Urban agriculture may have a role to play in addressing urban food insecurity problems, which are bound to become increasingly important with the secular trend towards the urbanization of poverty and of population in developing regions. Our understanding of the importance, nature and food security implications of urban agriculture is however plagued by a lack of good quality, reliable data. While studies based on survey data do exist for several major cities, much of the evidence is still qualitative if not anecdotal. Using a recently created dataset bringing together comparable, nationally representative household survey data for 15 developing or transition countries, this paper analyzes in a comparative international perspective the importance of urban agriculture for the urban poor and food insecure. Some clear hints do come from our analysis. On the one hand, the potential for urban agriculture to play a substantial role in urban poverty and food insecurity reduction should not be overemphasised, as its share in income and overall agricultural production is often quite limited. On the other hand, though, its role should also not be too easily dismissed, particularly in much of Africa and in all those countries in which agriculture provides a substantial share of income for the urban poor, and for those groups of households to which it constitutes an important source of livelihoods. We also find fairly consistent evidence of a positive statistical association between engagement in urban agriculture and dietary adequacy indicators.  相似文献

This paper examines the impact of the agricultural commodity price surge globally experienced in 2007/2008 and thereafter on income growth of agricultural producers and non-producers using recent panel data from Indonesia. First, during this period, producers experienced significantly higher earnings and total income growth than non-producers (narrowing their income gap). Second, the negative effect on non-producers’ real incomes was smaller in spatially well-connected areas, where, to mitigate the impact, private transfers (such as remittances) as well as employment incomes increased among non-producers. In contrast, government programs did not effectively cushion the income shock. Therefore, informal insurance was more effective than formal government-funded social protection programs to mitigate the crisis shock.  相似文献

This paper examines dynamic patterns of land use, capital investments and wages in agriculture using farm panel data from Indonesia. The empirical analysis shows that with an increase in real wages that prevailed in both agricultural and non-agricultural sectors in rural areas, relatively larger farmers increased the size of operational farm land by renting in land as well as used more hired-in machines through machine rental and/or service providers, which induces the substitution of labor by machines. Machines and land are complementary and, consistently, the inverse farm size-productivity relationship tends to be reversed among relatively large holders. The results support growing (diminishing) advantage of large (small) farms in the presence of rapidly rising real wages and have food security policy implications to many Asian countries where real wages are rapidly rising and small farms are predominant.  相似文献

Adoption of modern technologies in agriculture is crucial for improving productivity and welfare of poor farmers in developing countries. Not much is known about how value chains do (not) affect technology transfer and/or adoption in food chains in developing countries. We analyze farm-level technology adoption in the dairy chain in India, using unique survey data. The dairy chain in India is an important case because the Indian government has promoted development of the dairy sector for its potential for ‘pro-poor’ growth, and because value chain initiatives had strong effects on dairy farm technology in other countries with imperfect markets and growth in demand. We find that despite rapid growth in milk consumption and production, technology adoption in the form of better hygienic practices, better feed and improved livestock was mixed, and low for certain regions and technologies. So far, the role of value chains in the adoption of new technologies seems to be minor.  相似文献

The stringent food safety assessment for novel foods required by the European Union’s Novel Food Regulation (NFR) places a high burden of proof on those bringing traditional food products to the EU market not consumed in the EU prior 1997. The regulation has emerged as a non-tariff trade barrier for heritage foods from developing countries that are viewed as “exotic” from the EU perspective. We show how the regulation has discouraged investment in supply chains and market development, and how this negatively affects income generation and rural poverty alleviation in developing countries. Focusing on plant-derived foods, this paper proposes to recognize traditional exotic foods in current EU law as a food category sui generis with food safety evidence requirements being proportionate to the risks they may pose. We argue that development activities promoting export food chains must increasingly accommodate legitimate food safety concerns about neglected food species in project design and seek to generate data to enhance regulatory acceptance in target markets.  相似文献

In recent years, in overall value, the EU has become a net importer of organic food to supply increasing demand. Financial support for farmers during the conversion period has been made to help expand organic production as this was seen as a barrier to conversion. Meanwhile, farmers have been marketing products produced in this conversion period and labelled as such, the extent to which is described here for the UK, Portugal, Denmark, Ireland and Italy. Consumers’ attitudes towards, and willingness-to-pay for, conversion-grade food in these countries is examined. It was found that consumers would be prepared to pay a premium for conversion-grade produce of around half the premium for organic produce with vegetables attracting a higher premium than meat. Finally, the potential of policies for marketing conversion-grade products to encourage more conversion is examined, together with barriers to achieving this. It is concluded that barriers to marketing such products, particularly from retailers, will be formidable. Thus, alternative policies are suggested.  相似文献

