The Federal Communications Commission currently utilizes a simultaneous multi-round ascending bid auction to allocate Personal Communication Services licenses. In the auction, participants are allowed to withdraw standing bids at a penalty. The penalty is equal to the maximum of zero or the difference between the value of the withdrawn bid on a license and the highest bid after the withdrawal on that license. The withdrawal rule is designed to assist bidders wishing to assemble combinations of licenses who find themselves stranded with an assortment of licenses for which their bids sum to more than their value. This paper reports results of experiments that examine the effect of the withdrawal rule in environments in which losses can occur if packages of licenses must be assembled piecemeal. The experiments demonstrate that there is a tradeoff with using the rule: efficiency and revenue increase, but individual losses are larger. Furthermore, the increased efficiency does not outweigh the higher prices paid so that bidder surplus falls in the presence of the withdrawal rule. Synergies in Wireless Telephony: Evidence from the Broadband PCS Auctions   总被引:1,自引:0,他引:1  
We examine bid data from the first two broadband PCS spectrum auctions for evidence of value synergies. First, we estimate a benchmark regression for the determinants of final auction prices. Then, we include variables reflecting the extent to which bidders ultimately won or already owned the adjacent wireless properties. Consistent with geographic synergies in an ascending-bid auction, prices were higher when the highest losing bidder had adjacent licenses. The footprints of winning bidders suggest that they were often successful in realizing these synergies.  相似文献

This paper analyzes six spectrum auctions conducted by the Federal Communications Commission from July 1994 to May 1996. These auctions were simultaneous multiple-round auctions in which collections of licenses were auctioned simultaneously. This auction form proved remarkably successful. Similar items sold for similar prices, and bidders successfully formed efficient aggregations of licenses. Bidding behavior differed substantially in the auctions. The extent of bidder competition and price uncertainty played an important role in determining behavior. Bidding credits and installment payments also played a major role in several of the auctions.  相似文献

This paper reports the results of over 130 auctions conducted under controlled conditions to examine the robustness of several auction mechanisms to allocate multiple objects. The simultaneous discrete auction process used by the Federal Communications Commission to allocate Personal Communications licenses was contrasted with a sequential auction and a combinatorial auction over a variety of demand conditions. In test environments created to check only the minimum competency of the procedures, the simultaneous discrete auction process produces highly efficient allocations, approaching levels similar to those found with a continuous form of the auction, and it outperforms a sequential auction. However, in environments created to stress test the procedures, a combinatorial auction outperforms the simultaneous discrete auction.  相似文献

Online auction has now been a popular mechanism in setting prices for internet users. However, auction price prediction, involving the modeling of uncertainty regarding the bidding process, is a challenging task primarily due to the variety of factors changing in auction settings. Even if all the factors were accounted for, there still exist uncertainties in human behavior when bidding in auctions. In this paper, three models, regression, neural networks and neuro-fuzzy, are constructed to predict the final prices of English auctions, using real-world online auction data collected from Yahoo-Kimo Auction. The empirical results show that the neuro fuzzy system can catch the complicated relationship among the variables accurately much better than the others, which is of great help for the buyers to avoid overpricing and for the sellers to facilitate the auction. Besides, the knowledge base obtained from neuro fuzzy provides the elaborative relationship among the variables, which can be further tested for theory building.  相似文献

We examine bidding behavior in a clock auction in which price is set by the lowest-accepted bid and provisional winners are reported each round (the LABpw auction). This format was used in the India 3G spectrum auction. In the standard theory, the auction performs poorly. In particular it yields lower revenues and is less efficient than the more standard clock auction with exit bids and highest-rejected-bid pricing (the HRB auction). However, the LABpw auction performs well in the lab, achieving higher revenues than the HRB auction. We show how fear of losing provides one motivation for the overbidding that causes higher revenues in the LABpw auction.  相似文献

Most research on Internet auction fraud focuses exclusively on the relationship between the con-artist and victim. However, the con-artist and victim are situated in an ecology comprising the auction house, police, and auction community. This paper employs the ‘parasite’ metaphor as a way of building theory about Internet auction fraud. We begin by describing the parasite metaphor. We then introduce three theories from the parasitism literature and demonstrate the insights these theories can produce. The first theory, the competitive exclusion principle, highlights how separate auction markets evolve their own species or types of fraud. It also warns us that fraud elimination may be neither desirable nor feasible relative to constraining fraud to acceptable levels. The second theory details various parasite infection mechanisms to show that on-line fraud is composed of two processes; the actual deception and escape. Finally, virulence theory provides one way to predict how much harm a particular kind of fraud will cause to an individual victim. Virulence theory is also used to suggest that the auction infrastructure encourages low virulence vis-à-vis other kinds of fraud like Nigerian letter fraud.  相似文献

This paper considers two multi-item auction formats (ascending and sealed bid) which both identify the minimum Walrasian equilibrium prices and where truthful preference revelation constitutes an equilibrium. Even though these auction formats share many theoretical properties, there are behavioral aspects that are not easily captured. To explore this issue in more detail, this paper experimentally investigates what role the design of the auction format has for its outcome. The results suggest that the sealed bid mechanism performs weakly better in all of the investigated measures (consistent reporting, efficiency etc.). In addition, we find that the performance of the ascending auction is increasing over time, whereas the sealed bid auction shows no such tendency.  相似文献

