From the mid-1970s onwards Somalia has suffered from a number of emergencies — drought, population disruptions, political conflict and minor climatic problems. This article examines the impact of such continuous flows of food aid as a response to such emergencies, both in terms of the recipient government's attempts to stabilize the domestic economy and of donor governments' activities.  相似文献

Conventional wisdom holds that Sub-Saharan African farmers use few modern inputs despite the fact that most poverty-reducing agricultural growth in the region is expected to come largely from expanded use of inputs that embody improved technologies, particularly improved seed, fertilizers and other agro-chemicals, machinery, and irrigation. Yet following several years of high food prices, concerted policy efforts to intensify fertilizer and hybrid seed use, and increased public and private investment in agriculture, how low is modern input use in Africa really? This article revisits Africa’s agricultural input landscape, exploiting the unique, recently collected, nationally representative, agriculturally intensive, and cross-country comparable Living Standard Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) covering six countries in the region (Ethiopia, Malawi, Niger, Nigeria, Tanzania, and Uganda). Using data from over 22,000 households and 62,000 agricultural plots, we offer ten potentially surprising facts about modern input use in Africa today.  相似文献

The inclusion of genetically modified maize in food aid shipments to Southern Africa during the 2002 food crisis rekindled debates over agricultural biotechnology. As the region edged ever closer to famine – putting the lives to some 14 million Africans at risk – corporate pundits, government officials and biotech’s critics debated the health and environmental dangers posed by the new technology.By situating the decision to send genetically modified maize to Southern Africa in the context of US–European debates over agricultural biotechnology, it becomes clear that the promotion of biotechnology has nothing to do with ending hunger in the region. Indeed, American food aid shipments to Southern Africa have little to do with the famine at all. Instead, I argue that US food aid policy following the 2002 crisis was intended to promote the adoption of biotech crops in Southern Africa, expanding the market access and control of transnational corporations and undermining local smallholder production thereby fostering greater food insecurity on the Continent.  相似文献

Following the liberalization and restructuring of the seed sector, the maize seed industry in eastern and southern Africa has witnessed a proliferation of private seed companies. Whereas the total number of registered maize seed companies in major maize producing countries increased four-fold between 1997 and 2007, the quantity of seed marketed barely doubled suggesting that the seed production and deployment environment is less than perfect.  相似文献

We investigate how food-aid affects price and production of staple food, with a partial equilibrium model with non-separable production and consumption. The model captures the key characteristics of sub-Saharan Africa subsistence economies. Simulations generate negative but also positive food-aid elasticities of production. Conditions are identified which mitigate the negative impact and support a positive impact. The share of domestic food production in total staple food demand (+) and the share of income from staple food production in total household income (−) are key determinants. Price and production equations, estimated with a panel of district data of the Malawi maize market for the period 1999–2010, show a small positive impact of food-aid. Large negative impacts of food-aid are not likely given production and income shares and behavioural responses.  相似文献

The recent economic downturn in Zimbabwe impoverished the majority of households. To assist vulnerable rural households improve their food security, the British Department for International Development implemented a seed relief program from 2003/2004 to 2005/2006 that emphasized recycling of maize open pollinated varieties (OPV). Using data collected from 597 households in six districts in 2006, this study assesses the effectiveness of the program in terms of its targeting of beneficiaries, the flow of information from participating NGOs to beneficiaries on the need to recycle the seeds, and the level of recycling done at the end of the program. The empirical results suggest that the targeting method participating NGOs use inadvertently excludes relatively vulnerable households while including large proportions of relatively well-endowed households in the program. The choice of varieties to distribute is guided more by the ecological adaptability of available commercial seeds and less by preferences of beneficiaries. Notwithstanding the fact that seed selection information is critical in encouraging beneficiaries to recycle distributed seed, not all of them received it. In conclusion, it may be stated that the program undoubtedly contributed to increased food productivity by vulnerable households but its overall effectiveness could have been enhanced through (i) the involvement of the beneficiaries in the choice of types of seed to be distributed, (ii) better targeting of beneficiaries, and (iii) improved information flow between NGOs and beneficiaries.  相似文献

Since settling on its mandatory labeling rules for genetically modified (GM) foods in the late 1990s, the European Commission has considered a number of times setting tolerance levels (thresholds) for the accidental presence of GM material in conventional seeds. In every case, it has opted to defer the decision. In the absence of such thresholds, current European labeling laws require that seeds be labeled as GM if they contain any detectable trace of GMOs approved for cultivation in the EU. Conventional seeds with detectable traces of GMOs that have not been authorized for cultivation cannot be sold in the European market altogether. As the acreage of GM crops has continued to grow at a fast pace around the world, industry calls to the EU Commission for setting “practical” adventitious presence (AP) thresholds for conventional seeds in the EU have multiplied. In this paper, we examine the economics of alternative AP thresholds for conventional seeds in Europe from the perspective of those who must comply with the regulation – EU seed firms. Specifically, we first examine the operational changes that might be necessary for seed firms to comply with alternative AP thresholds for conventional seeds. Then, we analyze the associated market uncertainties, compliance costs and their implications on firm and industry competitiveness.  相似文献
