The present study illustrates an indicator of self-contained urban growth derived from official statistics with the aim of verifying if a shift from compactness towards settlement diffusion has occurred in cities with different socioeconomic and morphological characteristics. According to this approach, changes in settlement's distribution and density were assessed in four Mediterranean cities (Lisbon, Barcelona, Rome, and Athens) during 80 years between 1919 and 2001. Results indicated that settlement distribution, building density and self-contained urban growth diverged in the four regions since the early 1980s. However, cities with a compact form showed an higher self-contained growth rate than cities with dispersed form. These findings contrast with the similarity in settlement characteristics, population trends, and spatial organization of economic activities observed during the ‘compact growth’ phase (1950–1980) in all examined regions. Comparative analyses of exurban development through morphological indicators may inform strategies promoting self-contained urban growth. 相似文献

The curb is the critical site of interaction between people and vehicles, and between movement and place. Despite decades of debate about how to manage the allocation of space and time to different users, the curb remains a highly contested space which the state finds hard to govern effectively. New pressures on the curb are already apparent: recent changes to the mobility system have resulted in an intensification of use with growth in home delivery and servicing traffic and greater use by ridehailing services. Simultaneously there is a diversification of demands with requirements for bespoke access for new mobility services and innovations such as car and bike share and electric charge points. Looking ahead, a range of actors are developing visions of a shift from individual ownership of cars to shared but intensively used highly automated fleets. The balance of parking, pick up and drop off and movement could be radically different in future.Drawing on literature on the literature on boundary objects, this paper explores the way in which different user groups seek to ensure their own interests are represented at the curb. Through examination of the changing nature of streets in-use, the paper reveals the on-going processes of reallocating and appropriation of curb space. The formal and informal codification of curb use stimulated by interests operating at national and international scales marginalises some user groups and works against place-based planning approaches. The paper makes the case for public policy to reassert itself in the curb debate to avoid a significant decline in conditions and to seek to balance commercial and social interests. 相似文献

China's economic reforms, which began in 1978, resulted in remarkable income growth, and urban Chinese consumers have responded by dramatically increasing their consumption of meat, other livestock products and fruits and by decreasing consumption of grain-based foods. Economic prosperity, a growing openness to international markets, and domestic policy reforms have changed the food marketing environment for Chinese consumers and may have contributed to shifts in consumer food demand. The objective of this paper is to uncover evidence of structural change in food consumption among urban residents in China. Both parametric and nonparametric methods are used to test for structural change in aggregate household data from 1981 to 2004. The tests provided a reasonably clear picture of changing food consumption over the study period. The distinct urbanization process of China has attracted worldwide attention because of its impressive speed, massive scale, and policy intervention. However, the interrelationship between urban expansion and government policies is still not well understood. The Pearl River Delta Urban Agglomeration of China is the first national pioneering urbanization area since the implementation of the policy “Reform and Opening-up” in the late 1970s. Here we compared the spatial and temporal patterns of urbanization in two leading cities of the Pearl River Delta (i.e., Guangzhou and Shenzhen, the provincial capital and the first Special Economic Zone of China, respectively) from 1975 to 2015, using Landsat data integrated with urban growth and landscape metrics analysis, and examined possible footprints of major economic and urbanization policies. Our results illustrated that urban land areas in both Guangzhou and Shenzhen have experienced magnificent annual growth rates at 8.1% and 11%, respectively between 1975 and 2015. On average, Shenzhen witnessed substantially higher urban growth rate than Guangzhou during the past four decades, particularly in the initial period (1978–1990) when the Reform and Opening-up policy was launched and Shenzhen was designated as the first Special Economic Zone in China in the late 1970s. However, the speed of urban expansion in Shenzhen became considerably lower than Guangzhou from 2005 to 2015, subject to physical conditions and a series of urban land use policies. Both cities showed a generally similar dynamics of urban growth forms with leapfrogging as the predominant type of urban growth at first and then edge-expansion while the contribution of infilling in Shenzhen was higher than that in Guangzhou, especially since 2005. The urbanization processes characterized by landscape and urban growth metrics revealed that a diffusion-coalescence-diffusion-coalescence process was identified for Guangzhou, while Shenzhen was generally consistent with the diffusion-coalescence urban growth hypothesis. 相似文献