This paper demonstrates how the risk over auction revenue at fundraising events can be managed with modern portfolio theory. Within the independent private values (IPV) framework, it is shown that auction mechanisms offer charities an inherent mean-variance tradeoff over revenue when contributions produce a public good benefit among bidders. This allows the fundraiser to construct a “portfolio” of auction mechanisms for their event so as to manage auction revenue outcomes according to the charity's risk preferences. Simulations provide support for the empirical prominence of the second-price winner-pay (i.e. English) auction, as this is often the portfolio's most heavily weighted mechanism under reasonable risk preferences.  相似文献

In this paper, we consider the implementation of the optimal procurement auction outcome when there is a trade-off between price and quality for the buyer. The quality proposals of the competing firms are assumed to be exogenous and common knowledge. After defining the optimal auction, we characterize the discriminatory first score auction and the modified second score auction implementing it when the buyer is assumed to have the same information as the firms. Then we consider an auction which requires no specific information from the buyer and show that a second score auction followed by a negotiation stage can implement the optimal auction outcome under this more realistic assumption. We examine whether expert appraisals provided to bidders before major art auctions are unbiased indicators of value. Despite a strong grounding in theory, this aspect of optimal auction design has been frequently challenged in previous empirical research, particularly in the market for fine art. We adopt a valuation benchmark that incorporates sellers' reserve prices as well as high bids, and recognize censoring of works that fail to make reserve. Although the auction houses never divulge reserve prices, we exploit the fact that they can be observed indirectly via their impact on buy‐in rates. Using the set of French Impressionist paintings brought to auction from 1985 to 2001, we estimate the distribution of reserve prices, establish their link to a proper valuation benchmark, and isolate the selection bias due to bought‐in works on the perceived market value of fine art works. After controlling for the impact of reserve prices, and considering all works brought to auction, we find no evidence of bias in the experts' pre‐sale estimates. We show that in simple environments, a bidding ring operating at a first-price sealed-bid auction cannot achieve any gains relative to non-cooperative bidding if the ring is unable to control the bids that its members submit at the auction. This contrasts with results for the case in which the ring can control its members’ bids or prevent all but one of the ring members from participating in the auction. Numerical examples suggest that this result extends to some more complex environments. The analytic results use linear programming techniques that have potential applications to a number of other economic problems.  相似文献

This paper presents an examination of optimal revenue management of a monopoly auction house through which a seller sells goods via a second‐price auction. The house charges commissions to both the buyer and seller. Results demonstrate that a continuum of combinations of optimal buyer and seller commission rates exists, all of which yield the same expected profit of the house. Additionally, we discuss several possible factors that lead to the prevailing custom of zero buyer commission, such as commission aversion of buyers, the house's incentive to maximize the hammer price, and seller and buyer preferences for apparently lowered commission rates.  相似文献

This paper examines both theory and empirical evidence on the relationship between market concentration and profitability in Hong Kong's land market. Such a relationship has been the subject of substantial debate among academics and practitioners. The study highlights several distinctive characteristics of property development in Hong Kong, and particularly various competitive strategies. In Hong Kong, land can be acquired through public auction, redevelopment and lease modifications. Thus, those developers without a sufficient land bank tend to be very aggressive in land auction. However, in the land auction market, competition is keen and the land acquired expensive. This study found that the leading property developers do not take the largest share in the land auction market. We argue that the developers tend to locate themselves in a suitable market position or strategic domain, within which they sustain competitiveness by increasing their market share. We also found that the property developers undertaking a relatively high proportion of large-scale projects tend to have a higher proportion of profits from such projects.  相似文献

Due to the price elasticity of demand for secondhand commodities, it is difficult to establish a quantitative model for the auction. This paper proposes an agent-based multiattribute reverse auction model to support multicommodity combinatorial auction. First, this paper establishes an agent-based reverse auction model and introduces the framework, procedures, and protocols of the model in detail. Second, in light of the multicommodity environment, the targets, protocols, auction strategies, and approaches are identified. Finally, by using the proposed agent-based auction model, both buyers and sellers will reach simultaneous agreements on the details of the commodities to complete the auction.  相似文献

Abstract. This is a detailed introduction to auction theory. It begins with a simple analysis of standard auctions and then uses a strikingly simple general solution of symmetric private values auctions to prove the payoff equivalence of many auction rules. The basic framework is then modified to admit risk aversion, multi-unit and repeated auctions as well as collusion. Then follows an introduction to optimal auctions, with and without stochastic entry, and to common value auctions and the winner's curse problem. The survey closes with a sample of applications, from the regulation of natural monopolies to price competition in oligopoly and the government securities market.  相似文献

We develop econometric models of ascending (English) auctions which allow for both bidder asymmetries as well as common and/or private value components in bidders’ underlying valuations. We show that the equilibrium inverse bid functions in each round of the auction are implicitly defined (pointwise) by a system of nonlinear equations, so that conditions for the existence and uniqueness of an increasing-strategy equilibrium are essentially identical to those which ensure a unique and increasing solution to the system of equations. We exploit the computational tractability of this characterization in order to develop an econometric model, thus extending the literature on structural estimation of auction models. Finally, an empirical example illustrates how equilibrium learning affects bidding during the course of the auction.  相似文献
