This themed issue of Land Use Policy builds mainly on papers presented at an international conference on ‘Land Use Issues and Policy in China under Rapid Rural and Urban Transformation’, convened by the Chinese Academy of Sciences in Beijing, China, in October 2012. The conference set out to share and promote new scientific findings from a range of disciplines that advance research on land use policy in China. The contributions to this themed issue provide conceptual–theoretical and empirical takes on the topic, around four main areas of interest to both researchers and policymakers: nation-wide land use issues, the Sloping Land Conversion Program, land engineering and land use, and land use transitions. Various land use issues have been associated with rapid urban–rural transformations in China, giving rise to formulation of new policies directly affecting land use. However, these have contributed to new land use problems due to the nature of the policies and the difficulties in policy implementation constrained by the special ‘dual-track’ structure of urban–rural development in China. In view of this, this themed edition makes a compelling call for more systematic research into the making and implementation of China's land use policy. It also emphasizes the challenges for further research on land use policy in China.  相似文献

This paper presents an application of the Multi-Scale Integrated Analysis of Societal and Ecosystem Metabolism (MuSIASEM) approach to the analysis of rural land uses. Using secondary data on farming systems in Laos, we illustrate how the concept of metabolic pattern can be used to establish links between the various indicators of performance of rural systems. To this purpose, we characterize the socioeconomic activities in rural Laos by a series of quantitative indicators defined across: (i) different hierarchical levels of organization described at different scales (i.e. households, rural villages, administrative regions and the whole country) and (ii) different dimensions of analysis, including economic, agronomic, social, biophysical, and ecological analysis. The MuSIASEM approach simultaneously employs two non-equivalent criteria for quantification. The observed rural system is described in terms of an integrated set of flow elements (money, food, energy, water, fertilizer and other materials), which are mapped against two distinct fund elements: (i) a multi-level matrix of human activity (flows being expressed in terms of intensity per hour) and (ii) a multi-level matrix of land uses (flows being expressed as density per hectare). Our case study shows that in this way it is possible to move across different hierarchical levels, scales and dimensions, to arrive at an integrated representation of the metabolic pattern of farming systems.  相似文献

Multiple cropping is one of the simplest ways to increase grain production, and it has an important role in the food security of China. This paper evaluates the multiple cropping systems of China, and identifies the regional obstacles that limit the use of multiple cropping with the aim to give some implications for developing grain production policy. A time series analysis of remote sensing data coupled with an econometrics model—stochastic frontier analysis (SFA) was used to derive the multiple cropping index (MCI), potential multiple cropping index (PMCI), multiple cropping efficiency (MCE), and potential increment of multiple cropping index (PIMCI) to evaluate the multiple cropping systems. Regional obstacles to the use of multiple cropping were identified by zoning socioeconomic and ecological environmental factors that impact its application. The MCE of China in 2005 was 87.5%, with a gap of 22% between the MCI and the PMCI. The Bohai Rim, the rim of Tianshan Mountain, the Sichuan Basin, and the middle reach of Yangtze River are the main regions that larger PIMCI could be anticipated. The whole country (excluding areas that lacked data) was divided into seven distinct regions in terms of the impact factors and further classified into low-efficiency high-potential regions (LHRs), high-efficiency low-potential regions (HLRs), high-efficiency medium-potential regions (HMRs), and medium-efficiency high-potential regions (MHRs) according to regional multiple cropping performance. Considering about the obstacles and benefits to each region, different strategies should be implemented to different regions for regional grain production increase. Special attention should be paid to the improvement of MCE in north and southwest China with the expectation to increase grain production of China. The results would help implement “The plan to increase grain production capacity by 50 million tons nationwide” launched by the central government of China.  相似文献

