The enterprises often encounter problems of how to make choice among several technical combinations. This paper introduces a practical method ——sorting. The first is sorting method of incrcmental efficiency, which is based on the comparison of mean square deviations. The second is more complicated method, which is based on the comparison among efficiency index. Both are very useful in project management and production scheduling.

In this paper, through analyzing the development of the international bank risk management, points of view are be proposed that precaution is the condition of risk management, control and compensation aim to reduce the loss to the lowest limit if it＇s inevitable, and a perfect corporate governance structure is guaranteed.

Target costing as a strategic cost management tool for success of balanced scorecard system

The precondition of gaining and sustaining competitive advantage for companies that operate today＇s competitive markets is the effective cost management. Since price is determined by the market, the ways of increasing profits are productivity and cost reduction. Balanced scorecard system is accepted by academicians and practitioners as an effective strategic management tool for applying the strategy successfully. In the financial perspective of the balanced scorecard system, cost reduction is a strategic objective. It is necessary that company＇s cost reduction strategy should not only be a reaction to the market, but also a continual strategy. The approach which aims to the reduction of costs that reveal along product life cycle and preset this aim at the design stage is target costing （TC）. TC can be used as an effective tool in BSC＇s financial perspective for the objective of cost reduction. In this study, the authors aim to display how to integrate the TC to BSC.     

The Cause of Turnovers of Top Management -An Empirical Research on the Special Treatment Companies in China

The turnover of top management is important for both foreign stock market and corporate management. China has developed its own stock market for more than ten years. During this period, a lot of listed companies＇ top managers were on the move. Based on 97 Chinese ST companies of 2004, this paper invesdgates the main factors, which causes the top management turnovers in the ST companies. The results of regression analysis show that the turnover of top management in Chinese ST companies is highly positively related to the change of large shareholder and are negatively related to the rate of net profit to total assets. We also find that net cash flow that is provided from operations per share, the proportion of state-owned shares and the type of audit views have no influence on the top management turnovers in such ST companies in China.     

Study on HRM innovation based on knowledge management

The literature about the knowledge economy has marginalized its most important dimension-people. The development of human capital and its role in the competition in relation to the changed nature of the employment relationships between workers and their organizations are examined. The paper also holds that the continuum perspective, in which knowledge in a particular context has both tacit and explicit characteristics, is of particular value when considering the knowledge strategy of an organization. Whereas the former perspective presents a well-known dilemma, the continuum perspective permits the specification of a strategy in which the advantages of both tacit and explicit knowledge can be obtained, in principle. The paper puts forward the explicit/tacit dilemma that leads to a possible way forward in resolving the dilemma for organizations through the human resource management.     

Indigenisation of Corporate Strategies in Africa： Lessons From the African Ubuntu Philosophy

Within an African setting, the Ubuntu philosophy embodies a socio-cultural framework that applies to all individuals and institutions throughout the continent. The Ubuntu application is pervasive in almost all parts of the African continent. Hence, the Ubuntu philosophy is integrated into all aspects of day-to-day life throughout Africa and is a concept shared by all tribes in South, Central, West, and East Africa amongst people of Bantu origin. This paper presents a desk research that aims at reviewing and analysing literature on corporate lessons that can be realised from the African Ubuntu philosophy. The paper reviews the background and significance of the Ubuntu philosophy including successful cases of Africanising management systems. Finally the paper reviews major contributions that the Ubuntu philosophy can make towards global management systems. The literature reveals that there are a lot of corporate strategy lessons that can be realised out of the Ubuntu philosophy. These lessons include collectivism and teamwork, creation of synergies and competitive advantages, humanist leadership styles and maturity, consensus in decision-making systems, effective communication, and community-based corporate social responsibility. Therefore, there is a need for corporate strategy and management systems to be realigned with the local Ubuntu philosophy that defines the Africa＇s socio-cultural framework. To be successful, Africa-based organisations must be found on this Ubuntu philosophy.     

A Study on Service Quality Improvement of Property Management in China

This paper analyses the service quality level of property management in China and the relationship between the improvement of service quality and the obtaining profit ability for a property management enterprise. It is very important for property management industry＇s development. Moreover, based on an analysis of key factors to service quality, a continuous quality improvement approach for China＇s property management is proposed, and some useful quality improvement tools and methods involved in this approach are briefly addressed, which can promote the service quality of whole property management industry in China.     

