Water Quality Trading (WQT) and federal conservation programs such as the Environmental Quality Incentives Program (EQIP) employ incentive payments to encourage agricultural best management practices (BMPs). In many cases, WQT and EQIP are encouraging the same types of farmers to implement the same types of BMPs using similar incentive payments. A number of analysts have recommended that WQT partner with EQIP to recruit farmers, yet the literature lacks an analysis of whether EQIP could adequately substitute for WQT's project selection process. In this article, we systematically compare the project ranking procedures used by WQT and EQIP and suggest which partnership structures might be most appropriate.  相似文献

This article analyzes why the USDA's Environmental Quality Incentives Program (EQIP) experiences contract withdrawals. Among approved contracts, 17% withdrew one or more conservation practices. After presenting a model of producers' behavior, a logit model is used to examine the withdrawal phenomenon. Withdrawals are linked to producers having an incentive to include low cost-share payments and practices in the conservation plan that increase the probability of approval, but may not be profitable. These results are discussed in light of the changes to EQIP that have been introduced by the 2002 Farm Act.  相似文献

Forest Transition Theory (FTT) suggests that reforestation may follow deforestation as a result of and interplay between changing social, economic and ecological conditions. We develop a simplistic but empirically data driven land use transition agent-based modeling platform, interactive land use transition agent-based model (ILUTABM), that is able to reproduce the observed land use patterns and link the forest transition to parcel-level heuristic-based land use decisions and ecosystem service (ES). The ILUTABM endogenously links landowners’ land use decisions with ecosystem services (ES) provided by the lands by treating both lands and landowners as interacting agents. The ILUTABM simulates both the land use changes resulting from farmers’ decision behaviors as well as the recursive effects of changing land uses on farmers’ decision behaviors. The ILUTABM is calibrated and validated at 30 m × 30 m spatial resolution using National Land Cover Data (NLCD) 1992, 2001 and 2006 across the western Missisquoi watershed, which is located in the north-eastern US with an estimated area of 283 square kilometers and 312 farmers farming on 16% of the total Missisquoi watershed area. This study hypothesizes that farmers’ land use decisions are made primarily based on their summed expected utilities and that impacts of exogenous socio-economic factors, such as natural disasters, public policies and institutional/social reforms, on farmers’ expected utilities can significantly influence the land use transitions between agricultural and forested lands. Monte Carlo experiments under six various socio-economic conditions combined with different ES valuation schemes are used to assess the sensitivities of the ILUTABM. Goodness-of-fit measures confirm that the ILUTABM is able to reproduce 62% of the observed land use transitions. However, the spatial patterns of the observed land used transitions are more clustered than the simulated counterparts. We find that, when farmers value food provisioning Ecosystem Services (ES) more than other ES (e.g., soil and water regulation), deforestation is observed. However, when farmers value less food provisioning than other ES or they value food provisioning and other ES equally, the forest transition is observed. The ILUTABM advances the Forest Transition Theory (FTT) framework by endogenizing the interactions of socio-ecological feedbacks and socio-economic factors in a generalizable model that can be calibrated with empirical data.  相似文献

In this study, an interval fuzzy chance-constrained land-use allocation (IFCC-LUA) model is developed for sustainable urban land-use planning management and land use policy analysis under uncertainty. This method is based on an integration of interval parameter programming (IPP), fuzzy flexible linear programming (FFLP) and chance-constrained programming (CCP) techniques. Complexities in land-use planning management system can be systematically reflected, thus applicability of the modeling process can be highly enhanced. The developed method is applied to planning land-use allocation practice in Nanjing city, China. The objective of the IFCC-LUA is maximizing net benefit from LUA system and the main constraints include investment constraints, land suitability constraints, water/power consumption constraints and wastewater/solid waste capacity constraints. Modeling results indicate that desired system benefit will be between [1.34, 1.74] × 1012 yuan under the minimum violating probabilities; the optimized areas of commercial land, industrial land, agricultural land, transportation land, residential land, water land, green land, landfill land and unused land will be [290, 393] hm2, [176, 238] hm2, [3245, 4390] hm2, [126, 170] hm2, [49, 66] hm2, [1241, 1679] hm2, [102, 138] hm2, [7, 10] hm2 and [178, 241] hm2. They can be used for generating decision alternatives and thus help decision makers identify desired land use policies under various system-reliability constraints of economic development requirement and environmental capacity of pollutant. Tradeoffs between system benefits and constraint violation risks can also be tackled.  相似文献

