This article explores the use of Electronic Monitoring (EM) in homecare and its impact on the ratio of paid to unpaid working time. It argues that whilst Zero Hours Contracts (ZHCs) blur the distinction between paid and unpaid labour, the introduction of EM can formalise and regulate the demarcation between the two. In the context of local authority commissioning and constrained budgets, the combination of EM and ZHC's may excise so‐called ‘unproductive’ but available labour from homecare. In particular, the minute‐by‐minute commissioning of care that EM facilitates means the cost of homecare is anchored in the time that worker's spend in client's houses, squeezing out paid travel, time between visits, training and supervision. Paid working time is minimised whilst maximising the use of unpaid time with resulting intensification of care labour.  相似文献

Home‐based teleworking (HbTW) has the potential to provide significant benefits to both employer and employee, but also presents considerable challenges. This paper considers HbTW among UK employees, specifically exploring distinctions in the time‐use of men and women home‐based teleworkers and the impacts of HbTW on employee satisfaction levels, using cross‐section fixed effects panel regression analysis of the British Household Panel Survey. Findings reveal that total time‐use in work activities among men and women home‐based teleworkers is relatively comparable, but the distribution significantly different. For women, housework represents a particular time constraint, reflecting continued presence of the ‘double‐shift’. Homeworkers report greater levels of satisfaction, yet they are more pronounced in respect to paid work than leisure time. Extensive hours of housework reported among women may explain these differences. Nevertheless, home‐based teleworkers report greater levels of satisfaction than other workers, suggesting considerable benefits especially for working mothers.  相似文献

A substantial number of people take work home without a formal payment arrangement. Using the Work Schedules and Work at Home Supplement to the May 2001 Current Population Survey, this paper investigates the determinants of unpaid work at home. Education, lack of overtime rates, being a team leader, efficiency wages, and larger earnings inequality in an occupation are positively related to the prevalence of unpaid work at home. Unpaid work at home appears to be a form of investment made in expectation of a return in the long run.  相似文献

Part‐time work is commonly depicted as positive for women workers and their experience of work and home. Drawing on the qualitative commentaries of lower‐level service workers, this study explores the temporal, social and interpersonal consequences of part‐time work. While many employees liked part‐time work, there was evidence that fragmented work schedules, mandated overtime and difficulties in taking time off work created tensions and problems for women in both the work and family domains. Inferior treatment also punctuated the work experiences of a number of part‐time employees and served to underline their differential work status.  相似文献

Places of work constitute processes of management by facilitating ‘visibility’ (the possibility for supervisors and others to observe workers) and ‘presence’ (the ability for workers to participate in relations with co‐workers and others). Working at home creates problems for both these aspects of managerial control. We suggest that managers seek to compensate for the relative lack of visibility and presence of home‐located workers by generating a range of devices and social disciplines that together comprise loose networks of control. However, these responses are only partially successful since they are founded on contradictory assumptions and practices.  相似文献

This paper draws upon the findings of qualitative interviews carried out with teleworkers, their office‐based colleagues and supervisory staff of a teleworking initiative introduced by a UK public sector local authority to explore workplace social support relationships. Our study found differences between office‐based and permanent teleworking staff in terms of social support. For teleworkers relationships at work are complex, with social support networks being established prior to working at home. By working from home, teleworkers were able to develop greater social support relationships with some colleagues, predominantly other teleworkers, while at the same time allowing them to distance themselves from negative work relationships. Overall, a social disconnection developed between teleworkers and office‐based staff. In contrast social support was more important for office‐based workers, who valued co‐worker relationships with other office‐based staff.  相似文献

Using survey data on movie consumption by about 500 University of Pennsylvania undergraduate students, we ask whether unpaid consumption of movies displaces paid consumption. A variety of cross‐sectional and longitudinal empirical approaches show large and statistically significant evidence of displacement. In the most appropriate empirical specification, we find that unpaid first consumption reduces paid consumption by about 1 unit. Unpaid second consumption has a smaller effect, about 0.20 units. Our analysis indicates that unpaid consumption, which makes up 5.2 per cent of movie viewing in our sample, reduced paid consumption in our sample by 3.5 per cent.  相似文献

This article examines the means by which low‐paid migrant workers survive in a rapidly changing and increasingly unequal labour market. In a departure from the coping strategies literature, it is argued that the difficulties migrant workers face in the London labour market reduces their ability to ‘strategize’. Instead, workers adopt a range of ‘tactics’ that enable them to ‘get by’, if only just, on a day‐to‐day basis. The article explores these tactics with reference to the connections between different workers’ experiences of the workplace, home and community, and demonstrates the role of national, ethnic and gender relations in shaping migrant workers’ experiences of the London labour market and of the city more widely.  相似文献

A large body of empirical research now exists about ‘work and family’, much of it in agreement on critical issues. However, it is under‐conceptualized, it over‐researches professional and managerial workers and it under‐attends the larger terrain of work, family and community. This contribution argues the case for a stronger analytical framework around work, family and community and the ways in which they intersect, drawing on concepts commonly used in the field of employment relations. The article utilizes a body of empirical research about work, family and community in Australia to develop Voydanoff's ecological systems model of work, home and community, arguing that it is vital to unpack the ‘black box’ of ‘work’ in a multi‐layered way, to give appropriate weight to various sources of power, and to avoid an individualistic approach to the reconciliation of work, home and community life by locating analysis in a larger social and political context. The contribution proposes a ‘socio‐ecological systems’ model of work, home and community that delineates the four issues of power, time, space and life stage.  相似文献

