Environmental and agricultural policy instruments cause changes in land-use which in turn affect habitat quality and availability for a range of species. These policies often have wildlife or biodiversity goals, but in many cases they are ineffective. The low effectiveness and the emergence of unwanted side effects of environmental and agricultural policies are caused by over-simplistic assumptions in the design of policy instruments as well as difficulties with predicting behaviours of policy subjects. When considering wildlife in agricultural landscapes, policy's performance depends both on human (farmers) actions, which the policies aim to affect, and wildlife responses to land-use and management changes imposed by farmers. Thus, in order to design effective agri-environmental policies, detailed ex-ante assessments of both of these aspects are necessary. Due to the restrictive assumptions and technical limitations, traditional agricultural economic and ecological models fall short in terms of predictions of impacts of agri-environmental measures. The feedback situation between policy, human behaviour and ecological systems behaviour can confound these approaches, which do not take systems complexity into account. Therefore, a solution that integrates both feedback interactions and the differing scales at which these interactions take place is needed. For this, we suggest developing integrated policy assessment tools comprising of simulated farmer decision making, on-farm land-use and wildlife responses in the form of spatially explicit, dynamically connected agent-based models. Although complex and necessitating true inter-disciplinarity, these approaches have matured to the point where this endeavour is now feasible.  相似文献

As their sales of projects in Africa increase at a high annual growth rate, Chinese contractors are encountering new challenges regarding wildlife protection during project construction. Using the Mombasa-Nairobi Standard Gauge Railway project constructed by the China Road and Bridge Corporation (CRBC) as a case study, we researched how the CRBC involves itself in wildlife protection throughout the project. The results state that, although the CRBC's efforts show its commitment to wildlife protection, its overall involvement in this domain is far from successful. Chinese contractors need to improve their effort regarding wildlife protection for future projects.  相似文献

The emergence of wildlife ranching as an alternative land use option to agriculture, in Transfrontier Conservation Areas (TFCAs), has cast renewed interest on the role of cattle farming in rural livelihoods in areas close to wildlife parks. This study analysed the contribution of cattle to livelihoods and relationships between cattle and potential wildlife land uses in rural areas near Kruger National Park. Data were collected through household surveys, key informant interviews and community workshops. About 11% of households studied owned cattle, and cattle income constituted 29% of total household income. Benefits from cattle were also derived by households without cattle. About 71% of households had at least three sources of income, reflecting diversity of livelihoods. Wildlife related land uses were perceived by some households as threatening cattle production, whilst others viewed them as opportunities for alternative livelihoods. We conclude that cattle production has important livelihood roles, but is not sufficient as a driver of economic development in these areas. Incentives to encourage diversification of livelihoods at the wildlife/livestock interface, with possibilities for rural communities to explore wildlife based land uses should be put in place. In addition, land use policy and planning in such areas should focus on creating institutional mechanisms through which programmes integrating conservation and rural development goals can benefit rural communities.  相似文献

Climate change and land use/land cover change (LULCC) are associated with local vulnerability, defined as the intrinsic tendency of a system to be negatively affected by an event or phenomenon, but this can be ameliorated by ecosystem conservation. In Mexico, extensive Wildlife Management Units (eWMUs) are environmental policy instruments designed to promote ecosystem conservation and rural development via the sustainable use of wildlife by local populations. However, evidence of the successful reduction of LULCC by eWMUs is contradictory, and there has been no investigation into their potential as an action to promote climate change adaptation. In this study, we focused on the overall patterns of LULCC associated with eWMU throughout the country and examined strengths and weaknesses of eWMUs as policy instruments to address climate change. In particular, we analyzed how differences in areas with eWMUs influence LULCC and assessed how eWMUs could contribute to reducing vulnerability, particularly in double exposure municipalities. We calculated the percentage of eWMUs per municipality from official information and estimated LULCC from vegetation changes between 2002 and 2011. We then used the Kruskal-Wallis test to find statistically significant differences in vegetation changes based on the percentage of eWMUs and performed between-group comparisons using a post hoc Dunn test. Although Mexico has 2456 municipalities, only 37% have eWMUs. Furthermore, 64% of Mexico’s municipalities have lost vegetation cover, whereas only 36% have either gained vegetation or remained stable. In municipalities that recorded changes to the vegetation, those changes were, overall, minimal and involved less than 10% of the total area of those municipalities. In general, municipalities with less than 10% of their total area dedicated to eWMUs experienced higher vegetation losses than those with more than 10% of their total area dedicated to eWMUs. We detected twelve double exposure municipalities, i.e. they are vulnerable to climate change and lost more than 10% of their vegetation. Double exposure municipalities dedicated less than 2% of their total area to eWMUs as well. Our results suggest that incremental increases in the area dedicated to eWMUs may reduce LULCC and protect vegetation, particularly in double exposure municipalities. Based on the literature, some ecological, economic and socio-cultural factors may determine the success of eWMUs and strongly impact LULCC. Therefore, additional efforts must be made to enhance our understanding of ecological and climatic processes; habitats must be monitored using a standardized methodology; biological, cultural, economic and institutional diversity must be incorporated into the planning, implementation and monitoring of eWMUs; and agreements must be established to strengthen social organization and human capital. Taking all this into account, we suggest that reducing vulnerability and improving double exposure areas by increasing the number and interconnectedness of eWMUs could represent an effective strategic approach at the municipal level to address LULCC and climate change.  相似文献

