Support for large scale agricultural investments in Africa has been mainly premised on their employment prospects for local populations. However, despite earlier calls by Tania Li to centre labour in the land grabs debate, labour is generally invisible in both mainstream policy and academic research. This paper, through a governance lens, draws attention to the implications of the global land rush on wage labour. In principle, policy frameworks that emphasise the labour potentials from large-scale land investments also gravitate towards regulations that seek to facilitate capital accumulation and mitigate negative impacts on communities – congruent with Ghana’s policy direction. This paper assesses the political-economic context of the legislative gaps in the current governance framework for wage labour and large-scale agriculture in Ghana; characterised mainly by absent, illusively present and repressive institutions. It is supported with empirical findings from the nature of farm workers’ incorporation into a transnational oil palm plantation in Ghana, their struggles over the nature of the investment, and the political orientation of the existing regulatory institutions. The study calls for policy measures which address power relations that shape the distribution of benefits from land investments, and also recognise structural inequalities that exist in and outside of agriculture.  相似文献

The semiarid region in the state of Sergipe, Brazil, approximately 11,000 km2, has experienced high deforestation rates in the last decades, which ultimately contribute to global climatic changes. The valuation of ecosystem services of CO2 sequestration can support definition of environmental policies to decrease deforestation in that region. This study aimed to assess land use and land cover changes in the Sergipe semiarid region between 1992 and 2017 by applying remotely sensed data and technics; simulate the land use and land cover changes between 2017 and 2030 by applying a cellular automaton model, by assuming current land use trends (Business as Usual – BAU) as a reference scenario, and a more conservative scenario (Protected Forest – PF), in which was assumed an effective enforcement of the Brazilian Forest Code established in 2012; simulate the carbon stocks by 2017 assuming the BAU and PF scenarios by 2030, and estimate the Carbon balance between the 2030 and 2017 scenarios; and estimate the economic valuation of carbon emission and sequestration by using the InVEST software. The results showed that agriculture (cropped lands) was main driver of the landscape changes in the study area, which increased 14% by 2017, a net increase of 1494.45 km2. The results showed that the total Carbon emissions would reach 736,900 Mg CO2-eq by assuming the BAU scenario, which would increase the cost of opportunity up to US$ 17.7 million and a social carbon cost varying between US$ 10.3 and US$ 30.2 million. The restoration of the permanent preservation areas could contribute to increase Carbon sequestration up to 481,900 Mg CO2-eq by 2030, which is equivalent cost of US$ 11.6 million. The natural landscape in the Sergipe semiarid region was strongly affected by deforestation activities occurred between 1992 and 2017. It requires, therefore, effective actions to support and promote restoration of degraded areas. The forested areas within the Sergipe semiarid region were the most affected type of vegetation because of expansion of agricultural fields soil exposures (Exposed Land). Environmental assessments based on scenarios and economic valuations can provide crucial information to support policy and decision makers to improve strategies for environmental management and conservation.  相似文献

The Chaco Salteño in Argentina is part of the Dry Chaco ecoregion, the largest neotropical dry forest in the world, and represents an important hotspot for deforestation and natural habitat loss due to agricultural expansion. The purpose of this article is: i) to assess systematically the role of agricultural expansion, intensification and demographics on the loss of natural habitat and ii) to understand how institutional factors contribute to direct the impact of agricultural intensification towards land sparing or Jevons paradox. We use multivariate statistical methods to assess the effect of important institutional changes, including the promulgation of the Forest Law in the Province of Salta and the titling of communal lands to Indigenous Peoples (IPs), on the loss of natural forests, shrublands and grasslands in the Chaco Salteño. Our results show that the approval of the Forest Law in Salta has been ineffective at slowing down the loss of natural habitat and is associated with the emergence of Jevons paradox via the increase in agricultural productivity. Moreover, this new institutional context appears to have increased the pressures on IPs land and encouraged preventive clearing on these lands. Finally, we detect the decreasing importance of livestock heads as drivers of natural habitat loss.  相似文献