Grey Critical Chain project scheduling technique and its application

Based on the idea of Grey System and interval number coefficient notation, a Grey Critical Chain scheduling approach is studied. According to Grey system Theory, the time of project or task completion can be considered as the object that extension is definite but intension is uncertain, which is coincident with the character of the project management. The Grey Critical Chain Scheduling Technique mainly aims at the single project time management, but the management idea can also be applied to the other knowledge areas of the project management. In this technique, we improve the selection method of the buffer time in the Critical Chain, in order to obtain reasonable Feeding Buffer time and Project Buffer time. In this paper, we will use an example to discuss the Grey Critical Chain Scheduling Technique, compare Grey Critical Chain with Program Evaluation and Review Technique, Critical Chain and Fuzzy Critical Chain, and analyze the advantages, disadvantages and applicable scope of their own.

On the coordinated development of tertiary vocational education and regional economy

This paper analyzes the relationship between tertiary vocational education and regional economic development and stresses that strengthening tertiary vocational education to train a large number of talents is a key strategy for successful regional economic development. This paper also puts forward that the development of tertiary vocational education must be coordinated with the regional economy.     

Demand for reinsurance： Evidence from Australian insurers

Reinsurance is widely recognised as important in insurer risk and capital management. This paper examines the factors that determine insurer demand for reinsurance using Australian data. The Australian situation is interesting because of the tax imputation system and the prudential regulations that were in force during the period of the study. As far as the authors are aware, this is the first paper to empirically analyse the demand for reinsurance in Australia. A panel-data set （1996-2001） is used, which provides 543 observations. The authors provide a careful approach to econometric diagnostic testing and the choice of the most appropriate panel-data model and the authors show how failure to do so may generate misleading results. Based on a robust estimation procedure, the authors find strong evidence of a positive relation between variables related to company size and the demand for reinsurance in Australia. The impact of leverage, taxes, and return on investments are not statistically significant.     

State-owned Commercial Banks＇ Transitional Management Mode Innovation in China

Along with setting of China Banking Regulatory Commission, theorists and practice section have begun to pay more attention to the management mode choice of China state-owned commercial banks. It is essential to study the management mode choice and innovation of China state-owned commercial banks. Starting with the condition of commercial banks＇ management mode choice, we find that the best choice of China state-owned commercial banks＇ management mode is the transitional management mode.     

The loyalty based on Nash equilibrium theory between knowledge workers and enterprises

The competitiveness of the enterprises is the talent competition. ＂Talent＂ more often refers to ＂knowledge workers＂, the pillars of the enterprises is composed of knowledge workers. Loyal knowledge employees can enhance the core competitiveness and cohesion of the enterprise. From the Nash equilibrium theory perspective, this paper constructs the mutual loyalty model of knowledge workers and enterprises, analyzes the strategy of choice of knowledge workers and enterprises, gets a balanced strategy of pure and mixed strategy of the Nash equilibrium, and gives some proposals in increasing the mutual loyalty between knowledge workers and enterprises.     

Analysis of the relationship between urban management and urban planning

During such fast urbanization era of China, it is important to understand the close relationship between the urban management and urban planning. On one hand, planners need to know the principles of how to manage a city and how to make plans. On the other hand, a scientific and rational urban planning keeping abreast of the times is a fundamental guarantee for achieving favorable economy, society and environment situation and strengthening the comprehensive competitive power of a city.     

Marketization of Environmental Resource Management

Environmental resource is a kind of resource forms that are employed in the production. Mankind, while knowing it constantly, is exploring the rational management mode, too. Since the seventies of the 20th century, the public management transformation leaded by marketization, including environmental resource management, has become an international trend gradually. The representative of environmental resource management marketization is the system of emissions trading which is a new environmental management measure that has widely developed, and its growth is closely connected with the market development level. Chinese EPA should pay attention to this tendency, cast off the government＇s direct control on the market of emissions permit, adjust the environmental management work properly and strengthen the management method, and gradually open the market of emissions permit in order to prepare for the marketization process of the environmental resources management.     

Process-Oriented Management in Public and Private Sector

The aim of the paper is to discuss the differences between the process-oriented management in public sector organizations and private sector organizations. It is also to present the consequences of implementation of this approach and to suggest areas for further research. The process management is based on the assumption that actions should be optimized by taking into account processes, which create the dynamics of an organization. These processes are constituted by sequences of activities, which turn ideas and efforts of members of an organization into an outcome expected by a client. It seems that the implementation of the process-oriented management in organizations of the public administration may facilitate the following current clients needs and identifying new ones, which are due to changes in needs of citizens or legal requirements. The paper gives an account of the process-oriented management approach and consequences of its implementation in public sector organizations. It also discusses the obstacles to the process-oriented management implementation, primarily in the public sector. The paper is theoretical and the presented ideas need further empirical investigation. The findings can be used to enhance process-oriented management systems both in the public and private sector.
