It is well-established that armed political conflict has a detrimental effect on food security and household welfare: conflict induces food insecurity by reducing own food production, access to food through the market, and various other resources to sustain healthy and productive lives. One way of mitigating these adverse effects is to provide food aid. In this study we evaluate the impact of a World Food Programme intervention on household food security and asset protection among conflict-affected households in Northern Uganda. We employ propensity score matching to estimate the average treatment effect on food expenditure, food consumption and preservation of assets using a sample of 1265 observations from a 2008 survey. Our results reveal that the operation’s system of targeting beneficiaries was effective and in accordance with programme objectives. Food aid considerably reduced food expenditure of households, suggesting that recipients were net buyers of food, and that the food aid received was effectively consumed within the household. A corresponding positive effect on non-food expenditure was not found. Our results also indicate that food aid was effective in increasing meals consumed and in avoiding distress destocking of low value assets, but, surprisingly, only for male headed households.  相似文献

Maize is the most important food staple in Eastern and Southern Africa, with a highly seasonal production but relatively constant consumption over the year. Farmers have to store maize to bridge seasons, for food security and to protect against price fluctuations. However, the traditional storage methods do not protect grain well, resulting in large postharvest losses. Hermetically sealed metal silos kill storage pests by oxygen deprivation without pesticides. Popular in Central America, they are now being promoted in Africa, but their impact here has not yet been studied. This study used propensity score matching to evaluate the impact of metal silos on duration of maize storage, loss abatement, cost of storage, and household food security. Metal silo adopters (N = 116) were matched with non-adopting farmers from a representative sample of 1340 households covering the major maize-growing zones in Kenya. The major effect of the metal silos was an almost complete elimination of losses due to insect pests, saving farmers an average of 150–200 kg of grain, worth KSh9750 (US$130). Metal silo adopters also spent about KSh340 less on storage insecticides. Adopters were able to store their maize for 1.8–2.4 months longer, and to sell their surplus after five months at good prices, instead of having to sell right after the harvest. The period of inadequate food provision among adopters was reduced by more than one month. We conclude that metal silos are effective in reducing grain losses due to maize-storage insects, and that they have a large impact on the welfare and food security of farm households. The initial cost of metal silos is high (KSh20,000/1.8 ton) and therefore policies to increase access to credit, to reduce the cost of sheet metal, and to promote collective action can improve their uptake by smallholder farmers.  相似文献

Using panel data from Ethiopia covering 1994–1997, we estimate the impact of prime age adult mortality on household composition, household expenditures and dietary diversity. We employed propensity score matching with a difference-in-difference estimator to control for endogeneity of mortality to the outcomes of interest. Households losing a productive adult did not replenish the lost labor, regardless of economic status, sex or status of the deceased adult. With the exception of non-poor households, adult mortality resulted in increased dependency ratios, but did not adversely affect households’ expenditure patterns (total, food and non-food expenditures) regardless of the sex and position of the deceased and the economic status of the households. Although food expenditures were protected, a decline in dietary diversity, especially among the poorest households, reflected increased nutrition insecurity associated with adult mortality.  相似文献

This study examines the existence of an interrelationship between innovation decisions and exports for food and agricultural firms as such a relationship could be the source of competitive advantages. Thus, taking as a theoretical basis the focus provided by the Resource-Based-View, the innovation and export decisions taken from 2006 to 2011 by 165 agricultural firms and 783 food companies operating in Spain (Europe) are examined here. The results of the bivariate probit and matching models used indicate a bi-directional nature of these decisions in the case of food companies and a positive though not bidirectional one in the case of the agricultural firms. Furthermore, a certain persistence is seen in the use of these decisions in both types of firms. For food companies, capital intensity and size are also determinants of innovation and exports. From the viewpoint of the decisions taken by individual firms, the bidirectional relationship could involve significant pressure in terms of the larger volume of both technological and human resources required. Agricultural and food policy decisions should incentivize these decisions given that in order to operate successfully in the global market it is necessary to acquire these competitive advantages, which also favor the growth of the agriculture and food trades.  相似文献

