Subjective well-being (SWB) has long been neglected in the process of rural settlements restructuring. In order to explore the possibility of integrating SWB in rural settlements restructuring, this paper verifies two hypotheses. The first hypothesis postulates that SWB is positively correlated with accessibility to facilities and services at a village scale. The second one suggests that SWB is positively related to the personal satisfaction level of demands in daily life at an individual scale. Verification of these hypotheses indicates the application of SWB into rural settlements restructuring and planning. This study uses self-reported SWB from a questionnaire-based survey to examine its correlates. Objective well-being (OWB) of every village was derived through comprehensive evaluation. The villages of the study area were classified into four categories based on OWB, namely, key, sub-key, general, and marginal villages. We calculated the spatial accessibility of key, sub-key, and general villages from land-cover types, transportation, vehicle choice and commuting time, given that well-developed villages are often equipped with good facilities and services. The correlations between SWB and OWB and between SWB and spatial accessibility were tested and compared using crosstabs analysis and chi-square test. The drivers of SWB were identified using an ordinary least squares regression model. Results show that SWB is more positively correlated to the spatial accessibility of developed villages than to the villages themselves in the context of meeting residents’ daily needs. Results also show positive relations between SWB and the satisfied level of local peoples’ daily activities including working, shopping, seeking medical care and visiting relatives or friends. Thus, we proposed the relocation of rural settlements with poor access to main villages to good service areas. The proposed restructuring method combines SWB and OWB, and aims at increasing the quality of life of rural residents. This paper analyzes the spatio-temporal dynamic patterns of farmland and rural settlements from 1990 to 2006 in Su–Xi–Chang region of coastal China experienced dramatic economic and spatial restructuring, using high-resolution Landsat TM (Thematic Mapper) data in 1990, 1995, 2000 and 2006, and socio-economic data from both research institutes and government departments. To examine the spatial patterns of farmland and rural settlements and their change over time, a set of pattern metrics that capture different dimensions of land fragmentation was identified. The outcomes indicated that, to a large extent, land-use change from 1990 to 2006 in Su–Xi–Chang region was characterized by a serious replacement of farmland with urban and rural settlements, construction land, and artificial ponds. Population growth, rapid industrialization and urbanization are the major driving forces of farmland change, and China's economic reforms played an important role in the transformation of rural settlements. China's “building a new countryside” is an epoch-making countryside planning policy. The focuses of building a new countryside in coastal China need to be concentrated on protecting the farmland, developing modern agriculture, and building “clean and tidy villages.” Rural construction land consolidation and cultivated land consolidation are two important ways to achieve the building objectives. The authors argue that it is fundamental to lay out a scientific urban–rural integrated development planning for building a new countryside, which needs to pay more attention to making the rural have certain functions serving for the urban. In addition, the cultural elements of idyll and the rural landscape need to be reserved and respected in the process of building a new countryside in coastal China, instead of building a new countryside, which looks more like a city. 相似文献

Rapid industrialization and urbanization in China has produced a unique phenomenon of ‘village-hollowing’, shaped by the dual-track structure of socio-economic development. This paper analyzes the phenomenon of ‘village-hollowing’, identifying the processes and influences that have driven their evolution, and highlighting the challenge that the locking-up of unused rural housing land in ‘hollowed villages’ presents for China in the context of concerns over urban development and food security. The paper examines the ‘increasing vs. decreasing balance’ land-use policy has been adopted by the Chinese government in response to the problem, which seeks to balance increases in urban construction land with a reduction in rural construction land. The implementation of the scheme is discussed through a case study of Huantai county in Shandong province, drawing attention to its contested and contingent nature. It is argued that the policy is a top-down approach to rural restructuring that necessarily requires the acquiescence of local actors. However, it is noted that failures to adequate engage with local actors has led to resistance to the policy, including violent protests against the demolition of housing. The paper suggests that lessons might be learned from Europe by incorporating elements of ‘bottom-up’ planning into the process. As such, the paper demonstrates that rural restructuring in China is a dynamic, multi-scalar and hybrid process that shares common elements and experiences with rural restructuring in Europe and elsewhere, but which is also strongly shaped by the distinctive political, economic, social and cultural context of China. 相似文献

