This paper aims to study the effects of exposure to corruption on all the aspects of political participation. Focusing on Italian municipalities in the period 1999–2014, we generate a daily and local measure of exposure to corruption, screening newspaper articles of the main Italian press agency. We concentrate on local elections and, in an event-study analysis, we find three main results. First, corruption exposure affects citizens' participation in election by reducing voter turnout. Second, corruption impacts on politicians’ participation: the number of candidates and electoral lists decreases after a scandal and candidates with political tenure are more likely to run. Finally, these changes affect local political outcomes as tenured politicians are more likely to be elected, while freshmen lose ground. These results suggest that exposure to corruption has general and negative effects on political participation, leading people to lose interest in politics.  相似文献

Using data on the universe of elected politicians in French municipalities, this paper studies the impact of a gender quota law on the political representation of women and on the composition of municipal councils. The empirical strategy, a Difference-in-Discontinuities design, takes advantage of the fact that the policy applies to cities above a population threshold, and that this threshold has been modified over time. I find that the quota policy has a substantial impact on the share of female candidates and elected politicians, but fails to promote female mayors and list leaders, even in cities that have been exposed to the policy for 13 years. Women do not reach leadership positions because they are more likely to resign than male politicians. This higher propensity of women to leave politics is correlated with local gender norms concerning the place of women in society, and also varies with individual characteristics such as age and professional background. In a second part, I show that quotas have little effect on the composition of municipal councils in terms of socio-economic background, age, and political experience.  相似文献

Post-war ownership consolidation and acquisition in the US newspaper industry has given rise to extensive market contact amid the remaining chains. This paper studies the impact of this industrial structure on local daily newspaper competition. It seeks to examine whether multimarket contact (MMC) between two newspaper chains can facilitate coordinating exclusive circulation areas for their respective newspapers in proximate circulation markets. Econometric results indicate a strong linkage between the MMC variable and reduced circulation competition for 218 papers in the midwest US. Advertising prices are found to be significantly higher with MMC newspapers.  相似文献

This paper investigates whether the gender of elected politicians affects political outcomes at the municipal level. Relying on Italian administrative data from 1991 to 2009, we are able to instrument the gender of elected politicians using an institutional exogenous change: a gender quota in the candidacy list enforced only in a subsample of municipalities and for a short period of time. While the gender of politicians does not affect the general ‘quality of life’, proxied by the internal migration rate, it does increase significantly both the efficacy of policies targeting women and households, proxied by the fertility rate, and the efficiency of the municipal administration, proxied by the actual size of the administrative bodies. These results, which are robust to several specifications and checks, suggest that affirmative action enhancing gender equality in political representation may be beneficial not only in terms of social justice but also from a political outcome perspective.  相似文献

This paper argues that electoral competition may hinder rather than foster political accountability, especially when elected officers can choose among a number of tax instruments. We develop a political agency model showing that politicians in more competitive jurisdictions use less salient tax instruments more intensely. Defining salience as visibility or, analogously, as voters' awareness of the costs associated with specific government revenue sources, we argue that voters are less likely to hold politicians to account for the associated tax burden of a less salient instrument. This in turn implies that strategic politicians will more heavily rely on less salient revenue sources when electoral competition is stronger. Using data on Italian municipal elections and taxes over a 10-year period, we determine the degree of salience of various tax instruments, including property taxes (high salience) and government fees for official documents (low salience). We then show that mayors facing stronger competition for re-election use less salient tax instruments more intensely.  相似文献

This paper studies to what extent economic integration, or globalization, influences the accountability of politicians. Assuming that politicians are controlled by the voters through reelection rules, we analyze to what extent economic integration affects the form of those rules and the efforts made by politicians. We define economic integration by the existence of policies and shocks interdependences between countries. Then, from a political point of view, this integration is shown to be a two-sided phenomenon. Shock-interdependence allows yardstick comparison, increases political accountability and therefore efforts while policy-interdependence induces a lack of responsibility and harms the extent to which politicians can be controlled.  相似文献

This paper presents a new model of political parties. I assume that the role of parties is to increase the commitment ability of politicians vis-à-vis the voters. Whereas a politician running alone can only offer his ideal policy, the set of policies that a party can commit to is the Pareto set of its members. I show that the commitment mechanisms provided by the institution of parties has no effect when the policy space is unidimensional; the policies parties can induce in equilibrium arise also when politicians are running independently. However, when the policy space is multidimensional, politicians use the vehicle of parties to offer equilibrium policies that they cannot offer in their absence.  相似文献