Financial constraints, both in the short and long run, have an impact on economic well-being of farm families. Additionally, financial constraints have an impact on production efficiency and technology adoption. This study investigates factors affecting farmers’ participation in the agri-environmental programs like Conservation Reserve Program (CRP) and the Environmental Quality Incentives Programs (EQIPs) in the U.S. particular attention is given to the roles of liquidity and solvency on participation in CRP and EQIP. Results show that both liquidity and solvency have a negative impact on participation in such programs. Additionally, we found that access to the Internet plays an important role in the farmer's decision to participate in CRP and EQIP. Our results also suggested that beginning farmers are more likely to participate in EQIP program.  相似文献

Land use and cover (LUC) change is a major driver of ecosystem service loss worldwide. In response, policymakers have designed conservation strategies that incentivize the establishment and maintenance of LUC types associated with higher ecosystem service provision. Many of these policies also aim to promote social and economic goals such as reducing poverty. Attempts to measure the impact of policy-driven LUC change on stakeholders typically focus only on economic outcomes for landowning participants or aggregate the socio-economic outcomes of diverse groups. In this study, we applied local ecological knowledge (LEK) held by beekeepers in Costa Rica to understand the impact of policy-driven LUC change on this specific group of often non-landowning stakeholders. Beekeeping is a globally important rural livelihood and provides pollination services to crops and wild plants. We synthesized beekeeper LEK using a mixed-methods approach including apiary mapping exercises (n = 215 apiaries), questionnaires (n = 50 participants), and follow-up interviews (n = 21 participants). Our study revealed that some policy-driven LUC changes have limited beekeepers’ access to preferred land uses, such as secondary and mature forests with native trees. Participants reported concern for their livelihoods due to policy-driven spatial and temporal change of floral resources via the establishment of tree plantations, changes in pasture management, and laws that prohibit beekeeping in national parks and reserves. Our study provides evidence of unintended outcomes from land use policies, including Payment for Ecosystem Services, with disproportionate negative impacts on non-landowning residents who depend on natural resources in the landscape for their livelihoods. Our study illustrates potential inequality rising from current incentive mechanisms associated with Payments for Ecosystem Services and other conservation policies and calls for policymakers to consider LUC change impacts on non-landowning stakeholders.  相似文献

Cultivated land productivity potential improvement (CLPPI) assessment is the fundamental basis to launch land consolidation, which is one of the most important way to increase the grain productive capacity. Previous studies on CLPPI assessment have focused on factors related to natural conditions of cultivated land, but they ignored the impacts of utilization conditions, including plot characteristics and agricultural infrastructure, which account for substantial CLPPI from land consolidation. Based on the crop-growth model and Agro-ecological Zoning (AEZ) methodology, this paper proposed a modified CLPPI assessment model to estimate the improvement of land productivity potential via land consolidation. Meanwhile, the contribute rates of different factors involved in determining the CLPPI were also analysed to reveal the ideal work focus and policy direction for land consolidation. Results showed that the calculated CLPPI values had obvious spatial variety in Shenyang, of which the average was 326.18. For the consolidation case, total crop production in Shenyang could be increased by as much as 149.89 × 107 kg, 20% of the current yield. CLPPI is the comprehensive outcome of both natural and utilization qualities of land use, and the current productivity potential of cultivated land in Shenyang relied much less on natural conditions such as soil than on utilization conditions such as agricultural infrastructure. In addition, medium-productivity lands were most appropriate target areas for the implication of land consolidation projects. Actually, the arrangement of land consolidation projects should not only consider CLPPI as in the past, but also add the theoretical productivity potential into consideration. Moreover, the realization of estimated CLPPI also calls for active changes of the whole land management system. An integrated institution for the full implementation of land consolidation, proper regulations and laws on the follow-up protection of cultivated land productivity potential, economic policies to stimulate the willingness of farmers, and a transfer mechanism for cultivated land are all needed policy changes.  相似文献

