Farmers in Bangladesh face considerable risk due to fluctuations in biophysical and economic conditions, but the response to these risks is poorly understood. In particular, there is a need to better understand the endogenous management of risk in the rice/shrimp farming systems that have emerged in the inner coastal zone of Bangladesh. This paper draws on a case study of a typical rice/shrimp farming village in Khulna District to explore: (a) farmers’ perceptions of risks and their management responses, (b) risk-return trade-offs within small-, medium-, and large-farm households, and (c) the role of other farm and non-farm activities in mitigating risks to household livelihoods. Farm-level data were collected through a reconnaissance survey, a village census, household case studies, and a sample survey of 73 households. Representative farm budgets were constructed for the three farm-size classes. The key performance indicators calculated were gross margin (GM), net income (NI), and GM per workday of family labour. The riskiness of the rice/shrimp system was assessed for each farm type using farmers’ estimates of low, normal, and high yields and prices to specify triangular distributions. Cumulative distribution functions (CDFs) for GM, NI, and GM per workday were generated. A whole-farm economic analysis was also conducted to assess the relative contributions of different sources of income for each farm type. With access to saline water for shrimp farming in the dry season and fresh water for rice in the wet season, farmers have developed and progressively adapted an alternating rice/shrimp farming system that has minimised the trade-offs between the two crops and provides a good return to household and village resources for all farm types. The system is subject to significant production and market risks, especially the shrimp component. However, farmers have clearly perceived these risks and ameliorated them through a range of production, marketing, and management strategies. With these risk management practices, the rice/shrimp cropping system is economically viable, given the current variation in yields and prices. The greater risk associated with the shrimp component was offset by the renewed stability of the rice component over the past decade, and the risks of the whole cropping system were offset by other farm and non-farm sources of livelihood. Development interventions need to work with farmers to provide further options (suitable rice varieties, solutions to shrimp disease, improved village and transport infrastructure) if this resilience is to be maintained.  相似文献

In the marginal, upland regions of the Philippines, soil erosion and poverty are significant problems. The Landcare Programme has sought to address these twin problems. We assess the economic impacts of the Landcare Programme in the Province of Bohol. We first explore whether the adoption of Landcare practices, particularly those of contour farming and tree planting, in a highly degraded landscape has resulted in improved livelihood outcomes for upland farming families. Second, we analyse the potential for the piecemeal adoption of these measures to deliver tangible benefits at the watershed scale. Finally, using a benefit–cost approach, these outcomes are compared with the costs of research and extension projects that have helped achieve them. We conclude that the net economic impact of the Landcare Programme in Bohol is positive, with the primary beneficiaries being the individual households that adopt the Landcare practices. These benefits are largely generated by productive opportunities that arise once the hillsides have been stabilized. Although the downstream impacts of land-use changes associated with the Landcare Programme are positive, they are of marginal economic importance. Hence, the focus and primary justification of the Landcare Programme should be on improving the productivity and livelihoods of upland farming households.  相似文献

It is commonly asserted that unfair trading practices (UTPs) emerge largely as a result of contract incompleteness. In line with this view it is claimed that making contracts more complete will represent an antidote to UTPs. In this paper we argue that this does not need to be the case. This is because contracts, except for their potential to increase the surplus generated in the transaction, determine how this surplus will be divided. This, in turn, makes it possible for both trading partners to use contractual terms to turn the distributional conflict to their advantage. In the presence of unequal distribution of bargaining power this may lead to a situation in which the stronger party may succeed in tilting the contract in its favour by including UTPs in the contract content. Drawing insights from data collected in 2017 through a field survey among dairy farmers in France, Germany, Poland and Spain, we find support for this argument. Our estimation results show that contract completeness increases the likelihood of farmers reporting that their contracts with processors include the practices that may be considered as UTPs. Further, and also in line with this argument, contract completeness does not seem to affect UTPs during the contract execution or its termination.  相似文献

