The level of stability and competitiveness of regional agroindustrial complexes: Procedural approaches to ranking

A procedural approach to ranking, based on expert analysis of indices of the sustainable development of regional agroindustrial complexes (AICs), is considered, and strategic priorities in controlling AICs in the regions of the Southern Federal District (SFD) are chosen, which makes it possible to develop approaches to regional AICs on the basis of economic clusters (by the example of the grain-growing subcomplex of Krasnodar krai) and to elaborate an administrative economic mechanism for implementing the concept of sustainable development in the agroindustrial complex.     

地区市域经济发展趋势及影响机制研究——以中部地区为例

为了研究在新的经济战略格局中,中部地区经济逐渐在全国区域经济发展格局,以市域为研究单元,利用空间自相关性分析和空间计量经济分析方法进行实证研究。结果表明:中部地区的市域经济发展具有明显的空间正相关性,且空间集聚特征呈"U"型的演变趋势;区域投资水平是促进中部地区经济发展的有效手段;河南和山西两省应根据自身特点合理优化经济结构通过各种产业协作促进经济发展;湖北省的地方财政支出政策有待改进和优化;湖南省需要合理优化市场规模和调整财政支出政策;江西省需要发展具有江西特色的经济产业和调整财政支出政策;安徽省应加强了财政收入对其区域经济的贡献作用。

Evaluation of strategic threats in predictive studies of power industry

The procedure of step-by-step quantitative assessment of strategic threats is described, which is an important part of strategic studies of fuel and energy complex development and includes the identification of an unstable zone in the area of prediction and the calculation of investment risks of particular projects and scenarios. A system of indices (indicators) for the complex evaluation of potential capacity commissioning deficiency and unacceptable energy price growth is proposed.     

The evaluation of the long-term economic development of the Irkutsk region in the system of the all-Russian forecasting

The long-term forecasting of the development of the Irkutsk region by economic sectors is considered. The evaluations of the structural changes and the interregional relationships by the variants of the potential trends of development of the economy of Siberia and Russia in a whole are presented. The forecast is made by the production output data, which are the basis of the target growth of the final consumption.     

战略性新兴产业投资基金项目评价模型及实例

战略性新兴产业投资基金作为一种金融创新制度,具有投资金额大、投资期长、高风险、高收益等特点,所以在战略性新兴产业投资基金运营过程中,如何选择好的项目进行投资十分关键。本文以此为出发点,结合战略性新兴产业的特点,构建出一个包含4个层面16个指标的投资项目评价指标体系,并采用模糊综合评价法对项目进行评价,以期帮助基金管理公司选出较优的投资项目。

Regional long-term forecasts: A synthesis of technological and economic approaches

The paper describes a long-term two-scenario forecast of the economy of the Far East, compiled as a synthesis of scientific-technological and general economic approaches, using a modeling program complex. The paper presents the results of probabilistic systemic transformations in the region’s economic and social environment for as long as until 2050. The forecast was based on a scientific and technological foresight and evaluations of scenarios of the dynamics of general economic parameters.     

Long-term forecast of Vologda oblast’s socioeconomic development

The article generalizes the experience in working out a long-term forecast of Vologda oblast’s socioeconomic development. Dynamic and structural characteristics of the oblast’s development are analyzed on the basis of statistical data. A set of models for forecasting regional economic development is presented. The main scenarios of the region’s long-term evolution are described. Quantitative characteristics of the development of Vologda oblast for the period up to 2020 are presented.     

基于战略性新兴产业发展特征的政策动态调整机制研究

战略性新兴产业具有复杂性、集成性和动态性等特征,其发展在技术、组织和市场等方面存在多重不确定性,需要政府建立有效的引导、协调、激励与约束机制。当前我国战略性新兴产业的相关政策呈现"碎片化""粘性化"现象,缺乏对战略性新兴产业的动态演变进行持续性跟踪和控制。针对战略性新兴产业演进特征,政策主体应在政策管理实践中分析研究产业技术政策、国际合作政策、产业投融资政策和市场培育政策等在技术不同发展阶段的作用敏感性,发挥不同类型政策的协同作用,提高整个政策体系的动态适应性。     