The paper examines the impacts of climate change, agroecology and socio-economic factors on agricultural land use diversity (ALUD) using a panel data of 17 regions of Bangladesh covering a 61 year period (1948–2008) by applying a dynamic panel GMM estimator. Results revealed that ALUD and total rainfall have actually increased @ 0.19% and 0.02% per year whereas variability in temperature has declined @ 0.06% with significant differences across agroecological zones (AEZs). Among the climatic factors, total rainfall significantly increases ALUD. ALUD is also significantly influenced by agroecological characteristics. ALUD is significantly higher in Ganges River Floodplains but lower in Meghna River Floodplains and Chittagong Coastal Plain. Among the socio-economic factors, ALUD increases significantly with increase in the prices of vegetables, jute and phosphate fertilizer and R&D investment. ALUD significantly decreases with increase in the prices of lentil, onion, sugarcane, nitrogen and potassium fertilizers and extension expenditure. Policy implications include price policies to improve vegetable and jute prices, stabilise/reduce fertilizer prices and investments in R&D to develop crops that are suitable for high rainfall areas as well as specific AEZs in order to promote ALUD in Bangladesh.  相似文献

This paper investigates the transposition and implementation of the Habitats Directive in four European member states, namely Denmark, the Netherlands, Greece, and Romania, and the role that institutional misfits have played in more or less successful implementation processes. Departing in the ‘Worlds of Compliance’ literature, it also explores if this typology can be useful for understanding the ways member states address institutional adaptation pressures in the implementation steps following the transposition phase. The requirements in the Habitats Directive expanded most member states’ nature conservation frameworks, especially in the obligation to introduce pro-active conservation, and it also laid down a number of steps to be taken for creating the European Natura 2000 network. It was found that the transposition did mostly follow general compliance types, but that these types also helped understand the extent and adequacy of adaptations and changes to the institutional framework in the implementation processes following the directive’s adoption. Implementation challenges were different for different countries. They showed a need to align institutional frameworks for a) Natura 2000 in areas with several existing types of landscape protections and ensuing spatial and institutional overlaps; b) clarifying the roles and responsibilities of various authorities involved in implementation; c) ensuring coordination with the other sectorial policy areas that interact with the Habitats Directive (such as the Nitrate Directive and the Water Framework Directive). It turned out that there could be a need for more flexible and less-top-down European legislation, providing a larger room-for-manoeuvre for integration with domestic approaches.  相似文献

Land consolidation has a long history, and it has currently become one of the most extensive and well-organized human activities in China. Agricultural land consolidation (ALC) will change land use patterns, vegetation coverage, as well as the physical and chemical properties of soil through a series of engineering and biological measures that in turn affect the soil conservation service of ecosystems. This paper analyzes the effects of ALC on soil conservation service in the Hilly Region of Southeast China based on the Revised Universal Soil Loss Equation (RUSLE). The main results were as follows: (1) ALC improved the soil conservation service of cultivated land; (2) variations in the soil conservation service were strongly related to rainfall, slope, area of newly converted cultivated land, earth volume of land leveling, earth volume of topsoil stripping and backfilling, reconstructed farm roads, newly built production roads, length of new irrigation systems, newly built drainage systems, number of new dams, and newly built revetments; (3) the newly established multiple regression models used in this paper could describe the relationship between the soil conservation service and significant impact factors. This study will help researchers to better understand the interactions between land management and ecosystem service provisioning as well as provide a scientific basis for policymakers as they put forward new land management policies.  相似文献

Until the 1990s Israel was implementing a strict agricultural land preservation policy program, rooted in Zionist ideology. This was changed when shifts in Israeli planning and land policy towards the end of the 20th century brought about accelerated growth and sprawling development in agricultural lands at the urban–rural fringe, particularly in the Tel Aviv metropolitan region (TMR). In this article we describe the background for policy shifts and the resulting impact on metropolitan growth, and then proceed to identify patterns of development in former agricultural lands and their impact on conservation, based on a study of statutory land use plans converting agricultural land to built-up uses within the TMR. It was found that most of the plans were converting large tracts of agricultural land to residential uses, characterized by low-density suburban-type family housing, thus reducing considerably the spatial conservation potential. In addition, only relative small portions of land were conserved as public open space within plans’ boundaries, and even then only about half of that was actually effective for active open space uses.  相似文献