This study analyzes industrialization-induced agricultural land conversion (ALC) and its impact on land use change, food crop production, and the livelihood of smallholder farmers in peri-urban Gelan and Dukem, Oromia Region, Ethiopia. The study was carried out using a mixed method approach, i.e., qualitative and quantitative methods. Data were collected through various methods, e.g., household survey, expert interview, field observation, and focus group discussions method. Furthermore, a total of 223 interviews with farmers were conducted in Gelan and Dukem. Results show that large-scale industrial investments in the case study area led to substantial land use change, an appropriation of agricultural land, and an increase in the number of landless farmers, as well as farmers with small farmland holding sizes of less than one hectare. At the same time, the total crop production in the area decreased. The ‘development pace’ of the investments is often very slow. Only 28% and 37% of the licensed projects in Gelan and Dukem had entered their operational phases by the end of 2014, respectively. The study concludes that if the incomes of smallholder farmers are not enough to meet the needs of their families, they will need to create some income alternatives. Thus, considering the population growth and limited farmland, it is necessary to support various income-generating activities in order to improve farmers’ livelihoods rather than depending entirely on low productive methods such as traditional agricultural activities and non-mechanized production tools. It is worth mentioning that the results of this study will enhance the positive impacts of ALC and minimize the negative ones through land use planning and management tools. Furthermore, the main findings allow us to specify the gaps in access, utilization, and coverage due to wrong policy priority and institutional and technological variables.  相似文献

The study was conducted to explore actual manifestations of climate change in smallholder cocoa farms to aid extension response to climate impacts, and to understand the reasons for a renewed interest in cocoa production in the forest-savanna agro ecological landscape in Ghana, in spite of unfavorable climatic conditions. Two hundred cocoa farmers were interviewed in nine cocoa farming communities. Selected farms were also visited to document on-farm manifestation of climate impacts as well as innovations and strategies farmers are employing to respond to the adverse impacts of climate change on their cocoa systems. The results revealed various manifestations of climate impacts on cocoa farms which included, increased incidence of pests and diseases, wilting of cocoa leaves, high mortality of cocoa seedlings which affected expansion and farm rehabilitation, and wilting of cherelles resulting in low yield. The farmers maintained that their response to the immediate impacts of climate on cocoa was a shift to cereals due to the unpredictable climatic patterns and the shortened duration of rainfall. However, a combination of storage and supply chain challenges and low returns from cereal production, coupled with land scarcity in the Western Region, where most of them are migrant farmers accounted for their decision to return to cocoa production lately. It was observed, among other adaptive responses, that some farmers plant about three times the plantain suckers they usually plant, to provide a dense temporary shade over cocoa seedlings, and resort to planting more cocoa seedlings randomly per unit area on new farms, contrary to recommended planting approach, as a form of insurance against seedling mortality. More importantly, a community-based fire response system was identified to be a major safeguard mechanism to the threat of fire. Clearly, the farmers are not replanting cocoa in the forest-savanna agro ecological landscape because it is more productive than cereals, but they believe that a low yielding cocoa is far better than a productive cereal cropping systems that offer low returns when compared to cocoa. The study brings out the sustainable livelihood challenges of the rural farmer within the context of a changing climate for appropriate policy response.  相似文献

In the context of the current agri-food market, several factors have made it increasingly difficult to balance the components of sustainability in agricultural-based development. These factors include increasing internationalization, tighter control of distribution and frequent changes in agricultural policies. Indeed, in the framework of European rural policy there has been considerable debate in recent years concerning the role of the agricultural sector and how it should face the following challenges: productivity-competitiveness, environmental protection and socio-economic development. There is, therefore, a growing need for practical analyses that adopt a holistic approach. This paper analyses how this sector in the province of Almería (Spain), based on horticultural family farms, has risen to the above issues over recent decades. This case study provides some insights into the different trade-offs and synergies between sustainability dimensions. In particular, the integration of ecological, social and economic components may prove useful in helping other regions to adapt their agricultural systems, especially where these are characterized by small-scale farming.  相似文献

