The 1990s saw two different and even contradictory trends in Israel. On the one hand, there was a substantial increase in environmental awareness, on the part of both the general public and decision-makers, that led to a change in the land use planning policy at the national level. On the other hand, the Israel Lands Council (ILC), the body empowered by law to shape the national land policy, made a series of decisions that severely violated the principle of preserving agricultural land and led to massive conversion of agricultural land and open space for commercial, industrial, and residential development. Thus the national land policy became incompatible with the land use planning policy and the rise in environmental awareness it reflected. 相似文献

The conservation and management of protected areas in urban settings has become increasingly challenging with dynamics over land use change in adjacent urban areas being highly relevant to, but at times conflicting with, the protected area. This study seeks to better understand the implications of land use change processes to urban protected area management through the case study of the Las Piñas – Parañaque Critical Habitat and Ecotourism Area (LPPCHEA) in Metro Manila, Philippines. Factors and processes influencing land use change and protected area management and the impact of stakeholders’ perceptions on protected area were analyzed. The urban protected area in itself has limited influence on its surrounding urban areas, as land use change in these areas is shaped more by social, economic and policy/institutional factors occurring within the context of urban-regional development. The study also found that land use conflict is evident in an urban protected area due to the competing ecosystem services derived by various stakeholders. This discord is deepened by the lack of coordination between land use planning and protected area management. Integrating protected area management with land use planning through legally binding instruments, specific timeframes and clear internal procedures can help resolve land use conflict for an urban protected area at the strategic or policy level. 相似文献

Land consumption due to residential development, economic growth and transportation belongs to the most serious environmental pressures on landscapes worldwide, in particular in urbanised areas. Accordingly, the aim of containing the development of land is rated increasingly high on the agenda of environmental policy, at least in densely populated countries such as Germany, Belgium, the Netherlands or the UK. As a result, different strategies and instruments to prevent excessive land consumption are being discussed. However, many of these strategies and instruments adopt a rather general approach, while it seems more effective to define the particular areas where the goal of reducing land consumption is to be pursued. Such an approach must draw on information about how detrimental specific land use transitions are with regard to, for instance, the functionality of soils, water balance or habitat quality at specific locations. This paper introduces a conceptual framework for the impact assessment of land use transition in urban areas which highlights how such information can be acquired. This framework includes the differentiation of two levels of impact assessment: the level of the single land unit and the context level which takes into account regional and aggregated impacts of land use transition bound to the spatial context. The conceptual framework provides a basis to disaggregate (supra-)national policy targets regarding land use, to scale them down to the regional level, and thus to clarify the spatially explicit implications of land use policies. 相似文献

Characteristics and land use of contaminated brownfield properties in voluntary cleanup agreement programs 总被引:2,自引:0,他引:2
This paper reports exploratory empirical research on the property characteristics and land use of contaminated brownfield properties. This research investigated 1415 contaminated brownfield properties in environmental cleanup programs in the states of New York and Texas in the US. This research attempts to clarify some confusion about contaminated brownfield sites, provide detailed information on the diverse land uses that caused the contamination on these properties, and to provide a better base of knowledge about brownfield sites that may be used in developing and implementing policy to remediate and redevelop contaminated brownfields properties in both older industrial regions and in more recently industrialized regions. This research analyzed land use data for these properties at the time they became contaminated and at the time they entered the environmental cleanup program. It also attempts to identify similarities and differences in the characteristics of the properties in these two states with strikingly different histories of industrialization. Several common assumptions about brownfield properties are extracted from the literature review and tested using the data. Some of our results are surprising, including the variety of past land uses of these contaminated brownfield properties and the differences in the history of land use and the characteristics of the properties in the older versus newer industrial region. 相似文献

