In this article we explore the hidden gender order of the biodiversity policy and, in particular, the social and societal positions offered to male and female forest owners in voluntary conservation. Two studies were conducted in the region where the National Biodiversity Program for Southern Finland (“METSO”) has been implemented. Study 1 focused on forest owners’ discursive practices that construct different actor positions to female and male forest owners; 27 interviews with forest owners were analyzed. Three discourses – “conservation threatens forestry,” “forestry threatens conservation,” and “good forestry is conservation” – were identified. Forest owners typically described themselves as “loggers” who were explicitly described as masculine. This was paired with the feminine position of “bystander.” The other two positions found, “protectors” and “political agents”, by contrast, were discussed as non-gendered positions. In Study 2 we examined quantitatively how individual forest owners’ nature conservation preferences and willingness to conserve forests is mediated by gender. The responses of 965 owners were analyzed with structural equation modeling. The endorsement of nature conservation preferences was found to increase willingness to conserve forests only among male owners. The results illustrate how individual forest owners adapt their nature conservation preferences to forestry's masculine socio-cultural context.  相似文献

Grasslands have a multi-layer protection function for nature, biodiversity and climate. These functions can be fostered by an adapted management on grassland farms. Promoting nature protection alongside agricultural production is an aim of European agricultural policy. However, a number of studies indicate that existing Agri-environment measures (AEM) are not as effective as assumed, mainly because they are not sufficiently used by farmers. We investigated the view of grassland farmers on nature conservation and on existing AEM in four distinct regions on a west to east gradient in the North German Plain. We conducted a survey on 82 grassland farms inquiring basic farm data and asking questions on general agricultural issues and nature protection. The results indicate that the majority of all respondents is generally interested in nature conservation and believes it to be of concern for every farmer. In contrast, only a minority of grassland farmers is using the existing AEM to the full extend on their own farm. By applying the concept of farming styles, we classified farmers into four groups, namely Traditionalist, Idealist, Modernist, and Yield Optimizer. These farming styles groups differ in farm and management parameters, general attitudes towards agricultural issues, farming objectives and economic success. We found that in our survey the farming styles groups differ in their attitude towards nature conservation. However, they do not differ in the adoption of AEM and have different reasons for not taking part. We state that for a better implementation of AEM into agricultural practice a better communication, which is adapted to the different ways that farmers manage their farm and think and feel, is needed. Strict regulations, such as the EU Nature Directives, remain pivotal for halting the downward spiral for some protected species. In recent years, though, it has become clear that nature protection rules, are also generating perverse incentives, especially when rigidly applied to areas that have already been transformed by human use, such as agricultural land, quarries and port sites. With the arrival of novel incentive concepts, such as temporary nature in several EU Member States, an unprecedented window of opportunity exists to reframe current nature protection rules. Temporary nature fosters private landowners, ranchers and project developers to actively participate in the recovery of endangered species, also in urban and industrial environments. In return for allowing nature to develop on their undeveloped and vacant lands, the project developers are provided with the legal guarantee that they can still subsequently develop their lands at a later stage. These newly founded conservation policies, which are increasingly endorsed by stand out as striking illustrations of the recently emerged branch of reconciliation ecology, since they aim at increasing biodiversity by opting for win-win scenarios in human-dominated landscapes. It is concluded that a more reconciliatory approach towards nature conservation, which goes beyond the ambit of protected areas, can serve as a catalyst for biodiversity recovery across the wider landscape. Further research will need to underpin whether the ambitious presumptions with regard to these well-intentioned and innovative approaches to nature conservation are justified.  相似文献

As central policies for biodiversity conservation in agricultural landscapes in the European Union (EU), the Habitats Directive and Agri-environmental programmes (AEP) have largely failed to halt biodiversity loss. In response, the German federal state of Saxony combined the instrument of management plans with AEPs to support the implementation of the Habitat Directive. In this study, we investigate the determinants of a farmers’ decisions to adjust their farming practices. Our data set consists of a quantitative survey with 131 farmers conducted between 2004 and 2011, complemented by implementation data from 333 grassland-plots. Determinants of farmers’ decisions to conserve grassland were estimated using a multinomial logit model. Our results show that a combination of management plans and AEPs can increase farmers’ disposition to adopt nature conservation measures. As central determinants, structural and location factors as well as the complementary provisiion of specifically designed AEPs increase farmers’ willingness to adopt conservation practices for grassland management. It can be concluded that additional costs are a major barrier to farmers’ adoption, particularly to those farms directing their farm management towards the optimisation of productivity and profitability . The findings highlight the complementary potential of integrated policy packages to incentivise specific measures of nature conservation within the framework of the Habitats Directive.  相似文献