This paper outlines Zimbabwe's Communal Areas Management Programme for Indigenous Resources, a policy of developing marginal lands of low agricultural potential where increased population has resulted in competition for land between people and wildlife. The proximity of national park areas to peasant lands has been a major source of conflict but the new development programme has removed this conflict by rationalizing land use policy. Traditional land use continues, but peasants are encouraged to participate in wildlife management on a commercial basis as shareholders. Human–wildlife conflict is a rapidly developing topic in biodiversity and conservation management. Restoration ecology and species reintroductions have increased contact between people and wildlife which in turn has led to increased conflict. This paper explores the conflict surrounding the reintroduction of the white-tailed sea eagle to Ireland. It provides a summary of how the diverse stakeholders – conservationists, farmers, tourist lobby and general public – interpret the eagle's homecoming after an absence from the landscape of over a hundred years. Species reintroduction projects tend to be dominated by natural scientists, who emphasise the impartiality of science and often ignore or down play the socio-economic aspects of species reintroductions. The conflict surrounding the reintroduction of the sea eagles to Ireland reinforce the truism that behind all human–wildlife conflict, lies human–human conflict. The paper argues that the human dimension of species reintroductions need to be taken seriously if the project management aims are to be achieved, and that legislation and law enforcement on its own will not solve human–wildlife conflict issues. The conflict between the ‘raptor and the lamb’ described in this paper highlights the need for the early involvement of all key stakeholders, and the importance of establishing effective dialogue and communications among the different parties. It should also be recognised that the reintroduction of a species may not always be the right option to pursue.  相似文献

The collaborative management of mobile ecological resources across landscapes can provide many benefits at the societal level, but can also face considerable stakeholder opposition. Wild deer are one example of a range of ecological resources, whether individual species, habitats or ecosystem services, for which management at a landscape scale is likely to be far more effective than the single-site approaches favoured (and incentivised) to date. Determining the most appropriate mechanism to encourage collaboration depends on an understanding of the ecological, geographical, socio-economic and cultural contexts within which management decisions are made. In this paper, we employ a mixed-methods approach to quantify and explain UK deer managers’ preferences for different collaborative mechanisms and financial incentives, accounting for socio-economic and regional differences. We show that deer managers would regard a mandatory collaboration scheme as undesirable in the majority of regions covered in our study but that managers’ responses to proposed financial incentives for participation in mandatory collaboration were more positive in those regions where stakeholders had prior experience of existing payment schemes for modifying land use and wildlife management. Future collaboration in deer management in the UK is likely to be promoted most effectively if incorporated as part of existing environmental management schemes and in a sufficiently flexible manner to accommodate geographical and cultural contexts. Our study illustrates how mixed-methods approaches can be used to identify the opportunities and constraints associated with the wider uptake of collaboration in the management of mobile ecological resources.  相似文献