Regression analysis augmented with propensity score methods is used to estimate the effect of Internet use on job search. The formal distinction between the unemployed and the discouraged is exploited, where both desire employment but the latter has ceased active job search. Results indicate broadband use at home or at public locations reduces the probability that the unemployed cease job search by over 50% relative to unemployed persons who do not use the Internet at all. The results suggest that even public connections (e.g., at libraries) in unserved and underserved areas may produce substantial social benefits.  相似文献

The cultivation of crops outside the regular cropping calendar when supply is low and prices are high can give farmers better profits and consumers more choice. However, off-season production may increase pesticide risk if crops are more affected by pests and diseases and farmers do not handle pesticides correctly. This study quantified the effect of training in off-season tomato production on the income and pesticide use of smallholder vegetable farmers in southwestern Bangladesh. The study uses farm-level data from 94 trained and 151 non-trained farm households and applies propensity score matching and inverse probability weighting to correct for selection bias. For the average smallholder vegetable farmer, training increased net household income by about 48%. We found that 31% of the trained farm households who had initially adopted the technology continued its use in the second year, but farm households who discontinued using the technology also experienced significant income gains from the training. There was a significant increase in pesticide use (+56%) and although there was an improvement in pesticide handling practices, trained farmers may have been more exposed to pesticide health risk. The policy implication is that while off-season vegetable production can create dramatic income improvements, it is important to emphasize safe and sustainable pest management methods as part of policies promoting it.  相似文献

This paper analyzes the relationship between local poverty and food manufacturing growth in Chile and Mexico using propensity score matching, differences in differences and spatial econometrics methods. We focus on food manufacturing as a sector with a number of characteristics that make it potentially pro-poor, and whose incentives for spatial distribution may either strengthen or dampen its poverty reduction potential. The overall results indicate growth in food manufacturing employment contributes to local poverty reduction.  相似文献

This study focuses on which agricultural subsectors are important in Ethiopia’s economic growth and poverty reduction and what kind of agricultural and nonagricultural growth is needed to achieve the millennium development goal of halving the incidence of poverty by 2015. A spatially disaggregated, economy-wide model was developed, enabling the analysis of growth and poverty reduction linkages at national and regional levels using national household surveys, agricultural sample surveys, geographic information systems, and other national and regional data. The study reveals that agriculture can play a central role in decreasing poverty and increasing growth in Ethiopia. Within the agriculture, growth in cereals and other staple crops should receive priority. Agricultural growth also requires concurrent investments in roads and other market conditions. At the subnational level, similar growth rates within agricultural subsectors have different effects on poverty, necessitating regionally based strategies for growth and poverty reduction.  相似文献

This paper uses data from small-scale potato farmers in Ecuador to examine the impact of the program Plataformas de Concertación on productivity growth. Using propensity score matching combined with a Stochastic Production Frontier model that corrects for sample selection bias, we disaggregate the yield growth attributable to the program into technological change (TC) and technical efficiency (TE). While the results do not exhibit a clear indication of selection bias, the analysis does show that on average beneficiaries exhibit higher yields than control farmers given the same input levels, but lower TE with respect to their own frontiers. These results suggest that while the program raised the technology gap in favor of beneficiaries, it had a negative effect on TE in the short run. The latter finding is consistent with the notion that beneficiaries enjoyed a significant change in production techniques, but it is very likely that they were still in the “learning by doing” stages at the time the data was collected. In fact, the results suggest a fast recovery in TE levels on the part of beneficiaries as time with project increased.  相似文献