In this paper we use the lens of political ecology to shed light on the causes and effects of pro-poor REDD+ induced land use conflicts. We build our study on recent theoretical work on territorialisation in nature conservation to analyse the conflicts and outcomes of the TFCG/Mjumita REDD+ project in Lindi, Tanzania. Drawing on qualitative fieldwork in two case study villages we argue that conservation organisations increasingly make use of participatory tools, FPIC procedures and good governance principles to include local populations in the creation of what we call market-based conservation territories (MBCT). In contrast to project developer’s claims of win–win benefits, we highlight the mixed outcomes of MBCTs and argue that their performance-driven nature and reliance on formal governance arrangements lead to the enclosure of common forests. This inevitably causes conflicts between and within villages over the meaning, ownership and access to forest resources, especially given the importance of customary relations in tropical rural contexts. We argue that despite the extensive community engagement strategy and genuine pro-poor approach of the REDD+ project, project proponents were unable to prevent land use conflicts and risks of economic and physical displacement. The specific social, economic and political conditions shaped the implementation of the project which led to negative consequences to some stakeholders despite genuinely noble intentions. Therefore, we argue that in order to achieve more positive results when creating MBCT, project developers must better acknowledge the inherent trade-offs of markets in conservation and take the limitations and realities of local governance context better into account. We suggest a more explicit assessment of social and environmental justice in the project and more context-specific efforts to prevent social harm from conservation. Theoretically, our study contributes to a better understanding of territorialisation processes under the current trend of market-based conservation.  相似文献

Conflicts often arise in relation to the conservation of protected predator species. If stakeholders are well defined and involved in participatory processes, their views and perceptions can be incorporated and steps can be made towards resolving such conflicts. In this paper, a case from Hungary is presented. In this case, a participatory management planning process was initiated in the Jászság Special Protection Area of European importance (SPA), within the frame of a LIFE+ project focusing on the conservation of the Eastern Imperial Eagle (Aquila heliaca). It provided a good opportunity to address a complex conflict situation between nature conservationists, game managers and farmers. We identified structural conflicts such as contradictions between direct agricultural payments and nature conservation goals, conflicts related to different views of the main influencing factors, relational problems between various stakeholders, and even differences in value orientation. The participatory management planning process was successful in clarifying the conflict situation and making productive steps toward a common understanding and resolution. Besides the mutually agreed conservation measures, the establishment of an administrative and financial incentive such as the high nature value area (HNVA) scheme proved to be an especially important factor for mitigating the conflict. It also contributed to a more successful realisation of nature conservation objectives in an area dominated by private land owners. However, continued interaction and cooperation are needed to stabilise this progress. Our paper also shows that stakeholder involvement in conservation management planning can transcend the strategic dimension of participation, and address broader common values besides the interests of land user groups.  相似文献

This paper examines the allocation problem arising from conflicting demands for marine resource use by (i) commercial fishers, (ii) recreational fishers, and (iii) conservationists. It is shown that decentralised trading of individual transferable quotas (ITQs) is capable of an efficient allocation of resource use between the first two parties. In contrast, it is found that the standard ITQ system is not capable of performing the same ideal co‐ordination between the conflicting interests of extractive users, that is, all fishers, and the non‐extractive ones, that is, conservationists. The reason is that quota trades between individual fishers and conservationists are inevitably accompanied by (positive) externalities on both other fishers and conservationists. As a result, decentralised quota trades between these parties cannot be efficient. The fundamental economic observation is that quotas for conservation and for extraction constitute two different goods. It follows that a socially optimal market allocation of these two goods requires two prices instead of the single quota price in the standard ITQ system. Thus, to achieve efficiency, the ITQ system has to be extended to incorporate both types of goods. It is shown in the paper that if fishers and conservationists can organise themselves into groups, trades of conservation quotas between the two groups can in principle lead to fully efficient allocation. An interesting implication of this modified ITQ system is that the need for a fisheries authority to set the total allowable catch (TACs) disappears.  相似文献

