中国-东盟投资协议今年8月将签 自贸区明年全面建成

中国与东盟将于今年8月签署自由贸易区《投资协议》,双方的自由贸易区将在2010年全面建成。 中国与东盟2002年11月正式启动自由贸易区谈判,有关谈判委员会已举行30次会议,并已签署《货物贸易协议》和《服务贸易协议》。

世贸组织公布多哈回合农业谈判和NAMA谈判妥协方案

WTO负责农业谈判和非农产品市场准入（NAMA）谈判的两位官员于7月17日分别向世贸组织成员散发了关于上述谈判的妥协方案，它们是根据WTO成员政府在谈判中的最新立场作出的，是对关税削减公式、给贸易造成扭曲的农业补贴削减公式和其他相关条款等方面可能达成的协议的评估，旨在各成员能在这两个方案的基础上弥合分歧，最终达成一项全面的多哈回合全球贸易协议。     

多哈回合早期收获与《贸易便利化协定》

WTO多哈回合谈判历经十余年陷入僵局,但2013年12月在巴厘部长级会议上终于达成了早期收获,其中最大的成果就是《贸易便利化协定》达成了实质性合意。该协定内容丰富,在贸易便利化方面具有突破性的进展。从国际条约法方面看,还处于缔结程序中的该协定是未来WTO《多哈回合谈判最终文件》的一部分,并且也是"一揽子协议"。从国际组织法方面看,该协定的实施将会遵循WTO和WCO的合作模式,WCO将会发挥很大的作用。该协定合意的达成对于中国口岸和海关制度的改革具有很大意义,将会促进中国现代化海关制度的建成。     

多哈回合谈判的前景:基于WTO谈判的博弈模型

本文揭示出参与WTO实质谈判和激烈讨价还价的是少数几个跨国集团联盟。本文利用博弈论作为理论框架,构建一个简单的博弈学习模型研究多边贸易谈判的未来前景。本文认为,如果初始阶段各个集团内部同时有强硬派和温和派,那么随着时间的推移,双方的强硬派会逐渐增多,当双方都是由强硬派谈判官员构成的时候,博弈结束,最终参与方不会达成任何协议。现在多边贸易谈判受挫的主要原因是谈判各方对农业利益持有不同的观点,谈判恢复和协议的最终达成依赖于各方对农业生产者利益的让步。     

中瑞签署自贸协定瑞士表降税难降价

7月6日,中国和瑞士签署自由贸易协定,这是中国与欧洲大陆国家签署的首个自贸协定,之后该协定还需获得瑞士议会批准。在这份协定中,规定双方降税水平超过一般贸易协定,能够让中瑞双方互利双赢。《华尔街日报》称,中国与瑞士的自由贸易协定是在经过长达两年的九轮谈判后达成的。在中欧贸易关系紧张之际,此协议有助于缓和中欧贸易关系。据印度NDTV电视台报道,这是中国与欧洲大陆国家达成首个自由贸易协