Being fertile lands, wetlands have been managed for traditional agriculture over millennia. However, the integrity and ecosystem services of wetlands are being jeopardized by intensive land-use comprising of drainage and excessive disturbance. An adhoc and intensive use of wetlands, without preserving ecological integrity is causing ecosystem disservices and threatening conversion of a large soil organic carbon (SOC) sink into a net source. Wetlands in the tropical parts of the world are distributed unevenly and represent ∼3% of the total world land area. Due to stagnancy and even reduction in rice (Oryza sativa) yield of many agricultural regions, there is a need for additional and alternative land-uses which can raise the global rice production to ∼1 billion Mg (megagram = 106g = metric ton) by 2050 from ∼497 million Mg now. Wetlands can be a viable option to advance global food security because of high soil fertility and vast geographical distribution. A ‘3-tier rice production system’ is proposed herein based on specific hydrological niche to advance global food security without degrading the ecosystem services of wetlands. In addition to increasing agronomic yield, the proposed modus operandi can also improve the livelihood security of farmers through an additional income streams by: (i) trading of SOC credits generated through adoption of conservation agriculture in littoral zones, and (ii) promoting fish and duckery culture in conjunction with deepwater rice farming. Furthermore, the proposed strategies will also set in motion the process of restoration of wetlands while enhancing C sink capacity of the ecosystems.  相似文献

In Vietnam, a quasi-private property regime has been established in 1993 with the issuance of exchangeable and mortgageable long-term land use right certificates. Using primary qualitative and quantitative data collected in a mountainous district of Northern Vietnam, this paper investigates the role of the land policy in the adoption of soil conservation technologies by farmers. This issue is of crucial importance in the region where population growth and growing market demands have induced farmers to intensify agricultural production. While poverty has been reduced, environmental problems such as soil erosion, landslides, and declining soil fertility have become more severe over the past years. Our findings suggest that despite farmers’ awareness of erosion, soil conservation technologies are perceived as being economically unattractive; therefore, most upland farmers continue to practice the prevailing erosion-prone cultivation system. Focusing on agroforestry as one major soil conservation option, we estimate household and plot-level econometric models to empirically assess the determinants of adoption. We find that the possession of a formal land title positively influences adoption, but that the threat of land reallocations in villages discourages adoption by creating uncertainty and tenure insecurity. The analyses reveal that these two effects interact with each other but are of small magnitude. We conclude that the issuance of land titles is a necessary but not sufficient prerequisite to encouraging the adoption of soil conservation practices. However, current practices remain economically unattractive to farmers. This deficiency needs to be addressed by interdisciplinary research and complemented by strong efforts by local authorities to promote sustainable land use.  相似文献