Human societies constantly interact with the environment through mutual feedbacks and adaptations. The aim of this research was to analyze human and environmental dimensions so as to understand how the dynamic processes of land use and land cover change are contributing to the increase of forest cover observed between 1985 and 2011 in the Paraíba Valley, Brazil. The forestry sector, based on eucalyptus plantations, is given particular attention due to its role in these change processes. Multi-layer perception neural network (MPNN) models were adopted to evaluate the influence of independent variables in the process of the forest transition. Based on the model's results, we conclude that the process is conditioned by a set of biophysical and socioeconomic variables that operate during different historical periods and in different landscape settings. The proximity of Atlantic forest remnants was influential in the forest transition for the three periods analyzed: 1985–1995, 1995–2005, and 2005–2011. In the first period of change (1985–1995), topography was most influential. Between the periods of 1995–2005 and 2005–2011, the proximity to eucalyptus plantations was an important factor, indicating a high probability of native forest recovery occurring in the vicinity of these monocultural areas. The forest transition tends to occur in areas less suitable for agriculture at the outset, but as these areas are replaced by forest cover, socioeconomic drivers such as farm credit and economic development play important roles in forest recovery.  相似文献

In this article, we analyze the effects of household location and weather variability on the adoption of borewell technology along the rural–urban interface of Bangalore, India. Understanding these effects can help to design policies that ensure smallholders’ livelihoods and the functioning of ecosystems in drought-prone areas. First, a theoretical framework was developed that conceptualizes how household location and weather can influence farmers’ adoption decisions. Then, an empirical analysis based on a primary data set collected in 2016 and 2017, covering 576 farm households, was conducted. With a semiparametric hazard rate model, determinants of the borewell adoption rate were analyzed. Different rainfall variables were included to capture the effect of changing climate conditions as well as a two-dimensional penalized spline (P-spline) to estimate the effects of household location. Results show that proximity to Bangalore, but also secondary towns accelerate adoption rates. In terms of weather variability, the study finds that a higher amount of total annual rainfall decelerates adoption rates, whereas higher amounts of rainfall during the southwest monsoon (the most important cropping season) accelerate adoption.  相似文献

Mangroves have been systematically exploited in Indonesia since 1800, especially for the development of brackish water shrimp aquaculture (called ‘tambak’) and for timber harvesting. By the end of the 1960s, Indonesia is estimated to have lost more than 200,000 ha of its mangroves mostly in Java and Sumatra. The rate of mangrove loss started to dramatically increase in the 1970 when exploitation shifted to new areas outside Java, particularly in Kalimantan and Sulawesi, encouraged by government policies to boost timber production, followed by policies to expand tambak in 1980s and large scale tambak development triggered by increased shrimp price during Asian financial crisis in 1997. The result has been the loss of nearly 800,000 ha of mangroves in only 30 years, mostly now in the form of low productivity or abandoned tambaks. In recent years, timber harvesting activities in Indonesia's mangroves appear to have become more sustainable. Our analysis suggests that aquaculture will continue as the main driver of change in mangrove ecosystems in Indonesia followed by palm oil plantation. Failure to deal with the current low productivity of shrimp aquaculture in many parts of Indonesia will force shrimp producers to clear an estimated 600,000 ha more mangroves to make way for shrimp farms over the next two decades. However, with improvements in brackish water aquaculture productivity, halting palm oil concession to utilise mangroves, along with maintaining other mangrove use pressures at moderate levels, the net loss of mangroves in the next two decades could be reduced to around 23,000 ha.  相似文献