This article evaluates the impact of the adoption of improved wheat varieties on food security using a recent nationally-representative dataset of over 2000 farm households in Ethiopia. We adopted endogenous switching regression treatment effects complemented with a binary propensity score matching methodology to test robustness and reduced selection bias stemming from both observed and unobserved characteristics. We expand this further with the generalized propensity score (GPS) approach to evaluate the effects of continuous treatment on the response of the outcome variables. We find a consistent result across models indicating that adoption increases food security and farm households that did adopt would also have benefited significantly had they adopted new varieties. This study supports the need for vital investments in agricultural research for major food staples widely consumed by the poor, and efforts to improve access to modern varieties and services. Policies that enhance diffusion and adoption of modern wheat varieties should be central to food security strategies in Ethiopia.  相似文献

Farmers’ organizations have been used as a tool to improve the living conditions of farmers in many countries by improving market access, access to information and capacity to increase production. I employ panel data from Mozambique to investigate how membership in farmers’ organizations impacts smallholders’ welfare. Using difference-in-difference estimators that control for unobservable selection bias, I find a positive impact of membership on the marketed surplus (25%), the value of agricultural production (18%) and on total income (15%, and more than 20% for those whose main source of cash income is the agricultural sector).  相似文献

This study aims at shedding some light on the potential impact of agricultural technology adoption on poverty alleviation strategies. It does so through an empirical investigation of the relationship between technological change, of the Green Revolution type, and wellbeing of smallholder farm households in two rural Bangladeshi regions. As technology adoption is not randomly assigned but there is ‘self-selection into treatment’, the paper tackles a methodological issue in assessing the ‘causal’ effect of technology on farm-household wellbeing through the non-parametric ‘p-score matching analysis’. It pursues a targeted evaluation of whether adopting a modern seed technology causes resource-poor farmers to improve their income and decrease the propensity to fall below the poverty line. It finds a robust and positive effect of agricultural technology adoption on farm household wellbeing suggesting that there is a large scope for enhancing the role of agricultural technology in ‘directly’ contributing to poverty alleviation.  相似文献

An ongoing and highly politicised debate concerns the relative efficacy of cash transfers versus food aid. This paper aims to shed light on this debate, drawing on new empirical evidence from Ethiopia’s Productive Safety Net Programme (PSNP). Our data derive from a two-wave panel survey conducted in 2006 and 2008. Ethiopia has experienced unprecedented rates of inflation since 2007, which have reduced the real purchasing power of PSNP cash payments. Our regression findings confirm that food transfers or ‘cash plus food’ packages are superior to cash transfers alone – they enable higher levels of income growth, livestock accumulation and self-reported food security. These results raise questions of fundamental importance to global humanitarian response and social protection policy. We draw out some implications for the design of social transfer programmes and describe some steps that could be taken to enable ‘predictable transfers to meet predictable needs’.  相似文献

Sustainability certification for small-scale farms has gained considerable momentum in developing countries. However, evidence on the economic benefits of certification schemes in the context of domestically consumed foods and beverages is scarce. This paper addresses this gap by evaluating the impacts of sustainability standards on the selling prices, sales, costs and net income of small-scale specialty green tea farming in Vietnam. We analyze original survey data on 401 smallholder green tea farmers and employ propensity score matching to mitigate self-selection bias. Our estimates reveal that certified green tea producers are able to obtain a higher average selling price and sales value. In addition, although certification leads to a dramatic increase in the costs of hired labor, net farm income is still significantly improved.  相似文献

The major focus is a case study of an Ethiopian food-for-work project — the largest in sub-Saharan Africa — and favourable conclusions are drawn. Factors are identified which have made for this apparent success. This paper builds on a recent National Science Foundation working paper that identified a strong association between cloud use and various types of innovation but did not consider whether 1) cloud adoption is a reliable indicator of the innovation orientation of a firm, or 2) cloud adoption enables various types of innovation. We estimate propensity score matching and endogenous treatment effect models to control for innovation orientation, producing evidence to test the second explanation. Findings support an enabling effect of the cloud on innovation providing concrete evidence of the adverse impact of the digital divide.  相似文献