In this paper we argue that the political incentives that resource endowments generate are the key to understanding whether or not they are a curse. We show: (1) politicians tend to over-extract natural resources relative to the efficient extraction path because they discount the future too much, and (2) resource booms improve the efficiency of the extraction path. However, (3) resource booms, by raising the value of being in power and by providing politicians with more resources which they can use to influence the outcome of elections, increase resource misallocation in the rest of the economy. (4) The overall impact of resource booms on the economy depends critically on institutions since these determine the extent to which political incentives map into policy outcomes. Countries with institutions that promote accountability and state competence will tend to benefit from resource booms since these institutions ameliorate the perverse political incentives that such booms create. Countries without such institutions however may suffer from a resource curse.  相似文献

In this paper, we investigate whether federal deputies in Brazil display birthplace favoritism in allocating discretionary resources to municipalities via budgetary amendments. The data include information on three electoral cycles and on more than five thousand municipalities. Unlike previous research, we match data on an elected deputy’s share of votes by municipality and the value of the legislative amendments per capita obtained for each municipality by that deputy. Our results suggest that although resource distribution through amendments is smaller than targeted pork spending, birthplace favoritism is still an important driver of local politicians’ behavior. On average, when a Brazilian municipality is the place of birth of a deputy, it obtains 8.7% more amendments per capita than its counterparts. Additionally, our findings suggest that some deputies display birthplace favoritism because they plan to run for mayor in their hometown in subsequent elections.  相似文献

This paper explores the outcome of an international environmental agreement when the governments are elected by their citizens. It also considers a voter's incentives for supporting candidates who are less green than she is. In the extreme case of “global” pollution, the elected politicians pay no attention to the environment, and the resulting international agreement is totally ineffective. Moreover, if governments cannot negotiate and have to decide non‐cooperatively (and voters are aware of this), the elected politicians can be greener, ecological damage can be lower and the median voter's payoff can be higher than in the case with bargaining.  相似文献

A widespread view in the ‘political budget cycles’ literature is that incumbent politicians seek to influence voters’ perceptions of their competence and/or preferences by using the composition of the fiscal budget as a signalling tool. However, little is known about whether voters actually receive and perceive the signal in that way. To empirically assess the relevance of the signalling channel at the municipal level, we conducted a survey among 2000 representative German citizens in 2018. Only a small fraction of voters feel well-informed about the fiscal budget signal and use the information it contains to decide whether to vote for the incumbent politician. Persons paying more attention to the signal sent by local politicians live in smaller municipalities, are more satisfied with their economic situation, are more educated, and do not feel that they are being electorally manipulated. Our analysis raises doubt about the relevance of budget composition as a signalling mechanism for voters at the local level.  相似文献

In most modern democracies elected officials can work in the private sector while appointed in parliament. We show that when the political and market sectors are not mutually exclusive, a trade-off arises between the quality of elected officials and the time they devote to political life. If high-ability citizens can keep earning money outside of parliament, they will be more likely to run for election; for the same reason, they will also be more likely to shirk once elected. These predictions are confronted with a dataset about members of the Italian Parliament from 1996 to 2006. The empirical evidence shows that bad but dedicated politicians come along with good but not fully committed politicians. There is in fact a non-negligible fraction of citizens with remarkably high pre-election income who are appointed in parliament. These citizens are those who gain relatively more from being elected in terms of outside income. At the same time, they are less committed to the parliamentary activity in terms of voting attendance.  相似文献

Recently several countries have experienced a drop in popularity of national political parties, accompanied by the success of independent movements (e.g. “Civic Lists” in Italy). I exploit the success of “Civic Lists” in Italian municipalities and use them as a comparison group for party-affiliated politicians, to test whether national parties affect fiscal discipline. Using a Regression Discontinuity Design (RDD), I show that party-affiliated mayors are more fiscally responsible: they run lower deficits, accumulate less debt and reduce expenditures. The effect is significant only for municipalities not constrained by fiscal rules. This suggests that national parties act as a substitute for fiscal rules in constraining politicians. Besides, I provide evidence that the discipline of party-affiliated politicians is linked to better career prospects: party-affiliated mayors have a higher probability of being re-elected and better chances of being promoted to higher levels of government. Alternative stories find less support in the data.  相似文献

