The 1990s saw two different and even contradictory trends in Israel. On the one hand, there was a substantial increase in environmental awareness, on the part of both the general public and decision-makers, that led to a change in the land use planning policy at the national level. On the other hand, the Israel Lands Council (ILC), the body empowered by law to shape the national land policy, made a series of decisions that severely violated the principle of preserving agricultural land and led to massive conversion of agricultural land and open space for commercial, industrial, and residential development. Thus the national land policy became incompatible with the land use planning policy and the rise in environmental awareness it reflected. 相似文献

The protection of agricultural land and forests is a relatively new concept in Poland, and it began with forest protection in the 1920s. The first regulations on the protection of agricultural land were introduced only in the 1960s. Agricultural land and forests received comprehensive protection pursuant to the provisions of the Act of 26 October 1977 on the protection of agricultural land, forests and land recultivation. This legal act set the foundations for the protection of farmland and forests in successive decades.The aim of this study was to determine the influence of farmland and forest protection on spatial planning and to highlight the loss of agricultural and forest land resulting from conversion to other purposes. Legal regulations pertaining to spatial planning and the protection of agricultural and land forests were analysed. The scale of the problem was identified, and future land-use types were forecast based on the data developed by Statistics Poland (GUS). The existing spatial plans (municipal master plan - MMP) were analysed to determine the conversion loss index (CLI) associated with the conversion of agricultural land and forests to other uses. Legal regulations pertaining to the protection of agricultural land and forests were also analysed, and the extent of the relevant conversion measures was determined. The study demonstrated that urban development and the inevitable urbanization of rural areas contribute to the loss of agricultural and forest land that are converted to other uses. 相似文献

This paper estimates a structural econometric model of household decisions regarding income strategies, participation in programs and organisations, crop choices, land management, and labour use, and their implications for agricultural production and soil erosion; based upon a survey of over 450 households and their farm plots in Uganda. Many factors have context-specific impacts and involve trade-offs between increasing production and reducing land degradation. Government agricultural extension and training programs contribute to higher value of crop production in the lowlands, but to soil erosion in the highlands. By contrast, non-governmental organization (NGO) programs focusing on agriculture and environment help to reduce erosion, but have less favourable impacts on production in the lowlands. Education increases household incomes, but also reduces crop production in the lowlands. Poverty has mixed impacts on agricultural production, depending on the nature of poverty: smaller farms obtain higher crop production per hectare, while households with fewer livestock have lower crop production. Population pressure contributes to agricultural intensification, but also to erosion in the densely populated highlands. Several household income strategies contribute to increased value of crop production, without significant impacts on soil erosion. We find little evidence of impact of access to markets, roads and credit, land tenure or title on agricultural intensification and crop production and land degradation. In general, the results imply that the strategies to increase agricultural production and reduce land degradation must be location-specific, and that there are few 'win-win' opportunities to simultaneously increase production and reduce land degradation. 相似文献

Agricultural land abandonment (ALA) is widespread in many countries of the global north. It impacts rural communities, traditional landscapes, biodiversity and ecosystem services. It is an opportunity for ecosystem restoration or new landscape functions. We explored ALA in study areas in Australia, Portugal and Sweden. In each, we assessed plant species diversity, historical trajectories of land cover change; and the socioeconomic past, present and future in interviews with farmers. The ALA data was integrated and analysed by identifying the drivers of change. The relative importance of each driver and its scale of action was estimated, both in the past (1950–2010) and in the future (2010–2030). ALA has transformed rural landscapes in the study areas of Portugal and Sweden. It is at a much earlier stage with potential to increase in the Australian case. We identified a set of driving forces, classified into pressures, frictions and attractors that clarify why ALA, noting its temporal and spatial scale, occurs differently in each study area. The effect of the drivers is related to social and historical contexts. Pressures and attractors encouraging agricultural abandonment are strongest in Portugal and Sweden. Generally more (institutionalized) frictions are in place in these European sites, intended to prevent further change, based on the benefits assumed for biodiversity and aesthetics. In Australia, the stimulation of driving forces to promote a well-managed abandonment of some cleared areas could be highly beneficial for biodiversity, minimally disruptive for current dairy farming operations and would bring opportunities for alternative types of rural development. 相似文献