Conservation is a fundamentally spatial pursuit. Human–elephant conflict (HEC), in particular crop-raiding, is a significant and complex conservation problem wherever elephants and people occupy the same space. Conservationists and wildlife managers build electrified fences as a technical solution to this problem. Fences provide a spatial means of controlling human–elephant interactions by creating a place for elephants and a place for cultivation. They are often planned and designed based on the ecology of the target species. Yet as we show in this case study, behind their technical façade, fences are highly political. This article presents the process of planning and building the 121 km West Laikipia Fence: created to prevent elephants from moving out of large private and government-owned ranches and onto smallholder cultivated land to the west of Laikipia County. We seek to show how the construction of a fence to solve the problem of HEC led to the division, reinforcement and communication of territory on the ground and how this was captured and shaped by different, and sometimes conflicting, political interests.  相似文献

本研究以较早开展山核桃生态化经营试验的临安市为研究点,基于农户地块水平山核桃投入产出数据,对生态经营山核桃地块投入产出状况、经营者生态化经营接受意愿及其影响因素进行了分析。结果表明:短期内,山核桃生态化经营对经济收益会产生一定的负面影响;试验区内经营者对山核桃生态化经营的接受意愿程度较高,经营者对生态化经营可能带来的长期的综合效益有了较为清楚的认知,山核桃生态化试验与示范已经取得一定的成效;家庭收入水平、户主特征、教育与培训等是影响经营者生态化经营意愿选择的主要因素。最后,对如何进一步提高山核桃生态化经营推广效率进行了探讨。  相似文献

Social inequalities induced by education accessibility are widespread and concern land use policy makers globally. Yet much of existing research heavily emphasizes on uncovering the spatial patterns of housing price in relation to education resources. This paper aims to renew our understanding of this classical topic by bringing the importance of temporal and institutional dynamics to the fore. Specifically, this research presents a detailed examination of the relationship between school quality and housing rental dynamics under the intervention of equitable housing policy, with special reference to Shanghai, the most developed megacity in China, also one of the first Chinese cities granting equal rights for renters to access schools within the catchment area. Based on time-series housing rental data collected from social media, the t-test discovers that school quality has a significant impact on housing rental prices after the introduction of this new housing policy. Moreover, housing rental prices within high-quality school districts are significantly higher than those within ordinary school districts. The hedonic model and variance partitioning further confirm that school quality is capitalized into housing rental prices, and its relative contribution varies with temporal periods. More specifically, how the relative contribution of school quality changes over time is consistent with the schedule of primary school enrollment and sensitive to policy intervention. The difference in difference model foregrounds that the equitable housing policy does result in rental prices hike in high-quality school districts, i.e., a 13.5 % rental premium of housings within high-quality school districts compared with those within ordinary ones. We conclude that the equitable housing policy fails to achieve the expected goal and propose alternative suggestions for mitigating social inequalities in education accessibility. This study demonstrates a novel methodological framework for evaluating the social consequence of equitable housing policy based on social media data. It unravels how housing rental changes with school district division and the capitalization effect of school quality in housing rental prices.  相似文献

Ornamental plant sales have been identified as an important vector for the introduction of invasive plants. Increased concerns about the economic and ecological costs of invasive plants have spawned interest in identifying strategies to curtail introductions. One possible strategy is labeling plants based on whether they are invasive or native. The primary purpose of this paper was to explore how labeling plants based on invasive and native attributes might affect consumer demand. To accomplish this objective, a second price auction was used to elicit the willingness to pay (WTP) for plants with and without labels. On average, we found a $0.35 premium for plants labeled as noninvasive and native and a $1.01 to $1.66 discount for plants labeled as invasive. The size of these premiums and discounts differed in relation to various demographic, attitudinal, and preference‐related factors. Overall, our results suggest that labeling plants as invasive or native could be a viable strategy for reducing the introduction of invasive plants.  相似文献

This paper assesses the efficacy and relevance of focus groups as participative tools for land use policy and planning. The use of focus groups has mushroomed in land use research and policy in response to new governance and empowerment agendas with their emphasis on using more deliberative and participative approaches. However, their use within social science research has been controversial given perceived methodological limitations of rigour and bias. A detailed critique of three recent research projects has been undertaken to assess focus group in theory and practice; rural diversification, public perception of landscape and visitor payback. The assessment considers key questions relating to inclusion, participation, empowerment, policy impact and understanding of complex policy issues. The results show that focus groups can perform multiple roles as exploratory, explanatory, participative and deliberative tools. Nevertheless, focus groups have important limitations and methodological protocols which demand more care and attention. Crucially, they should not be used in isolation to influence policy decisions; end user pressure for quick fixes, group dynamics, issues of representativeness, together with the biases of a facilitator, can easily mask, distort or misrepresent results. It is concluded that focus groups have significant potential as qualitative tools in landscape research but that they must be used carefully and in tandem with other techniques if their true potential is to be realised.  相似文献