This article is devoted to common yet quite specific approaches to valuation practice tasks that are involved in determining the market value of real properties in areas of possible land use changes. An intrinsic element of market value in such areas is the hope value, for which an option pricing model is used quite frequently.The authors propose a specially adapted Samuelson-McKean model for this task, which allows market value indication to be determined not only with the built-in development option, but also the dynamics of its components value in the current highest and best use and hope value – depending on the location of the given property. The greatest advantage of the Samuelson-McKean model is that it can be treated as universal for analyzing the range of possible indications of market value seeing as how its main task is to find a compromise between the interests of the buyer and the seller, which is the goal of any fair transactions and decisions.  相似文献

Planners have long been interested in understanding ways in which land use planning approaches play out on the ground and planning scholars have approached the task of evaluating such effects using a variety of methods. Oregon, in particular, has been the focus of numerous studies owing to its early-adopted and widely recognized statewide approach to farm and forest land protection and recent experiment with relaxation of that approach in 2004 with the passage of ballot Measure 37. In this paper we review research-based evidence regarding the forest and farm land conservation effects of Oregon land use planning. We document the evolution of methods used in evaluating state land use planning program performance, including trend analysis, indicator analysis, empirical models, and analysis of indirect effects on the economic viability of forestry and farming. We also draw on data documenting Measure 37 claims to consider the degree to which Measure 37 might have altered land use and development trends had its impacts not been tempered by a subsequent ballot measure – Measure 49. Finally, we provide a synthesis of the current state of knowledge and suggest opportunities for future research. Common to nearly all of the studies we reviewed was an acknowledgement of the difficulty in establishing causal relationships between land use planning and land use change given the many exogenous and endogenous factors involved. Despite these difficulties, we conclude that sufficient evidence does exist to suggest that Oregon's land use planning program is contributing a measurable degree of protection to forest and farm land in the state.  相似文献

Over the last two decades, extensive literature has examined the socioeconomic and environmental impacts of China's Sloping Land Conversion Program (SLCP), a program that was launched in late 1990s to mitigate the environmental effects of agricultural production and reduce rural poverty. However, little empirical evidence exists with regard to the impact of SLCP on rural households' sensitivity to nature-induced changes and environmental challenges. In this study, household-level data covering the period 1995–2010 from five Chinese provinces were used to examine the effect of SLCP on farmers' sensitivity to climate change. The empirical results show that participation in SLCP significantly reduced farmers' sensitivity to climate change by reducing their dependency on land and natural resources for income, and by diversifying their livelihood options. Spatially, the results reveal that the effect of SLCP on farmers' sensitivity vary across regions. Specifically, SLCP was found to have a ‘rate effect’ on farmers in the Northern regions and a ‘level effect’ on farmers in the Southern regions. Likewise, we found that the effect of SLCP differs considerably across income groups, with the effect on low- and middle-income groups being most significant. The results indicate that subsidy is the main pathway through which SLCP reduces farmers' sensitivity to climate change. In contrast, we found inclusive evidence about the indirect effect of SLCP farmers' sensitivity through the promotion of non-agricultural employment. These results carry major implications with regard to the effectiveness of ecological conservation programs and their mitigation potential through building farmers' resilience in China and ecologically fragile environments.  相似文献

In the context of climate change, adaptation to climatic extremes, such as drought, has attracted worldwide attention, yet many practical adaptation strategies need to be examined at the local level. Based on a case study of the village of Beidian, located in a drought-prone region in northern China, this study demonstrates that when faced with multiple pressures of regional climate change, drought risk and rural poverty, reasonable adjustments in land use patterns can serve as an effective adaptation strategy in the agricultural sector. We used household questionnaires, in-depth interviews with village managers, and land use surveys at the farming plot level to quantify the relationship between land use change and drought mitigation effects. Our findings indicate that in the past decade, the farming practices in Beidian have transformed from a complete reliance on the winter wheat–summer corn rotation to a new diversified mode of apple as the main crop and corn and coarse cereals as the subsidiary crops. The current farming mode is proven to possess a stronger adaptive capacity to drought due to its higher water-saving efficiency and economic benefit, which facilitates rural poverty reduction and socio-economic development. This study presents a feasible approach to address adaptation strategies at the local level, which provides policymakers with information on how to best support farm-level adaptation and to reduce farmers’ vulnerability to climatic extremes within the broader context of climate change.  相似文献

