Land tenure regime is considered one of the most crucial assets determining viability of urban agriculture, especially in terms of investments. Many authors have built on traditional agricultural theory that only land ownership and (formal) secure land tenure can incite investments into farming, thus stressing the need of secure land tenure for more prosperous urban agriculture. However, these statements are often built on weak or nonexistent empirical evidence. This research aims to contribute to the discussion on land tenure for urban agriculture by mixed-method exploration of the above-mentioned theory. Additionally, we propose a farming investment index which measures the level of investments by using non-monetary information obtained from respondents. The results of our study show that land tenure security for urban farmers is often seen as a rather narrow concept, focusing only on legal tenure security but omitting its other dimensions such as perceived and de facto tenure security. Nevertheless, all three dimensions of tenure security positively influence investments to urban agriculture.  相似文献

Since attainment of independence, almost every country in East and Southern Africa has introduced some kind of land reform aimed at reconciling indigenous land tenure practices and those introduced by colonial regimes. The reforms have centred on modification of tenurial rules on access, ownership, administration and transfer of land rights coupled with land redistribution and/or restitution in some countries. With the exception of a few countries, such as Botswana, land reforms have largely remained on statute books with little to show on the ground. The paper gives an overview of land reforms in East and Southern Africa, taking Botswana as a case study. It notes that although Botswana has largely been successful in implementing land reforms, it is currently experiencing land tenure problems, especially in peri-urban settlements and inner city low-income areas, despite government's enhanced control over local land administrative structures. The paper ends with suggestions on how to contain the current problems.  相似文献

The relationship between land tenure security and long-term land-related investment is of great importance especially given the current flux in property rights systems of agricultural land in China. This paper empirically examines the role of land tenure security in farmers’ crop-tree intercropping decisions, and is based on a comparative analysis between contract land and wasteland holders in rural Xinjiang, China. Data from a survey, carried out in 2008 among 352 households in Awati County in Xinjiang, is used to estimate the factors that affect the adoption of crop-tree intercropping. The results indicate that, for those households that only have contract land, land tenure security positively affects their adoption of crop-tree intercropping. However, for those that hold both contract land and wasteland, land tenure security negatively impacts upon their adoption of crop-tree intercropping on wasteland, as the crop-tree intercropping on wasteland can increase the perceived tenure security of wasteland. The results also suggest that the comprehensive effect of labor organization on intercropping is moderate as a result of the presence of counteracting effects.  相似文献

Rural land rental markets in China play an increasingly important role in the transformation of the agricultural sector. This study focuses on the rural land rental market in the Xishuangbanna Dai Autonomous Prefecture in Southern China, a mountainous region, where rapid changes in land use have taken place with the transition from traditional agriculture and a tropical rainforest to rubber monoculture. Notably, we assess the impacts of population aging, land tenure security, and ethnicity on the participation of smallholders in the land rental market. The analysis suggests that a higher proportion of older people in a household increases the likelihood of renting out land and reduces the probability of renting in land, implying that population aging fosters land rental market development by transferring land from older to younger farmers. We also confirm that the availability of a land tenure certificate has a significant and positive impact on the renting out of land. Furthermore, ethnic minority groups are less likely to rent out land, indicating that land rental markets are ethnic sensitive. Additionally, specialization in rubber farming, household wealth and the altitude of household location also influence participation in the land rental market.  相似文献

Tenure security is believed to be critical in spurring agricultural investment and productivity. Yet what improves or impedes tenure security is still poorly understood. Using household- and plot-level data from Ghana, this study analyses the main factors associated with farmers’ perceived tenure security. Individually, farmers perceive greater tenure security on plots acquired via inheritance than on land allocated by traditional authorities. Collectively, however, perceived tenure security lessens in communities with more active land markets and economic vibrancy. Plots held by migrant households and women in polygamous households are perceived as less tenure secure, while farmers with political connections are more confident about their tenure security.  相似文献

