Weak institutional development and information flows have constrained the extent to which the smallholder farming sector in developing countries can significantly drive growth and poverty reduction. This is despite widely implemented economic liberalisation policies focussing on market efficiency. Farmer organisations are viewed as a potential means of addressing public and private institutional failure but this has frequently been limited by inequalities in access to power and information. This article investigates two issues that have received little research attention to date: what role downward accountability plays in enabling farmer organisations to improve services and markets, and what influences the extent to which downward accountability is achieved. Kenya Tea Development Agency (KTDA), one of the largest farmer organisations in the world (>400,000 farmers) is examined alongside wider literature. Mixed methods were used including key informant interviews, and eight months of participant observation followed by a questionnaire survey. The article concludes that without effective downward accountability farmer organisations can become characterised by institutions and mechanisms that favour elites, restricted weak coordination and regulation, and manipulated information flows. This in turn reduces individuals’ incentives to invest. If farmer organisations are to realise their potential as a means of enabling the smallholder sector to significantly contribute to economic growth and poverty reduction, policy and research needs to address key factors which influence accountability including: how to ensure initial processes in formation of farmer organisations establish appropriate structures and rules; strong state regulation to enhance corporate accountability; transparent information provision regarding actions of farmer organisation leaders; and the role independent non-government organisations can play. Consequently attention needs to focus on developing means of legitimising rights, building poor people's capacity to challenge exclusion, and moving from rights to obligations regarding information provision.  相似文献

During the past 15 years, there has been a considerable increase in highland maize farming in Nan, a province in northern Thailand. The increase in farming area causes an excessive forest encroachment and environmental problems, e.g. soil degradation, landslide, and pesticide contamination. This research explores the mechanism and factors which drive a sustainable transformation from highland maize farming to reforestation. We survey 107 farmers in Nammeed and Sopsai watersheds in where the reverses of growing trend of deforestation in Thailand have been observed. Comparative statistical analysis and regression are used to analyse factors affecting farmer’s decisions and compare differences between the two sites. We find that the fundamental mechanism driving a sustainable transformation from highland maize farming to reforestation comprises 3 pillars. These are 1) realization of adequate economic, health or environmental benefits derived from the alternatives; 2) a sense of belonging and attachment towards the forest and 3) effective enforcements of communal rules and regulations. While natural transformation in Nammeed area highlights the roles of flatland as key driver of the change, subsidy schemes can supplement the transformation during transitional period as seen in Sopsai area.  相似文献

The promotion of cost–benefit analysis for social and environmental policy choices is much debated. Then, the conception of a valuation method for the non-market benefit of these policies is still of a main research interest. Among direct valuation methods, the choice experiment method (CEM) becomes a highly attractive valuation procedure, in giving at the same time the economic value of the impacts of the different components of the policy as well as the global impact of a policy package. However, the main-effect designed protocol aiming to limit the cognitive burden of scenarios’ evaluation disregards the important question of the existence of substitution or complementary relation between these programmes for their main beneficiaries. Furthermore, the independent valuation and summation strategy developed in CEM opens to overvaluation or under valuation of the willingness to pay values. The aim of this article is to conduct testing of the additivity bias with CEM results. The distribution of the willingness to pay values for possible combinations of landscape programmes aiming to maintain two agricultural landscape attributes as well as one moorland attribute inferred from the earlier CEM survey is compared to results obtained with the sequential contingent valuation procedure for multidimensional policy suggested by Hoehn (1991). Our empirical results suggest that the additivity bias is not statistically significant in our case, even if specific relation between landscape attributes due to what we call the composition effect is of concern for the population we interviewed. Furthermore, landscape preferences derived from our empirical investigation support the need for more integration of agricultural issues with the local land-use issues.  相似文献

