The European Union is bound by World Trade Organisation agreements to move to a tariff-only import regime for bananas no later than 1 January 2006. What should change at that date is the trade regime, not the level of protection offered to African, Caribbean and Pacific (ACP) countries. This article provides an assessment of the trade impact of this tariff-only regime on the basis of simulations carried out with a dynamic partial equilibrium model of the world banana market using 2002–03 as the base year. Simulation results show that the tariff levied on imports from non-ACP countries should be set at around €250 per tonne in order to maintain in 2008 the EU import structure that prevailed in 2003. A lower tariff would increase EU total imports, to the benefit of non-ACP countries and to the detriment of the group of ACP countries. Conversely, a higher tariff would decrease EU imports from non-ACP countries and increase imports from ACP suppliers. Under this assumption, the increase in ACP exports to the EU would mainly benefit the two West African suppliers, Cameroon and Ivory Coast, who are more competitive and have a more price elastic supply than the ACP suppliers of the Caribbean islands.  相似文献

This article uses an equilibrium displacement model (EDM) to assess the impact of a change in trade policy in the Korean infant formula market that is assumed to be oligopolistic. Domestic oligopolists compete in a market for a homogenous good with importing firms who enjoy the same level of market power as the domestic producers. Within an EDM framework, we investigate how the market adjusts to a new equilibrium in response to an external policy shock that improves access to foreign goods. Our empirical work consists of two steps. We first econometrically estimate the market demand elasticity and market power parameter. Then, using these estimates, we simulate our EDM model to assess the distributional effects of tariff cuts and other changes in marginal cost. Simulation results show that, with a lower market price and increased consumption, the change in consumer surplus resulting from tariff reduction is unambiguously positive, but that the change in social welfare can be in either direction, depending on who receives market rents associated with imports. When importing firms are domestic, the domestic welfare change is definitely positive. However, in the case of foreign importing firms, the direction of the welfare change crucially depends on the demand elasticity.  相似文献

This paper assesses the impact of Kenya’s preferential status on EU demand for imported roses by country. Import demand equations were estimated using a production version of the Rotterdam model in an Armington framework. With the expiration of the Lomé Convention, tariffs (up to 24%) on Kenyan roses were likely if an Economic Partnership Agreement (EPA) was not signed by January 2008. Roses from African countries not subject to tariffs were expected to displace Kenya’s exports in the future. However, results of this study showed that roses from African countries were complements in the EU market and those exports from Zimbabwe and Other African countries would have been negatively impacted if a Kenya–EU EPA was unsuccessful. Given the maximum import duty on Kenyan roses, EU imports from Kenya would decrease by 9.1% and imports from Zimbabwe and Other African countries would decrease by 6% and 4%, respectively.  相似文献

This study uses a random parameter probit estimation to examine the effects of tariff liberalization on the probability of establishing new trading relationships in meat commodities. Our simulation results indicate that the effects of tariff reductions decrease with distance, but increase with the level of development. The probabilities of trade increase at an increasing rate with the size of tariff reductions thus justifying calls for ambitious liberalization schemes. Canada and Mexico are the NAFTA countries that are most likely to export in response to EU tariff reductions on bovine and poultry meats, while Brazil and Argentina emerge as the MERCOSUR countries most likely to penetrate the EU bovine meat market after EU tariff reductions. Uruguay's probability to export poultry meat is most responsive to EU tariff reductions.  相似文献

The European Union’s (EU) import sources for rice include developing countries and least developed countries (LDCs). The EU has made a commitment to allow duty‐free and quota‐free access to rice imports originating in the LDCs from September 2009 onward. The purpose of this article is to answer two questions: (1) does the inclusion of import tariffs lead to different estimated Armington elasticities? (2) when a discriminating tariff is introduced, what happens to the market share of large rice exporters to the EU, especially of poor countries? We present the Armington model, derived from a constant elasticity of substitution (CES) utility function, and a non‐homothetic CES utility functional form, which is more flexible. We then estimate the Armington model, with and without the inclusion of a tariff, and we compare the elasticities. Lastly, we model five scenarios with different discriminated import tariff rates to calculate the changes in the market access of large rice exporters to the EU. Our empirical results show the importance of non‐homothetic preferences and import tariffs. Ignoring import tariffs and the non‐homothetic parameter may produce results which are biased and of uncertain validity. Furthermore, the simulation findings demonstrate that, in spite of a large difference between import tariff rate of Suriname and other countries (scenario V), its market access would not change greatly. This may be caused by supply side problems like poor infrastructures, weak technology and small capacity production in LDCs.  相似文献