With growing awareness of fire hazard as an environmental threat within tropical rainforests, the state of Brazil initiated a set of fire control policies aimed at monitoring and ameliorating fire hazard in the Amazon region. These policies were developed in the aftermath of large-scale fire events and reflect a conservationist discourse that responded to internal as well as international environmental concerns. In doing so, the policies have framed the “fire problem” around those who use fire in their land use practices, in particular small-scale agriculturalists. Yet, land policy in general has repeatedly failed to address the institutional arrangements which compel small-scale farmers to use fire in their agricultural practices and the underlying development processes that have made the landscape more vulnerable to accidental spread of fire. Using regional level data on small-scale farmers, I suggest that the conservation oriented approach of fire policy may not be enough to curtail accidental fire events and instead that the fire issue needs to be positioned within rural development as well.  相似文献

Land consolidation has multi-functionality. Most of the existing researches focus on the supplementary function of cultivated land, but lack of systematic research on its function of promoting the sustainable development and revitalization of rural areas. In the context of the current global rural decline, land consolidation has been endowed with the connotation of promoting rural revitalization and regional sustainable development. This study systematically reviewed the evolution history of land consolidation in China, and then explored the current status, characteristics and potential impact of land consolidation as well as the driving mechanism of land consolidation promoting rural revitalization, and finally explained the feasible way to revitalize countryside by land consolidation in a typical case. Results showed that China's land consolidation has played an irreplaceable role in stabilizing the dynamic balance of arable land and ensuring food security. It has made or is moving towards supporting the development of modern agriculture, poverty alleviation and rural revitalization as well as regional sustainable development. Land consolidation is gradually favored in promoting rural development and revitalization because of its social, economic and ecological benefits, and it can provide a platform and inject new vitality for rural revitalization by solving the difficulties of lack of fund, land, technology, talent and industry. Comprehensive land consolidation helps to promote the overall revitalization of rural industry, ecology, organization, culture and talent. However, it also needs to be alert to the eco-environmental risks and negative effects brought by land consolidation projects. The problem-solving oriented land consolidation is needed in the process of promoting rural revitalization and regional sustainable development. The internal logic of rural decline at different development stages varies across countries, and the strategies to promote rural revitalization through land consolidation also need to be adjusted in time.  相似文献

This article analyzes debates over tenure reform policy in post-apartheid South Africa, with a particular focus on the controversial Communal Land Rights Act of 2004. Land tenure systems in the 'communal areas' of South Africa are described as dynamic and evolving regimes within which a number of important commonalities and continuities over time are observable. Key underlying principles of pre-colonial land relations are identified, which informed the adaptation and modification of tenure regimes in the colonial era and under policies of segregation and apartheid, and continue to do so today. Exploring the policy implications of this analysis, the article suggests that alternative approaches to that embodied in the Communal Land Rights Act are required. The most appropriate approach is to make socially legitimate occupation and use rights, as they are currently held and practised, the point of departure for both their recognition in law and for the design of institutional frameworks for administering land.  相似文献

The end to the war in Liberia, along with quality leadership and a large UN presence has laid the foundation for a successful peace process. Now the delicate part of the process is underway—building viable, equitable, and durable social relations, institutions and legal constructs. A potentially volatile part of any postwar scenario is the inability of land rights institutions to perform in an effective, legitimate, equitable manner. Reform of land tenure via policies, laws, institutions, and capacity, needs to happen in a manner that is able to attend to both the land rights related causes of conflict, and the tangle of land problems brought on by the war itself. This article reports on the current situation in Liberia, and examines the primary set of land tenure problems in the country. The article concludes with a series of suggestions for dealing with the unique circumstances of postwar land tenure, and the Liberian case.  相似文献

Most studies of agricultural transformation document the impact of agricultural income growth on macroeconomic indicators of development. Much less is known about the micro-scale changes within the farming sector that signal a transformation precipitated by agricultural income growth. This study provides a comparative analysis of the patterns of micro-level changes that occur among small-holder farmers in Uganda and Malawi in Sub-Saharan Africa (SSA), and Thailand and Vietnam in Southeast Asia (SEA). Our analysis provides several important insights on agricultural transformation in these two regions. First, agricultural income in all examined countries is vulnerable to changes in precipitation and temperature, an effect that is nonlinear and asymmetric. SSA countries are more vulnerable to these weather changes. Second, exogenous increases in agricultural income in previous years improve non-farm income and trigger a change in labor allocation within the rural sector in SEA. However, this is the opposite in SSA where the increase in agricultural income reduces non-farm income, indicating a substitution effect between farm and non-farm sectors. These findings reveal clear agricultural transformation driven by agricultural income in SEA but no similar evidence in SSA.  相似文献