Land cover change in the Neotropics represents one of the major drivers of global environmental change. Several models have been proposed to explore future trajectories of land use and cover change, particularly in the Amazon. Despite the remarkable development of these tools, model results are still surrounded by uncertainties. None of the model projections available in the literature plausibly captured the overall trajectory of land use and cover change that has been observed in the Amazon over the last decade. In this context, this study aims to review and analyze the general structure of the land use models that have most recently been used to explore land use change in the Amazon, seeking to investigate methodological factors that could explain the divergence between the observed and projected rates, paying special attention to the land demand calculations. Based on this review, the primary limitations inherent to this type of model and the extent to which these limitations can affect the consistency of the projections will also be analyzed. Finally, we discuss potential drivers that could have influenced the recent dynamic of the land use system in the Amazon and produced the unforeseen land cover change trajectory observed in this period. In a complementary way, the primary challenges of the new generation of land use models for the Amazon are synthesized.  相似文献

Conservation agriculture (CA) is defined as a system comprising no or minimum mechanical soil disturbance, permanent organic soil cover, and crop species diversification [FAO. (2014). The vast majority of medium- and large-scale farmers in Paraguay and neighbouring countries (Argentina, Brazil, and Uruguay) who use tractor-based farming systems have moved from conventional agriculture and adopted CA through no-tillage technologies. Among this farmer type, very few wish to return to the old system of tillage agriculture. However, despite massive efforts to transmit the technology to small-scale farmers by development aid projects and local governments, widespread adoption of CA has not happened on farms that use animal traction or manual farming systems; in fact significant dis-adoption of CA practices by smallholders has occurred. Some of the reasons for this dynamic are analysed in this paper. The reasons for dis-adoption by small-scale farmers can be generally divided into two groups. One group has to do with the fact that, comparatively, small-scale farmers are less able to cope with the factors related to CA (e.g. degraded soils, recuperating and maintaining soil fertility and know-how) than medium- and large-scale farmers. The second group of reasons has to do with the approaches and strategies that development aid agencies and local governments have taken towards small-scale farmers, which have influenced small-scale farmers’ ability to adopt and maintain CA practices. Small-scale farmers’ main asset is the soil and the CA/no-tillage system is a knowledge-based, learning-intensive system. However, despite the technical support provided by aid agencies and local governments, small-scale farmers often lack a deeper understanding of the CA concepts and practices. This is attributable to the short- to medium-term and rather conservative transfer-of-technology approaches that have been applied by development aid agency and local government programmes over the years, without any changes and without adaptive research. The latter can be derived, for instance, from the accountability of results to donor agencies or the one-size-fits-all approach applied in order to achieve ‘numbers’. One consequence of this is that ownership by and empowerment of farmers is often absent among dis-adopters. It therefore seems more suitable to apply long term, adaptable approaches to CA with smallholders. The lessons learned in Paraguay may well serve to properly direct future development intervention efforts in this country and also serve to mend development strategies in other countries in South and Central America, Africa or Asia.  相似文献

Agricultural production experiences a shift in underlying institutions during the last years., Importance of private stakeholders like retailers, processors, consumers as well as tax payers is, emerging. Eligibility for single farm payments and marketing of products is linked to compliance with, diverse codes of practice and standards. Voluntary certification schemes are not only relevant with, respect to agriculture's traditional activity (i.e. food production), but is also highly relevant in case of, rural policies. Examples are the EU's agri-environmental schemes, aimed at preserving biodiversity, landscape elements, etc., which are characterized by voluntary participation and the contractual, commitment to apply certain standards. However, these relationships are highly characterized by, information asymmetries. Economic literature offers several approaches to analyse similar relations. The classical approach bases on the assumption of utility maximising agents that will comply with, rules as long as the net utility of compliance will be higher than the net utility of an offence. Recent, evidence challenges this result. Experiments show that people behave more honest than the classical, deterrence model predicts. Main objective of the paper is to compare the various approaches to explain, compliant behaviour. Additionally, an outlook for empirical applications of the theoretical framework, developed here is given to motivate further research. However, our outlook shows that the selection of, appropriate variables to analyse compliance empirically is open to debate.  相似文献