This paper links urbanization strategies to changes in land use and associated impacts on rural communities and agro-ecosystems in a rural area of China. Energy, monetary and human time variables as well as information on environmental pressures, have been combined to compare different typologies of households and the metabolism of different patterns of land use from an integrated perspective. The results show that urbanization strategies, aimed at shifting the current land use and at displacing the local population, while increasing the economic efficiency is also associated with an increase in fossil energy consumption and environmental pressure, as well as a reduction of the multifunctional characteristic of the area under investigation. Based on these findings the paper also offers a critical discussion of the Chinese rural development policy arguing that the multifunctionality of rural areas should be taken into account by Chinese policy-makers and planners as a viable strategy to achieve rural development targets. 相似文献

Massive out-migration of rural labor force brings both challenges and opportunities to crop-livestock integrated production system (crop-livestock system) in smallholder economy. Compared with previous researches that have paid major attention to the effect of labor migration on either crop production or livestock husbandry, this study considers the mediating role of crop production in predicting the effect of labor migration on livestock raising. Our econometric estimation based on a 2012 survey of 974 rural households in Chongqing, a mountainous region of China, showed the following. (1) The massive migration of rural labor force had led to significant increase in farmland abandonment and considerable changes in the pattern of livestock raising. (2) The livestock raising number per household began to differentiate, with the livestock system separating from the traditional crop-livestock system and becoming a specialized business. (3) In terms of the pathways through which rural labor migration exerts impact on livestock raising number, though the increased opportunity costs of rural labor greatly reduced farmers’ willingness to raise livestock, the decoupling of the crop-livestock system partly alleviated the declining trend in the livestock raising number because of the availability of household labor force freed from cropping via farmland abandonment. These findings have important policy implications for rural development and agricultural restructuring in mountainous areas of China, and provide references for other developing countries. 相似文献

The Chinese economy has experienced substantial development over the last thirty years. This growth has resulted in an enormous expansion of China's urban areas and it has also led to a growing scarcity of land resources. Consequently, there is currently an urgent need to mitigate the conflict between the needs of growing urban areas and the shrinking supply of land resources. Understanding land-use intensity and its changes can provide important information to find mitigating measures for this conflict in the demand for land. Previous studies have found that increasing the utilization efficiency of land resources is one of the most effective ways to resolve this issue. This study focuses on the city of Guangzhou, which is an intensively developed megalopolis. A number of different data sources have been analyzed to find the characteristics and changes in urban land use in Guangzhou, including: Landsat data from 1979, 1990, 2000, and 2009; relative socioeconomic data from the Guangzhou statistic yearbooks; and the master plans of Guangzhou. The results indicate that the area of developed land has continued to increase. Urban development land intensity and its change were then explored using a Back Propagation neural network model of the city. Although the analysis revealed that urban development land did not have a higher intensity overall, it also showed that there was a sectional upward trend throughout the study period. Consequently, there is a potential to improve the land-use intensity of Guangzhou. A linear regression model was then adopted to explore the mechanism of land use change. The results reveal that rapid industrialization and urbanization have improved land-use intensity in Guangzhou. The per capita urban road area and per capita GDP show a strong relationship when compared with land-use intensity. Using the relative city master plans, the authors have argued that local government in Guangzhou has taken active steps to address land issues to promote the city's socioeconomic development; however, a scientific city master plan in the study area is still necessary to ensure the effective utilization of the city's limited land resources. 相似文献