Farmers’ risk preferences play an important role in agricultural production decisions. This study characterizes risk preferences among farmers in Yongqiao and determines how these risk preferences are related to their choices regarding climate change adaptation strategies. We find that most farmers in the study area were aware of climate change. They were taking measures to protect their livelihoods against perceived changes to the local climate. The risk experiment result shows that the representative subject was risk averse, and women were more risk averse than men. The relationships between farmers’ risk preferences and different climate change adaptation choices were different. Farmers’ risk aversion was negatively and significantly related with adaptation strategies on planting new crop varieties and adopting new technology, but it had a significantly positive effect on purchasing weather index crop insurance. The results also indicate that the level of education, farming experience, farm size, household income and perception of climate change impacts influence farmers’ adaptation decisions.  相似文献

Olive oil yields fluctuate strongly due to their dependence on sufficient precipitation. An interesting option to hedge the yield risk in olive cultivation could be satellite‐based weather index insurance. Therefore, we implement index insurance as a hedging alternative for non‐irrigated olive groves using MODerate‐resolution Imaging Spectroradiometer (MODIS) satellite data. For this purpose, we focus on the Spanish region of Andalusia, given its importance in olive production at the international level. We calculate three satellite indices: the Vegetation Condition Index (VCI), the Temperature Condition Index (TCI) and the Vegetation Health Index (VHI). Meteorological indices related to temperature and precipitation are used as benchmarks. Firstly, we estimate the periods that have the greatest influence on the critical vegetative phase of olives, which extends from March to September. Based on the indices, insurance contracts are designed using a copula approach, which is then employed to evaluate their hedging effectiveness. On average, the hedging effectiveness of VCI‐, VHI‐ and TCI‐based weather index insurance contracts amounts to 38 per cent, 38 per cent and 29 per cent, respectively. Moreover, VCI‐ and VHI‐based weather index insurance contracts outperform traditional weather index insurance contracts based on precipitation (by 29 per cent) and temperature (by 16 per cent) indices.  相似文献

Based on an empirical exercise carried out in five villages of Odisha in eastern India, the paper looks into ageing of the farm population and the experiences and responses of farmers of various age groups to farming. The findings of the study indicate that agriculture is greying, farmers are getting older and the youth, particularly of higher and cultivating castes, are averse to farming. The unwillingness of these youths to join farming is mainly attributed to loss of social status, declining profitability in agriculture and discouragement of immediate ‘mentors’, the middle-aged farmers, caused by the perpetual decline of farm income and loss of social recognition. The hitherto nonfarming youths, belonging to scheduled castes, scheduled tribes and service-rendering castes, especially the female youths, are joining farming to fill this gap, mostly as leased-in cultivators.  相似文献

Numerous countries and regions face soil fertility decline and heavy metal pollution, and China implements a policy of remediation during fallow (PRF) to deal with such challenges. In this study, we examine the evolution of PRF and surveys of farmers’ attitudes in China. We present suggestions which can be used as reference for other countries and regions. The Chinese government implemented the policy of remediation during production (PRP) to control the heavy metal pollution of land in 2014. The effect was unsatisfactory due to the lack of cooperation amongst farmers. Therefore, the Chinese government implemented PRF in 2016. Our investigation of 247 farmers shows that farmers’ comprehensive assessment of PRF is positively influenced by the cognition of government implementation, the cognition of policy function and the evaluation of value perception, and the PRF still faces several problems, such as low cognitive level of policy function, incomplete regulations of supervision and poor supporting system. Hence, we suggest that government should educate and train farmers, improve the supervision and set up the supporting system of PRF.  相似文献