The negative impact of anthropogenic activity on tropical forests is well documented, but the underlying factors, including socioeconomic conditions, government policy, and agricultural practices, that influence forest degradation in developing countries are poorly understood. For centuries, Soppinabetta forests (SBFs) in the Western Ghats of India have provided essential habitat for wildlife and vital organic resources (leaf litter, green foliage) for the cultivation of betel nut palms (Areca catechu) and rice paddy (Oryza sativa). Historically, betel nut farmers carefully managed resource extraction in SBFs, but recent changes in land use policy allow for unmitigated resource extraction by site dwellers, which may imperil the traditional sustainable management of SBFs. Site dwellers live on government allotted sites and primarily derive their income through the sale of forest-based products. We used SBFs as a model system to investigate the factors governing: (i) forest resource extraction, (ii) the effect of changing agricultural practices on the rate of resource extraction, and (iii) farmers’ perception of SBFs conservation in response to changes in governmental land use policy. Results from surveys of 90 households (57 farmers and 33 site-dwellers) and the forest department indicate individual farmers collected an average of 31.09 (range 0-125) metric tons of leaf litter and 19.11 metric tons (range 0-120) of green foliage per year. Organic resource harvesting by farmers was positively correlated with the size of betel nut plantations, size of SBFs, and number of livestock owned per household. Betel nut plantations require six times more compost than food grains cultivated in field paddies. In past one decade, 33% of field paddies have been converted into betel nut plantations, increasing the strain on SBFs for forest resources. Farmers believe that when they lose provisional ownership of SBFs, site dwellers unsustainably harvest resources and severely damage SBFs. We suggest that an inclusive, local-level, farmer-driven protection be implemented to preserve the SBF heritage system of Western Ghats.  相似文献

There has been a recent proliferation of national land-use policies that emphasize protecting open space and ecosystem integrity. However, countries grappling with internal political conflict, or that are engaged in military conflicts with neighboring countries, have priorities that focus on control of land in areas where state sovereignty is perceived to be threatened. These two concerns, political-demographic control and environmental protection, create very different paradigms for how to think about open space policy. The objective of this paper is to consider the impact of competing paradigms in land-use policy formulation and implementation—one that encourages sprawl and the other that encourages compact development and the preservation of open space. We use Israel as a case study where both political demography and environmental land-use paradigms are currently influencing policy and planning. We explore the historical evolution of both land-use paradigms and consider how they are currently competing in the formulation and execution of land-use policy decisions. We consider how these distinct priorities are playing out in current discourse and policy implementation, and characterize the past, current and prospective future physical outcomes of policies on the landscape. Our goal is to alert policy makers and land-use scholars of the subtle and contradictory influence of political-demographic land-use priorities with regard to their potential impact on the successful implementation of environmental policies. The Israeli case study is indicative of a diversity of countries that have a history of political-demographic land-use policies, but have also begun to adopt environmentally motivated policies.  相似文献

To advance the science and practice of implementing nature-based solutions in cities, it is important to examine the obstacles and provide means to overcome them. This paper presents a conceptual framework of policy needs for analysing the science of nature-based solutions’ implementation and connect it to the practice of their implementation that advances the literature by connecting well-researched gaps to a more innovative action-oriented policy development approach that we argue is required for embedding scaled-up nature-based solutions. We conceptualise and ground the policy needs framework of skills, knowledge and partnerships theoretically in current literature of NBS policy and planning and empirically in three European case study cities: Genk in Belgium, Glasgow in UK and Poznan in Poland. The cross-case study analysis points to the knowledge needs of systems’ thinking and solutions-oriented thinking as paramount for implementing nature-based solutions. Our analysis further points to the skills’ needs of negotiation and collaboration for administrative silo bridging and for forging multi-sectoral partnerships essential for planning, and co-managing NBS. We conclude with three ways forward to addressing the policy needs for implementation: first, cities can invest in tailored and targeted capacity building programs, second, institutional spaces need to be established that allow for collaborative learning through and for partnerships and third, cities need to chart governance innovations that promote evidence-based policy for nature-based solutions’ design and implementation.  相似文献