The idea of the contingent valuation method for measuring the value of non-marketed goods, proposed by Ciriacy-Wantrup in 1947, found its first application in a study by Davis (1963) at the beginning of 1960's on valuing recreational benefits of forests. Since then, contingent valuation and related methods like choice experiments have become a standard part of forest economists' toolkits. During their history, the pros and the cons of methods of valuing non-marketed benefits of nature have been intensively discussed in the literature. One of the questions, considered also in earlier editorials of this Journal, is what are we actually measuring.Reallocating land from timber production to nature conservation has been a prominent trend in northern Europe and North America during recent decades. On many occasions, this has caused public debates, the spotted owl controversy in western United States being a well known example. In Finland, the implementation of the European Union's nature conservation programme, Natura 2000 Network, at the end of 1990's resulted in a heated public controversy.Public debate and the arguments presented went out of all proportion as compared to the actual proposal. In the Natura 2000 Network proposal, only 5 % of the conserved area were newly protected sites, and newly protected forestland area was 0.15 % of the productive forest land area in Finland. Still, it was claimed that the programme would severely restrict forestry, endanger the profitability of forest industries and violate private forest owners' property rights. The Ministry of Environment received over 14.000 written complaints from private landowners concerning the conservation areas proposed.After the conflict, social scientists have tried to find out what actually went wrong. The most important reason seems to have been the fact that the environmental administration neglected land owners by leaving them completely out of the process of policy planning and designing the areas to be conserved. A contingent valuation survey on Finnish households' willingness to pay for increased conservation in the form of the Natura 2000 Network (Pouta et al. 2002), indicated that the planning process itself had a significant negative effect on Finnish households' welfare. Those respondents who were offered a nature conservation programme similar to Natura 2000 Network, but without the Natura label were willing to pay five times more for the increase than those who received the conservation project within the Natura 2000 Network. According to a choice experiment survey (Li et al. 2001), the proposal would have actually lost a majority vote in Finland.Preliminary results of a survey conducted in year 2002 on increasing biodiversity conservation in forests in Southern Finland indicate much more positive attitudes towards nature conservation (Lehtonen et al. 2002) than the survey on Natura 2000 Network just a few years earlier. One reason for this may be that preferences have changed. Partly, the results may reflect the fact that the later survey is very explicit on the effects of the programme on biodiversity, which seem to matter more than the hectares conserved. However, one reason may also be that this time the planning has not got the bad publicity of Natura 2000 Network, at least not yet.Since Fischhoff and Furby (1988), researchers have been aware of the fact that the context is an important determinant of willingness to pay for public goods. However, at least in Finland, this does not seem to have been common knowledge to environmental groups or policy planners. On the other hand, maybe it is exactly these kinds of features of non-market valuation techniques that cause environmental groups and even many academic natural scientists and ecologists to view the methods and mindset of economists with grave suspicion. Non-market valuation methods seem somehow to dilute the value of nature, which should be preserved whatever the costs.However, disregarding the effects of policy planning, or the perceived property rights of the landowners, is not going to make conservation policies more effective. In fact, if conservation controversies decrease citizens' utility given the proposed level of conservation, they decrease willingness to pay, and make it more difficult to justify conservation measures. Other things being equal, as customers we are more likely to enter a shop with good, reliable service, and a friendly smile can save the day, even if we decide not to make the purchase that time. In Europe, the active contribution of farmers to nature conservation is mainly voluntary. Whereas participation in agri-environmental schemes (AES) has been studied in detail, less is known about self-initiated nature conservation. Given the alarming decline in species diversity and abundance in agricultural landscapes, it is important to explore this form of conservation in more detail. In this paper we report on the results of a survey of Dutch dairy and arable farmers. We conclude that a large majority of farmers conduct self-initiated conservation activities on their farmyards and fields with varying ecological impacts and impacts on farming system. Helping birds was the most often mentioned activity. Farm size, on-farm side activities (in dairy farming), organic farming, the quality of the surrounding area and the absence of external constraints have a positive effect on the number of activities. Intensity has a negative effect on both the number of activities and on the probability that farmers conduct activities with substantial ecological impacts. There is no unambiguous evidence of a ‘crowding-out effect’ due to participation in AES. More research in this area can help contributing to a maximal exploitation of the conservation potential by farmers and to creating synergies with agri-environmental policies.  相似文献

The concept of green infrastructure is widely used in environmental planning, but so far it has no standard definition. Planners, conservationists and scientists tend to welcome the term because it can serve as a boundary object, providing links among policy makers, developers and different academic disciplines. However, the concept of green infrastructure creates risks for biodiversity conservation in its adoption. It can be used to water down biodiversity conservation aims and objectives as easily as it can be used to further them because of the different ideas associated with it and the multiple interests pursued. In this paper, we address such risks by looking, among others, at the European Union’s Green Infrastructure Strategy and we suggest how planners and conservationists might deal with its growing importance in environmental policy and planning to enhance its value for biodiversity conservation.  相似文献