Megaregion has emerged as a new dimension of global urbanization. A megaregion approach based on polycentric strategy is deemed to enhance regional economic competitiveness. Numerous studies have highlighted the economic benefits, celebrated the spill-over effects, and outlined the creative potentials of contemporary megaregion policies in different nations worldwide. However, further policy instruments require the knowledge about the achievement and failure of megaregion policies that seek for spatial, economic, social, and environmental efficiency and sustainability. This paper introduces China’s megaregion policy and proposes an analytical framework for performance evaluation from four principle domains (rational urban growth, economic development, social equity, environmental protection) at three levels (internal collaboration, integral development, and overall development). Using a case of the Megaregion around Hangzhou Bay (MAHB), we find very limited success of China’s megaregion policy. In particular, the megaregion policy only accomplishes the economic goal, and fails to achieve the goals of rational urban growth, environmental protection, and social equity. A series of mechanism based regressions are established and show that the implementation duration of megaregion policy: (1) associates positively with the economic growth; (2) relates negatively to social equity and urban rational growth; and (3) has no significant relationship with improved environmental quality. Institutional fragmentation, no unified spatial planning, and inadequate legislation at megaregional level are the underlying causes of the expected performances within the policy context of governance itself. We finally propose some possible solutions and discuss the implications for spatial polycentric governance. The demonstrated methodological framework can be applicable to other megaregions around the world. This paper is thus believed to provide some new insights for land use policy.  相似文献

Climate variability with unexpected droughts and floods causes serious production losses and worsens food security, especially in Sub‐Saharan Africa. This study applies stochastic bioeconomic modeling to analyze smallholder adaptation to climate and price variability in Ethiopia. It uses the agent‐based simulation package Mathematical Programming‐based Multi‐Agent Systems (MPMAS) to capture nonseparable production and consumption decisions at household level, considering livestock and eucalyptus sales for consumption smoothing, as well as farmer responses to policy interventions. We find the promotion of new maize and wheat varieties to be an effective adaptation option, on average, especially when accompanied by policy interventions such as credit and fertilizer subsidy. We also find that the effectiveness of available adaptation options is quite different across the heterogeneous smallholder population in Ethiopia. This implies that policy assessments based on average farm households may mislead policy makers to adhere to interventions that are beneficial on average albeit ineffective in addressing the particular needs of poor and food insecure farmers.  相似文献

It has long been recognized that agrarian transformation can be seen as an outcome of struggles between politically influential interest groups. At the same time, numerous theoretical arguments suggest that small‐scale farmers are politically weak. Smallholders are commonly believed to comprise a particularly vulnerable group, which has only little influence on the pace and the direction of the ongoing restructuring. One may wonder, however, whether smallholders are able to affect the paths of agrarian development once they solve collective action problem and attain political office. In this paper, we try to improve our understanding in this respect by analysing smallholders in Poland. Our findings suggest that in municipalities in which smallholders had access to political offices, the rate of smallholders' exits from farming was significantly lower than elsewhere.  相似文献

Recent studies assessing plausible futures for agricultural markets and global food security have had contradictory outcomes. To advance our understanding of the sources of the differences, 10 global economic models that produce long‐term scenarios were asked to compare a reference scenario with alternate socioeconomic, climate change, and bioenergy scenarios using a common set of key drivers. Several key conclusions emerge from this exercise: First, for a comparison of scenario results to be meaningful, a careful analysis of the interpretation of the relevant model variables is essential. For instance, the use of “real world commodity prices” differs widely across models, and comparing the prices without accounting for their different meanings can lead to misleading results. Second, results suggest that, once some key assumptions are harmonized, the variability in general trends across models declines but remains important. For example, given the common assumptions of the reference scenario, models show average annual rates of changes of real global producer prices for agricultural products on average ranging between ?0.4% and +0.7% between the 2005 base year and 2050. This compares to an average decline of real agricultural prices of 4% p.a. between the 1960s and the 2000s. Several other common trends are shown, for example, relating to key global growth areas for agricultural production and consumption. Third, differences in basic model parameters such as income and price elasticities, sometimes hidden in the way market behavior is modeled, result in significant differences in the details. Fourth, the analysis shows that agro‐economic modelers aiming to inform the agricultural and development policy debate require better data and analysis on both economic behavior and biophysical drivers. More interdisciplinary modeling efforts are required to cross‐fertilize analyses at different scales.  相似文献