Urban green infrastructure (UGI) planning, based on certain principles, has emerged as a way to conceptualise connected greenspace in urbanised environments. This is achieved through the application of processes and approaches linked to policy themes to which the concept can significantly contribute. Taken together the processes, approaches and policy themes constitute the principles of UGI, which when adopted can promote, maintain and enhance quality of life in resource-efficient, compact and climate-resilient cities. In this study we explore the extent to which strategic greenspace planning in Europe is UGI compliant, as we hypothesised that the above principles are presently under-represented in planning documents and policies. This was accomplished by conducting a comparative analysis of the adoption of UGI principles in current practices of greenspace planning across European city-regions based on a systematic review of previous data and reports. The study found that many UGI principles and related concepts are present to some degree in strategic greenspace planning in Europe. However, gaps exist with regard to their scope and level of consideration. Presently, conservation emerges as the predominant task in strategic urban greenspace planning. However, enhancing network connectivity is key to the development of UGI, hence a greater focus on the restoration and creation of greenspace is required in the future. Based on our analysis it can be concluded that the advancement towards UGI planning is well established and progressing, although some areas are markedly under-represented. Strategic greenspace planning in Europe, with a few exceptions, requires further development to be effectively considered as UGI compliant. 相似文献

Zhagana Agriculture-Forest-Animal Husbandry Composite System (ZCS) is the first Globally Important Agricultural Heritage Systems site in the Tibetan Plateau. Similar to many traditional agricultural regions, with the development of tourism and leisure agriculture, the peasant households in ZCS have gradually changed their livelihood strategies and livelihood activities in the past 10 years, resulting in the disappearance of some traditional farming methods and agricultural landscapes with a long history. By taking livelihood assets as the entry point and livelihood strategies as the core, this paper analyzed the basic situation of households’ livelihood and the transition mechanism of different livelihood strategies in order to offer suggestions for the dynamic conservation and sustainable development of Agricultural Heritage Systems (AHS). (1) The livelihood strategies of peasant households in ZCS can be divided into two major categories: specialized strategies and diversified strategies. (2) According to the empirical calculation of the livelihood asset accounting framework of AHS, the average livelihood asset value of peasant households in ZCS is 2.040, showing that the situation of peasant households’ livelihood is inadequate. (3) The transition of peasant households’ livelihood strategies from traditional strategy to specialized or diversified livelihood strategies is mainly influenced by natural assets, human assets, cultural assets, social assets and informational assets. In order to meet the growing material and spiritual needs of peasant households and achieve the sustainable development of ZCS simultaneously, it is suggested that the agriculture-forestry-animal husbandry-tourism composite strategies shall be taken as the development direction of peasant households’ livelihood strategies. 相似文献

In Bolivia and Ecuador the concept of Buen vivir, based on indigenous cosmologies, has been formulated by indigenous organisations as an alternative paradigm to mainstream development theory. It has also inspired environmentalist movements in their struggle for a different environmental governance beyond extractivism, and it has been appropriated by national governments to justify economic and social policies and their political agendas. In Peru, Buen vivir is emerging as a political project to express ecological concerns, as well as self-determination, territoriality and cultural rights of indigenous peoples. In these experiences the formulation and implementation of Buen vivir is a complex and contentious process which expresses the tensions and dynamics between indigenous politics and the political economy of extraction. This article explores the different meanings of Buen vivir in Bolivia, Ecuador and Peru and the struggle of indigenous peoples to re-appropriate the concept which has been co-opted by the state using conventional views of development. We argue that Buen vivir serves as a political platform on the basis of which different social movements articulate social and ecological demands based on indigenous principles, in order to challenge the economic and political fundamentals of the state and the current theory, politics and policy-making of development. 相似文献

This study explores local people’s attitudes towards urban planning, and the effects of development benefits on local support for planning in Kumasi, Ghana. Kumasi is a rapidly urbanising city in Ghana where urban growth between 2000 and 2010 exceeded 5%, and where local support for urban planning has not been studied adequately. Based on Kumasi Metropolitan Assembly, Town and Country Planning Department and Ghana Statistical Service’s residential area classifications, household survey with 360 respondents were conducted in nine high, middle and low class neighbourhoods in Kumasi, in addition to interviews with six representatives from two planning agencies. Results indicated that two-thirds of the household respondents were positive towards urban planning and support urban planning. The household respondents were aware that more development benefits are possible from an inclusive and pro-poor urban planning. There appears to be correlation between development benefits obtained by local people from urban planning, and support for urban planning, indicating that development benefits impact people’s attitudes towards urban planning. Some of the main problems are social and spatial inequity among people living in different classes of residential neighbourhoods, and lack of locals’ inclusion in urban planning and management. There is a need to clearly address these issues, so that urban planning may get the support of local people which may lead to sustainable urban development. 相似文献

Cashing in or driving development? Cross-border traders and maize contract farming in northeast Laos