Wheat is the oldest and most important of the cereal grains in world food supply. In the last two decades the role of wheat in the world food economy has increased substantially, especially in the developing world. This article describes and analyses the role of wheat and highlights and interprets changes that have occurred in the last two decades of rapid change. The authors analyse, in turn, trends in production, consumption, trade and prices with special emphasis on the developing countries.1 Finally, the authors speculate on how these trends are likely to be effected by future events.  相似文献

Italy recently reformed its food waste policy by introducing innovative measures, such as the possibility of donating food after the best-before date (BBD) and a significant simplification of the bureaucracy of donations. These measures are advocated by food waste specialists and are thought to increase donations almost automatically. The article performs a theory-based evaluation using the method of realist synthesis to investigate the two measures, test their implicit assumptions, and provide a more complete picture of how the policy works. The results highlight the marginal importance of bureaucratic procedures in the cost structure of donations, the diverse responses of different donors and food rescue organisations, and the importance of considering the capacity and preferences of charities when an increase in donations is expected. Further, the analysis uncovers severe reputational risks that limit both the supply of and demand for food past the BBD, despite legal provisions promoting its donation.  相似文献

In developing countries the demand for products of animal origin is expected to grow rapidly in the coming years. Using data collected from 200 urban households this study examines the evolution of the dairy market in Ethiopia. In particular, this study suggests that although the Ethiopian dairy market remains extremely thin and volatile, the commercialization of processed dairy products through supermarkets is expanding and is expected to keep doing so in the foreseeable future. Increasing urbanization and corresponding changes in consumer preferences, behaviour and purchasing power are the identified causes for the rise of supermarket-processor dairy chains. This study shows also that emerging dairy chains provide new market opportunities to Ethiopian farmers, but the existence of retail-industrial monopolies and monopsonies jeopardize farmers’ economic benefits to a great extent. The study concludes with some implications for policy and further research.  相似文献

Smart city initiatives have been researched primarily in the developed country context. In developing countries, however, emerging technologies are enabling progress on urban functionality, productivity, and livability. A deeper understanding of facilitative policy conditions unique to developing countries would be useful to both theory and practice. This study presents empirically grounded insights about the policy implications of smart city development in developing countries, based on surveys of experts from the public and private sectors in 10 Vietnam cities. The study makes three contributions. First, it provides new evidence that pursuing smart city development (SCD) is not a mere alternative but a crucial strategic imperative. While facing persistent problems, Vietnam's cities exhibit significant and rapidly improving readiness for SCD. Second, the study provides new insights into related policy issues and challenges, including the positive link between e-government development and control of corruption, the risk of bias toward operational management over institutional reform, and the lack of a clear development strategy. Finally, the study proposes a model for guiding smart city initiatives in developing countries.  相似文献

Rapid population growth in many developing countries has raised concerns regarding food security and household welfare. To understand the consequences of population growth in a general equilibrium setting, we examine the dynamics of population density and its impacts on household outcomes using panel data from Indonesia, combined with district-level demographic data. Historically, Indonesia has adapted to land constraints through a mix of agricultural intensification, expansion of the land frontier, and non-farm diversification, with public policies playing a role in catalyzing all of these responses. In contemporary Indonesia we find that human capital determines the effect of increased population density on per capita household consumption expenditure. The effect of population density is positive if the average educational attainment is high (above junior high school), while it is negative otherwise. On the other hand, farmers with larger holdings maintain their advantage in farming regardless of population density. The paper concludes with some potential lessons for African countries from Indonesia’s more successful rural development experiences.  相似文献

Agricultural productivity and farmer welfare in developing countries is constrained by a multitude of market imperfections. Value chain development (VCD) is receiving much attention as a market-based policy instrument that can potentially address multiple of these constraints simultaneously. This paper provides a conceptualization of VCD and discusses how VCD can be used as a policy instrument. As an illustration, the paper describes the VCD project “SAFAL,” which uses an integrated approach to directly intervene in aquaculture, horticulture, and dairy value chains in South-West Bangladesh. The strategy is to first identify a demand downstream in the value chain and then to identify and reduce the constraints experienced by value chain actors upstream to meet this demand. Using a matched difference-in-difference methodology, this paper estimates farm household participation in SAFAL increases farm income and shortens the hungry season.  相似文献