Climate change and land use/land cover change (LULCC) are associated with local vulnerability, defined as the intrinsic tendency of a system to be negatively affected by an event or phenomenon, but this can be ameliorated by ecosystem conservation. In Mexico, extensive Wildlife Management Units (eWMUs) are environmental policy instruments designed to promote ecosystem conservation and rural development via the sustainable use of wildlife by local populations. However, evidence of the successful reduction of LULCC by eWMUs is contradictory, and there has been no investigation into their potential as an action to promote climate change adaptation. In this study, we focused on the overall patterns of LULCC associated with eWMU throughout the country and examined strengths and weaknesses of eWMUs as policy instruments to address climate change. In particular, we analyzed how differences in areas with eWMUs influence LULCC and assessed how eWMUs could contribute to reducing vulnerability, particularly in double exposure municipalities. We calculated the percentage of eWMUs per municipality from official information and estimated LULCC from vegetation changes between 2002 and 2011. We then used the Kruskal-Wallis test to find statistically significant differences in vegetation changes based on the percentage of eWMUs and performed between-group comparisons using a post hoc Dunn test. Although Mexico has 2456 municipalities, only 37% have eWMUs. Furthermore, 64% of Mexico’s municipalities have lost vegetation cover, whereas only 36% have either gained vegetation or remained stable. In municipalities that recorded changes to the vegetation, those changes were, overall, minimal and involved less than 10% of the total area of those municipalities. In general, municipalities with less than 10% of their total area dedicated to eWMUs experienced higher vegetation losses than those with more than 10% of their total area dedicated to eWMUs. We detected twelve double exposure municipalities, i.e. they are vulnerable to climate change and lost more than 10% of their vegetation. Double exposure municipalities dedicated less than 2% of their total area to eWMUs as well. Our results suggest that incremental increases in the area dedicated to eWMUs may reduce LULCC and protect vegetation, particularly in double exposure municipalities. Based on the literature, some ecological, economic and socio-cultural factors may determine the success of eWMUs and strongly impact LULCC. Therefore, additional efforts must be made to enhance our understanding of ecological and climatic processes; habitats must be monitored using a standardized methodology; biological, cultural, economic and institutional diversity must be incorporated into the planning, implementation and monitoring of eWMUs; and agreements must be established to strengthen social organization and human capital. Taking all this into account, we suggest that reducing vulnerability and improving double exposure areas by increasing the number and interconnectedness of eWMUs could represent an effective strategic approach at the municipal level to address LULCC and climate change.  相似文献

This paper evaluates the current instrument mix, designs options for smart regulation and estimates the support base of new instruments for the forest expansion policy in Flanders (northern Belgium). The framework applied is a combination of theories on instrument choice (ICT), policy transfer and legitimacy. The ICT points out that there is a need for new environmental policy instruments (NEPI) oriented to private actors that inform them or create win–win situations for all involved parties. The need is especially high for farmers, who are key actors. The policy transfer analysis suggested instruments currently in use in the Netherlands, England and Denmark that can fulfill these needs. However, the acceptability – or legitimacy – of the suggested instruments in Flanders is only high for three of these, notably the carbon fund, flexible grant scheme and expert advice (especially by forest groups). This largely fills some smart regulation gaps, like the need for information (expert advice), the involvement of other institutional actors (certifiers, forest groups) and the higher involvement of the private sector (all). However, some gaps, such as flexible land purchase through cooperation with real estate agents or other private agents and opportunities for win–win outcomes with farmers, remain. Thus, it is not possible to fully optimize the instrument mix in accordance with the smart regulation requirements in Flanders’ forest expansion policy at this moment. However, as continuity or incremental change is characteristic of most public policy, this does not mean that the suggested changes will be impossible in the near future, especially with the changing character of the rural space.  相似文献