The vast forests of Amazonia are a major focus of conservation initiatives by NGOs and governments. Nevertheless, the dynamics and geography of conservation action in this iconic region is poorly understood and, unlike scientific production, has never been systematically assessed. Here, we address this deficit through a survey of ongoing conservation NGO project sites in the Amazon region. We identified a total of 170 conservation NGOs that were implementing 378 projects at 518 sites across the breadth of the Amazon region. Project sites were associated with inhabited regions near major rivers, but away from major urban centres. In contrast to scientific research sites, there was a relatively high representation of conservation NGO project sites in the so called `arc-of-deforestation`. As anticipated, conservation project sites were often situated within protected areas. Overall, our study shows that, as a sector, conservation NGOs have successfully implemented projects throughout the Amazon region and are seemingly well-placed to meet future conservation challenges. However, given the practical difficulties we encountered while collecting the data for this project, we strongly recommend the development of an online data platform for the entire Amazon region that would allow conservationists and scientists to share information, monitor governmental and non-governmental actions, and better coordinate conservation responses in the future.  相似文献

Influencing farmers to make positive contributions to the environment is one of the goals of agri-environment schemes (AESs). Understanding the drivers of farmer behaviour and the choices they make with regards to AESs is important as this aids policy makers in creating schemes that have a wider scope and are more likely to achieve environmental goals. Past studies have identified the importance of farmer self-identity and attitudes in decisions made on farms. Little emphasis has been put on modelling the relationship between self-identity and attitudes towards schemes and the resulting impact on participation in voluntary AESs. Using Ireland as a case-study, this paper employs a survey of 1000 farms to look at participation in AESs through the lens of farmer perceived self-identity and their attitudes towards schemes. A relatively novel approach of combining factor analysis, to generate a self-identity typology, with an AES participation regression model is implemented. The model results suggest that self-identity and attitudes have a significant impact on AES participation. Neighbouring farmers’ viewpoints also have a significant and positive impact on the participation decision made by farmers.  相似文献

A variety of public policies and private strategies have been implemented to stimulate farmers to implement nature conservation measures. Examples include publicly funded agri-environment schemes (AES) but also eco-labels and Alternative Food Networks; strategies that have been implemented in response to the continuous decline in species abundance and diversity due to agricultural intensification and scale enlargement. Whereas AES as a distinct governance strategy has been evaluated in detail, less is known about other strategies. In this paper, we assess the relative importance of the variety of public and private strategies aimed at enhancing species abundance and diversity in Italian olive farming through a reduction in agrochemical use. In a survey of olive farmers in the region of Tuscany, we found that although farmers are exposed to a variety of public and private strategies, personal motives to reduce agrochemical use are most important. Moreover, having a Corporate Social Responsibility plan or engaging in direct sales to consumers are the only strategies that are related to a reduction in agrochemical use. These findings suggest self-governance is a powerful strategy for enhancing species diversity and abundance in agricultural landscapes. Yet it also means contributing to nature conservation and restoration is a voluntary act. Olive farmers who do not voluntarily contribute to nature conservation by reducing agrochemicals need to be incentivized by show-casing farmers who did reduce their agrochemical use, by critical consumers or by stricter rules in AES or in generic agri-environmental legislation.  相似文献

Current legislation in Great Britain has set up a class of protected land under the designation Site of Special Scientific Interest (SSSI). However, what values are to be protected, and how, are questions largely left unanswered. Areas which are designated as worthy of protection can still be threatened by gradual erosion due to rural development. The designation of a site as being of conservation value requires an agency which enforces protection from development. We highlight the conflicts which have arisen between landowners and conservationists over SSSI management and analyse the role of a conservation agency under alternative environmental philosophies. We show how the values underlying the motive for conservation will affect the environmental management process chosen. This provides contrasting views as to the future for countryside management, and focuses concern on the current trend towards the free market in which trade-offs based upon the anthropocentric usefulness of nature are fundamental.  相似文献

This study investigates the determinants of halal meat consumption within a Belgian Muslim migration population using the theory of planned behavior as a conceptual framework, with a focus on the role of self-identity as a Muslim and acculturation in the host country. Cross-sectional data were collected through a survey with 367 Muslims mainly originating from North Africa and living in Belgium. Findings reveal that in general, a positive health attitude toward halal meat predicts the intention to consume halal meat among Muslims. Perceived lack of safety measures or poor belief in the safety controls are shown to be potential barriers preventing Muslim consumers from eating halal meat. Low acculturated Muslims rely strongly on their positive personal attitude toward the health status of halal meat, whereas high acculturated Muslims rely on health attitude, animal welfare attitudes, and safety when intending to consume halal meat. Muslims with a high Muslim self-identity intend to eat halal meat because they believe that it is healthy whereas Muslims with a low Muslim self-identity are rather influenced by religious peers, together with their personal health attitude and availability concerns.  相似文献

