Asia has emerged from the global financial crisis as an important stabilizing force and an engine of global economic growth. The establishment of the G-20 gives Asian economies the global forum that they need to both represent their interests in global governance and deliver on responsibilities concomitant with their growing weight in the global economy. The region has a host of cooperation arrangements in APEC, ASEAN+3, and EAS (East Asian Summit), all with ASEAN as the fulcrum. They are huge assets, but they need to be repositioned to relate effectively to the G-20 process and other global arrangements. They also need to comprehend the politics of the changing structure of regional power. This paper discusses the challenges that Asia faces in aligning regional and global objectives in financial, trade, and other areas of cooperation, such as climate change and foreign investment. It argues that Asia is now a critical player in the global system and has a central contribution to make in strengthening global governance and international policy outcomes. The paper sets out ways to fill gaps in regional cooperation and link the agenda for regional cooperation more effectively to Asia's new role globally. This is essential to sustain Asia's superior growth performance, correct imbalances, and support the global economic system.  相似文献

As Asian economies have become more connected through physical and institutional infrastructure, the region's trade has grown and changed. Intraregional trade has increased its share, in large part through the expansion of trade in intermediates in connection with development of global value chains. At the same time, as part of the same process and as part of the structural transformation that underlies most economic development, the share of services in Asia's trade has risen. Policies that support the development of regional infrastructure and the flow of goods and services, as well as factors of production, can increase the benefits from connectivity. Meanwhile, regional cooperation has a key role to play in mitigating negative impacts that may arise from the vulnerabilities that accompany greater connectivity.  相似文献

Abstract. How does international competition affect overseas outsourcing? To address this question, this paper studies production decisions in the U.S.'s overseas assembly program (OAP). In this setting, a number of regularities emerge. First, prior participation is highly correlated with current participation, which suggests that sunk costs influence outsourcing choices. Second, increases in own‐country costs and declines in competitor‐country costs reduce participation probabilities. In addition, these persistence and cost effects are much larger for outsourcing in developing countries. Finally, outsourcing responses appear to reflect differences in 'market thickness,’ as cost sensitivity generally rises with competitor presence.  相似文献

The recent emphasis in the USSR on long-range economic and social planning, as well as the country's current demographic situation, necessitates the adoption of demographic policies to create the type of population reproduction which is in the longterm interest of the society. Socioeconomic policies may have bothnegative and positive effects on demographic processes, and these effects may be delayed for 25 years or more. In the past, when economic and social plans covered only 5-year periods, the impact of these plans on demographic factors could be ignored. In longterm planning these consequences cannot be ignored. Population policies must address the longterm consequences of socioeconomic development, the regional variations in population parameters, and the complexities of the relationship between demographic and socioeconomic factors. As socialist societies evolve they eventually reach a stage where it is necessary to develop a theory and a methodolgy for managing demographic processes. The development of appropriate demographic goals and policies will require the cooperation of not only demographers, but of medical professionals, sociologists, and economists. The initial tasks of a goal oriented population program should be to stabilize the birth rate, to prevent further declines in fertility rates, to increase life expectancy to its biological limits, to reduce death rates, to equalize regional living standards, to control immigration, and to improve resettlement programs. Eventually policymakers must address the problem of developing an optimal and uniform level of reproduction for the nation as a whole. An organization structure, both at the national and regional level for developing and implementing the population program must be specified. Regional programs must be coordinated at the national level and developed in accordance with national goals.  相似文献

The competition on foreign aid, as a means for securing foreign policy and other benefits by the donor, can lead to diplomatic rivalry. This article utilizes a game theoretic model to analyze the existing rivalry for foreign aid and international status between Taiwan and the People's Republic of China. Similar to the role of political contributions in the public choice theory, foreign aid is taken a means of international lobbying, to realize the donor's objective. Research results, based on the policy effect consideration, indicates that the equilibrium aid policy, which is endogenously determined, renders an inability on the part of the donors, which affects the recipient's optimal foreign policy. How does a donor obtain favorable outcomes when such rivalry exists? Strengthening diplomatic endeavors to realize the access effect has been proved an effective method. Analytical results have shown that this method not only complements aid rivalry but also increases the welfare of the donor.  相似文献

In Grossman‐Helpman's (1994) canonical “Protection for Sale” (PFS) model, political competition among industry lobbies is driven purely by their interests as consumers. This paper introduces demand linkages and oligopolistic competition into the PFS framework to address the rivalry among lobbies stemming from product substitutability. It shows that increased substitutability weakens the interest groups' incentives to lobby and reduces tariff distortions. This may explain why empirical tests of PFS find surprisingly little impact of lobbies on the government's trade policy decision. The paper also analyzes endogenous lobby formation, suggesting that demand linkages may adversely affect the industry decision to organize.  相似文献

Economic integration in East Asia has been largely market driven. Attempts in the late 1980s to establish an East Asian regional economic grouping failed to materialize for a number of reasons. The financial crisis in 1997–1998 has strengthened the realization of regional countries that they need to have some self‐help mechanisms to overcome that crisis and to prevent future crises. This led to the development of several functional integration programs, including the network of bilateral swap arrangements known as the Chiang Mai Initiative. However, progress remains slow. The question that has arisen is how far these efforts need to be supported by institutional integration. Should the ASEAN Plus Three, the main regional cooperation process in East Asia involving the 10 South‐East Asian countries plus China, Japan, and South Korea, be deepened institutionally? Meanwhile, the region has seen the establishment of a new process, the East Asia Summit, involving the above 13 countries plus Australia, India, and New Zealand. How will these different arrangements contribute to East Asia's economic dynamism and prosperity as well as peace and political stability?  相似文献