This article analyses the spatial concentration of agricultural innovation in Ireland. Influenced by the importance of knowledge spillovers, the roles of key innovation drivers are discussed. The analysis reveals a clear spatial concentration of agricultural innovation and while some of this variation can be explained by the spatial concentration of the sector, there are also other factors at play that drive the spatial distribution of innovation. More specifically, the distributions of research, education and advisory services show a similar spatial pattern to agricultural innovation, providing support for the existence of regional knowledge spillovers.  相似文献

A global understanding of landscape dynamics, through local case studies, is a prime topic in land change science. Consequently, this approach should be urgently applied to changing and heavily transformed environments, such as coastal areas. The aim of this work is to study landscape changes, comparatively, by focusing on three coastal sedimentary landscapes in the Canary Islands (Spain). We examine changes in main land cover types and identify their driving forces, actors and institutions, analyze their inter-relationships, and match each case to a case-specific development model. The three landscapes reveal very different change processes with regard to population density, land cover, and major land change processes (i.e., resource extraction, urbanization, tourism, and nature protection). We found that socioeconomic, political, and natural/spatial driving force types are of highest importance, while the local level is dominant in all three cases. The findings of this study can be used to interpret other similar landscapes worldwide. Driving-force and organizational-level patterns may be expressed in a synthesized manner as we demonstrate in this paper.  相似文献

In Thailand, land use planning and policy decision-making were—and to some extent still are—organized in a hierarchical and disjointed fashion. This is also true for the utilization of public lands, including forest reserves in the northern uplands that are often settled by ethnic minorities. There are, however, instances of change in land policies and regulations and in the way decisions and plans are made. Doi Mae Salong (DMS) in Northern Thailand, where there is a trend towards land use for conservation purposes, is a case in point. This paper aims to explore decision-making by farmers in DMS in the context of changing land regulations and policies from the 1950s to the present. The Institutional Analysis and Development (IAD) framework, together with a historical perspective and with narratives on land management through time, were applied by using in-depth interviews of key informants and group farmers’ discussions as tools. The time period under investigation was divided into three periods of change: The first period, before the year 1960, was an era of security concern. In contrast, the second period, from 1961 to 1996, was an era of emerging conservation priorities. Finally, the third period, from 1997 to the present, is an era of lessons learned from the conservation era. Land use decision outcomes reveal that the decision-making processes of farmers are influenced both by the hierarchical decisions of higher authorities and by horizontal linkages among multiple stakeholders. However, while farmers participate readily in forest conservation activities, they do not play an active role in the process of changing policies.  相似文献

This article investigates land transactions in relation to intended land use change from a micro-scale perspective. A better understanding of land transactions is important for understanding and influencing how land is used. The aim is to explore how the different aspects and their interrelations influence landowner behaviour during land transactions initiated by the government. The study draws on 42 explorative interviews with land purchasers, land policy experts, planning professionals and local farmers.The study shows that uncertainty, and feelings of justice are pivotal aspects during land transactions. Moreover, land transactions are co-evolving with the planning process. Landowners exhibit strategic behaviour based on their personal situation and their expectations on uncertain aspects. The strategies are strongly interrelated with the evolution of land use change. Land use changes are both input on which actors base their strategies, as well as the outcome of those strategies. The aspects found in this study were strongly interrelated and changed over time. Some aspects were context dependent, while others are expected to influence land transactions in general. In this light, the strength of a successful planner is twofold: on the one hand a planner needs to be a good communicator; on the other hand a planner should be able to deal with uncertainty and expectations during plan processes.  相似文献

The paper examines drivers of change in agricultural land use in order to identify data requirements and assess data suitability. In order to assess the fitness for purpose of available data, the paper provides an overview of the sources of data for agriculture and land use in the UK, in both a contemporary and historical context. It provides a brief assessment of the state of scientific knowledge on the analysis of land use change, combined with a consideration of some of the possible advances promised by the new land use science.  相似文献