Protected areas are cornerstones for biodiversity conservation, yet they can be controversial because of their potential impact on the livelihoods of local people due to restrictions on agricultural land use and the extractive use of natural resources. This study evaluates the impact of PAs on households’ livelihoods, as measured by total household income (THI) and livestock income (LI). We use a survey and a quasi-experimental design to gather socioeconomic and biophysical data from households living within, adjacent to and outside three national parks (NPs) in Ethiopia and employ matching methods to isolate the impact of NPs. Our findings suggest that there is no evidence that the establishment of NPs adversely affects local livelihoods. Instead, we find that households within and in adjacent areas to NPs have higher incomes compared to those living outside. Understanding the heterogeneity of the effect of NPs on local livelihoods can help in designing well-targeted policy interventions that improve conservation goals while also addressing livelihood concerns of resource-dependent local communities.  相似文献

Making the assumption that property rights might determine whether farmers adopt particular strategies, this study aims at modelling farmers’ decisions to adapt to climate change by focusing on their property rights – declined as institutional arrangements on land and rights on land – as well as their socio-economic and demographic characteristics. The case study took place in northern Benin (West Africa). In this zone, 308 farmers producing maize and adapting to climate change were randomly sampled. The study was conducted by a survey method on respondents using structured interviews based on a questionnaire. A simultaneous modelling using a Multivariate Probit (MVP) model highlighted that socio-economic and demographic characteristics, institutional arrangements on land, and rights on land determine the farmers’ decisions to adapt to climate change. The land ownership has a positive effect on the decision to adopt any adaptation strategy. Subsequently, securing farmers’ property rights would help to enhance their capacity to adapt to climate change.  相似文献

Social and economic developments in rural regions call for a discussion of strategies of dealing with redundant traditional buildings. Using a social science approach, our study examines how the local population in two rural regions perceives the built heritage and which factors are underlying these perceptions. People’s attitudes towards maintaining the cultural heritage vary considerably and are partly influenced by the socio-cultural and economic context of the region. The present article discusses some of the core regional socio-cultural influences on attitudes towards the rural built heritage. Following from qualitative interviews, the article concludes that the scale of perception of the built heritage is related to the “liveliness” of the local culture: The more original and distinctive the local culture is, and the more the local economy is still based on agriculture, the wider the scale of perception of the traditional cultural landscape and built heritage. In a region with local traditions that are alive and followed in everyday life, and a local economy that is mainly based on agriculture, the entire settlement structure is perceived as cultural heritage. In such areas, alternative uses should be found for redundant buildings. In contrast, in regions where the culture is less visible and alive nowadays and where the local economy has changed, people tend to perceive single buildings as representing their cultural heritage, and they often wish to preserve and conserve such remaining houses, barns and stables. In the study, we show that from a social science point of view, there is no universal perception of the maintenance of built cultural heritage. Rather, we see different views and opinions that are important to consider when it comes to developing heritage protection strategies together with public authorities.  相似文献

In Thailand, land use planning and policy decision-making were—and to some extent still are—organized in a hierarchical and disjointed fashion. This is also true for the utilization of public lands, including forest reserves in the northern uplands that are often settled by ethnic minorities. There are, however, instances of change in land policies and regulations and in the way decisions and plans are made. Doi Mae Salong (DMS) in Northern Thailand, where there is a trend towards land use for conservation purposes, is a case in point. This paper aims to explore decision-making by farmers in DMS in the context of changing land regulations and policies from the 1950s to the present. The Institutional Analysis and Development (IAD) framework, together with a historical perspective and with narratives on land management through time, were applied by using in-depth interviews of key informants and group farmers’ discussions as tools. The time period under investigation was divided into three periods of change: The first period, before the year 1960, was an era of security concern. In contrast, the second period, from 1961 to 1996, was an era of emerging conservation priorities. Finally, the third period, from 1997 to the present, is an era of lessons learned from the conservation era. Land use decision outcomes reveal that the decision-making processes of farmers are influenced both by the hierarchical decisions of higher authorities and by horizontal linkages among multiple stakeholders. However, while farmers participate readily in forest conservation activities, they do not play an active role in the process of changing policies.  相似文献