This paper examines the potential impact of the ‘Stabex’ scheme of the Lomé Convention on the economies of the individual African, Caribbean and Pacific (ACP) countries which it is intended to benefit. Data on these countries' export dependence, on the nature of their exports, and on the markets for their exports are used to derive an index of potential benefit from a ‘Stabex’-type scheme to the export sector and to the economy of each beneficiary. Such analysis provides no evidence that ‘Stabex’ is likely to be of most benefit to the relatively more advanced ACP economies, and lends little support to the view that it especially benefits the least prosperous, but guidelines are provided as to the direction the scheme might take in the future to improve the potential benefit to the ACP States.  相似文献

We analyse the impact on developing countries, whose economies depend heavily on agriculture, of a WTO Doha Development Round agreement based on greater or lesser levels of ambition. We present the results of an ambitious versus an unambitious Doha Round outcome, using the MIRAGE model of the global economy, with a special focus on developing countries. Our simulations are based on negotiating proposals from the run-up to the Hong Kong ministerial meeting but not agreed upon in December 2005. We compare those outcomes with the estimated effects of full global trade liberalization. The results for the two Doha scenarios demonstrate the high stakes of this negotiation given the positions of EU, US and the G-20 coalition. A successful round could deliver real gains both globally and for developing countries, but the magnitude of those gains depends on the shape of the agreement. A reform outcome based on the most ambitious components of the negotiating proposals of the US and EU delivers noticeably greater benefits than an unambitious outcome. Developing countries are exposed to very contrasting fortunes. The details matter in the differing proposals, such as the tariff and domestic support reduction formulae, tariff caps, and number of sensitive and special products. Negotiating commitment and diligence are needed in 2006 to avoid a hollow Doha outcome given the technical character of these details.  相似文献

The paper presents the results of a theoretical study focusing on a comparative evaluation of the welfare effects of a preferential tariff reduction for agricultural exports from less developed countries versus a generalized tariff reduction. The results are derived using a diagrammatic approach. The analysis is developed within a partial equilibrium framework with one commodity, three large countries (importing developed country, exporting developed country, developing country), fixed exchange rates and zero transportation costs. The theoretical model makes provisions for a country to switch from being an exporter to being an importer, or vice versa, as the equilibrium price changes. Three alternative policy scenarios are analyzed: the imposition of a non-discriminatory tariff, a preferential tariff reduction, and a generalized tariff reduction. Two alternative definitions of the welfare functions are used. One is based on consumers' and producers' surplus, the other adds domestic income and changes in foreign exchange earnings/expenditure. Some methodological implications of the specific model used are discussed, along with the impact, in terms of welfare, of the policy scenarios considered.  相似文献

The main objective of this paper is to provide some estimates of how the world banana market has been affected by the Common Market Organization (CMO) for bananas established in the European Union (EU) on 1 July 1993, and modified in April 1994. We quantify the effects of the new EU regulation on world and EU prices, on the structure of EU imports from Latin American countries, African, Caribbean and Pacific (ACP) countries and EU regional suppliers, on the pattern of consumption in the various EU member states, and on consumers' and producers' welfare using a static partial equilibrium model of the world banana market. Simulation results suggest that the two key variables in determining the effects of the CMO are the size of the tariff quota on dollar and non-traditional ACP bananas and the capacity of ACP countries to exhaust their ACP contingent share.  相似文献

Migration is an important risk‐reduction strategy for households in developing countries. In this paper, we examine the impact of rainfall variability and irrigation availability on short‐term migration decisions in India. Our results show that both rainfall shocks and the availability of irrigation impact the decisions of households to dispatch migrants. For irrigation, we find that migration responds to costs and that deep fossil‐water wells, which provide a constant source of water, eliminate any benefit of short‐term migration. This suggests that regions with access to more secure and stable sources of water are less likely to rely on migration as an income‐smoothing mechanism, at least in the short run. Whether this holds in the long run will depend on the continued stability and availability of irrigation water.  相似文献