This themed issue of Land Use Policy builds mainly on papers presented at an international conference on ‘Land Use Issues and Policy in China under Rapid Rural and Urban Transformation’, convened by the Chinese Academy of Sciences in Beijing, China, in October 2012. The conference set out to share and promote new scientific findings from a range of disciplines that advance research on land use policy in China. The contributions to this themed issue provide conceptual–theoretical and empirical takes on the topic, around four main areas of interest to both researchers and policymakers: nation-wide land use issues, the Sloping Land Conversion Program, land engineering and land use, and land use transitions. Various land use issues have been associated with rapid urban–rural transformations in China, giving rise to formulation of new policies directly affecting land use. However, these have contributed to new land use problems due to the nature of the policies and the difficulties in policy implementation constrained by the special ‘dual-track’ structure of urban–rural development in China. In view of this, this themed edition makes a compelling call for more systematic research into the making and implementation of China's land use policy. The paper analyses the period from 1782 to 2006 divided according to the existing political systems in three rural study sites of Slovakia. Two long, monarchy (I.LMP) and revolutionary (II.LRP), and one short new age (III.SNP) periods are compared. The magnitude of land-use and cover changes induced by related driving forces during the different historical periods are also analysed. Three different study sites were selected: cadastre of Kráľov Brod (KB), mountain cadastres: Očová and Dúbravy (OD), Liptovská Teplička (LT). Spatial data derived from historical maps were used in comparison to recent data obtained using Remote Sensing technology. The results showed that the landscape of all three sites has undergone significant changes in land-use and cover during the 224 years. From the long-term point of view there two main trends were observed. The first was significant permanent grassland conversion into arable land at KB where permanent grasslands decreased from 52.7% in 1782 to 0.7% in 2006. Gradual afforestation and permanent grassland conversion to forest land was observed at LT where forest land increased from 67.7% in 1782 to 83.7% in 2006. During the I.LMP period, demographic trends and settlement pattern supported by effective land-use policy were the dominant driving forces. Similarly these driving forces were identified as the most important also for the III.SNP period. But contrary to the I.LMP, driving forces of the III.SNP caused more negative effects (land abandonment) in mountain rural LT region where the current land-use policy seems to be insufficient. Going beyond landscape change description: Quantifying the importance of driving forces of landscape change in a Central Europe case study 总被引:2,自引:0,他引:2
Over the past decades, urban sprawl and agricultural intensification have enormously changed the traditional cultural landscape of the Swiss lowlands. This research aims to analyze the driving forces of urbanization, agricultural intensification, and greening in five municipalities of the periurban Limmat Valley, near Zurich, Switzerland. The main objectives of the paper are (1) to quantify the change in urbanization, agricultural intensification, and greening, (2) to determine the driving forces of landscape change, (3) to determine the relative importance of socioeconomic, political, cultural, technological, and natural/spatial driving forces, and (4) to establish from which administrative levels and spatial scales the most important driving forces originate. Changes for the periods 1930–1956, 1957–1976, and 1977–2000 are documented based on a comparison of cartographic maps. A list of 73 potentially relevant driving forces is established based on document analysis. Based on further document analysis and expert interviews, 52 of them were found to be relevant primary driving forces for the documented landscape changes. We found that in all three periods, urbanization was the most important process of change. Greening is steadily increasing in importance and surpassed agricultural intensification in the last period. Overall, as well as for urbanization, the economic driving forces, followed by political driving forces, are most important for landscape changes in all three periods. Cantonal driving forces are most important, followed by the national, local and international driving forces. By presenting an approach to quantify the contribution of major driving forces groups to landscape change this study contributes to method development in land change research. 相似文献

Public policies play a vital role in shaping our cities. However, the impact of public policies on the spatial expansion of urban areas needs to be better understood in order to achieve better policy outcomes. During the period of China’s economic reform, the central government of China has made many changes in three sets of public policies—regional development policies, the household registration (hukou) system, and urban land and housing market policies—to promote coordinated development of small, medium and large cities. This study aims to examine the effects of these public policy changes on urban expansion across 265 Chinese cities at or above prefecture level. We first quantify the spatial patterns of urban areas and evaluate the extent of urban sprawl of the 265 cities from 1995 to 2015 using multi-temporal land cover data. These cities are classified into six categories according to a city tier system used in China. Through a set of individual fixed-effects models, we then explore how changes in the three sets of policies have influenced urban expansion differently across different-tier cities. Results show that sprawling patterns of urban expansion, which have been more prominent in small and medium sized cities since 2000, are associated with shifts in policies to support stronger economic and population growth as well as real estate development. Our findings highlight the need for policymakers to take a holistic approach by considering the size of cities together with their social, environmental, and economic characteristics in order to minimise inequality and achieve coordinated urban development goals. 相似文献