Contract farming is receiving renewed attention in research and policy in the Mekong region of Southeast Asia, as countries continue to undergo varied agrarian transitions and agri-food production has become increasingly regionalized. In northeast Laos, previously isolated upland communities have experienced rapid transformations resulting from contract production of hybrid maize, mainly for industrial feed processing and livestock in Vietnam. Based on extensive qualitative fieldwork in the Lao-Vietnamese borderlands, this article explores the quasi-“developmental” functions assumed by cross-border traders, in the context of unfulfilled rural policy objectives, in which these “micro-investors” provide informal extension and infrastructure to enable agricultural commercialization. The article examines the extent to which this dynamic is adequately captured by notions of patronage, or whether subtle mutual dependencies are at work, as livelihoods are rebalanced between subsistence and commodity crops in remote border landscapes. 相似文献

AbstractThe aim of this study is to know Italian consumers’ preferences for Pasta and consumption habits. Food culture and concerns about food security and product innovation were investigated. A sample of Italian consumers was interviewed. Consumer’ profile, motivations and purchasing behavior were described. Relationships between observed variables and the latent constructs that explain the preferences were highlighted. There is asymmetric information between consumers and producers. Consumers believe Pasta is made with Italian grains, and therefore it is healthy and safe, although that’s not always the case. Intrinsic and extrinsic high quality, which derives from growing and production technologies, is required. 相似文献

We test the ‘efficient-but-poor’ hypothesis by estimating the determinants of smallholders' choice over cash or food crops and whether their crop choice affects technical efficiency and poverty using the national household panel data in Nigeria. We employ the stochastic frontier analyses correcting for sample selection about farmers' crop choice. Our results indicate that smallholders are generally efficient in their resource allocations. A treatment effects model is employed to estimate farmers' crop choice in the first stage and the impact of their choices on technical efficiency and poverty outcomes in the second stage. The results show that farmers' access to free inputs, non-farm income and the use of seeds from the previous growing season are important determinants of crop choice. The adoption of cash crops by food-crop producing households will not generally reduce poverty, although it will improve technical efficiency marginally. However, if cash crops are commercialised, poverty tends to decline. 相似文献

Support for large scale agricultural investments in Africa has been mainly premised on their employment prospects for local populations. However, despite earlier calls by Tania Li to centre labour in the land grabs debate, labour is generally invisible in both mainstream policy and academic research. This paper, through a governance lens, draws attention to the implications of the global land rush on wage labour. In principle, policy frameworks that emphasise the labour potentials from large-scale land investments also gravitate towards regulations that seek to facilitate capital accumulation and mitigate negative impacts on communities – congruent with Ghana’s policy direction. This paper assesses the political-economic context of the legislative gaps in the current governance framework for wage labour and large-scale agriculture in Ghana; characterised mainly by absent, illusively present and repressive institutions. It is supported with empirical findings from the nature of farm workers’ incorporation into a transnational oil palm plantation in Ghana, their struggles over the nature of the investment, and the political orientation of the existing regulatory institutions. The study calls for policy measures which address power relations that shape the distribution of benefits from land investments, and also recognise structural inequalities that exist in and outside of agriculture. 相似文献