Land fragmentation has restrained the development of Chinese agriculture with the application of agricultural machinery. Meanwhile, agricultural pollution has caused serious problems with development. To address these problems, China's government proposed a new farmland lease policy and built larger farms beginning in 2013. However, changes in land fragmentation may also have unexpected problems for Chinese agriculture. This study investigated the effects of these changes on changes in land use, the application of machinery and agricultural pollution. We analyzed a developed area (in the fields of both agriculture and industry) and studied the decision-making habits of farmers in the area. An agent-based model was proposed with the same decision-making habits as in the real world. The results indicated that land lease increased agricultural profits very little in Jiangsu, China. Meanwhile, the application of land lease policy increased pollution. To alleviate pollution and increase profits, a new policy for large automatic protection machinery (i.e., large spraying machinery) should be introduced by governments simultaneous with land lease policy. Farmers could realize greater profits through the introduction of land lease policy and high-efficiency machinery. The sustainable development of agriculture in Jiangsu requires the integration of these government policies. 相似文献

Agricultural land expansion is a prominent feature in today’s developing countries. It is associated with a structural pattern of land use in many remote land-abundant regions where large-scale commercial primary product activities coexist with increased concentration of smallholders in more marginal areas. The result may be boom-bust cycles of development. If these phenomena are widespread across developing countries, then long-run expansion of agricultural land could be associated with lower levels of real income per capita, which may also fluctuate with prolonged expansion. A panel analysis conducted over 1961–2015 for 98 developing economies fails to reject this hypothesis. Policies should aim to decouple socio-economic gains through agricultural development from continued land expansion, and greater investments are needed to support smallholder agriculture, land distribution and livelihoods in these areas. 相似文献

It remains challenging to derive general findings and conclusions from either economic theory or empirical studies on the relationship between international trade and the regional environment. Consequently, we aim to analyse environmental effects of agricultural trade policies in the Austrian Marchfeld region. We apply an integrated modelling framework that accounts for heterogeneity in agricultural production and environmental outcomes. Scenario analysis is applied to assess regional impacts of different trade policy scenarios. Sensitivity analyses reveal the relative influence of model parameters on outputs. The results indicate that lower domestic tariffs have small beneficial effects on the regional environment. The regional environmental impacts highly depend on the changes in world crop prices through global trade agreements. A laissez-faire market scenario that includes the elimination of trade barriers and agri-environmental payments (AEPs) leads to substantial environmental deterioration. Hence, the alignment of AEPs with WTO trading rules remains an important issue in the trade and environment debate. 相似文献

This paper presents a holistic method by integrating three concepts (land resources management, assets supervision and political governance for sustainability) for investigation of land administration in China, taking into consideration of cultivated land protection for a testimony with econometric method. Theoretically, in this self-organizing integrated method, land resources management focuses on the productivity of land; land assets supervision centralizes on the realization of land usufruct rights in land transference; land political governance for sustainability concentrates on harmonious linkage of economic efficiency, social stability and environmental safety of land use. Their interrelations are complex. Methodologically, the results indicate that the theoretical model is feasible to explain variations of cultivated land protection with these three concepts. Cultivated land decreases with increasing land value increment multiples, and is positive with political governance concept, but not in a linear fashion. Finally the results suggest that roles of government in land administration need to be changed and strengthened, supporting complete compensation for land expropriation and modification to policies of cultivated land. 相似文献

Mexico is a megadiverse country with large agroclimatic diversity and socioeconomic inequality. These two factors result in strong diversity in diets and agricultural systems within the country. In this paper, we assess the impact of Mexican diets and production systems on the per capita land requirements for food. We estimate it for the extremes: from the very basic diet of the poorest share of the population to the affluent diet of the richest share of the population; and for extensive and intensive systems, with irrigation as the indicator of the intensity of the system. We show that the basic diet produced in rainfed systems requires 1620 m2/cap/yr and produced in irrigate systems requires 700 m2/cap/yr. The affluent diet produced in rainfed systems requires 2540 m2/cap/yr and produced in irrigated systems requires 1230 m2/cap/yr. Hence, differences in diets result in a requirement for 80% or 60% more land for an affluent diet; and differences in production systems result in more than twice the amount of land for extensive than for intensive systems. In 2050, it would be possible to feed the entire population with affluent diets only if all the present area of crop land had the productivity of intensive systems. In contrast, it would be possible to feed all people with a basic diet even if all present crop land area had only the productivity of extensive systems. 相似文献