The Special Issue (SI) “Environmental Risk Mitigation for Sustainable Land Use Development” presents seventeen interrelated papers addressing the key concept of environmental risk mitigation and sustainable land use development. The issue argues that risk mitigation depends directly on the risk assessment analysis and the quality of applied measures. Therefore, the more precise are risk assessment conclusions, the better the risk mitigation measures would be. This collection of papers follows the vision of the Sendai Framework for Disaster Risk Reduction 2015–2030 (Sendai Framework) which states that the integration of sustainable development objectives into disaster risk mitigation and adaptation at all levels and at all stages of policy action are of paramount importance for the sustainability of our communities. In Latin America countries, competition for access to natural resources among different groups has been a major reason for the outburst of violence over the last decades. One of the main aims of the political ecology concerns the understanding of the environmental conditions that can underlies the social conflict among people. Such understanding needs to be based on a detailed investigation of the natural resources of the landscape, mainly the soils. Few years ago the Italian Ministry for Foreign Affairs financed a soil survey with a humanitarian purpose: the development of a peace plan between Peru and Ecuador by improving the socio-economic conditions of the rural populations living in the areas close to the border. To achieve such goal, the construction of an irrigation canal was planned to irrigate few hundred hectares in the province of Ayabaca, on the border between Peru and Ecuador. To be soundly planned and designed, the canal project was obviously based on a preliminary soil survey that is essential to assess the irrigation suitability of the land. In this work, the authors illustrate the soil characteristics within the study area, their suitability for irrigation and the key aspects for future land uses, highlighting the philosophy followed in applying the land evaluation system which took into consideration the social, cultural and humanitarian purposes of the soil survey. Results proved the feasibility of the financed project and the potential increase of the living conditions of the rural people. 相似文献

The novelty of this study lies in the analyses of legislation concerning land use policies by examining the specific boundary between land ownership and land take. The basic motive was that the European Commission (EC) withdrew the Soil Framework Directive (SFD) in 2014 following the objections of certain Member States (MS) who countered that as most lands are privately owned, they should not fall under the remit of public governance. Since the withdrawal of the SFD land take is an issue receiving more attention. The legal content of ownership rights has been subjected to constant debate in the context of land-use policies and planning practices, which raises the questions of who decides how the land can be used and whether administrative authorities give priority to non-agricultural uses. Our study seeks to explore these issues through the lens of property law by comparing different legislations on access to land on three levels of policy implementation: the EU, the national, and the local levels. MS legislations are highlighted through the example of Hungary in two aspects: (1) regulation regarding Access to Land and Land Ownership Rights (ALOR), and (2) legislation and results of the LANDSUPPORT decision support system concerning Land Take Changes (LTC). We designed figures to demonstrate how policymakers can use the new LANDSUPPORT platform to show the gaps and inconsistencies among the above aspects. We found that the legislative regulations concerning private land use to achieve soil protection objectives remain the weakest link in the environmental protection legislation of the EU. Anxieties concerning built-in legal guarantees on each of the studied levels actualise our research. Urban development in China is based on two types of land ownership, namely, state land owned by states and collective land owned by village collectives. Legally speaking, urban development must be based on state land. In practice, informal development based on collective land has played important roles in the rapid urbanization process over the past decades. Nonetheless, the vague property rights over collective land have led to inferior and suboptimal development outcomes in expansive urban areas. The redevelopment of collective land has become an important means to sustain urban development in an ongoing urbanization process. By adopting theoretical perspectives from New Institutional Economics, this study presents an integrated conceptual framework on the institutional arrangements of land property rights and transaction costs to understand the changes in land policies and their institutional implications for the redevelopment of collective land in Shenzhen, China. The findings reveal that the new policies have redefined the relationship among the government, village collectives, and real estate developers as well as their property rights over collective land. The change of institutional arrangements in land property rights has significantly reduced the transaction costs in the redevelopment process and effectively promoted land redevelopment activities. 相似文献

The large-scale implementation of the Grain for Green project on the Chinese Loess Plateau since 1999 has greatly increased the vegetation coverage and rapidly decreased the agricultural land by converting slope cropland to planted vegetation (forest and grasslands). However, the geological, hydrological, ecological, and agricultural effects of the Gully Land Consolidation (GLC) project launched at Yan’an City in 2011 to address these land-use problems are not clearly understood. To assess the project outcomes in this region, we examined 71 of the 193 subprojects (61 treated gullies and 10 untreated gullies); measured geological, hydrological, ecological, and agricultural indices in the field; and tested disturbed (n = 447) and undisturbed (n = 142) soil samples (e.g., particle size distribution, saturated hydraulic conductivity, bulk density, and heavy metal contents). We found that: (1) slope stability improved for 67 % of the subprojects, (2) severe swamping was found only for 2 % of the subprojects, (3) the average increase in NDVI was 0.0231, 69 % of treated gullies NDVI was increased, and (4) crop yield was overall improved. There were no significant differences between the treated and untreated gullies in soil texture, saturated hydraulic conductivity, bulk density, or heavy metal contents (Cr, Zn, Cu, Ni, Pb), although particle size contents (range of 0.05 mm – 0.20 mm) differed significantly (p < 0.05). To promote successful gully land consolidation, the GLC project should (1) prioritize slope stability and long-term maintenance of water preservation facilities in gullies, (2) use bioengineering to accelerate the maturation of newly created land, or develop new cropping system after the GLC project; (3) on the basis of Grain for Green, integrate the GLC project, and modern agriculture to be complementary. 相似文献