‘Integrate’ Rural Development Policy in the EU: a Term Too Far? Since its introduction in the early 1980s for Mediterranean and some other regions, an ‘integrated’ approach to EU rural development policy has come to-be increasingly advocated. However, the precise meaning of the term is seldom made clear in official and other documents, which appear to have applied it in a variety of contexts and in a number of different ways, This article discusses and analyses some alternative interpretations of ‘integrated’ rural development policy, including considerations of finance (funding from more than one source), administration (policy design, approval, monitoring and evaluation being undertaken by a single agency), institutions (responsibility and coordination being shared between different departments and agencies) and the economics of efficiency (better balancing of costs and benefits, and the encouragement of desired complementarities). These different meanings may explain some of the confusion in the long-running debate over rural policy in the EU, and suggest the need for more careful language. However, the arguments do endorse the apparent direction of thinking at the November 2003 Salzburg conference on rural development, i.e. that improved policy will result from better defined objectives, a single EU fund for rural development, and territorial programming at a local or regional level. Depuis l'introduction de ce vocable, au début des années 80, à propos, entre autres, des régions méditerranéennes, il est de plus en plus courant d'entendre vanter les mérites d'une approche ‘intégrée’ des politiques de développement rural. Pourtant, la signification précise de ce terme n'est que rarement explicitée, que ce soit dans les documents officiels ou dans d'autres. Le mot semble avoir été appliquéà de nombreuses situations différentes et de toutes sortes de façons. On essaie id d'analyser les différentes interprétations qu'il est possible de donner à la notion d'intégration des politiques de développement rural, que ce soit en termes de financement (utilisation de plus d'une seule source de financement), d'administration (l'élaboration des politiques, la décision, le suivi, et l'évaluation se trouvant sous la responsabilité d'une agence unique), destitutions (partage des responsabilités et des tâches de coordination entre différents départements ministériels ou agences d'exécution), ou d'efficacitééconomique (meilleur équilibre entre les bénéfices et les coûts, souci de créer des complérnentarités). La polysémie du mot semble expliquer la confusion qui entoure depuis longtemps le débat sur la politique rurale dans l'Union européenne et cela implique la nécessité d'employer un langage plus précis. Aussi bien, ce point correspond à la ligne générale de pensée qui s'est manifestéà la conférence de Salzbourg en novembre 2003 sur le développement rural: pour améliorer la politique, il faut que ses objectifs soient mieux définis, qu'il existe un seul fonds européen pour le développement rural, et que la planification territoriale se fasse au niveau local ou régional. ‘Integrierte’ Politik zur Entwicklung des ländlichen Raums in der EU: Ein zu weit gefasster Begriff? Seitdem der integerierte Ansatz für die Politik zur Entwicklung des ländlichen Raums der EU in den frühen 1980er Jahren für den Mittelmeerraum und andere Regionen eingeführt wurde, wird er zunehmend befürwortet. Die Definition dieses Begriffs geht jedoch selten eindeutig aus amtlichen und anderen Dokumenten hervor, welche diesen Begriff scheinbar auf die verschiedensten Arten und in vielfaltigen Kontexten verwenden. In diesem Beitrag werden einige Alternativen hinsichtlich der Auslegung des Begriffs der “integrierten” Politik zur Entwicklung des ländlichen Raums diskutiert und analysiert. Hierbei werden Finanzierung (Finanzierung aus mehreren Quellen), Verwaltung (Politikentwurf, Zustimmung, Überwachung und Evaluierung durch eine einzige Agentur), Institutionen (gemeinschaftliche Verantwortung und Koordination von verschiedenen Abteilungen und Geschäftsstellen) und Effizienz (verbessertes Abwägen von Kosten und Nutzen sowie Förderung erwünschter Komplementaritäten) behandelt. Diese unterschiedlichen Begriffsinhalte sind möglicherweise ein Grund für die Verwirrung in der seit langem geführten Debatte zur ländlichen Politik in der EU und lassen eine umsichtigere Sprachwahl sinnvoll erscheinen. Recent EU legislation will require Member States to ensure that farm advice which is supported by EU funding is impartial. In this article we present the findings of an online workshop which asked whether this should be a priority for European advisory supports within the Common Agricultural Policy. The answer was ‘no’. At the workshop, results of AgriLink were presented for discussion with international experts. These results highlighted major pitfalls for setting the boundaries of independent advice. Participants from Europe and North America agreed that ‘impartial’ advisors providing or selling only advice are rare in many contexts. Key organisations offering farm advice in many European countries, such as farmers’ cooperatives, often have established relationships with commercial suppliers. Being apparently independent from industry is also not sufficient for ensuring that advice addresses societal issues. Farmers’ choice for advice is more likely to reflect established trusted relationships than the ‘impartiality’ of the advisor. Workshop participants instead argued that policies should focus on increasing transparency (revealing vested interests); investing in ‘back office’ activities to ensure that advisors have access to reliable and relevant evidence; and ensuring that the full range of EU farmers have access to professional advice. 相似文献

The so called “land grabbing” has gained increased attention since the outburst of the global financial and food crisis triggering a new trend of acquiring land for outsourcing production of food, feed and agrofuels. India as one of the newly emerging economies is investing heavily in farmland as it faces enormous challenges to sustain its rising population and growing energy demands. This paper analyses Indian land acquisitions in Ethiopia, looking into India’s motivations to acquire farmland and what incentives does Ethiopia have to lease out land to large investors. The paper draws on trade data between India and Ethiopia, expert interviews, studies and reports on the use and productivity of grabbed land. In view of the land grabbing and food security debate, the paper critically evaluates whether acquiring farmland in Ethiopia can indeed contribute to food and energy security in India. 相似文献