Two goals of food assistance programs are to improve well-being and to increase participation among those in need. Progress in meeting the first goal can be measured by the difference in well-being between participants and eligible non-participants. This gap in well-being though can be affected by progress made toward the second goal of increasing participation rates. In particular, if those with the lowest levels of well-being disproportionately enter the program, the gap can increase. To examine whether this tension between goals exists empirically, we consider the case of the Food Stamp Program and its effect on food insecurity in the United States, using data from the Survey of Income and Program Participation (SIPP). In particular, we use variation in State policies (the change in administrative error rates and the combined value of Temporary Assistance for Needy Families (TANF) and food stamp benefits) to analyze whether increasing participation rates leads to increases in the difference in food insecurity rates. Controlling for other factors, we find evidence of the tension between these two program goals insofar as States with policies which encourage participation have higher differences in the food insecurity rates of participants and non-participants.  相似文献

The Malawi Social Cash Transfer Scheme (SCTS) was launched in 2006 to improve food security by directly providing cash transfers to the country’s most destitute households. Although government-implemented cash transfer schemes have gained popularity throughout Latin America, these schemes are just emerging in Africa. Renewed emphasis on programs and policies aimed at enhancing food security has intensified the search for accurate, rapid, and consistent indicators. Measures of food security are urgently required for purposes of early warning, assessment of current and prospective status of at-risk populations, and monitoring and evaluation of specific programs and policies. Different measures are often used interchangeably, without a good idea of which dimensions of food security are captured by which measures, resulting in potentially significant misclassification of food insecure populations. The objective of this paper is to compare how the most frequently used indicators of food security portray static and dynamic food security among the same sample of rural households in two districts of Tigray State, Northern Ethiopia. Seven food security indicators were assessed: the Coping Strategies Index (CSI); the Reduced Coping Strategies Index (rCSI); the Household Food Insecurity and Access Scale (HFIAS); the Household Hunger Scale (HHS); Food Consumption Score (FCS); the Household Dietary Diversity Scale (HDDS); and a self-assessed measure of food security (SAFS). These indicators provide very different estimates of the prevalence of food insecurity, but are moderately well correlated and depict generally similar food security trends over time. We suggest that the differences in prevalence estimates, and in some cases the weaker than expected correlation, can be explained in three ways. First, the indicators differ in the underlying aspect of food security they attempt to capture. Second, each indicator is likely only sensitive within a certain severity range of food insecurity and these ranges do not always overlap. Third, categorization of the prevalence of food insecurity is strongly dependent on the choice of cut-off points. For valid reasons, “food insecurity” has no accepted gold standard metric against which individual indicators can be gauged, though without one it is difficult to say which indicator performs “best” in correctly and reliably identifying food insecure households. The implication is that using more than one indicator is advisable, and policy makers should be aware of what elements of food insecurity each indicator portrays.  相似文献

Despite rapid population growth, increasing land pressure and urbanization, farmers in Sub-Saharan Africa have not intensified their production in a sustainable manner and farming systems remain predominantly subsistence-oriented. In response, developing country governments increasingly implement programs that promote crop intensification and more commercially-oriented agricultural systems. Rwanda’s Crop Intensification Program (CIP), launched in 2007, is one such example. However, despite its apparent success in raising production of several priority crops, there are legitimate concerns about the food and nutrition security implications for households that are encouraged to consolidate their land, specialize in their production, and increasingly rely on markets for their food needs. Using recent household survey data and a propensity score matching difference-in-differences method, we find that participation in land consolidation activities had ambiguous consumption effects: it positively impacted on consumption of roots and tubers, but had a negative effect on meat, fish and fruits consumption and the potential availability of vitamin B12 in participants’ diets. This calls for a review of CIP implementation practices to enhance the program’s food and nutrition security outcomes, with improvements in market functioning and market access being potential starting points.  相似文献