One-third of the forestland in the U.S. is owned by 10.4 million family forest owners. Their collective decisions have a great impact on the sustainability of forest landscape across the country. Public policies and programs for encouraging landowners to properly manage their land include cost-share, forest certification, and conservation easements. However, to date, less than 6% of the family forest owners have participated in a cost-share program, less than 1% have certified their land, and less than 2% have an easement. By analyzing data from USDA Forest Service's National Woodland Owner Survey, we examined the characteristics of family forest owners who had participated in these programs and identified strategies to capitalize on these landowner characteristics to improve current programs and attract a wider range of participants. We found that family forest owners with larger land holdings were more likely to participate in all three types of programs. Obtaining forest management information or advice was important for program participation; however, the effects differed depending on the types of programs and the sources of information. Income was not significant in predicting participation in cost-share programs, implying family forest owners from lower-income strata were not more likely to use cost-share program. The results also suggest the importance of targeting the right audience when promoting forest certification programs, namely those who are participants of cost-share programs, own forestland for reasons other than farming or ranching, and plan to harvest sawlogs or pulpwood in the future. Age was not significant in any of the empirical models. This result is particularly intriguing in the context of conservation easement, considering recent discussions about the high cost of dying unprepared and the potential for promoting conservation easement as part of estate planning among older family forest owners. Finally, few variables were significant in the model predicting landowner decision about donating or selling an easement, suggesting the easement decision is very different from cost-share and forest certification decisions and further efforts are needed to understand the dynamics of this increasingly popular conservation policy tool. In summary, this study provides a better understanding of the relationship between program participation and the demographics, attitudes and behaviors of family forest owners. This understanding contributes to the development of outreach strategies for improving landowner interest in forest conservation programs.  相似文献

Successfully integrating human activities with ecosystem conservation forms the foundation of sustainability and is key to maintaining biological diversity. This is especially important in privately-owned lands in the U.S., which harbor high levels of biodiversity yet are often vulnerable to habitat degradation and loss. This study analyzes recreation as a sustainable use on private property, focusing on wildlife-associated recreation, defined here as fishing, hunting and wildlife watching. Eighteen national surveys implemented by three U.S. government agencies spanning 1999–2013 were analyzed to provide baseline information and an assessment of the conservation impact of recreation. Results show that approximately 440.1 million acres of private land, ∼22% of the contiguous land area of the U.S., are either leased or owned for wildlife-associated recreation. Land utilized for hunting accounts for 81% of that total. Approximately 33% of private forestland, 18% of private grazing land and 4% of private cropland is used to earn revenue from recreational activities. Annual spending for wildlife-associated recreation on private land is estimated at $814 million in day-use fees, $1.48 billion for long-term leases, and $14.8 billion to own land primarily for recreation (2011 dollars). Hunters own or lease properties of larger size classes than anglers or wildlife-watchers, indicating that hunting may provide a greater economic incentive for maintaining large unfragmented properties that provide a variety of conservation benefits. On grazing and cropland, landowners who earn income from recreation are significantly more likely to participate in government conservation programs (p < 0.001) and to pay for private conservation practices (p = 0.08). This provides support that recreation incentivizes conservation at higher rates than agricultural activities alone. Three policy measures that could further enhance conservation benefits of recreation are discussed.  相似文献

Ecological Focus Areas (EFAs) have recently been introduced as key element in the greening of the EU’s Common Agricultural Policy. In 2015, farmers across the EU have implemented EFAs for the first time. Data for German federal states indicate a strong variance in EFA decisions with an overall dominance of catch crops, nitrogen fixing crops and fallow land – two of which bear limited benefits for biodiversity conservation. This article explores how experts explain EFA choices. We conducted 35 qualitative, semi-structured interviews with representatives from the Ministry for Agriculture, farm advisory services, and farmers’ associations in each federal state. Applying content analysis we clustered the factors mentioned as determinants for farmers’ EFA choices into the categories administrative considerations, economic considerations, local factors, ecosystem considerations and policy incentives. According to the interviewed experts, farmers have primarily registered measures that already existed on their farms. Administrative considerations dominate the identified determinants for farmers’ EFA decisions, and together with economic considerations appear to function as a negative incentive for EFA options that are beneficial for biodiversity, such as landscape elements and buffer strips. We conclude that conditions for EFA implementation were found to not effectively incentivise a higher share of biodiversity supporting characteristics in German agricultural landscapes. Based on a detailed discussion we extract recommendations on how to improve EFA implementation.  相似文献