Research has shown that the reform of the CAP which broke the link between subsidies and production (the decoupling reform) has had little effect on farmers’ demand for land under the SPS (Single Payment Scheme) system. For this reason, in the conditions of the SPS, there is petrifaction of the structure of agricultural land, and an upward trend in prices on the market for agricultural land should not be expected to continue in the long term. Under the conditions of the SAPS (Single Area Payment Scheme), which applies in the EU-12 new Member States, the position in the market for agricultural land is different. However, most research carried out in Europe relates to the SPS system, where marginal changes in the value of land are identified as a result of the incidence of agricultural policy, as well as quantitative and qualitative attributes of particular properties. Under SAPS, these issues have not been sufficiently investigated. The authors have attempted to fill that gap, constructing a two-dimensional and multilevel econometric model for land prices in a leading agricultural region of Poland based on a sample of 653 transactions in the years 2010–2013. The aim is to determine how policy, as well as various quantitative and qualitative features, including location factors, affect the prices of land under SAPS. The results indicate, among other things, the key importance of the functional type of rural areas – properties in agrotouristic areas gained 43% higher prices on average than those in agricultural areas. This study examines the evolutionary process of land tenure systems in Uganda from communal to private ownership with a special attention to the role of rural-to-rural migration as a key driving force. By tracing migration patterns using unique longitudinal household survey data containing detailed information on land tenure and migration history, we found that immigrant-dominated communities have a higher incidence of private land ownership even after controlling for population density and market access. We also found that land markets are more active in immigrant-dominated communities and that private land ownership results in higher agricultural productivity. 相似文献

Landholdings and land parcels in South Asia are undergoing fragmentation, thereby accelerating the pace of their degradation and constraining agricultural development. Based on experiences gained in the region and elsewhere, this paper finds the fragmentation of small landholdings and tiny land parcels detrimental to land conservation and economic gain, thereby discouraging farmers from adoption of agricultural innovations. Primarily induced by the dependency of the major proportion of ever growing population on agriculture, the process of land fragmentation has been reinforced by the law of inheritance of paternal property, lack of progressive tax on inherited land, heterogeneous land quality and an underdeveloped land market. South Asian countries have had adopted policies and legal measures for facilitating land consolidation. However, desirable results were not achieved, as such interventions could not address structural causes of the problem. In this paper we present a framework for understanding regional land use processes by incorporating the concept of agglomeration economies into agricultural frontier theory. We show that agricultural firms can obtain positive externalities from locating in close proximity to other agricultural firms, leading to agglomeration economies. Agglomeration economies lead to high levels of competition and diversity within a local agricultural supply chain and influence local prices, information flows, and private enforcement of environmental institutions. We use the theory of agglomeration economies to understand the development of soybean production in two counties along the Santarém-Cuiaba (BR-163) highway in the Brazilian Amazon: Santarém, Pará and Sorriso, Mato Grosso. We conclude that differences in environmental and land tenure institutions influenced the occurrence of agglomeration economies in these two counties, which in turn affected the total factor productivity of soy in each region. In particular, the supply chain became extremely competitive and diverse in Sorriso where few environmental regulations existed, while environmental restrictions reduced the diversification of the supply chain in Santarém. The presence of a soy agglomeration economy in Sorriso spurred innovation, increased productivity, and led to extremely rapid soy expansion in that county, while the monopolistic supply chain in Santarém reduced producers’ access to land and capital and impeded soy expansion. 相似文献

This paper studies the impact of productivity increases in the former Soviet Union and Eastern Europe on world agricultural markets and the regions’ bilateral and sectoral agricultural trade flows. We use a six‐region, 13‐sector general equilibrium model. We find that productivity increases lead to a significant increase in the regions’ agricultural output and exports and the former Soviet Union's agricultural imports. The former Soviet Union's net agricultural imports increase, whereas Eastern Europe's net agricultural trade balances improve. Overall, agricultural exporters will benefit, particularly, if productivity increases are not limited to or disproportionally high in agriculture. 相似文献

The increasing health burdens pose great challenge for planners and policy makers to create a more livable city. Recent literature has linked land use to a wide range of illness and death causes in developed nations. It therefore requires evidence-driven and replicable frameworks to inform land use decisions that integrate with health promotion. This paper proposes a theoretical framework for the mechanistic links between neighborhood land use and public health; and then quantifies their associations at district level, using the case of Shenzhen in developing China. Data for 15 health indicators in 2010 are collected at district level; and a set of standardized land use variables (individual land use type, general land use mix, and physical street conditions) are proposed to comprehensively reflect the neighborhood land use characteristics. Spatial regression is employed to analyze the relationships between health outcomes and land use variables. Results show that the land use exploratory variables vary with health indicators, but several key land use determinants are identified: green land abundance, green land morphology, institutional land proximity, industrial land proximity, blue land abundance, street walkability and street connectivity. Structural equation modeling is further applied to examine the possible mediators and it demonstrates that the casual pathways between land use and public health are quite complex. The developed set of standardized land use variables can serve as practical tools to facilitate land use decisions with health considerations. In practice, several complexities at governance levels challenge the efforts to reconnect land use policies and public health promotion. We put forward three useful solutions to enhancing health connection with land use policy across different international settings. This study captures the nuanced health disparities varied with districts and indicators, and therefore produces some more generalized knowledge that ultimately helps develop land use policies aimed at promoting public health at home and abroad. 相似文献