Food security for the world in 2025 is possible and probable if the right set of things are done, starting now. But the task will not be easy. It is both a technology and a political/economic challenge. The challenge for sub-Saharan Africa is even greater. While other regions improved per capita food availability over the last 30 years, Africa's availability declined. But food security is about more than supply. It is also about access which means income generating employment is critical. Meeting future requirements in Africa and the world will require sustainable intensification of complex production systems, appropriate national and international policies and continued investments in agricultural research. Without these conditions and increased employment intensive growth, prospects for the future are less bright.  相似文献

Haiti, with a forest cover estimated at 3% of all land area, has experienced severe degradation of its natural resources and a significant change in its land cover. While deforestation in Haiti is obviously multifaceted, one issue emerges from previous empirical analysis in explaining deforestation: land tenure. This study focuses on the causes of deforestation in Haiti, particularly in Forêt des Pins Reserve, using the annual average area of cleared forest per household as the dependent variable. Data were collected with the use of a survey instrument administered to 243 farm households in 15 villages inside the Reserve. Tobit Regression results reveal that household size, education of head of the household, land tenure regime, and farm labor are important factors affecting land clearing.  相似文献

This paper examines whether the land consolidation (LC) practised since the 1950s in Galicia, N.W. Spain, has had the desired effects. To achieve this aim, we have adopted the methodology drawn up by the European Union for evaluation of its socioeconomic programmes, and we have adapted it as required by the subject matter and by the long-term historical perspective of this study. Our results suggest that, during the study period, LC has in general made a positive contribution to slowing rural depopulation.  相似文献

In light of the high percentage of poor people in rural areas of South Africa, the post-apartheid government has, among other things, prioritized food security in their policy processes. However, these food security policies stop short of workable strategies for the most difficult situations, particularly in the former reserves (Bantustans). A case study of the Eastern Cape Province reveals that food security managed by government agencies experience difficulties at implementation stage due to land issues. At the heart of the problem is the poor understanding of rural people's land use plans and multiple livelihood strategies. The paper concludes that food security projects in the former Bantustans will continue to suffer unless food security policies are efficiently integrated to those of land reform.  相似文献

Land fragmentation has been identified to greatly undermine crop production in many countries. In the case of Ghana’s customary tenure system, household farmlands are relatively small and are highly fragmented. Recent agricultural drives, however, have focused on farm level interventions that are ad hoc with short-term benefits. A sustainable long-term application of land consolidation which reorganises farmlands may improve yields, reduce the cost of production and improve the incomes of farmers. The successful implementation of land consolidation depends greatly on the suitability of local conditions with respect to land tenure and land use. However, in Ghana’s customary lands, the alignment between the requirements for land consolidation and existing conditions remains unexplored. This study investigated the feasibility of land consolidation within the customary tenure by juxtaposing the local conditions of the study areas with the baseline conditions for land consolidation outlined in literature. Using both qualitative and spatial data, the study revealed some traits of convergence and divergence with respect to the baseline conditions in the study areas. For example, conditions such as the existence of land fragmentation, suitable topography and soil distribution were fully met. Conditions such as the existence of a land bank, technical expertise, and infrastructure and supportive legal frameworks were partially met. The remaining conditions such as the willingness to participate, availability of a land information system and favorable land ownership structure were non-existent. The circumstances surrounding these unmet conditions are deeply embedded in customs and traditions that hardly yield to change. Since these conditions are fundamental for land consolidation, their absence negates the feasibility of land consolidation under the current tenure system of the study areas.  相似文献

Land tenure remains one of the most critical factors determining equity under REDD+, as we demonstrated through our previous article, ‘Roots of inequity: how the implementation of REDD+ reinforces past injustices”. Githiru responded to this paper, with some apparent challenges to both the empirical basis and theoretical arguments, that we had put forward. In this rebuttal, we demonstrate that there were no empirical differences between our original paper and Githiru’s response that had bearing on our findings, but that there are substantial differences in our interpretations of legality and equity, and consequently divergence about who can expect to benefit from REDD+. In a context where land ownership has historically and presently involved processes of dispossession, marginalization and even evictions, this rebuttal illustrates the complexity of the dominant discourse on land tenure and benefits under REDD+ and shows how social safeguards will need to take historical context and people’s current entitlements and agency into account, if equitable outcomes are to be defined and realized.  相似文献