Liberalization of world trade in agricultural products ranks high on the agenda of the Uruguay Round. After a period of more than six years, however, the negotiations have not been concluded. Nevertheless, an outcome seems to be in sight. The agreement will most likely not result in a move to freer trade. It seems that domestic policies will become even more regulative than in the past in an attempt to cut exportable surpluses and to ease trade tensions among the main exporting nations. This paper explores possible impacts of the GATT Round on agricultural development in developing countries. Agricultural development is more than only growth in agricultural production or productivity. However, it is argued in the paper that other variables which also indicate agricultural development are often closely correlated with growth in production and productivity. Trade in agricultural products is not always an engine for agricultural development. If internal divergences are not accounted for by appropriate domestic policies, trade may be even harmful to agricultural development. Hence, empirical research based on cross-country analysis does not provide a clear answer about the role of trade for development. Past policies in industrialized countries have most likely had a negative effect on developing countries as a group; however, the effects differ widely across countries. Liberalization policies in industrialized countries would not just reverse these negative effects for developing countries. Price reduction in industrialized countries may not result in the often-cited production decline in the short term. Present X-inefficiency in agriculture will be reduced by liberalization, leading to an outward shift of the supply curve. Hence, liberalization may not lead to higher world market prices for temperate-zone products in the short and medium term. Apart from this, empirical models differ widely in the price effects they predict. The expected outcome of the Uruguay Round – increased regulation of domestic policies – is likely both more negative for developing countries than past protectionist policies and worse than an overall liberalization. World market prices will increase, uncertainty and instability can be expected to grow, and food aid may become less available. There will be a need to react to these challenges with measures on the international and national level. Initiatives to deal with food crises in developing countries and to stimulate liberalization in developing countries should be considered. Finally, developing countries should be made aware that their own domestic policies have a much greater economic impact than policies in other countries, even if the latter are as protectionist as current agricultural policies in the industrialized world.  相似文献

We assess the impact of a potential TTIP bilateral free trade agreement on the EU and US bio‐economies (feedstock, biofuels, by‐products, and related competing crops) and major trade partners in these markets. The analysis develops a multi‐market model that incorporates bilateral trade flows (US to EU, EU to US, and similarly with third countries) and is calibrated to the OECD‐FAO baseline for 2013–2022 to account for recent policy decisions. The major policy reforms from a TTIP involve tariff and TRQ liberalisation and their direct contractionary impact on US sugar supply, EU biofuel production, and indirect negative effect on US high fructose corn syrup (HFCS) production. EU sugar and isoglucose production expand along with US ethanol and biodiesel and oilseed crushing. EU sugar would flow to the US, US biofuels and vegetable oil to the EU. We further quantify non‐tariff measures (NTM) affecting these trade flows between the EU and the US. EU oilseed production contracts, and EU crushing expands with improving crushing margins following reduced NTM frictions. Our analysis reveals limited net welfare gains with most net benefits reaped by Brazil and not the two trading partners of the TTIP.  相似文献

This paper tests the impact of foreign direct investment (FDI) on income inequality in a panel of 16 African countries from 1980 to 2013. We controlled for both non-linear effects and heterogeneity by using a Pooled Mean Group estimator. There is robust evidence that the relationship is non-linear and we document a U-shaped effect of FDI on inequality. The results reveal that FDI increases equality of distribution of income in the countries examined. However, this effect diminishes with further increases in FDI. Policy implications emanating from this study suggest that although FDI may be growth enhancing, FDI-induced growth may not necessarily translate into a reduction in inequality. FDI has to be structured in such way that the resulting skill-biased employed is mitigated. To address inequality, policy implications from this study imply that FDI has to target both ends of the labour market.  相似文献