Studies of land use policies are commonly based on the environmental impacts or on people's direct responses to the policies. However, research on the impact of policy implementation on people's livelihood and activities and the subsequent economic development of an area is incomplete. We selected Yanchang County as an example to track land use changes and their effects on the livelihood of the local population following the implementation of a new land use policy known as the Grain for Green Project (GGP). The data were collected from statistical yearbooks, questionnaire surveys, and satellite imagery from 1990, 2000, and 2008. We found that dramatic land use changes have occurred in Yanchang County. The vegetation coverage improved significantly from 1990 to 2008, as the grassland and forest areas increased from 44.1% to 60.1% and from 17.7% to 18.4% of the total land area, respectively. The cultivated land declined from 37.3% to 20.7%. With the agricultural area and grain production decreasing from 64 × 103 tons to slightly over 20 × 103 tons per year, an increasing number of local people sought employment in towns and cities. The non-farm income increased, and the local income structure shifted. Migrant and orchard worker income contributed the most to the balance of the total household income. We narrowed our focus to discuss how the GGP accelerated the changes in the participants’ lifestyles and what might be done to sustain the long-term effects of the GGP. While the GGP has brought about considerable environmental benefits, a comprehensive study of environmental–social systems is still needed to achieve a more efficient land use policy. The research results presented in this paper demonstrate that changes in land use and people's activities were triggered by policy changes. We aim to pave the way for studies on the “policy-land-use-social development” chain and to provide references for new policies.  相似文献

Increased demand for both agricultural production and forest restoration may lead to increased competition for land in the next decades. Sustainably increasing cattle ranching productivity is a potential solution to reconcile different land uses, while also improving biodiversity conservation and the provision of ecosystem services. If not strategically implemented in integration with complementary policies, sustainable intensification can however result in negative environmental, economic and social effects. We analyzed the potential for sustainable intensification as a solution for a conflict between agricultural expansion and forest restoration in the Paraitinga Watershed at the Brazilian Atlantic Forest, a global biodiversity hotspot. In addition, we provide policy recommendations for sustainable development in the region, based on interviews with producers and local actors. We found that the Paraitinga Watershed has the potential to increase its cattle-ranching productivity and, as a result, relinquish spared land for other uses. This was true even in the most conservative intensification scenario considered (50% of the maximum potential productivity reached), in which 76,702 ha of pastures can be spared for other uses (46% of total pasture area). We found that restoration, apiculture and rural tourism are promising activities to promote sustainable development in the region, thus potentially increasing food production and mitigating competition for land. Our study shows that results from socioeconomic interviews and biophysical modelling of potential productivity increases offer robust insights into practical solutions on how to pursue sustainable development in one of the world’s most threatened biodiversity hotspots.  相似文献

The “polluter pays principle” (PPP) has been looked at from the perspective of legal values and technical principles, namely of soil science, to evaluate the acceleration of soil erosion and the consequent development of degraded areas in the Uberaba River basin (area: 2419 km2), state of Minas Gerais, Brazil. Having accomplished this goal, the study highlights the importance of PPP for the conservation of soil and development of an ecologically equilibrated environment. The diagnosis of degraded areas was based on the coupling of a Geographic Information System with soil loss, land use conflict and tolerance to soil loss models, and revealed a preoccupying situation because an extension of approximately 905 km2 (1/3 of the basin) has been considered in advanced state of degradation potentially causing environmental damage (e.g., decline of soil fertility and hence crop production, negative impacts of soil particles export on stream and lake water quality and biodiversity of riverine ecosystems). Facing this problem, a legal framework standing on doctrinaire principles, federal laws and the Brazilian Constitution has been proposed whereby the protagonists of soil degradation are called to assume responsibility as well as the costs of repairing this negative condition. Although the study has been carried out on a specific country under pre-defined settings, the rationale behind the proposals can easily be transposed to other scenarios because the scientific methods on which soil degradation has been defined and mapped are generally applicable, while the suggested legal values are currently applied to many regions on the planet.  相似文献