This paper explores the boundaries that emerge and exist within an information and communication technology (ICT)‐enabled project‐based organising context and the ways knowledge workers manage these boundaries through the use of technology. This is done through an exploratory qualitative case study of an early instance of the phenomenon in a knowledge‐intensive professional services organisation. Through the experiences of a group of knowledge workers who started to work in project‐based ways that were highly mediated by ICT, this study aims to understand the boundaries that they faced and the practices they undertook to manage these boundaries. In so doing, this study contributes to the existing literature on new forms of work and organisation, particularly on the issue of boundaries where ICT‐enabled project teams are used. In particular, this study extends our current understanding of boundaries through expanding the lens of investigation beyond a predominant focus on work–home boundaries and considers boundaries within the work sphere.  相似文献

Norwegian working‐life legislation has strict rules against discrimination between full‐time and part‐time work. Partly as a consequence of this, a large proportion of Norwegian women work part‐time. The purpose of this paper is to establish whether there are systematic differences between part‐time and full‐time workers regarding the selection process and earnings capacity. We find wage differences between part‐time and full‐time workers are small in Norway, and there is no evidence of systematic selection bias. The results may be explained by some features of the Norwegian labour market, including, equal rights for part‐time workers, strict rules against the discrimination of part‐time workers, and a generous family policy enabling women to combine work and family life.  相似文献

When it was passed in 1938, the Fair Labor Standards Act (FLSA) sought to address the “evils” of underpay and overwork by establishing an hourly minimum wage and requiring premium overtime pay. However, today's low‐wage, hourly workers more often face underwork than overwork, as well as fluctuating, unstable schedules, neither of which is addressed by the FLSA. This paper presents and assesses the effectiveness of an alternative approach to wage and hour regulation, the “reporting pay” guarantee. We begin by examining the problem of work‐hour insecurity, particularly employers’ practice of sending workers home early from scheduled shifts. We then move to a detailed assessment of state laws that require reporting pay, as well as reporting pay guarantees in union contracts and private‐employer practices that attempt to address the problem of work‐hour insecurity. We conclude by considering paths for strengthening such protections in law.  相似文献

Research summary : Firms founded by foreign entrepreneurs constitute an influential and growing part of the world economy. Yet, the existing research has given little consideration to the strategies of foreign entrepreneurs beyond their decisions to start a firm. In this article, we address this gap by examining how foreign entrepreneurs may bring value to their firms as firm managers. We argue that foreign owner‐managers may benefit their firms by having access to home‐country resources. We demonstrate that, compared to hired local managers, foreign owner‐managers reduce firms' operating costs by disproportionately hiring home‐country labor when this labor is more cost‐efficient. This effect is larger for labor‐intensive industries and for entrepreneurs from less wealthy countries. Managerial summary : Foreign entrepreneurs represent an important part of the world economy. Yet, we know little of how foreign entrepreneurs manage their firms. In this article, we examine whether foreign entrepreneurs and domestic managers hire different employees. We find that when foreign entrepreneurs manage their firms personally, they hire a larger number of foreign workers, and such workers are cheaper and more productive than the local labor. Conversely, domestic managers tend to hire local employees, despite their higher relative wages. Foreign owner‐managers are particularly valuable in labor‐intensive industries and when their home‐country labor is inexpensive. Copyright © 2015 John Wiley & Sons, Ltd.  相似文献

Platforms have evolved beyond just being organized as multi‐sided markets with complementors selling to users. Complementors are often unpaid, working outside of a price system and driven by heterogeneous sources of motivation—which should affect how they respond to platform growth. Does reliance on network effects and strategies to attract large numbers of complementors remain advisable in such contexts? We test hypotheses related to these issues using data from 85 online multi‐player game platforms with unpaid complementors. We find that complementor development responds to platform growth even without sales incentives, but that attracting complementors has a net zero effect on on‐going development and fails to stimulate network effects. This paper uses establishment data to estimate the determinants of using agency workers. It contends that there is a class of family‐friendly practices including workplace nurseries, flexitime, home working, and job sharing that promote the norm of the “ideal worker” who concentrates on work. Because such practices increase the ability of employers to direct worker effort, they will be associated with a lower use of agency workers. Our findings confirm this hypothesis. The implication is that any growth in family‐friendly practices may work against the ongoing expansion in agency jobs.  相似文献

Using data from the UK Skills Surveys 1997–2012, we show that the part‐time pay penalty (PTPP) for women within low‐ and medium‐skilled occupations has decreased significantly. The convergence in computer use and non‐routine job tasks between part‐time and full‐time workers explains a large share of the decrease in the PTPP. This convergence took place mainly within occupations, and was not driven by changes in occupational segregation between the two groups of workers. The lower PTPP is also related to changes in the returns to job tasks. Relative changes in the importance of and returns to computer use and job tasks together explain more than 50 per cent of the decrease in the PTPP.  相似文献

The relationship between union status and job satisfaction is commonly estimated without recognizing the heterogeneity of non‐union members. Many non‐union workers have experienced union jobs in the past while others have not, suggesting past estimations of the impact of unions on job satisfaction may miss a critical distinction. After separating non‐union members into those workers with and without union experience, this article shows that job satisfaction increases significantly for first‐time union workers, but decreases as workers accumulate experience in the union. Finally, after leaving the union jobs, worker job satisfaction recovers but does so only as the time since unionization grows.  相似文献

Work–life balance policies aimed at reducing working hours are often assumed to be of particular interest to workers with family responsibilities such as young children. Although workers in Britain report the kind of time‐stress envisaged by the debate over a ‘long‐hours culture’, there is little relationship between workers’ family situation and preferences for working fewer hours. Women workers’ hours already reflect family commitments to some extent, while families with young children may need the income levels that only substantial working hours bring. Conversely workers without family commitments may have more capacity to swap income or career progression for increased leisure time.  相似文献