In the context of the Partnership Agreements between the European Union (EU) and the African, Caribbean, and Pacific countries, this study estimates ad valorem tariff equivalents of European food safety standards on imports of key horticultural and fish products from Kenya, Tanzania, Uganda, and Zambia. The study uses an extension of the price‐wedge method to account for imperfect substitution and factor endowment in monopolistic competition. The estimated tariff equivalents are 55% and 98% for imports of fresh peas from Zambia to the Netherlands and the U.K., respectively. They range from 39% to 64% for imports of green beans and avocados from Kenya and from 63% to 270% for imports of frozen fish fillets in EU countries from the East African Community. We also observe large variations in tariff equivalents for the horticultural and fish products over time and EU importing countries.  相似文献

China's accession to the World Trade Organization (WTO) is an important milestone in the integration of this nation into the world economy. Substantial reduction in trade barriers by China, one of the world's largest and most rapidly growing economies, is expected to have a significant impact, both on China itself and on the global economy. In assessing likely impacts on trade between China and North America of China joining the WTO, a priori one might expect new opportunities for China in labor intensive activities/products, while for the United States and for Canada one might expect added export market opportunities, as China grows, in activities/products that require land, resources and capital. However, the extent to which China and its trading partners will benefit from China's increasing integration into the global economy will largely depend on the internal changes in policy and infrastructure that may be adopted by China. China has embarked on a process of economic reform, but the speed and extent to which this continues to be pursued will affect this nation's ability to capitalize on its comparative advantages and to meet new challenges that are associated with the opportunities of access to a larger market. The difficulty of forecasting such internal changes means that China continues to be a major source of uncertainty in projecting world markets and trade flows. This article examines the impact of flexible automation (FA) and associated organizational techniques on scale and scope economies and optimal scale. It is based on an in-depth survey of 62 engineering firms in Brazil, India, Mexico, Thailand, Turkey and Venezuela. The paper finds that the replacement of old, mainly conventional, machine tools and transfer lines by new computer-numerically-controlled machine tools and related FA has resulted in lower economical batch sizes and the manufacturing of growing variety, making it possible to reap economies of scope. Scale and scope economies at product level have, however, reinforced scale economies at plant level, resulting in higher levels of optimal output. The main factors accounting for such impact are the reduction in the number of operations required, the improved efficiency and accuracy of the new technologies and the much higher capital fixed costs vis-a ¤ -vis the technologies that were replaced. Higher plant scales could limit the potential for industrialization in developing countries.  相似文献

This paper examines the magnitudes of border effects on Canada's beef exports, and assesses the prospects for market access. The empirical analysis relies on a gravity model derived from a supply-based framework, and implements different econometric methodologies. It covers the conventional measurement of border effects that is determined relative to the intranational trade baseline. Also, it sets alternative baselines to estimate the wedge between the border effects on beef exports of Canada and those of other countries. The estimated parameters are used to carry out different scenarios to examine the tariff-related and nontariff border effects, and to evaluate the impacts of trade preferences for Canada's bilateral beef exports. The results reveal significant trade impediments facing Canada's bilateral beef exports to many large markets (e.g., EU-15, Japan, Republic of Korea, China, and Russia), and they often indicate that the effects of tariff reductions become considerably larger when coupled with reductions in nontariff impediments. Also, they underscore the significance of North American Free Trade Agreement (NAFTA)’s preferential market access for Canada's beef exports. The export opportunities for the Canadian beef industry that are generated through lower trade barriers would, however, decrease when trade barriers facing other beef-exporting countries are reduced.  相似文献

In this paper, we analyse how smallholder farms have evolved during the transition process in former communist countries and how this process has differed across countries and commodities. The role of smallholders in agriculture differs among transition countries, and this diversity is due to a combination of factors, including capital, labour and land endowments, income levels, scale economies, market imperfections, and reform choices. Institutions to access inputs and sell outputs affect the efficiency and survival of smallholders. In the past decade, the share of smallholders in land use and production has declined significantly as younger and more dynamic smallholders have become integrated in modern value chains, whereas older, less dynamic farmers have (semi‐)retired, producing only for household consumption.  相似文献

This paper explores the links between development assistance, agricultural output growth and imports in 56 developing economies over the period 1974–1990. The empirical model treats agricultural growth and imports, savings and aid as endogenous. The analysis also accounts for differences in macroeconomic policies. The results show that aid had a positive impact on agricultural growth. A robust relationship exits between aid and agricultural imports consistent with the argument that aid helps industrialized countries through market expansion and strengthened trade ties.  相似文献