Agricultural land abandonment and the consequent natural forest regrowth in areas once cultivated has significantly transformed Alpine ecosystems and landscapes. In this paper, we estimated the loss of agricultural areas due to reafforestation in the Belluno Province (Eastern Italian Alps) and integrated socioeconomic indicators with topographical features to evaluate the drivers of this change. Land use mapping, obtained from photo-interpretation of aerial photographs and technical maps, was used to quantify changes in forest and agricultural areas (crops, meadows and pastures) during the period of 1980–2000. On average, the forest surface expanded by 21%, while the agricultural areas decreased by 40%. This loss increased in areas with steeper slope, which confirms that the areas that would be first abandoned are those that are less productive and more difficult to manage. The reafforestation rate was particularly strong in the north of the province, where the livestock sector experienced a dramatic decline. In light of this situation and using multiple regression models with a large set of socioeconomic and agricultural indicators, we found that the loss of agricultural areas in 69 municipalities was primarily counterbalanced by the maintenance of livestock farming. The loss of steeper agricultural areas was counteracted by traditional extensive systems; however, it was not counteracted by modern intensive systems, which has important implications because steeper areas have higher landscape and biodiversity values. In addition, tourism development had a positive, although smaller, effect on the maintenance of agricultural areas, while industry development had a negative effect. The results of this study suggest that efforts are needed to maintain a territorial network of traditional extensive farms to avoid further landscape deterioration in Alpine areas. Likewise, certain choices toward the economic development of local communities might have an impact on land conservation.  相似文献

Long-term planning is an important aspect of forestry. The future-oriented guiding principles of forestry stakeholders impact their decisions and therefore the future of the sector. Forestry faces major challenges due to global changes. At the same time, the ability of traditional forestry stakeholders to manage uncertainty and ensure sustainable management is increasingly being questioned from both within and outside the sector. To study the shared and conflicting guiding principles followed by forestry stakeholders and how these might shape stakeholders’ actions, we conducted 49 semi-structured qualitative interviews with different German forestry stakeholders, mostly from Bavaria. We used a qualitative approach and linked the “Leitbild analysis” (Leitbild = German for guiding principles) and the sensemaking concept to derive a typology of six guiding principles followed by forestry stakeholders. Results show that the guiding principles of forestry stakeholders are mostly formed around policy conflicts between traditional forest users and nature conservationists. Differences were mainly based on the question of which side would dominate future forest management. In all the groups, the views reflected were mainly negative, and traditional forestry stakeholders saw themselves losing power and authority in the future. We argue that these negative future expectations might narrow stakeholders’ perspectives on potential chances and opportunities due to the low self-efficacy that we observed. In line with the assumption that by guiding today's actions, future images have a real-world impact, we find that current problems might be perpetuated through the expectation that they will remain unchanged in the future. Based on our findings, we emphasize the need for a stronger focus on potential future chances and shaping options within the German forestry sector and the need to embrace new ways of cooperation between stakeholders.  相似文献

This article is intended to conduct a three-dimensional examination of China’s rural land rights and the complex dynamic among political power, economic capital, and farmers’ rights during the past seventy years. First, the study takes a close look at the historical changes in the nature, scope, and ownership of land property in rural China during four significant time periods from 1949 to 2019. Second, it uses Ronald Coase’s theory on property rights in dissecting the four paradoxes and dilemmas in China’s rural land ownership, including the extent of clarity and stability of land property rights, the “three rights system” (the rights to ownership, contracting and operation of land) and three stagnations in defining and exercising such three rights, the simultaneous shortage and waste of land resources, as well as the restrictions on land transactions and the requirement to protect collective property. With examples derived from selected evidence, the article documents how both political power and economic capital have worked together to deprive farmers’ land rights. It concludes with a critical analysis of the current status of China’s rural economy, the problem of applying Western economic theories to China’s reality, as well as the theoretical definition, legal protection and policy parameters of land property rights in China.  相似文献