This paper examines the extent to which recent observations about the declining power of landowners signals the arrival of a post-feudal structure in world agriculture. Using the findings of a desk study of lease arrangements across four continents, the paper shows that, although there are substantial cultural and customary differences in the ways in which agricultural leases have developed, three broad systems can be delineated. These are characterised as: the `feudal’ system, in which landowners remain dominant; a neo-feudal system which, while underwriting private landowning, attempts to combine commercial agriculture with the maintenance of an open and vibrant lease sector; and a post-feudal system, based on improving the financial and technical efficiency of the farming industry. Using this classification, the paper explores the key determinants of the types of lease system which have emerged. It suggests that the suitability of any given system is a function of the overall policy objectives established for the sector. On this basis the paper rejects western constructs of a linear progression from feudalism to post-feudalism. Rather, it suggests that, as both extreme systems are open to exploitation, long-term stability and flexibility is most likely to occur under a neo-feudal regime in which government assumes a pivotal role in supporting both landowners and tenants. 相似文献

The Republic of Ireland possesses a land market that is constrained by minimal sales each year, less than 1%. In an effort to capitalise on milk quota abolition and to increase dairy production, a suite of tax incentives has recently been introduced in the Republic of Ireland to encourage land mobility and long-term leasing among Irish dairy farmers. Using Irish Farm Accountancy Database Network (FADN) data from 2011–2017 to examine this, a Heckman sample selection model explores two aspects; (i) the factors that influence a farmer’s decision to rent, or continue renting, land and (ii) the profitability of dairy farmers renting in land. We find self-selection into the rental market is driven by farm traits that include a high level of hired labour, the presence of a successor, intensive farming practices and dairy discussion group membership. The results show that rental agreements assist farms in achieving economies of scale. The findings provide evidence to support government intervention such as tax incentives for renting out land and knowledge sharing discussion groups. 相似文献

Africa has become the most targeted continent for large-scale agricultural land investments (LALIs) with over 60% of the global figure. Some efforts have been made to investigate the determinants of LALIs at the global level; however, scare evidence abounds regarding the characteristics of target communities in a given country particularly in Nigeria, one of the top 20 recipients of LALIs globally. This study contributes by showing how community characteristics influence the likelihood of receiving LALIs and the aspects of such community characteristics that matter. Utilising community-level data in Nigeria and estimating with probit model, some findings are made. Unexpectedly, the indicators of local institutions in the communities do not exert significant influence on the likelihood of LALIs occurrence. This supposes that the local institutions are rather overwhelmed by the state. How the local institutions can be integrated for LALIs are suggested. 相似文献

A right of commoners to pastures existed since the Early Middle Ages in Anglo-Saxon England and the European mainland, including Tyrol in Austria. Lowland commons institutions were largely dissolved by the 19th century; however, in the European Alps contiguous commons remain alive. Some two thousand alpine commons institutions are registered in the Tyrolean parcel cadaster and land registry. A specific study of West-Tyrolean commons (known as Agrargemeinschaft or AGMs), framed by Ostrom's design principles is presented. General lessons for land policy and land administration are extracted. An interview period was split between the Inn valley and the Ötztal. Roughly half are considered independent: others are regulated by the Tyrolean Agricultural Authority. Some AGMs hold the full bundle of land rights: others only hold pastoral and forestry rights. AGMs consisted either of a single cadastral parcel or several contiguous parcels. In the Inn valley villages the pastoral commons were owned by the municipalities, while in the researched Ötztal, AGMs are frequently the full owners of the commons. AGM membership ranges between 5 and 60 farm households. The number of livestock units pastured was in most cases stipulated in approved regulations. Alpine commons larger than 200 ha are also hunting-zones: revenue is collected from the lease of hunting rights. Most of the alpine commons are designated and used as ski-zones. Upper portions of two alpine commons in the Ötztal are state protected natural areas. The number of farms with pastoral rights is declining at District and State level. Key lessons for land policy and land administration include: Ostrom's design principles being a precondition rather than a panacea; commons institutions requiring one clear ownership party; both public and collective ownership producing success; publically owned commons requiring a local representative; small membership numbers being preferable; small shareholdings not being preferable; decentralized governance being beneficial; internal democratic elections being beneficial; internal boundary records being superfluous; explicit sanctions being superfluous; mixed economies being acceptable; and geography being a significant influence on the longevity of pastoral commons. 相似文献