Why do elected officials often suffer from political paralysis and fail to implement the best policies available? This paper considers a new and intuitive explanation that focuses on the quality of the politicians competing for office. The key insight is that a “good” incumbent with preferences identical to those of a representative voter will want to keep rent‐seeking politicians out of office; he may do so by distorting his policy choices to signal his type and win reelection. The value of signaling and staying in office increases with the fraction of rent‐seeking types in the population of politicians. Electing good types may therefore not be enough to ensure that the best policies are implemented, especially when rent seeking is widespread. This provides a new explanation for why political failure is particularly severe in corrupt democracies.  相似文献

We consider a model of daily newspapers’ competition to test the validity of the so-called “theory of the circulation spiral”. According to it, the interaction between the newspapers and the advertising markets drives the newspaper with the smaller readership into a vicious circle, finally leading it to death. In a model with two newspapers, we show that, contrary to this conjecture, the dynamics envisaged by the proposers of the theory, does not always lead to the elimination of one of them.  相似文献

This paper contributes to the decentralisation and distributive politics literature by empirically investigating the determinants of public expenditure at the sub-national level in Bangladesh. We argue that fragmentation in a unitary developing country may not channel higher resources to local areas. Political motives may instead play a significant role in the allocation process. Using panel data methods and a novel dataset on government's district-wise allocation of annual development expenditure in Bangladesh covering the period from 2005 to 2009, the analysis focuses on the impact of local government fragmentation and tests key political distribution models (the core voter hypothesis, the swing voter hypothesis, and the political alignment theory). The results show that local government fragmentation does not have any significant impact on public spending at the district level. However, the core vote share, local elected representative's political alignment with the ruling party, and the raw number of ministers from a district are all significantly associated with higher expenditure allocation. No evidence was found in support of the swing voter hypothesis. Overall, the findings suggest that political motives matter and that the allocation of developing spending is significantly influenced by political patronage. This may be a signficant obstacle to SDGs progress, as development spending may not be governed by resource delivery mechanisms that effectively target the poor.  相似文献

In this paper, we use data on 2459 public claims made by 444 politicians from the leading US fact-checking site (PolitiFact) to provide an empirical analysis of false claims in politics, shedding light on their characteristics within an advanced democracy. The frequency of falsehoods differs according to party affiliation and topic, with false claims more likely on such topics as elections, health, labor, taxes and values. For Republican politicians, falsehood pays off in the short run, as it is associated with greater political support.  相似文献

A growing literature uses media data to explain perception and behaviour in the economic and political context. In this paper, we investigate how media coverage affects political preferences, namely voting intention. For our empirical analysis, we merge 14 years of human-coded data obtained from leading media in Germany with results of the comprehensive German Politbarometer survey from February 1998 through December 2012. In contrast to the existing literature, we do not utilize access to certain media outlets, but use the tonality of articles and newscasts on political parties and politicians based on human coded media data. To account for endogeneity, we employ instrumental variable probit estimations. In addition, we control for a multitude of (internal) personal characteristics, such as age, and gender, as well as for (external) macroeconomic variables, such as business climate, unemployment, and inflation. The results show that media coverage of a political party has a positive and significant effect on the voting intention for this party. When media outlets cover a political party more positively, the electorate has a greater tendency to vote for it. Hence, we conclude that the electoral success or failure of political parties is at least partially caused by the media coverage on them. This hints on the special responsibility of media in democracies.  相似文献

These are assumed to be credence goods, as consumers can hardly ascertain the quality of the commodities. This study analyzes the impact of the gender composition of political institutions on the political budget cycle (PBC) and on the size and structure of public expenditure. An instrumental variable approach is implemented to evaluate the influence of female politicians in municipal councils. The introduction of gender quotas for Italian municipalities is used as an exogenous variation in female participation in politics. The results show that: (i) fluctuations in local public spending are only slightly affected by the presence of a wider female representation; (ii) an increase in the number of elected women reduces the overall amount of public expenditure; (iii) this reduction involves fields typically affected by PBC (e.g., roads' maintenance) except those related to females' needs (e.g., kindergarten, primary education, and social care).  相似文献