By using Northeast China as example, this study measured the characteristics of the land use transition of underdeveloped areas (UAs) of China and explored the underlying transition mechanism. This study found that, the main characteristics of the land use transition of Northeast China during the last two decades (1995–2015) were continuous expansion of cropland, accelerated growth of construction land, and continuous reduction of woodland and grassland, as well as unused land. Policies dominate the process of land use transition of the UAs of China. The land use transition of UAs of China is a result of interaction and coupling between socio-ecological feedback under the guidance of policies and socio-economic change under the influence of policies. The former determines the direction of regional land use transition while the latter determines the intensity of this transition. During the process of land use transition, the sustainable use of land of the UAs of China faces several severe issues: inefficient use of urban construction land caused by unreasonable policy support, degradation of the ecological environment caused by irrational expansion of cropland, and both policy instability and policy conflicts. To resolve these issues, punishment and accountability of local governmental violations of land use should be strengthened. Furthermore, a land use information disclosure system and public supervision mechanism should be established by policy makers. The starting point of policy formulation should be shifted from quantity growth to quality improvement as well as from economic benefits to comprehensive benefits.  相似文献

The expansion of cash crops has raised contradicting interests between two bureaucratic bodies (the economy-oriented one that advocates cash crop production and the conservation-oriented one that focuses on natural resources protection) in many places around the world. Recent past has saw growing efforts on the theoretical linkages between cash crop production and conservation, but the solutions to the cash cropping −related land use conflicts remain as violent controversy. Using a geo-simulation approach, this paper models the tea expansion under different policy scenarios and evaluates the effectiveness of these policies in Anji County (China), as a contribution to the scientific basis for formulating sustainable cash cropping practices and alternative land use policies. In particular, a new self-adaptive cellular automaton model based on ensemble learning (EL-CA) is developed and three policy scenarios (economy-over-conservation (EOC), conversion-over-economy (COE), and economy-balance-conservation (EBC)) are set to predict the tea expansion patterns in 2025. Results show that the EL-CA model significantly outperforms the traditional CA models based on empirical statistics. We find that the tea expansion under the EOC scenario is much more intensive than that under the COE and EBC scenarios. The most outstanding ecological consequence of tea expansion is the occupation of forests. Employing an equivalent coefficient approach, we further quantify the trade-offs between economic incomes (from tea expansion) and ecological loss (due to ecosystem service value (ESV) declines) under the three policy scenarios. In the EOC scenario, the loss in ESV far exceeds the benefit of tea expansion. Net change of ESV is higher than that of economic return under the COE. The economic benefit is approximately equal to the ecological loss in the EBC scenario. The EBC should be a socially preferred scenario, since it leads to sustainable tea expansion and minimal ecological impacts. Though the EBC scenario is a desirable choice, how to enforce these policies is an important consideration. Given the complexity in the Chinese policy context, we finally propose several possible measures to promote the coherence of paradoxical policies involving the allocation of land for cash crop cultivation.  相似文献

As the pollution of urban soil in brownfield redevelopment sites can adversely affect the surrounding ecosystems and human health, China's rapid urbanization and industrialization necessitates the remediation, treatment and redevelopment of contaminated urban soil. This study aims to address the policy implications of inventorying and mapping soil heavy-metal pollution in brownfield redevelopment sites in China, using the Tiexi district in Shenyang as a case study. Enrichment factors analysis of the soil samples proved that the soil in the brownfield sites was highly enriched with copper, cadmium, lead, zinc, arsenic and nickel relative to background values. Furthermore, the analysis of the pollution index and the integrated Nemerow pollution index also indicated that the soil was most heavily polluted by cadmium. The hot-spot metal contamination areas, determined using geographical information system technology, were mainly located near historical high-pollution enterprises. Based on our findings, policy recommendations for further brownfield management are proposed.  相似文献