This paper experimentally studies the effects of competitive rivalry in a social dilemma where people's actions cannot be contractually fixed. We find that, in comparison with no rivalry, the presence of rivalry does neither increase efficiency nor does it yield any gains in earnings for the short side of the exchange relation. Moreover, rivalry has a clearly negative impact on the disposition towards others and on the experienced well-being of those on the long side. Since subjective well-being improves only for those on the short side rivalry contributes to larger inequalities in experienced well-being. All in all rivalry does not show up as a positive force in our environment.  相似文献

Using both quantity‐ and price‐based measures of financial integration, the paper shows an increasing degree of financial openness and integration in emerging Asia. Assessing the impact of a regional shock relative to a global shock on local equity and bond markets, the findings suggest that the region's equity markets are integrated more globally than regionally, although the degrees of both regional and global integration have increased significantly since the 1997/1998 Asian financial crisis. However, emerging Asia's local currency bond markets remain generally segmented, being neither regionally nor globally integrated. There are potential benefits from increased regional integration of financial markets. Financial integration at the regional level allows for the region's economies to benefit from allocation efficiency and risk diversification. Policymakers in the region must strike the right balance between maximizing the net benefits from regional and global financial openness, and minimizing the potential costs of financial contagion and crisis.  相似文献

In recent years, growing interdependence in East Asia through trade and financial cooperation heightened the need for East Asian Economies to engage in closer regional economic relations. This paper attempts to discuss emerging economic integration efforts in East Asia with special reference to bilateral and regional free trade agreements. It discusses backgrounds for recent developments of East Asian regionalism in terms of deepening intraregional economic dependence and financial cooperation, and South Korea's position towards FTAs with major trading partners as well as East Asian economic integration. This paper extends a model from 2003 to separate the direct and indirect impact of an export tax rebate on the intensive margin of firm‐level export sales at the subnational level. The direct impact of the rebate is associated with a reduction of an exporting firm's variable costs, while the indirect impact manifests itself through higher regional wages as a result of increased demand for local labor. First, the empirical results imply that a 1 percent rise in the export tax rebate rate increases the export sales among continuing exporters by 0.2 percent through the direct channel. Second, through the indirect channel, a 1 percent difference in the regional rebate causes a 0.02 percent difference in exporters' sales growth. Both effects are statistically significant, and are consistent with the model's predictions.  相似文献

East Asian trade and investment policies have attracted US investment into the region, but these policies should be fine-tuned for the region to compete effectively for US investment inflow and increase their global share of US foreign direct investment. The changes should consider the needs of the US investors and East Asia's own economic development. Bilateral free trade agreements with the US are the likely channel for these changes, but the question is whether East Asia is ready for a comprehensive and deep liberalization. East Asia should work toward a regional investment policy framework to facilitate and expand the regional production network developed by the US foreign direct investment.  相似文献

The primary approach to address climate change in China has been the use of CO2 intensity targets coupled with targets for low carbon energy deployment. We evaluate the impact of extending similar targets through 2050 on China's energy use profile and CO2 emissions trajectory using the China-in-Global Energy Model (C-GEM). The C-GEM is a global computable equilibrium model that includes energy and economic data provided by China's statistical agencies, calibration of savings, labor productivity, and capital productivity dynamics specific to China's stage of development, and regional aggregation that resolves China's major trading partners. We analyze the combined impact of extending CO2 intensity targets, implemented via a cap-and-trade program, and low carbon energy policies (directives for nuclear power expansion and feed-in tariffs for wind, solar, and biomass energy) through 2050. Although with the policy, simulated CO2 emissions are around 43% lower in 2050 relative to a reference (No Policy) counterfactual, China's CO2 emissions still increase by over 60% between 2010 and 2050. Curbing the rise in China's CO2 emissions will require fully implementing a CO2 price, which will need to rise to levels higher than $25/ton in order to achieve China's stated goal of peaking CO2 emissions by 2030.  相似文献

This article assesses the European Union's Mediterranean policy from a discursive perspective and focuses specifically on the actual, identifiable impact of the Union's security discourse. In doing so it seeks to demonstrate how the Union's Mediterranean security policy has impacted on issues of identity. The implicit reference to sub-regional cooperation in the Union's Common Mediterranean Strategy may be read as a way to facilitate the lack of a clear definition of exactly what type of security or rather insecurity the European Union as a whole is trying to address when dealing with its ‘Mediterranean’.  相似文献

Abstract .  This paper demonstrates that the degree of state ownership affects neither the level of socially optimal activities nor welfare if the government chooses optimal trade policy instruments. In the case of rivalry in the home market, the optimal import tariff is independent of the degree of state ownership, and the optimal production subsidy decreases with state ownership if the optimal tariff is positive. For the case of Cournot rivalry in a third market, the optimal export subsidy increases with state ownership, while in the case of Bertrand rivalry with differentiated products, the optimal export tax increases with state ownership.  相似文献

当前中国面临着城市内涝、水资源短缺等一系列水问题,海绵城市理念的应用正是解决这些问题的有效途径。通过分析海绵城市的建设理念及实践,并以天津大学北洋园校区为例,结合国内外雨洪管理的理念、技术和方法,构建了以分区而治、内外联合为主的“弹性”雨洪管理系统。将校园划分为3个子排水分区,阐明“海绵城市”的理念。校园设计提出了保护场地原有的生态系统,利用生态修复来减缓施工造成的损害,并在设计和施工中使用低影响开发(LID)实践等设计目标,以期指导我国海绵试点城市的建设  相似文献