Serious soil erosion occurred in the South Downs National Park, southern England in the years 1982–2006 and details of around 400 sites are contained in a database. In 2010 we revisited 85 of the most serious sites where erosion of >10 m3 ha−1 y−1 had been recorded in order to assess land use change and any conservation measures undertaken. At 79% of the sites land use change had resulted in a reduction in the risk of erosion, most notably at 28 sites with a shift to permanent grass from winter cereals. At only 21% of sites was the risk of erosion unchanged. Twenty two farmers responsible for 66 of the sites were interviewed. Land management practices had changed on all of the fields of interest to this study since the time of the serious erosion events, to those which have the potential to lower soil erosion risk. Sixteen interviewees claimed that erosion was a motivating reason for changing their practices, due to either experiencing on or on- and off-farm impacts firsthand (12), having knowledge or suspicion of serious erosion having occurred on their land prior to their management (three), or having no knowledge of any serious erosion on their land but just wanting to reduce overall erosion risk (one). Amongst the main changes reported are changes of land use from winter cereals to grass or to overwinter stubble which have undoubtedly reduced the risk of erosion. However, some changed practices claimed by farmers, such as along-the-contour-working, earlier sowing and the use of rollers may be of little value. Furthermore, deeper analysis of farmers’ motivations regarding changes in land management practices suggests a complex picture in which a range of socio-economic influences come into play over time including financial incentives offered by agri-environmental schemes which were found to be an important driver of change. Future changes in farming economics may therefore undermine the reduction in erosion risk in the longer term.  相似文献

The aim in this paper was to evaluate the spatial distribution of protected areas defined by law and their importance as structural corridors. The study area was 7,559,783.69 ha located in Western Bahia (Northeast Brazil), restricted to the limits of the Urucuia Group (Upper Cretaceous), where there is strong agribusiness growth. Currently, a major dilemma in Brazilian public policy arises from the conflicting interests of environmental conservation and increased food production. Brazilian environmental protection policies include the implantation of Protected Areas (Full Protection Units and Sustainable Use Units) and the adoption of the National Forest Act (Permanent Preservation Areas and Legal Reserves). In this context, we delimited illegal land-use in Permanent Preservation Areas (PPAs) adopting the intersection between land-use/land-cover data from PRISM/ALOS image classification for the years 2007–2010 and PPA vectors. We performed the temporal analysis in PAs considering land-use/land-cover data from Landsat TM image classification for the years 1988, 1992, 1996, 2000, 2004, 2008 and 2011. Finally, we performed a Morphological Spatial Pattern Analysis (MSPA) to evaluate whether PPAs alone are sufficient as structural corridors. Hypothetical scenarios were simulated to increase the potential of PPAs as structural corridors. The calculation of MSPA attributes was conducted considering 3 edge widths: 15 m (1 pixel), 510 m (34 pixels), and 1005 m (67 pixels). Four scenarios were simulated, considering a gradual increase in preserved areas. The results show that illegal land use is contained within PPA and protected areas. The scenario simulations present alternatives to increase the connectivity of the fragments and ensure the maintenance of ecological and hydrological services. Rapid agricultural expansion without proper landscape planning can compromise the sustainability of ecosystem services and the recharge zone of the Urucuia aquifer.  相似文献