Forest management affects the quantity of CO2 emissions in the atmosphere through carbon sequestration in standing biomass, carbon storage in forest products and production of bioenergy. The main question studied in this paper is whether forest carbon sequestration is worth increasing at the expense of bioenergy and forest products to achieve the EU emissions reduction target for 2050 in a cost-efficient manner. A dynamic cost minimisation model is used to find the optimal combination of carbon abatement strategies to meet annual emissions targets between 2010 and 2050. The results indicate that forest carbon sequestration is a low-cost abatement method. With sequestration, the net present costs of meeting EU carbon targets can be reduced by 23%.  相似文献

Development statistics estimate that three quarters of the poor live in rural areas and most of them depend on agriculture and related activities for their livelihood. Consequently, research focusing on economic growth and poverty reduction has found that sustainable rapid transition out of poverty requires a special emphasis on the agricultural sector. This study contributes to the debate on aid effectiveness by disaggregating total aid into subcategories and specifically investigating the relationship between aid given to the agricultural sector and poverty reduction. If agricultural development is more effective in reducing poverty than some other types of development, then foreign aid directed towards agriculture may be more efficient in increasing the well‐being of the poor than aid directed to some other sectors or uses. Our analysis uses panel data for developing aid recipient countries to empirically test this relationship. We find a significant relationship between agricultural aid and poverty reduction in our estimates.  相似文献

Agricultural development efforts that do not address persistent gender gaps miss opportunities for greater impact. This synthesis reflects on key findings from integrated quantitative and qualitative analyses at the nexus of gender, agricultural development, and climate change. Linked farm household-, intrahousehold-, community-, and institutional-level data highlight significant and nuanced gender differences in adaptive capacity of individuals and communities to respond to climate change. The gender gap is also substantial in exposure to climate change and its impacts, and uptake of new practices that lower vulnerability. Women in agriculture will remain largely neglected by information and service providers unless their differing needs, access to, and control over resources are considered at policy and project design stage. Yet clear guidelines for addressing the needs of both men and women in different environments and agricultural systems are still lacking. Participatory ‘action research’ approaches with a focus on co-learning, and using innovative cell phone or social media-based approaches offer exciting new opportunities. Agricultural development decision-makers and project designers need to ‘design with gender in mind’. Equipping them with tools and knowledge of innovative gender-transformative practices and intervention options and creating accountability for serving women and men will be key.  相似文献

This study investigates the possible mechanisms through which modern food markets may affect Vietnamese households’ dietary diversity and diet quality using data from a survey of 1,700 urban households with seven‐day food recall. We calculate Household Dietary Diversity Scores to measure dietary diversity, and use consumption frequencies of micronutrients (vitamin A and heme iron) and a macronutrient (protein) to create a household measure of diet quality. We estimate a Poisson regression model using a two‐step control function approach to address the potential endogeneity of our key explanatory variable, modern market food expenditure shares. Higher modern market food expenditure share is positively and significantly associated with consumption frequency of heme iron, but there are no significant associations with consumption of vitamin A and protein. We further explore indirect linkages between food expenditure shares and dietary diversity, which in turn, may be linked to household diet quality. Results from a system of equations show that the food expenditure share variable has no significant relationship with dietary diversity, but dietary diversity is positively and significantly associated with diet quality. Our results indicate that alone, policies which encourage ‘food market modernisation’ are not enough to improve diet quality in urban Vietnam.  相似文献