Forest loss and fragmentation, which generate various negative environmental and ecological consequences, have become widespread phenomena across the globe. Motivation to investigate the underlying drivers is essential for land use planning and policy decision making. This paper characterizes forest loss and fragmentation from 1979 to 2014 in the Ningbo region (China) using multitemporal satellite imageries and a set of landscape metrics (area-weighted mean patch area, edge density, area-weighted shape index, Euclidean nearest neighbor distance, effective mesh size and total area); and then quantifies the responsible socioeconomic drivers (economy, social activities, science and technology, culture and policy, demography) under different land use planning schemes (urban and non-urban) using multivariate linear regression. Results show that the two zones present identical trend of intensifying forest loss and fragmentation but differ in changing magnitude and speed. More specifically, forest loss and fragmentation in the non-urban planning zone occurs at a significantly higher pace and magnitude. For the urban planning zone, population pressure, economic growth and fruit consumption are the primary drivers of forest loss, while forest fragmentation is mainly driven by economic openness, cash crop consumption and environmental protection consciousness. For the non-urban planning zone, income increases, fruit consumption and infrastructure development are the primary drivers of forest loss, while infrastructure and tourism development are the major drivers of forest fragmentation. Besides, forest loss and fragmentation in the two zones are both heavily subjected to land use policy. The variance partitioning analysis highlights that the policy driver is the most influential one and economic driver also has strong effect on forest loss and fragmentation in the urban planning zone. For the non-urban planning zone, the influence of policy driver is the strongest and social activity is also very powerful. These results provide compelling evidence that land use planning fails to play an efficient role in protecting forest resources in the Ningbo region. The failure should be attributed to several issues associated with land use planning and forestry governance that widely exist in China. We finally propose some pertinent implications and suggestions for China’s land use planning and forest policy. This study is believed to advance the understanding of the socioeconomic drivers of forest loss and fragmentation. It therefore provides some new insights in land use policy.  相似文献

The paper aims to comprehensively analyze key issues of current land use in China. It identifies the major land-use problems when China is undergoing rapid urbanization. Then, the paper interprets and assesses the related land-use policies: requisition-compensation balance of arable land, increasing vs. decreasing balance of urban-rural built land, reserved land system within land requisition, rural land consolidation and economical and intensive land use. The paper finds that current policies are targeting specific problems while being implemented in parallel. There is lacking a framework that incorporates all the policies. The paper finally indicates the current land-use challenges and proposes strategic land-use policy system to guide sustainable land use in the future.  相似文献

The Biodiversity Strategy of the European Union includes a target to “ensure no-net-loss of biodiversity and ecosystem services by 2020”. Many policy options can be envisioned to achieve such a no-net-loss target, mainly acting on land use and land management. To assess the effectiveness of such policies at a European Union (EU) scale, we simulated land use changes and their impacts on biodiversity and ecosystem services indicators. We analysed a Business–as-Usual scenario, and three no-net-loss scenarios. The no-net-loss scenarios included measures that aim to reduce negative impacts of land use change on biodiversity and ecosystem services, by better implementation of existing biodiversity conservation measures (Scenario 1); and enhancement of existing measures (Scenario 2); and offsetting residual impacts on areas of high biodiversity and ecosystem service value (Scenario 3).Results show that none of the scenarios achieved overall no-net-loss. Compared to a Business-as-Usual scenario, the no-net-loss scenarios reduced the overall degree of land cover change at EU level, hence reducing impacts on biodiversity and ecosystem services in large parts of the EU. The more comprehensive no-net-loss scenarios resulted in a gain of natural land cover. Moreover, natural areas became better connected, especially in peri-urban areas as a result of impact avoidance and offsetting. Richness of farmland bird species was projected to increase. Measures included in the no-net-loss scenarios had net positive effects on pollination and carbon sequestration, neutral effects on crop production, erosion prevention and flood regulation, and negative effects on nature-based recreation, compared to Business-as-Usual. In particular circumstances policy measures invoked displacement effects in land use allocation, reducing the effectiveness of the measures. This was primarily the case for flood regulation services throughout the EU.This study differentiates the potential effectiveness of a no-net-loss policy framework in three manners: (i) considering biodiversity and ecosystem services simultaneously; (ii) in the light of existing policies and land use pressures; and (iii) in different land use contexts across the EU. Taken together, we conclude that achieving no-net-loss for biodiversity and ecosystem services throughout the EU remains challenging given high land use demands. Nevertheless, in large parts of Europe there appears room for improvement for certain kinds of biodiversity and ecosystem services compared to Business-as-Usual, while still meeting other land use demands.  相似文献

