medium term. The project led to an increase in the adoption of high‐value crop farming, area of land cultivated, and economic participation of household members, benefiting male‐ and female‐headed households equally. Results point to the positive impact of incorporating women's needs and constraints in the design of the agricultural extension system. However, the project was not able to reduce the preexisting gender gap in agricultural outcomes.  相似文献

We evaluate the performance of area yield crop insurance (AYCI) and farm yield crop insurance (FYCI) using farm-level yield data from China, focusing on their effects on farmers' welfare, and their cost-effectiveness in terms of government subsidy. Given a subsidy rate sufficient to generate a politically acceptable participation level, the price advantage of AYCI may no longer offset its higher basis risk, and consequently FYCI may be preferred by farmers. From the government's perspective, AYCI is the cheapest option to maintain reasonable farmer participation in insurance, but is not necessarily the most cost-effective choice. Our findings suggest that, contrary to an assumption that informs many developing country agricultural insurance programmes, AYCI schemes are not necessarily preferred to FYCI. Decisions on the structure of a national agricultural insurance programme should be based on careful consideration of local conditions.  相似文献

Using first-hand data from the 2009 Employment and Informal Sector Survey (EESIC) in the two largest cities of the Republic of Congo, Brazzaville and Pointe-Noire, we analyze the impact of education on labour market outcomes, and identify the segments where education pays off the most. Multivariate analyses of the risk of unemployment and sectoral choice indicate that young people face serious difficulties in the labour market: for most of them, their only choice is to remain unemployed or to join the informal sector. To measure the specific impact of schooling on earnings, we address issues related to sample selection and endogeneity of education in the earnings function. The results shed light on heterogeneity in the returns to schooling across the two main cities and institutional sectors. An important finding is that the informal sector does not systematically lag behind the formal sectors in terms of returns to education. We emphasize convex returns to education, meaning that the last years in secondary and tertiary schooling yield the highest returns, while those of primary education are generally lower. This convexity is also apparent in the informal sector, where education (albeit on another scale) again appears as an important determinant of earnings.  相似文献

Agri‐environmental measures play an important role in Italian rural areas, as shown by the financial commitment to the Rural Development programmes. However, in contrast with other European Union (EU) countries, policy‐makers still have limited experience on how farmers approach environmental incentive schemes. This paper casts new light on this issue from a northern Italian perspective. The rationale of the farmers’ decision‐making process is explored using two multinomial models. The first explains the probability of non‐participation or participation in one of three specific agri‐environmental measures. The model outcomes show that labour‐intensive farming types and high dependency of household income on farming activity constrain farmers’ participation, whereas previous experience, easy‐to‐implement environmentally friendly farm practices and adequate compensation of extra costs encourage participation. The second model explores the effect of farmers’ attitudes and beliefs on their predispositions towards participation in any of the schemes. The results highlight that, besides income factors, the farm's future in the business, and the relationship with neighbouring farmers and their opinions on environmentally friendly practices all have significant effects on adoption of agri‐environmental measures. The paper concludes by suggesting that farmers’ attitudes and beliefs, as well as the local behavioural influences, have to be taken into account when designing and communicating agri‐environmental measures.  相似文献

The factors affecting the demand for agricultural insurance in the USA have been extensively studied over the last two decades. However, the determinants of a farm's entry and exit decisions in the insurance market have received relatively little attention. Turnover in the insurance book of business is an important issue in most private and public crop insurance plans. Moreover, insurance markets in the EU are still largely under‐investigated. We investigate empirically the determinants of crop insurance participation in Italy. We show that the participation rate is high for large firms and that it is negatively correlated with crop diversification, which is itself a form of insurance. High premiums tend to inhibit both entry and exit from the insurance market. Larger and wealthier farms are more likely to adopt insurance and renew coverage over time. We discuss implications of our results for public intervention and the private industry. In particular, we demonstrate that the decision to drop coverage by an insured grower may differ significantly from the corresponding decision to enroll in an insurance programme by an uninsured farmer. To the extent that policymakers want to encourage participation in subsidized crop insurance programmes, education and outreach efforts toward uninsured farmers may differ substantially from those directed toward keeping insured farmers enrolled in the programme. The agricultural sectors in many low- and middle-income countries remain highly vulnerable to weather risk, a vulnerability that will only intensify under climate change. The globally trending public works programmes have the potential to impact weather-related agricultural risk. I explore the impact of India's National Rural Employment Guarantee Act (NREGA) on weather-related agricultural risk. My empirical strategy explores the staggered roll-out of NREGA and random weather fluctuations. Using a nationwide panel of data, I find that NREGA makes crop yields more sensitive to low rainfall shocks. I posit that these results are consistent with a labour market channel, by which NREGA increases nonfarm labour supply in low rainfall years, and an income channel, by which NREGA leads to riskier agricultural practices. These results highlight the importance of understanding how social protection programmes shape agricultural risk.  相似文献

I examine Venezuela's repeasantization programme Vuelta al Campo, which was part of a larger effort to pursue a redistributive path to development. Through exploring this case and contrasting it with Cuba's repeasantization programme in the 1990s, I draw conclusions that extend our understanding of what makes such a state‐led development programme work. The state in Venezuela played an indispensable role by providing many forms of necessary support for launching such an ambitious project – e.g. financial resources and legal title to the land – but failed to truly increase participation in decision‐making. Increased participation by those affected by the Vuelta al Campo programme could have prevented or minimized some of the problems that arose. Moreover, the programme had the unintended consequence of demobilizing participants who had previously been politically engaged. This demobilization undermined the larger national social project – building ‘21st‐century socialism’.  相似文献