Understanding the investment of renewable energy firms in the face of economic policy uncertainty – Micro-evidence from listed companies in China

With the development of renewable energy, the current support for China's renewable energy industry has gradually shifted from “helping its development and expansion” to “helping it resists systemic risks and strengthens market competition”. Therefore, there is an urgent need to study how the strategic investment of renewable energy companies is affected by economic policy uncertainty. This paper first robustly explores the non-linear relationship between strategic investment and economic policy uncertainty of Chinese renewable energy enterprises. Then from the three perspectives of the relationship between the government and renewable energy enterprises, the characteristics of renewable energy enterprises, the response of the product market and financial market to renewable energy, this paper innovatively explores how different dimensions will adjust the non-linear relationship between strategic investment of renewable energy enterprises and economic policy uncertainty. The analysis in this paper closely relies on the characteristics of the renewable energy industry at this stage, so our conclusion can provide a reference for the government to formulate the development plan of renewable energy enterprises scientifically and prudently.     

政府补贴、融资结构与企业创新投入研究——来自中国战略性新兴产业的经验证据

党的十九届五中全会提出要大力发展战略性新兴产业,加大对科技的创新投入实现技术突破。而资金支持对于战略性新兴产业的创新投入显得非常重要,既要推进社会资本投资,也要政府做好政策与资金的引导工作。基于以上背景,本文选取中国战略性新兴产业上市企业2015—2019年的数据来分析政府补贴、融资结构与企业创新投入之间的关系。研究发现:当前中国战略性新兴产业,股权融资和债权融资对企业创新投入都具有抑制作用,并且债权融资的抑制程度强于股权融资;民营企业股权融资对创新投入具有抑制作用,而国有企业股权融资对创新投入并不会产生影响;政府补贴对民营企业创新投入的正向促进作用强于国有企业;政府补贴只会显著增强民营企业股权融资和债权融资对创新投入的抑制作用,而对国有企业不会产生调节作用。因此提出,政府在继续加强对战略性新兴产业补贴力度的同时,要建立客观高效的补贴对象筛选标准,极力避免筛选过程中的"产权歧视"问题;我国应当继续完善股权融资制度,强调长期价值投资理念,营造有利于战略性新兴产业企业创新的环境;银行应提供可灵活调整信贷周期的金融产品,并改进抵押贷款模式,降低对战略性新兴企业的贷款门槛;债券市场应多发行战略...

能源投资对绿色经济发展的影响

基于2005—2017年中国省级面板数据，实证检验能源投资对绿色经济发展水平的影响。研究发现，能源投资显著提升了中国绿色经济发展水平。异质性分析显示：相较于东、西部地区，能源投资对绿色经济发展的正向影响在中部地区更强；新能源投资对于绿色经济发展的促进作用相对大于传统能源投资对绿色经济发展的积极影响。根据门限模型研究发现，能源投资与绿色经济发展之间具有显著正向且“边际效应”递增的非线性特征关系。基于研究结论提出相关建议。     

Losses of agricultural products and productive resources in the Russian federation

The paper is devoted to the problem of losses in the agroindustrial complex at all stages of production and processing of products. The data of balances of food supplies are analyzed, indicating a poor accounting level of losses. It is proved that the actual level of losses of agricultural products and food supplies makes up a significant amount, which affects increase of production value and food prices.     

服务业对战略性新兴产业的支撑效率研究——以东北三省电子及通信设备制造业为例

伴随战略性新兴产业内涵的不断丰富和发展,服务业对于战略性新兴产业的支撑作用问题逐渐引起学界的关注,但研究视角多是基于经验角度的定性分析。为在定量层面更客观分析服务业对于战略性新兴产业的支撑效率,以东北三省为样本空间,以电子及通信设备制造业为产业样本,综合运用DEA包络评价、灰色关联和通径分析的方法,从投资驱动的视角实证研究"服务业固定资产投入"对"战略性新兴产业经济产出"产生的影响。结果表明:当前阶段,服务业对于电子及通信设备制造业的服务支撑效率,因区域的不同而在DEA评价结果层面产生差异,但相对于生产性服务业,消费性服务业更具有投资的比较优势;今后阶段,应加大对于以租赁和商务服务业为重点的生产性服务业的投入。