Decentralization of land governance is expected to significantly improve land tenure security of small‐scale farmers in Africa, through ensuring better protection of their assets and reducing land‐related conflicts. This paper, however, cautions not to have too high expectations of transferring responsibilities for land administration and dispute resolution to local government bodies. Field research in Mbarara District in south‐western Uganda brings out how decentralization has limited impacts in terms of localizing land services provision. Nonetheless, local land governance has transformed in important ways, as decentralization adds to institutional multiplicity, and fuels competition among state and non‐state authorities, and about the rules they apply. Rather than strengthening local mechanisms for securing tenure, the reforms introduce new forms of tenure insecurity, fail to transform local conventions of dealing with land disputes and delegitimize local mechanisms for securing tenure. In practice, decentralization has had limited effects in securing tenure for the rural poor, yet reinforces the presence of the state at the local level in diverse ways.  相似文献

This paper applies an integrated methodology which is constituted of the following: (i) the Emergy-Data Envelopment Analysis (EM-DEA), (ii) environmental Cost-Benefit Analysis (CBA), (iii) Value Chain Analysis (VCA), and (iv) Sustainability Balanced Scorecard (SBSC) approaches, -to support multicriteria decision analysis (MCDA) for strategic agricultural land use planning, which could contribute to improve food security in northern Ghana. Five scenarios of land use and resource management practices for maize production were modelled. The business-as-usual scenario was based on primary data, which were collected using semi-structured questionnaires administered to 56 small-scale maize farmers through personal interviews. The dominant land use was characterised by an external input ≤12 kg/ha/yr inorganic fertilizer with/without the addition of manure in rainfed maize systems. The project scenarios were based on APSIM simulations of maize yield response to 0, 20, 50 and 100 kg/ha/yr urea dosages, with/without supplemental irrigation. The scenarios were dubbed as follows: (1) no/low input systems were denoted by Extensive0, Extensive12, and Intercrop20, and (2) moderate/high input systems were denoted by Intensive50, and Intensive100. The EM-DEA approach was used to assess the resource use efficiency (RUE) and sustainability in maize production systems, Ghana. The measured RUE and sustainability were used as a proxy for further analyses by applying the environmental CBA and VCA approaches to calculate: (a) the environmental costs of producing maize, i.e. resource use measured as total emergy (U), and (b) benefits from the yielded maize, i.e. (b i) food provision from grain measured in kcal/yr, and (b ii) potential electricity (bioenergy) which could be generated from residue measured in MWh/yr. The information which was derived from the applications of the EM-DEA, CBA and VCA approaches was aggregated by applying the SBSC approach to do a sustainability appraisal of the scenarios. The results show that, when labour and services are included in the assessment of RUE and sustainability, Intercrop20 and Intensive50 achieved greater marginal yield, better RUE, sustainability and appraisal score. The same scenarios caused lesser impacts in terms of expansion of area cultivated compared to Extensive0 and Extensive12. Meanwhile the impacts of Intercrop20 and Intensive50 in terms of ecotoxicity, emissions, and demand for resources (energy, materials, labour and services) were lesser compared to Intensive100. The implications of the various scenarios are discussed. The environmental performance of the scenarios are compared to maize production systems in other developing regions in order to put this study within a broader context. We conclude that, the EM-DEA approach is useful for assessing RUE and sustainability of agricultural production systems at farm and regional scales, as well as in connecting the management planning level and regional development considerations.  相似文献

Household food security among smallholder farmers is sensitive to a variable and changing climate, requiring farmers in the Gamo Highlands of Ethiopia to adopt new land management practices to improve food security. Agricultural land in the Gamo Highlands is highly fragmented. The extent to which land fragmentation (LF) moderates the food security effects of sustainable land management (SLM) practices is unknown. This study used probit and Poisson models to explain this relationship. The study found that food insecurity was severe during the food shortfall season. LF provides more potential opportunities for improving food security than challenges. Furthermore, SLM practices had both positive and negative effects on food security and their effects were conditioned by the magnitude of LF. Reducing severe LF through the assembly of small parcels into larger heterogeneous plot clusters could enhance food security by exploiting synergies between adaptation practices and LF.  相似文献