Official statistics do not reveal the nature of the contribution which farmers' wives make to the farm labour force. On the basis of a pilot study, three roles for women on farms were identified. Main distinguishing features were division of labour between husband and wife, frequency of manual work, responsibility for farm enterprises, participation in formal organisations and approach to housework. Home-centred farm housewives only work on the farm occasionally, working farmwives assist their husbands regularly while women farmers threaten male status by doing “man's” work. Reasons for women playing one role rather than another are discussed. Trends in agriculture suggest that the farmer's wife's contribution to the farm business will become still more significant in future. “The concept of ‘the farmer and his wife’ so often used by agricultural economics is far from having universal validity” (Ashby, 1953: 97).  相似文献

Much of the area which at present constitutes the German Federal Republic was, in the past, agriculturally backward. Since 1949, West German agriculture has made considerable technical progress, but still suffers from severe structural problems. These problems of small farm size and fragmentation have their origin in the 18th century, when farmers obtained control of the land without the enclosure movement experienced in Britain, and no serious programme of structural reform was undertaken before 1939. In recent years, West German agriculture has increased production very greatly and at the same time reduced its labour force at an unprecedented rate. Moreover, a substantial programme of structural reform was initiated in the 1950's. As a result, farmers' incomes have risen at roughly the same rate as other incomes. In the last few years, West German agriculture has come under increasing pressure as a result of economic developments and the competition of other Common Market countries. It is clear that a more radical programme of structural reform is needed.  相似文献

The paper applies a semi-parametric propensity score matchingapproach to evaluate the effects of agri-environment (AE) programmeson input use and farm output of individual farms in Germany.The analysis reveals a positive and significant treatment effectof AE programmes on the area under cultivation, in particulargrassland, resulting in a decrease of cattle livestock densities.Furthermore, participation significantly reduced the purchaseof farm chemicals (fertiliser, pesticide). We also find differencesin the treatment effect among individual farms (heterogeneoustreatment effects). In this paper, we examine if there are gender differences in schooling attainment and the extent to which these differences are exacerbated for rural children in Egypt. Using a nationally representative cross-sectional survey, our estimation results find strong support for the hypothesis that being male and living in urban areas significantly improves child schooling. We show that relative to a female child who is “never enrolled” in school, a male child is over twice as likely to be currently attending school, and over two-and-a-half times more likely to have some schooling. These positive effects are particularly strong for rural male children. There are also regional variations, with a child (male or female) living in Upper Rural Egypt having a significantly lower likelihood of being currently enrolled. Finally, our estimation results point to large positive effects of father's education on the probability of current enrolment for all children. Mother's education, however, improves only the likelihood of current enrolment for female children, with no significant effect on male children.  相似文献

Lack of access to credit prevents poor households in developing countries from diversifying into income‐generating activities that could safeguard them against unforeseen shocks and seasonality, leaving them susceptible to food deprivation, even when aggregate food supplies are adequate. Microcredit programmes help these households to access financial capital that could help improve their food security situation. We examine how microcredit affects different measures of food security; namely, household calorie availability, dietary diversity indicators and anthropometric status of women of reproductive age (15–49 years) and children under the age of 5 years. We find that microcredit programme participation increases calorie availability both at the intensive and extensive margins, but does not improve dietary diversity and only has mixed effects on the anthropometric measures. We also find that the effect of microcredit participation on food security may be non‐linear in which participation initially has either no effect on food security or may actually worsen it, before improving it in the longer run. Our results help to explain why existing short‐term evaluations of microcredit sometimes do not show any positive effects.  相似文献

What is the relationship between smallholder participation in modern food supply chains and their degree of economic specialization? We investigate this research question by looking at whether there is a systematic relationship between whether a household grows crops for a supermarket chain—participation in the supermarket channel—and how concentrated among fewer crops are that household's total landholdings and its output. Using longitudinal data from India, we find that there is no relationship between whether a household participates in the supermarket channel and that household's Herfindahl–Hirschman index for land, but there is a robust statistically significant and negative relationship between whether a household participates in the supermarket channel and that household's Herfindahl–Hirschman index for output. These findings hold true at both the extensive margin (i.e., when considering whether a household participates in the supermarket channel) and the intensive margin (i.e., when considering how much of a household's marketed output is sold through the supermarket chain). This suggests that instead of fostering a greater degree of specialization, participation in modern food supply chains might lead to greater diversification.  相似文献

Kenya joined the ranks of sub‐Saharan African (SSA) countries implementing targeted input subsidy programmes (ISPs) for inorganic fertiliser and improved seed in 2007 with the establishment of the National Accelerated Agricultural Inputs Access Programme (NAAIAP). Although several features of NAAIAP were ‘smarter’ than other ISPs in the region, some aspects were less ‘smart’. However, the efficacy of the programme, and the relationship between its design and effectiveness, have been little studied. This article uses nationwide survey data to estimate the effects of NAAIAP participation on Kenyan smallholders’ cropping patterns, incomes, and poverty status. Unlike most previous studies of ISPs, a range of panel data‐ and propensity score‐based methods are used to estimate the effects of NAAIAP. The article then compares these estimated effects across estimators and to the effects of other ISPs in SSA, and discusses the likely links between differences in programme designs and impacts. The results are robust to the choice of estimator and suggest that, despite substantial crowding out of commercial fertiliser demand, NAAIAP had sizeable impacts on maize production and poverty severity. NAAIAP's success in targeting resource‐poor farmers and implementation through vouchers redeemable at private agro‐dealer shops likely contributed to its more favorable impacts than those of ISPs in Malawi and Zambia.  相似文献