The accelerated rural hollowing driven by vast and increasing out-migration of rural labors under urban–rural dual-track system has imposed huge obstacles on improving land use efficiency and coordinating urban–rural development in China. Taking Dancheng County in Henan Province as an example, this paper analyzes the status quo of rural hollowing and discusses two typical rural residential land consolidation and allocation (RRLCA) practices in traditional agricultural areas (TAAs) of China. The results show that, Dancheng experienced rapid rural hollowing characterized as the hollowing of rural industries, infrastructure, and residential population and settlements. However, Dancheng has considerable potential and the necessity of RRLCA, for the model-based estimation shows that the potential of increasing farmland by carrying out RRLCA was about 5649 ha. The two community-based RRLCA practices show positive effects on the improvement of local living conditions, increment of farmland area and development of rural industries. Their experiences, including self-organized rural planning, democratic decision-making, and endogenous institutional innovation may benefit future RRLCA. Overall, it indicates that promoting community-based RRLCA scientifically according to local conditions could provide an integrated platform for increasing farmland area, developing modern agriculture, promoting new countryside construction, and thus revitalize hollowed villages. On considering the limitations and obstacles of current initiatives, suggestions for future RRLCA in rural China have been put forward. 相似文献

Integrating adaptation and mitigation response actions to climate change in urban-level policies requires comprehensive information on vulnerability patterns, yet a majority of local governments and decision makers in various cities in developing nations lack spatially explicit information on climate change vulnerability and its key drivers. In addition, there is no standardised method for an all-inclusive vulnerability assessment at the local level. Results from higher broad-scale vulnerability assessments are difficult to implement conceptually and technically at the local scale. We present a climate change vulnerability assessment approach at the city scale that considers three main components: exposure, sensitivity and adaptive capacity. Indicators were assessed within each component and were combined using Spatial Multi-Criteria Evaluation (SMCE). The standardisation of indicators under each component was conducted, along with weighting, at each level of the vulnerability assessment hierarchy. The vulnerability assessment approach was applied to an urban area in India; namely, Bangalore metropolitan area. The application of vulnerability assessment approach was demonstrated and a spatial assessment of climate change vulnerability patterns was presented. The spatial pattern of vulnerability identifies areas urgently requiring attention to adaptation action, while vulnerability assessment enables policy intervention and prioritization at local spatial scales. This study presents a rational to integrate vulnerability assessment approach within the urban planning realm in Bangalore metropolitan area where according to our study approximately 91% of the area is facing high degree of climate vulnerability. 相似文献

China's rapid economic development following the 1978 reforms has resulted in significant economic, social and environmental change. One consequence of this change has been the accentuation of an existing trend of agricultural land loss and degradation. Although the 1978 reforms and their impacts have been subjected to considerable scrutiny, relatively little research has been directed towards the relationship between the evolution of local government structures and practices and the implementation of agricultural land protection policies. This paper presents an analysis of this relationship in Huzhou Municipality, Zhejiang Province. Zhejiang Province is situated on the eastern seaboard and exhibited the highest average annual per capita growth in China between 1978 and 1995. Huzhou Municipality is a growth centre in the northern part of the province. A synthesis of the factual knowledge and perceptions of 40 key-informants suggests that despite the development of a comprehensive legal framework for agricultural land protection, the interpretation of policy at local levels continues to permit the loss of agricultural land (and attendant environmental costs) to be traded-off against increased economic growth. This suggests a need to re-evaluate the role of local levels of government in China with respect to agricultural land protection issues; to look as much at the ways policies are implemented as at policies themselves. The devolution of administrative responsibility in China and the increasing influence of powerful local economic interests will provide an impetus for such a re-focussing of research at local levels. 相似文献

Constructing an urban ecological corridor system is a major component and critical factor of forming an effective network within an urban ecosystem. Shenzhen, as a highly urbanized area in China, is facing the dual pressures of urban development and ecological conservation. The ecological corridors in Shenzhen are being constantly eroded by urban expansion, resulting in an urgent need to carry out sensitivity evaluations and ecological land management studies. By identifying the spatial range of planned ecological corridors in Shenzhen, we develop a GIS-based ecological sensitivity evaluation model from the perspectives of soil environment, habitat conditions, geological hazards, and human disturbance. Management strategies are proposed with regard to macroscopic protection guidance and microscopic land-use control. The results show that there is little difference in the sensitivity grade of ecological corridors in Shenzhen. With regard to spatial distribution, the sensitivity level is high in the north and low in the south, with moderately sensitive corridors being the dominant type. Meanwhile, we design the land-use control program by taking into account the present management and new land demand and provide the path for implementing the withdrawal, reservation, occupation, and avoidance polices. The results of the sensitivity evaluation objectively reflect the eco-environmental condition of ecological corridors in Shenzhen. The classified and graded protection guidance and space regulatory framework proposed in this study are of significance for guiding the ecological conservation, land use, and sustainable development in urban contexts with similar issues. 相似文献