With growing awareness of fire hazard as an environmental threat within tropical rainforests, the state of Brazil initiated a set of fire control policies aimed at monitoring and ameliorating fire hazard in the Amazon region. These policies were developed in the aftermath of large-scale fire events and reflect a conservationist discourse that responded to internal as well as international environmental concerns. In doing so, the policies have framed the “fire problem” around those who use fire in their land use practices, in particular small-scale agriculturalists. Yet, land policy in general has repeatedly failed to address the institutional arrangements which compel small-scale farmers to use fire in their agricultural practices and the underlying development processes that have made the landscape more vulnerable to accidental spread of fire. Using regional level data on small-scale farmers, I suggest that the conservation oriented approach of fire policy may not be enough to curtail accidental fire events and instead that the fire issue needs to be positioned within rural development as well.  相似文献

Urban development in China is based on two types of land ownership, namely, state land owned by states and collective land owned by village collectives. Legally speaking, urban development must be based on state land. In practice, informal development based on collective land has played important roles in the rapid urbanization process over the past decades. Nonetheless, the vague property rights over collective land have led to inferior and suboptimal development outcomes in expansive urban areas. The redevelopment of collective land has become an important means to sustain urban development in an ongoing urbanization process. By adopting theoretical perspectives from New Institutional Economics, this study presents an integrated conceptual framework on the institutional arrangements of land property rights and transaction costs to understand the changes in land policies and their institutional implications for the redevelopment of collective land in Shenzhen, China. The findings reveal that the new policies have redefined the relationship among the government, village collectives, and real estate developers as well as their property rights over collective land. The change of institutional arrangements in land property rights has significantly reduced the transaction costs in the redevelopment process and effectively promoted land redevelopment activities.  相似文献

This paper links urbanization strategies to changes in land use and associated impacts on rural communities and agro-ecosystems in a rural area of China. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets.  相似文献

Cultivated land productivity potential improvement (CLPPI) assessment is the fundamental basis to launch land consolidation, which is one of the most important way to increase the grain productive capacity. Previous studies on CLPPI assessment have focused on factors related to natural conditions of cultivated land, but they ignored the impacts of utilization conditions, including plot characteristics and agricultural infrastructure, which account for substantial CLPPI from land consolidation. Based on the crop-growth model and Agro-ecological Zoning (AEZ) methodology, this paper proposed a modified CLPPI assessment model to estimate the improvement of land productivity potential via land consolidation. Meanwhile, the contribute rates of different factors involved in determining the CLPPI were also analysed to reveal the ideal work focus and policy direction for land consolidation. Results showed that the calculated CLPPI values had obvious spatial variety in Shenyang, of which the average was 326.18. For the consolidation case, total crop production in Shenyang could be increased by as much as 149.89 × 107 kg, 20% of the current yield. CLPPI is the comprehensive outcome of both natural and utilization qualities of land use, and the current productivity potential of cultivated land in Shenyang relied much less on natural conditions such as soil than on utilization conditions such as agricultural infrastructure. In addition, medium-productivity lands were most appropriate target areas for the implication of land consolidation projects. Actually, the arrangement of land consolidation projects should not only consider CLPPI as in the past, but also add the theoretical productivity potential into consideration. Moreover, the realization of estimated CLPPI also calls for active changes of the whole land management system. An integrated institution for the full implementation of land consolidation, proper regulations and laws on the follow-up protection of cultivated land productivity potential, economic policies to stimulate the willingness of farmers, and a transfer mechanism for cultivated land are all needed policy changes.  相似文献