Forest fragmentation is continued to be widespread in the tropics resulting in reduced ecosystem services including carbon storage. However, the effect of forest fragmentation is not considered in the current carbon policy. We investigated the effect of forest fragmentation on tree biomass carbon and soil organic carbon (SOC) storage in a moist tropical forest in Bangladesh. Above and below-ground tree biomass carbon were calculated by using widely accepted allometric equations and SOC was measured by sampling soils up to 10 cm depth and analyzing them in a soil laboratory. Results showed that carbon storage in tree biomass was significantly lower in fragmented forests (16.3 ± 1.37 t C ha−1) than in contiguous forests (31.21 ± 2.75 t C ha−1) (p < 0.001). Likewise, a significantly lower SOC was contained in the soils of fragmented forests (17.26 ± 0.83 t C ha−1) than in contiguous forests (21.62 ± 0.78 t C ha−1) (p < 0.001). Thus a total of 36% less carbon retained in tree biomass and soils in fragmented forests than in contiguous forests. Backward multiple linear regression analysis revealed tree density, tree height, tree DBH, height-diameter ratio (H/D) and tree species richness as influential factors of carbon variation in fragmented forests. All these structural parameters except tree species richness were significantly lower in fragmented forests, were positively associated with carbon storage and explained together 69% of the carbon storage variation. These findings suggest that the altered stand structure and tree allometry likely caused reduced carbon storage in fragmented forests and highlight the importance of landscape scale management intervention in the tropics. Here, we provided with the evidence of strong negative impact of forest fragmentation on carbon storage and argue that this effect should be in consideration which is currently overlooked in existing carbon accounting systems for tropical forests.  相似文献

As central policies for biodiversity conservation in agricultural landscapes in the European Union (EU), the Habitats Directive and Agri-environmental programmes (AEP) have largely failed to halt biodiversity loss. In response, the German federal state of Saxony combined the instrument of management plans with AEPs to support the implementation of the Habitat Directive. In this study, we investigate the determinants of a farmers’ decisions to adjust their farming practices. Our data set consists of a quantitative survey with 131 farmers conducted between 2004 and 2011, complemented by implementation data from 333 grassland-plots. Determinants of farmers’ decisions to conserve grassland were estimated using a multinomial logit model. Our results show that a combination of management plans and AEPs can increase farmers’ disposition to adopt nature conservation measures. As central determinants, structural and location factors as well as the complementary provisiion of specifically designed AEPs increase farmers’ willingness to adopt conservation practices for grassland management. It can be concluded that additional costs are a major barrier to farmers’ adoption, particularly to those farms directing their farm management towards the optimisation of productivity and profitability . Agriculture is the largest type of land use in the UK, accounting for about 77 per cent of the total area, compared with an average 50 per cent for the EU27. But in common with most high-income countries, agriculture's contribution to UK GDP and employment is low, at about 0.5 and 1.8 per cent, respectively, although the regional importance of the sector (and its associated food and farming industries) varies considerably.Of the 17.5 million ha used for agriculture, about 28 per cent is allocated to crops, and 67 per cent is grassland. The grassland includes 4.4 million ha of sole-owned rough grazing and 1.1 million ha of common land in mainly upland “disadvantaged areas,” primarily used for beef and sheep production. This has a major influence on land use, especially in the northern and western parts of the UK.From the 1930s until the mid-1980s, UK policy promoted increases in agricultural productivity to feed the nation from its own resources. An array of income and production support measures encouraged intensive farming, including a relative switch to arable farming in eastern areas. Since the early-1990s, policies have sought simultaneously to make UK agriculture internationally competitive and environmentally benign. These policies, evident in the Agenda 2000 Reforms of the Common Agricultural Policy, point the way forward for the future. It is likely that a greater distinction will emerge between policies to protect natural resources and enhance the flow of non-market ecosystem services from rural land, and agriculture and food policies intended to encourage an appropriate proportion of national food requirements to be met from domestic sources.It seems likely that over the next 50 years, the UK's land area will be required to deliver an increasingly diverse range of private and public goods to meet growing human needs and aspirations. This will require a balance of policy-driven goals and market forces. It will also need a much improved understanding of the trade-offs between food production and environmental goals and of the institutional arrangements required to achieve a balance of economic, social and environmental outcomes.  相似文献