Building on the contributions of Mather and others, this paper offers an approach for developing a more comprehensive theory of the forest transition. We argue that long-run changes in forest cover in a country or region cannot be separated from the overall pattern of land use changes. Moreover, this pattern is determined by relative land values; forest cover changes over time as the value of one land use relative to the value of its competing use changes over time. However, the actual values that are used to allocate land may be far from optimal; that is, the presence of market, policy and institutional failures can distort economic and political incentives that can lead to bias in favour of one type of land use over the other, and may ultimately explain why a forest transition may be delayed unnecessarily in some countries and regions. 相似文献

This paper suggests that the capacity of indigenous groups to engage effectively in a range of planning activities is crucial to achieving land justice and community goals. This argument is relevant in the face of long-standing tensions between indigenous peoples residing in post-settler societies and nation-states such as Australia, Canada, and New Zealand over questions of land and natural resource use. The paper argues that effective planning is crucial for (i) protecting indigenous interests by engaging the planning activities of the state, (ii) the successful acquisition of lands through legal land claim processes, and (iii) helping indigenous communities achieve their goals by implementing effective community-based planning processes. 相似文献

The Biodiversity Strategy of the European Union includes a target to “ensure no-net-loss of biodiversity and ecosystem services by 2020”. Many policy options can be envisioned to achieve such a no-net-loss target, mainly acting on land use and land management. To assess the effectiveness of such policies at a European Union (EU) scale, we simulated land use changes and their impacts on biodiversity and ecosystem services indicators. We analysed a Business–as-Usual scenario, and three no-net-loss scenarios. The no-net-loss scenarios included measures that aim to reduce negative impacts of land use change on biodiversity and ecosystem services, by better implementation of existing biodiversity conservation measures (Scenario 1); and enhancement of existing measures (Scenario 2); and offsetting residual impacts on areas of high biodiversity and ecosystem service value (Scenario 3).Results show that none of the scenarios achieved overall no-net-loss. Compared to a Business-as-Usual scenario, the no-net-loss scenarios reduced the overall degree of land cover change at EU level, hence reducing impacts on biodiversity and ecosystem services in large parts of the EU. The more comprehensive no-net-loss scenarios resulted in a gain of natural land cover. Moreover, natural areas became better connected, especially in peri-urban areas as a result of impact avoidance and offsetting. Richness of farmland bird species was projected to increase. Measures included in the no-net-loss scenarios had net positive effects on pollination and carbon sequestration, neutral effects on crop production, erosion prevention and flood regulation, and negative effects on nature-based recreation, compared to Business-as-Usual. In particular circumstances policy measures invoked displacement effects in land use allocation, reducing the effectiveness of the measures. This was primarily the case for flood regulation services throughout the EU.This study differentiates the potential effectiveness of a no-net-loss policy framework in three manners: (i) considering biodiversity and ecosystem services simultaneously; (ii) in the light of existing policies and land use pressures; and (iii) in different land use contexts across the EU. Taken together, we conclude that achieving no-net-loss for biodiversity and ecosystem services throughout the EU remains challenging given high land use demands. Nevertheless, in large parts of Europe there appears room for improvement for certain kinds of biodiversity and ecosystem services compared to Business-as-Usual, while still meeting other land use demands. 相似文献

The study of traditional agrarian systems can provide useful knowledge for improving the sustainability of present-day agriculture. Nonetheless, with the loss of traditional agro-ecosystems and the rationale that guides them, as has happened in Europe, an historical research approach can have a decisive role to play in recapturing this knowledge. In this article we study the evolution of a typical Mediterranean agro-ecosystem during the last 250 years, supporting the claim that high diversity and the internalization of energy flows and nutrient cycles found in traditional agriculture, are not only characteristics of the greatest sustainability of such systems, but are based in the need for additional land in production. This claim requires the dedication of land to diverse and complementary uses that leave a footprint on the landscape. Organic agriculture needs to consider this “land cost”, meanwhile trying to minimize it in order to improve its actual degree of sustainability. 相似文献