Public policies play a vital role in shaping our cities. However, the impact of public policies on the spatial expansion of urban areas needs to be better understood in order to achieve better policy outcomes. During the period of China’s economic reform, the central government of China has made many changes in three sets of public policies—regional development policies, the household registration (hukou) system, and urban land and housing market policies—to promote coordinated development of small, medium and large cities. This study aims to examine the effects of these public policy changes on urban expansion across 265 Chinese cities at or above prefecture level. We first quantify the spatial patterns of urban areas and evaluate the extent of urban sprawl of the 265 cities from 1995 to 2015 using multi-temporal land cover data. These cities are classified into six categories according to a city tier system used in China. Through a set of individual fixed-effects models, we then explore how changes in the three sets of policies have influenced urban expansion differently across different-tier cities. Results show that sprawling patterns of urban expansion, which have been more prominent in small and medium sized cities since 2000, are associated with shifts in policies to support stronger economic and population growth as well as real estate development. Our findings highlight the need for policymakers to take a holistic approach by considering the size of cities together with their social, environmental, and economic characteristics in order to minimise inequality and achieve coordinated urban development goals.  相似文献

China has implemented land use master plans to strictly control built-up land usage. The effective evaluation of land use master plan on controlling construction land is the premise of monitoring and early warning of planning implementation. It is also the basis for planning revision and further implementation of territorial spatial planning. In this study, we established a comprehensive index system based on three aspects: scale management, annual growth rhythm control, and spatial layout. We then analyzed the consistency between the actual situation for built-up land and the previous land use master plan of the Jinan Municipality in the Shandong Province of eastern China. The results showed that the master plan effectively controlled the scale of built-up land sprawl, such that the annual growth rhythm control level periodically increased over time. They also indicated the low efficiency of the built-up land spatial layout control. Overall, the previous land use master plan in Jinan had notable impacts. We recommend that land policy makers should adjust control standards and implementation intensity for spatial planning in the future to achieve scientific and effective planning for the management of construction land.  相似文献

Strict enforcement of forest protection and massive afforestation campaigns have contributed to a significant increase in China's forest cover during the last 20 years. At the same time, demographic changes in rural areas due to changes in reproduction patterns and the emigration of younger population segments have affected land-use strategies. We identified proximate causes and underlying drivers that influence the decisions of farm households to plant trees on former cropland with Bayesian networks (BNs). BNs allow the incorporation of causal relationships in data analysis and can combine qualitative stakeholder knowledge with quantitative data. We defined the structure of the network with expert knowledge and in-depth discussions with land users. The network was calibrated and validated with data from a survey of 509 rural households in two upland areas of Yunnan Province in Southwest China. The results substantiate the influence of land endowments, labor availability and forest policies for switching from cropland to tree planting. State forest policies have constituted the main underlying driver to the forest transition in the past, but private afforestation activities increasingly dominate the expansion of tree cover. Farmers plant trees on private incentives mainly to cash in on the improved economic opportunities provided by tree crops, but tree planting also constitutes an important strategy to adjust to growing labor scarcities.  相似文献

Rapid land use change has taken place in many arid and semi-arid regions of China over the past decade, such as in Yellow River Basin. In this paper, changes in the land use pattern of the Yellow River Basin were analyzed using Landsat TM data in 1990, 1995 and 2000. The aim was to improve the understanding of changes in land use with a view to identifying potentially more sustainable systems of land use. Firstly, the mathematical methodology was explored and developed for spatial pattern changes of land use, which include the degree index model of land use dynamic, index model of land use degree, mean center model of land use and transformation model of land use. Based on these models, the changing spatial patterns of land use were calculated and analyzed. During the period 1990–2000, the areas of cropland, built-up land and unused land all increased, the area of cropland increased dramatically by 2917 km2, while the areas of grassland and woodland decreased by 4668 and 33 km2, respectively. Meanwhile, the spatial pattern of land use also experienced a great change. Then the driving factors of land use change were investigated, the governmental policies on eco-environmental protection, population growth and meteorological conditions were the major factors that caused the land use change in the past decade.  相似文献

