Gambling has significant social benefits as a form of recreation and entertainment. Moreover, people from all walks of life want to enjoy their freedom and that includes the right to do what they want with their own money. Regulators should take note that, in addition to intruding on gamblers' liberties, prohibitions undermine individual responsibility.  相似文献

This paper argues that although there is some evidence that pari‐mutuel gambling may have efficiency, transparency and other significant benefits over and above bookmaking, the fact that most pari‐mutuel systems exist as protected national monopolies has restricted consumer choice in many of the world's gambling markets. It has also artificially restricted the size of these markets to the disadvantage of both consumers and tax authorities.  相似文献

There could be significant benefits from the liberalisation of gambling in the UK. It would lead to a more efficient allocation of economic resource and could legalise activities that are currently extra‐legal. Abstract. The traditional theory of economic policy requires targets, instruments, an empirical economic model, and a social welfare or criterion function to be specified in order to derive the optimal economic policy. Empirical studies of reaction functions suggest that economic policy is carried out in some systematic manner, subject to interference from political factors. This survey addresses the problems of specifying, estimating and applying an economic model when economic policy is following a path specified by a reaction function. Attention is paid to rational expectations, the Lucas'critique, and the policy neutrality proposition. Lack of knowledge of the policy maker's objective function poses the most serious difficulty when applying the theory of economic policy. Various methods of determining this function are reviewed, and the possibility that policy makers might be satisficing is discussed. The role played by political factors is considered in the light of the public choice literature.  相似文献

The economic recession of 2007–09 had dramatic effects on spending on gambling and, therefore, on a number of major gaming companies, resulting in situations where cash flows were increasingly inadequate to service debt obligations. The recession thus interrupted growth trends in various segments of casino industries in America and Europe, which undermined future growth expectations and potential. This analysis examines economic events and other factors that have affected the casino industry in the last few years, and examines their implications for the future of casino and gaming markets in America and Europe.  相似文献

Today, design disciplines such as ecological urbanism aim at fusing natural and social sciences to restore the equilibrium between social and natural systems, and in extenso the urban and natural environment. But recent literature in urban political ecology and urban history has shown how this socioecological approach is generally stripped down to a merely ecological perspective, ignoring the sociopolitical side of the urban ecological project. I therefore argue that there is a need for a research programme that interrogates the history of the interaction between ecology, planning and politics. In this article I respond by developing a historical perspective on the rise of the ecosystemic approach towards the city, delving into the agency and political nature of ecological science itself. Through an in-depth historical analysis of the Brussels school of urban ecology and urban ecologist Paul Duvigneaud, I highlight how urban ecology influenced politics through its association with the regional government and vice versa to argue that ecological knowledge was used to overcome political opposition, incorporate a specific regionalist agenda and build an ecological zoning practice in urban planning policies.  相似文献

Abstract

The concern of this article is the nature of the politics of public expenditure and whether changes in government between the Conservative Governments of Mrs Thatcher and the Blair Governments did reflect differences in policy priorities? The Thatcher Government in 1979 had announced that public expenditure was at the heart of Britain's economic problems. The Blair Governments did not seek to change the expenditure plans outlined by the outgoing Chancellor Kenneth Clarke. This study seeks to show that the analysis of data using long term trends for the post war period that the during the years of the Thatcher Government they government did manage to hold expenditure below its long term grwoth trends which in turn meant reductions in health and education spending while there were additional spending in law and order and defence. By contrast the Blair Government has managed to reverse this trend so that during the years of the Balir Government expenditure on socal provision has been expanding above the trend.  相似文献

In 1993 the Belgian Government introduced product charges on drink containers, batteries, certain industrial packaging, paper and disposable razors and cameras. Simultaneously, an expert commission was installed to follow up the implementation process and to propose new ecotaxes. Because the preparation of the law was not well done and only limited knowledge and experience existed, the implementation encountered serious difficulties. The commission revised the law in a global and systematic way in co-operation with the actors involved: industry, environmentalists and the administration. The methodology that was followed is explained and some important conclusions with respect to the interaction between business, politics and science considered. There is a great gap between textbook theory and the realities of the implementation process.  相似文献

We discuss some critical issues in social cost of gambling methodologies which suggest that many social cost estimates are arbitrary. Rather than using monetary estimates of costs and benefits, we argue policy‐makers should focus on fundamental issues: consumer sovereignty, property rights and the role of government in free societies.  相似文献

This article outlines and critiques the main fiscal and economic rationales for the Private Finance Initiative and examines the impact of the policy on the long-term financial viability of NHS trusts. Miguel Martinez Lucio and Syd Weston, who are Lecturers in Human Resource Management at the Cardiff Business School, emphasise that, in seeking to understand trade union responses to HRM and new management practices, it is important to take into account their traditions and internal decision-making processes as well as external influences. They suggest, in particular, that it is possible to identify three main ‘clusters’ of opinion which have emerged in recent years and which go to make up the complex position of the TUC. They go on to argue that, as unions learn more about HRM and new management practices, they will tend to exert a more significant influence on the form and implementation of such initiatives.  相似文献

If an increase in the budget deficit is financed by sales of government debt to non-banks, the quantity of money is unchanged and public borrowing 'crowds out' private spending. This survey provides an updated review of the empirical literature on the regional effects of monetary policy in economic activity by means of undertaking a threefold perspective. First, the main methodological dimensions of this literature are examined while pinpointing those modelling or methodological traits that constitute a source of diverging estimates and thereby produce inconclusive evidence. Secondly, the estimates yielded by the literature are summarized by carrying out a cross‐study analysis of the results for each monetary union. By drawing on empirical regularities that are robust across studies, the conclusiveness of the results is assessed, while those monetary unions for which conclusive evidence is still lacking are also identified. Lastly, the sources of regional heterogeneity identified by these studies are reviewed in order to shed some light on the linkage between monetary policy and territorial heterogeneity. As a result of this threefold perspective, this survey delivers overall structured conclusions and updated policy‐relevant lessons. Moreover, various research gaps and emerging topics in the literature are also identified.  相似文献

Abstract. The recognition that economic activity is contributing to climatic change, with attendant costs that may be of large magnitudes, has set in motion a substantial research effort. This paper seeks to review the contribution of economics to analysis of the greenhouse effect and to the policies and instruments suggested as means of mitgiating its damage.
A brief overview of the causes and consequences of global warming is given, and a number of energy-economy forecasting models are examined. As the costs of global warming depend upon the extent to which preventative and adaptive measures are undertaken, the techniques available to evaluate these costs are surveyed.
We examine extant targets for greenhouse gas emissions reduction, and explore the frameworks within which optimal policy targets can be designed. The paper also considers the narrower question of (minimized) abatement costs, and surveys the types of models used to estimate them.
The merits of alternative policy instruments are examined, paying particular attention to the role that risk and uncertainty, and the costs of monitoring and implementation of policy under conditions of imperfect information, may play in the choice of instruments. Problems of international co-operation in the development of abatement policy are examined, and we consider the compensations (across both nations and generations) that are likely to be necessary conditions for effective action.  相似文献