From a dynamic process perspective, this study examined households’ adaptive choice of livelihood patterns in the context of changing rural China based on a 12-year continuous household survey in Jungar Banner. By referring to households’ diversified income and vocation, we classified rural livelihood patterns into planting oriented, stockbreeding oriented, half labour and half peasant, non-agriculture oriented, and labour-losing. Results show that different livelihood patterns exhibit distinctive disparities and geographical regularities. Stockbreeding oriented and non-agriculture oriented livelihood patterns are relatively more lucrative. The former was traditionally widely adopted by rural households and the latter has become the most popular in recent years, while the other three patterns are emerging or transitional ones. Then we explored the internal mechanisms of households’ livelihood choices using a multinomial logit model. Results indicate that human capital and physical capital were key factors affecting the differentiation of livelihood patterns, and natural capital was the premise for livelihood pattern transformation. Based on a series of policy interventions, the overall trends in livelihood transitions revealed that the proportion of stockbreeding oriented households and half labour and half peasant households sharply decreased, while the proportion of non-agriculture oriented households and labour-losing households largely increased, and the proportion of planting oriented households increased slightly with their management style transforming from extensive to intensive and specialized. Therefore, government interventions must conform to the transition trends and be tailored to fit different livelihood patterns by adjusting and enforcing each type of capital. 相似文献

Large numbers of agricultural labor moved from the countryside to cities after the economic reforms in China. Migration and remittances play an important role in transforming the structure of rural household income. This article examines the impact of rural‐to‐urban migration on rural poverty and inequality in a mountainous area of Hubei province using the data of a 2002 household survey. Since migration income is a potential substitute for farm income, we present counterfactual scenarios of what rural income, poverty, and inequality would have been in the absence of migration. Our results show that, by providing alternatives to households with lower marginal labor productivity in agriculture, migration leads to an increase in rural income. In contrast to many studies that suggest that the increasing share of nonfarm income in total income widens inequality, this article offers support for the hypothesis that migration tends to have egalitarian effects on rural income for three reasons: (1) migration is rational self‐selection—farmers with higher expected return in agricultural activities and/or in local nonfarm activities choose to remain in the countryside while those with higher expected return in urban nonfarm sectors migrate; (2) households facing binding constraints of land supply are more likely to migrate; (3) poorer households benefit disproportionately from migration. 相似文献

To a large extent, tourism development triggers an economic boost in certain regions. However, given its complex and dynamic forms of land use, tourism development also causes changes to land-use demands and patterns in tourist regions, which directly and indirectly interfere with local environments. The development of tourist regions must achieve a series of trade-offs to meet sustainability goals. This paper discusses the effects of tourism on land-use change and how land regulation policies integrate tourism development with land use. We employed a system dynamic-cellular automata hybrid model using the Lijiang River Basin as an example to translate tourism-affected land dynamics into spatial distributions and project their likely future changes under various development scenarios. We determined three major outcomes. (1) Tourism development causes a quantitatively increasing demand for construction land. With effective spatial regulations, the expansion of construction land does not necessarily suggest the loss of eco-land; rather, land-use pressures accordingly shift to cropland. Under these circumstances, land regulation policies help to balance land demand and optimize land-use patterns. (2) Tourism development causes a continuous spatial interference with landscapes. Land regulation policies have the positive and active effect of ignoring this interference rather than counteracting it. (3) The strict implementation of land regulation policies does not necessarily improve land-use patterns. Flexible policies achieve a better balanced land-use pattern than a combination of individual strict policies. However, the former cannot reduce as much vulnerability as the latter. Hence, policy assembly represents a trade-off with regards to balancing land demands, and it should vary based on regional land-use patterns and targets. 相似文献