This review examines three recent books that address the relationship between neoliberalism and agribusiness, on the one hand, and the demise of smallholder farming, traditional diets and the rise of diet‐related chronic illness, on the other. The first, by Timothy Wise, adopts what may be characterized as an ‘agrarian populist’ stance, constructing a universal binary between trans‐nationalizing agribusiness and a unified family farm sector. Protagonists from the latter are seen to embody the future, using agroecology to feed the world sustainably in a time of climate crisis. This is not a consistently propeasant stance, however; Wise seems rather to advocate a ‘farmer road’ to national capitalist development. The other two books, by Alyshia Galvez and Gerardo Otero, cover quite similar ground to one another, looking explicitly at the rise of neoliberalism, the decline of traditional farming and diets and the rise of processed food‐related diseases. Unlike ‘agrarian populists’, both authors privilege the state and ‘class struggle’ (sensu lato) in analysing the dynamics of neoliberalism, free trade agreements and food policies. Normatively, both see the state as pivotal in generating policies centred around smaller scale farming and the production of nutritious food for all. For Otero, like Wise, these policies seem to be tied to a form of national developmentalism as an escape route from neoliberalism. For Galvez, the future is less clear‐cut—although by inclination ‘propeasant’, she does not exclude elements of national developmentalism in envisioning a postneoliberal world.  相似文献

Ornamental plant sales have been identified as an important vector for the introduction of invasive plants. Increased concerns about the economic and ecological costs of invasive plants have spawned interest in identifying strategies to curtail introductions. One possible strategy is labeling plants based on whether they are invasive or native. The primary purpose of this paper was to explore how labeling plants based on invasive and native attributes might affect consumer demand. To accomplish this objective, a second price auction was used to elicit the willingness to pay (WTP) for plants with and without labels. On average, we found a $0.35 premium for plants labeled as noninvasive and native and a $1.01 to $1.66 discount for plants labeled as invasive. The size of these premiums and discounts differed in relation to various demographic, attitudinal, and preference‐related factors. Overall, our results suggest that labeling plants as invasive or native could be a viable strategy for reducing the introduction of invasive plants.  相似文献

Effective agricultural extension is key to improving productivity, increasing farmers’ access to information, and promoting more diverse sets of crops and improved methods of cultivation. In India, however, the coverage of agricultural extension workers and the relevance of extension advice is poor. We investigate whether a women's self‐help group (SHG) platform could be an effective way of improving access to information, women's empowerment in agriculture, agricultural practices, and production diversity. We use cross‐sectional data on close to 1,000 women from five states in India and employ nearest‐neighbor matching models to match SHG and non‐SHG women along a range of observed characteristics. We find that participation in an SHG increases women's access to information and their participation in some agricultural decisions, but has limited impact on agricultural practices or outcomes, possibly due to financial constraints, social norms, and women's domestic responsibilities. SHGs need to go beyond provision of information to changing the dynamics around women's participation in agriculture to effectively translate knowledge into practice.  相似文献

Agricultural productivity in East African smallholder systems is notoriously low and food production faces multiple challenges, including soil degradation, decreasing land availability, poor market integration, disease burdens and climate change impacts. However, recent evidence from an in-depth study from two sites in Kenya and Uganda shows signs of new social dynamics as a response to these multiple stressors. This paper focuses on the emergence of local social institutions for collective action, in which particularly women farmers organize themselves. Although previous research on collective action has largely focused on common-pool resource management, we argue that collective action is one potential pathway to livelihood and sustainability improvements also in a setting of private land ownership. Trust building, awareness raising and actions to improve livelihood security through risk sharing and pooling of labour and other limited assets have given people more time and resources available for diversification, preventative activities, experimentation and resource conservation. It thereby strengthens farmers’ capacity to cope with and adapt to change, as well as contributes to the agency at the local level.  相似文献