In order to reduce the soil erosion rate on the Chinese Loess Plateau, the Chinese government launched in 1999 the “Grain for Green” program (GfG). The objective of this program was to increase the forest cover on steep slopes in the landscape by planting trees and sowing grasses on former cropland. The program was a massive investment by the Chinese government. By the end of 2005 the GfG-program was implemented in an area of 87,000 km2 in which about 400–600 million trees were planted. At present it is not known to what extent this program was successful. This paper examines the effects of the GfG-program on the mean annual vegetation cover in the Shaanxi province. A decadal time series of SPOT VEGETATION imagery from 1998 till 2005 were used to calculate NDVI-values in four counties with different rainfall regimes. By means of a regression between preceding rainfall and NDVI-values the effects of rainfall variability were filtered out. A trend analysis of the corrected NDVI time series pointed out that the GfG-program resulted in a significant increase of the vegetation cover on farmland in the northern part of Shaanxi province. In the southern part of the province, which has a more humid climate and large areas of irrigation farmland no significant increase of the vegetation cover on farmland could be detected.  相似文献

Total hamlet abandonment in remote mountains throughout the last several decades as a result of severe rural depopulation constitutes many serious socioeconomic problems now occurring in China and many other developing countries. To get a more profound insight into the primary causes of hamlet abandonment, this study builds on a conceptual framework through conducting an in-depth qualitative analysis based on a case-study of Shouning County, Southeast China. The primary causes of total hamlet abandonment have been illustrated by classifying these abandoned hamlets into three types: disaster-affected hamlets, township hamlets, and remote hamlets. Results have shown that the primary causes of abandonment were tremendously different for each type of the hamlets in question. Natural disasters and subsequently immediate government-sponsored resettlement were the primary causes of disaster-driven hamlet abandonment. Sudden onset events and ex situ resettlement have produced quick hamlet abandonment. Our results also show that in situ urbanization and government-sponsored resettlement were the dominating causes of hamlet abandonment for adjacent hamlets of townships. For remote hamlets (which were the dominating type of abandoned hamlets), severe lack of public services (especially education) was the first and foremost cause of hamlet abandonment, while in situ urbanization and the government-sponsored Poverty Alleviation Resettlement Project (PARP) were secondary causes. Adverse natural conditions, however, were relatively minor factors in remote hamlet abandonment. Lastly, external factors were significant ‘pull’ forces in comparison, leading to hamlet abandonment for all types of abandoned hamlets within the study. The heterogeneity of hamlet abandonment and multi-scale causes have been highlighted in our case study. These findings therein have important policy implications for rural sustainability in developing countries, particularly China.  相似文献

The accelerated rural hollowing driven by vast and increasing out-migration of rural labors under urban–rural dual-track system has imposed huge obstacles on improving land use efficiency and coordinating urban–rural development in China. Taking Dancheng County in Henan Province as an example, this paper analyzes the status quo of rural hollowing and discusses two typical rural residential land consolidation and allocation (RRLCA) practices in traditional agricultural areas (TAAs) of China. The results show that, Dancheng experienced rapid rural hollowing characterized as the hollowing of rural industries, infrastructure, and residential population and settlements. However, Dancheng has considerable potential and the necessity of RRLCA, for the model-based estimation shows that the potential of increasing farmland by carrying out RRLCA was about 5649 ha. The two community-based RRLCA practices show positive effects on the improvement of local living conditions, increment of farmland area and development of rural industries. Their experiences, including self-organized rural planning, democratic decision-making, and endogenous institutional innovation may benefit future RRLCA. Overall, it indicates that promoting community-based RRLCA scientifically according to local conditions could provide an integrated platform for increasing farmland area, developing modern agriculture, promoting new countryside construction, and thus revitalize hollowed villages. On considering the limitations and obstacles of current initiatives, suggestions for future RRLCA in rural China have been put forward.  相似文献
