Central America was one of the principal regions where transnational peasant organizing emerged and from which it spread in the late 1980s and early 1990s. Yet by the late 1990s the seemingly powerful transnational peasant coalitions were in disarray. Their successors have had only a modest impact since 2001. The article points to two main sources of weakness in Central America's transnational peasant coalitions: first, a variety of intra-organizational problems, including political differences, disputes over resources, over-funding by cooperation agencies, and an emphasis on networking activity, rather than concrete gains, as a measure of success; and second, an external political, economic and demographic environment that has become increasingly unfavourable. Elements of the latter include the long-term declines in maize and coffee prices, only recently reversed in 2006; the declining importance of agriculture and the imposition of a new economic model centred around industrial and financial activities; and the rapidly growing levels of out-migration and of dependence of those remaining in the countryside on family remittances and non-agricultural activities. The article concludes not with definitive arguments, but rather with a series of questions about what might constitute effective strategies for transnational peasant organizing in an extremely problematic context, such as contemporary Central America.  相似文献

Major conflicts have developed between and within the two main farming systems in Zimbabwe, especially over the past thirty or so years. Since independence in 1980 policies have favoured expropriation of land from commercial farms to resettle peasant farmers as a means of relieving ‘land hunger’ in the peasant sector. This article argues that that is a very simplistic view of current land-use problems, and that resettlement programmes are only a partial solution to the immense problems within the peasant sector. These are the product of a complex history of development incorporating political, economic and environmental issues. The article outlines the main features of this development so that a more balanced perspective on current problems can be achieved and so that more appropriate strategies to tackle the problems can be devised.  相似文献

Food insecurity remains persistent in the Global South due to constraints in food production capacities and intricate land tenure systems that stifle investment in agriculture. In the urbanized regions, uncontrolled urbanization and non-compliant land use systems have further worsened the potentials for urban food production. This research is based on a case study of the Wa Municipality in order to assess the influences of customary land allocation and peri-urbanization on land use planning and foods systems in Ghana using explorative and narrative research approaches. The study identified that customary stakeholders responsible for allocating such lands in the Wa Municipality were indiscriminately converting large tracts of hitherto agricultural lands to urban land uses. Statutorily prepared land use plans are hardly enforced and the planning priorities are on residential and commercial land uses that command higher land values to the detriment of agricultural lands. Weak institutional linkages also characterize the mandated planning and land administration institutions, with a planning system that is reactive rather than proactive in addressing development control challenges across the country. There is the need for planning authorities to adopt participatory land uses planning together with customary landholders and educating them on the essence of comprehensive land use planning approaches. Based on the findings, local governments need to partner landowners to identify and reserve high potential agricultural land for sustainable urban food production.  相似文献