In this paper, we present a Danish case study of the effectiveness and costs of protecting nitrogen poor nature areas vulnerable to ammonia eutrophication by appointing buffer zones around them. Buffer zones are found to be an important step towards sustainable co-existence of intensive livestock production and nature conservation when local sources are important contributors to eutrophication. Depending on the deposition patterns, buffer zones may be cost-effective compared to re-establishment of eutrophicated locations, but a need for further model analysis is also identified.  相似文献

The Netherlands were at the forefront of European nature conservation policy until recently. For years, a stable ‘social contract’ around Dutch nature conservation existed. To the surprise of many, this stability suddenly disappeared and Dutch nature policy has taken a dramatic shift with changing discourses on nature conservation, the halting of implementation of several key-policies and budget cuts up to 70%. This paper engages with discursive-institutionalism to understand such abrupt institutional changes through emerging ideas and discourses that reshape and undermine existing institutional arrangements. We show how the institutionalization of policy not only engendered but also restricted the impact of critical discourses in the 1990s and 2000s. However, critical discourses eventually played an important role in the sudden turn in nature conservation policy. The rise of a general populist discourse and the economic crisis contributed to the credibility of critical discourses and their translation into popular frames and storylines. Authoritative actors such as a new State Secretary opened up popular media for the critical discourses and contributed to their resonance among larger audiences. As such, the man and his new administration successfully used already existing counter-discourses to de-legitimise nature policy and break down important institutional arrangements at a pace unseen in Dutch politics. Adding a discursive element to institutionalism provides for analytical tools to understand change from both external as well as internal forces. In turn, enriching discourse theory with insights from neo-institutionalism helps to evaluate which ideas and discourses become materialized in policy and practice.  相似文献

This paper explores the significance of ‘life-worlds’ for better understanding why farmers adopt or reject soil conservation measures and for identifying basic dimensions to be covered by social learning processes in Swiss agricultural soil protection. The study showed that farmers interpret soil erosion and soil conservation measures against the background of their entire life-world. By doing so, farmers consider abstract and symbolic meanings of soil conservation. This is, soil conservation measures have to be feasible and practical in the everyday farming routine, however, they also have to correspond with their aesthetic perception, their value system and their personal and professional identities. Consequently, by switching to soil conservation measures such as no-tillage farmers have to adapt not only the routines of their daily farming life, but also their perception of the aesthetics of cultivated land, underlying values and images of themselves. Major differences between farmers who adopt and farmers who reject no-tillage were found to depend on the degree of coherence they could create between the abstract and symbolic meanings of the soil conservation measure. From this perspective, implementation of soil protection measures faces the challenge of facilitating interactions between farmers, experts and scientists at a ‘deeper’ level, with an awareness of all significant dimensions that characterise the life-world. The paper argues that a certain level of shared symbolic meaning is essential to achieving mutual understanding in social learning processes.  相似文献

There are more than 20 million Romani residents in many countries around the world. Due to social and economic reasons, many Romanies do not declare their ethnic origins; therefore, it is not possible to obtain any exact figures from official records. Romanies may have a preference of not defining themselves openly as “Romanies”. However, it is thought that they are distinguished from non-Romanies with their unique behavior and speech. Actually, physical features cannot be used as a definite distinctive feature in identifying Romanies. As a matter of fact, the first Romanies who had entered Europe were identified by their dark skin color and black hair, whereas today, it is possible to see Romanies with light skin and hair color. In Brazil, market-based instruments focusing on land use dimensions are increasingly promoted as a means to make public environmental policies effective. Landowners and farmers call for more flexible regulations and economic incentives to adopt ecologically sound practices, while public agencies and conservation NGOs seek new ways of financing and legitimising legal standards. Market-based instruments are considered by these actors as having the potential to both achieve their own goals and conciliate all interests. As a result, legal frameworks (including cap-and-trade systems, biodiversity offsetting and payments for ecosystem services) are being designed which allow to exchange land use rights and obligations. Under a sociolegal approach, this article provides an overview of such instruments. It shows to what extent they may entail a reconfiguration of the burden sharing and the priority setting of nature conservation. Depending on how actors use legal standards, their responsibilities may be eased and the level of conservation may be lowered, both facts that raise significant controversy.  相似文献