Food systems in developing countries are currently undergoing a rapid transformation towards high-value products and modern supply chains. While supply side aspects of this transformation have been analyzed previously, issues of consumer demand have received much less attention. This article analyses demand patterns for fresh fruits and vegetables in Vietnam, using household survey data and a demand systems approach. Demand for products from modern supply chains – particularly supermarkets and non-traditional imports – is highly income elastic, and the income effect is stronger than the impact of prices and supermarket penetration. This highlights the importance of considering demand side aspects when projecting future trends. Our results imply a continued restructuring of the food sector in the further process of economic development.  相似文献

Access to ICT-based market information is crucial to the adoption of agricultural seed technologies for maize, beans and groundnut and to improve smallholder farmer yields and income. This ICT-based market information is provided by FM radio stations and by market information centers through media such as mobile phones and internet facilities, etc. Factors that positively affect the probability of access to ICT-based market information include access to microfinance loans, membership in a farmer association, government awareness campaigns, and wealth. Distance to the trading centers or district capital negatively affects this access. The likelihood of access to ICT-based market information declines with female-headed households. Access to market information has a positive and significant impact on the intensity of adopting improved seed for all crops. Adoption of improved seed has a positive and significant effect on farm yields and gross farm returns. This research shows that in order to generate meaningful improvements in food security and farm incomes, there must be commensurate efforts to promote ICT-based market information along with yield-augmenting agricultural seed technologies.  相似文献

This paper assesses the growth impact of telecommunications infrastructure investment in developing countries by subjecting country-specific data on mainline tele-density and per capita growth to a Granger causality test within a panel cointegration framework. The results suggest that growth effects vary widely across country groupings reflecting different levels of development. Mainline tele-density and per capita growth strongly reinforce each other for countries that are relatively less developed. The reinforcement effect is even stronger for emerging countries that can be identified by their higher than average growth rates. In contrast, there is, at best, weak evidence of bi-directional causal links between the two variables for countries that are relatively more developed. These differences in the mainline tele-density and per capita growth relationships suggest that investment in telecommunications infrastructure, with its potential to generate high growth return, may serve as the critical tool for driving the growth and development process forward in the less developed countries.  相似文献

This article provides evidence on the role of consumer food subsidies in improving nutritional intake and diet quality by evaluating the expansion of the government food assistance program coverage in the hunger prone state of Odisha in India. In 8 districts of Odisha, popularly known as the Kalahandi-Balangir-Koraput (KBK) region which is notable for extreme poverty and starvation deaths, the government did away with the targeted food assistance program in 2008 and made the scheme universal. Using a Difference-in-Difference methodology over two repeated cross sectional household surveys, this article finds that the shift from targeted to a universal food security program in the KBK region of Odisha has led to an improvement in the household nutritional intake and diet quality. Further examination suggests that proportion of households consuming below the recommended dietary allowance of calorie, fats and protein has declined significantly in this region post the intervention.  相似文献

This paper studies the targeting outcomes of a self-targeted rice subsidy program in the Philippines. We find modest within-community targeting outcomes, but weak between-community targeting. This appears to be because, controlling for the direct influence of household characteristics, participation was lower in poorer communities. These inter-community differentials are strongly correlated with several proxies for citizen “voice”, including education, income, and access to other public services. This suggests that self-targeting outcomes are not simply a function of the good selected for subsidy, but are also influenced by variations in communities’ access to usable services; that these variations favor richer communities; and that efforts to enhance consumer voice in disenfranchised communities would facilitate targeting improvements.  相似文献

There is growing interest in the use of trade policy to create a healthier food supply. Eighty percent of chronic disease deaths occur in low and middle income countries, and a responsive food policy is an absolute necessity. In this paper we analysed three trade-related food policy initiatives to reduce the supply of fatty meat in the Pacific, in order to help public health workers understand how to effect policy change in sectors beyond the health portfolio. We found that policy uptake and implementation were easier with advocacy, tailoring the policy to the political context, the selection of policy tools that align with Government priorities (e.g. trade commitments) – ideally tools that are already used by trade policy makers in other contexts – and a broad justification for the policy initiative. Barriers to policy success included a focus only on health concerns (not taking into account policy issues of other sectors), limited engagement from other sectors in proposing and developing these cross-sectoral policies, and lack of a clear enforcement mechanism.  相似文献
