优化创业环境创新服务体制促进成果转化

为实施“科教兴绵”和人才战略，吸引高级人才来绵创业，为他们从事科研、科技成果转化、投资兴办企业搭建平台，提高绵阳科技城对外开放层次和水平，培育具有国际竞争力的高新技术企业和国际化、高素质的科技型企业家，加速科技成果转化，绵阳国家高新技术产业开发区于1998年10月创建了绵阳高新区创业服务中心，2000年8月经批准正式成立。2000年9月，党中央、国务院做出建设绵阳科技城的重要决策，为绵阳高新区创业服务中心发展提供了历史性的发展机遇。同年10月，绵阳高新区创业服务中心被科技部认定为“国家高新技术创业服务中心”。     

海曙：公共服务体系打造人才服务联盟

海曙区结合中心城区特点和人才工作实际，以“人才之家”公共服务体系为品牌载体，着力打造人才服务联盟，为区域经济社会发展、人才创新创业提供有效服务，实现了对全区企业人才服务的全覆盖。     

落实科学发展观营造良好的创新创业环境

青岛高新技术创业服务中心是直属于青岛高新区管委的创业体系指导、协调、管理和服务机构，2003年被国家科技部认定为国家高新技术创业服务中心，2004年8月被评为优秀国家高新技术创业服务中心。     

构建创新创业载体打造一流创业孵化服务平台

宁波市科技创业中心成立于1999年9月，作为宁波市高素质人才、高水平研发机构、高科技创业企业集聚的科技创业基地，通过不断健全运作机制，集成社会资源，完善公共服务，构建了一个良好的创新创业载体，孵化培育了一批优质科技型企业和优秀企业家。2002年12月，创业中心被国家科技部批准为国家高新技术创业服务中心，2004年起，每年都被指定为国家创新基金创业项目服务机构，2005年10月，成为国务院侨办重点联系单位，2006年4月成为国际科技合作依托机构。     

探索创新孵化体系打造专业孵化平台

一，“十年一剑”，发展中的郑州高新技术产业开发区创业中心 郑州高新技术产业开发区创业中心成立于1995年12月，1999年被科技部认定为国家创业中心并连续3年被评为“国家先进创业服务机构”、“全国优秀创业服务中心”。2006年，中心被科技部创新基金管理中心认定为“科技部中小企业创新基金创业项目服务机构”。目前，创业中心在孵企业总数达550家，累计毕业企业168家，6个孵化基地设施完善，总面积近19万平方米。

嘉善科技创业服务中心 嘉善留学人员创业园

嘉善科技创业服务中心（嘉善留学人员创业园）是由嘉善县全额投资的公益型科技服务机构。于2002年开始建设，2004年底正式投入使用，经过近3年的建设发展，目前已初具规模，2006年7月，中心被正式认定为省级留学人员创业园。并于同年成为省级科技企业孵化器，省级博士后试点工作单位和市级人才工作先进单位。     

江苏省高新技术创业服务中心

江苏省高新技术创业服务中心（以下简称中心）成立于1996年10月，1999年12月被国家科技部批准为国家经高新技术创业服务中心。“十五”期间，江苏省技术市场、江苏省技术产权交易所与中心有机整合为融科技企事业孵化、科技成果转化、技术产权交易、新药风险投资、创业辅导培训、科技创业投融资以及科技管理辅助于一体的非营利性科技创业综合服务机构。     

深化产业集聚服务创新企业

金华科技园创业服务中心成立于2001年3月，每年落实350万元建立创业孵化基金，用于孵化、创办高新技术企业的直接投入和各种贴息或奖励。6年来，创业中心取得了跨越式发展，已初步形成了一套较为完善的高新技术创新服务体系和符合市场经济的新型管理体制和运行机制，培育了一批以电子信息、生物医药、机电一体化、新材料四大高新技术产业为主的科技型中小企业，孵化器功能进一步显现。近年来，金华科技园创业服务中心的发展呈现出三大特色：

“无论你飞得多高多远，回家总是快乐的!”创业服务中心在向海外留学人员发出真诚呼唤的同时，不仅在项目推荐、公司注册、企业孵化以及政策优惠、寻找场地、子女入学等方面提供配套服务，还同有关部门联合为企业提供公证、会计事务咨询、银行信贷、法律咨询、专利申请等各项服务，更令人叹服的是，创业服务中心既当得了保姆，又当得了导师，他们还为企业提供了融通资金、技术指导、管理咨询和人才培训等更为优质的服务。帮助海归们拓宽“回家”的路。

The situation with currency markets in the CIS countries in 2009 was characterized by considerable fluctuations in national currencies against the background of the major problems in the financial sector, economic recession in most countries, slowing inflation in the consumer market, and deflation in prices of manufactured goods.     

Gender Inequality in Employment in Mozambique

We investigate the gender employment gap in the expanding non‐subsistence sector of the economy in Mozambique, a country still characterized by a large subsistence agricultural sector. We show evidence that the gender gap has widened over time and we identify two structural factors strongly associated with it. One factor is the still relatively lower level of female human capital, with less attained education, as well as literacy and Portuguese proficiency rates. The lower conditional employment probabilities of married women, as compared with men, is the other factor. These findings point at expanding women´s education and facilitating the access of married women to the emerging labour market as the most effective ways of achieving a more inclusive growth path that does not leave women behind.

Women in rural development in Venda

Women frequently constitute the largest section of the adult population in rural communities of developing areas. For this reason, rural development can only take place if women at grassroots level are drawn to the centre of the arena, and their traditional concerns recognised and used as the starting point. In Venda, this approach is showing some positive results.     

Hysteresis in unemployment in the Netherlands

Summary The Dutch labour market situation in the eighties can be characterized by the hysteresis phenomenon, i. e. a rising natural rate of unemployment as a result of the rise of actual unemployment in the past. It appears that the hysteresis phenomenon is more important in The Netherlands than in France and the United States and as relevant as in Germany and the United Kingdom. Because of the steep rise of unemployment in The Netherlands the natural rate of unemployment may have risen more than in Other European countries. As a consequence, the wage depressing effect of the current high unemployment rate has diminished rapidly.I thank J.C. Siebrand, D.P. Broer and C.B.