There has been a recent proliferation of national land-use policies that emphasize protecting open space and ecosystem integrity. However, countries grappling with internal political conflict, or that are engaged in military conflicts with neighboring countries, have priorities that focus on control of land in areas where state sovereignty is perceived to be threatened. These two concerns, political-demographic control and environmental protection, create very different paradigms for how to think about open space policy. The objective of this paper is to consider the impact of competing paradigms in land-use policy formulation and implementation—one that encourages sprawl and the other that encourages compact development and the preservation of open space. We use Israel as a case study where both political demography and environmental land-use paradigms are currently influencing policy and planning. We explore the historical evolution of both land-use paradigms and consider how they are currently competing in the formulation and execution of land-use policy decisions. We consider how these distinct priorities are playing out in current discourse and policy implementation, and characterize the past, current and prospective future physical outcomes of policies on the landscape. Our goal is to alert policy makers and land-use scholars of the subtle and contradictory influence of political-demographic land-use priorities with regard to their potential impact on the successful implementation of environmental policies. The Israeli case study is indicative of a diversity of countries that have a history of political-demographic land-use policies, but have also begun to adopt environmentally motivated policies. 相似文献

Spatial planning has been earmarked as an important tool for achieving sustainable development. In Sweden the important task of planning for sustainable spatial development and land use falls largely to the local authorities, since there is no official institute for spatial planning at a national or regional level. This article investigates local planning for sustainable development by analysing recent municipal comprehensive plans, which it is argued are a major instrument for this purpose. Although comprehensive plans are statutory, their design and content is very much at local discretion, and for the most part, not a rigid process governed from above. For this reason, a template analysis was used, where the template was built from the contents of the comprehensive plans, and not from a predefined understanding of what sustainability is or how planning for sustainable development should be done. What the findings reveal, however, is that there is not much deliberation concerning the meaning(s) of sustainable development, and, further, that the planning principles considered necessary to bring about sustainable development were not exclusively regarded as sustainable as such, but rather as part of a general ‘belief system’ about prudent planning—sustainable or not. It is suggested that, rather than rethinking planning, planners have internalized the concept of sustainable planning into the existing ‘belief system,’ and thus, the planning principles have become ‘sustainable’ by default. 相似文献

The need for climate change mitigation has led to a recent upsurge in policies aimed to deliver re-afforestation across the globe, but with mixed successes observed depending upon the levels of private land ownership and ability of governments to engage land managers. This paper evaluates a new government-led scheme in Wales, which is intended to increase woodland cover from 14% to 20% by 2030 to offset the greenhouse gas emissions from agriculture. As the scheme is primarily intended to promote woodland creation on farms, the analysis of the paper focusses upon the question of how to incentivise farmers, and the reasons why difficulties have been experienced engaging land owners in the scheme. Whilst a number of recommendations are made from this policy evaluation, the paper also demonstrates that key lessons have not been applied from existing literature on farmers’ behaviour and environmental scheme uptake, and that policy makers are not integrating practice across departmental divisions. As such, the paper suggests that the new focus on carbon sequestration has acted as a distraction to the development of a more robust governance strategy that builds on previous successes and failures in agri-environment policy. 相似文献

Are commercial real estate prices in metropolitan New York affected by the type or nationality of the investors involved in a transaction? Previous research has highlighted differences in pricing between in-state and out-of-state investors and between different types of investors, but there are few extant studies that consider the influence of nationality on pricing at a micro-level. Foreign investors might pay more than domestic investors for commercial real estate assets because of a lack of information or experience in the market concerned. However, they might use local partners or brokers to mitigate such problems. To explore these issues, we use data provided by Real Capital Analytics on over 3000 office transactions in the New York metro area from 2001 to 2015. We use hedonic regression techniques and propensity score matching to examine whether pricing differs across investor groups after controlling for asset attributes. We find that foreign investors pay more than domestic investors at acquisition, but receive more when selling assets. Tests suggest that it is unmeasured aspects of quality that explain any apparent overpayment for offices in this location, not information issues. 相似文献

This paper investigates the everyday lived realities of Southeast Asian migrant workers who left the formal sector of the labour market and entered the informal agricultural sector before and during the COVID-19 pandemic in Taiwan. Drawing on observations of migrants' daily lives and farm work and 19 in-depth interviews, it delves into migrants' subjective experiences of vulnerability, paternalism, exploitation, and control at work due to a lack of legal protection and the illegality of their employment. Although the literature has identified a link between ‘running away’ from formal employment and seeking freedom, this research suggests a continuum between experiences of work in the formal and informal economic sectors. The paper sheds new light on mobility, work, illegality, and informality and how these have constantly shaped ‘runaway’ workers' subjective experiences of freedom and unfreedom during the pandemic. 相似文献
