The principal concern of this article is the relative importance of input mix as a source of inefficiency. Emphasis in efficiency analysis studies in agricultural production has historically focused on technical inefficiency as a single concept until methodological advances enabled it to be decomposed into pure technical inefficiency and scale inefficiency. But, this advance was insufficient to identify what we consider to be the major source of inefficiency in agricultural production, namely mix inefficiency. We consider that farm enterprises may be particularly susceptible to input mix inefficiency because of restrictions on movement around the frontier isoquant; delays in the adoption of improved technologies embodied in new vintages of production processes; risk as a source of friction in input allocation decisions; and the potential for inconsistency in simultaneously attempting to reach points of allocative efficiency and mix efficiency in input use. We use non‐parametric methods to calculate a Hicks–Moorsteen productivity index using panel data for a sample of specialised pig producers in England and Wales. This index is then decomposed into measures of technology, technical efficiency, scale efficiency and mix efficiency for an input orientation. Results of the analysis show that the estimated mean mix inefficiency (0.736) was substantially larger than mean technical inefficiency (0.975) and mean scale inefficiency (0.957) over the study period.  相似文献

The low uptake of modern agricultural technologies in sub-Saharan African countries has encouraged researchers to revisit the returns to (or profitability of) these agricultural inputs. A related strand of literature is exploring the allocative efficiency of these factors of production in African agriculture. However, all these studies rely on self-reported agricultural data, which are prone to nonclassical measurement errors, the errors in these data are correlated with the true values of variables of interest. In this article we investigate the implication of measurement errors in self-reported agricultural input and production data on marginal returns to these modern agricultural inputs. We consider a generic two-sided measurement error problem where both production and inputs can be measured with error, and these errors can be correlated. We employ both self-reported and objective measures of production and plot size to compute output elasticities under these alternative measurement scenarios. We find that using self-reported production and plot size overestimates output elasticities and hence marginal returns to modern agricultural inputs (including chemical fertilizer and improved seed). These results are noteworthy in terms of informing conventional technology diffusion strategies as well as in view of revisiting existing presumptions about the profitability of modern agricultural inputs.  相似文献

We develop an estimation procedure that generates consistent estimates of the technology parameters, long-run (persistent) and short-run (transient) technical inefficiencies and the marginal effects of their determinants for the stochastic frontier model developed by Colombi et al. (2014, Journal of Productivity Analysis 42, 123) and Kumbhakar et al. (2014, Journal of Productivity Analysis 41, 321). Our approach accounts for three sources of potential endogeneity: (i) unobserved heterogeneity; (ii) simultaneity of input use with both types of technical efficiency; (iii) potential correlation of the noise term with the regressors. Using this approach we examine the effect of direct payments and farm size on the persistent and transient technical efficiency of French crop farms before and after the European Union's Common Agricultural Policy decoupling reform of 2003. Our results show that subsidy payments per hectare of utilised agricultural land had a significant positive effect on persistent technical efficiency and a significant negative effect on transient technical efficiency during the period before decoupling. For the period after the reform, the effect of subsidies is found to be significantly negative for persistent technical efficiency and insignificant for transient technical efficiency. The overall effect of subsidies on technical efficiency is found to be negative in both periods, albeit substantially lower in the period after decoupling. The effect of farm size on technical efficiency is found to be significant only for the period prior to the reform: it reduced persistent technical inefficiency but increased transient technical inefficiency during that period.  相似文献

We test the ‘efficient-but-poor’ hypothesis by estimating the determinants of smallholders' choice over cash or food crops and whether their crop choice affects technical efficiency and poverty using the national household panel data in Nigeria. We employ the stochastic frontier analyses correcting for sample selection about farmers' crop choice. Our results indicate that smallholders are generally efficient in their resource allocations. A treatment effects model is employed to estimate farmers' crop choice in the first stage and the impact of their choices on technical efficiency and poverty outcomes in the second stage. The results show that farmers' access to free inputs, non-farm income and the use of seeds from the previous growing season are important determinants of crop choice. The adoption of cash crops by food-crop producing households will not generally reduce poverty, although it will improve technical efficiency marginally. However, if cash crops are commercialised, poverty tends to decline.  相似文献

[目的]探究农业生产性服务对玉米生产技术效率的影响,引导农业生产性服务精准化发展,有助于维稳国家粮食安全,尽早实现农业现代化和乡村振兴发展目标。[方法]文章利用对黑龙江省13市47村298个玉米种植户的微观数据,构建随机前沿生产函数模型对玉米生产技术效率进行测算,并在此基础上构建技术无效率模型,实证检验农业生产性服务对玉米生产技术效率是否产生重要影响。[结果]目前玉米生产技术效率平均值在75%左右,有较大提升空间;农资供应服务、农业技术服务、农业信息服务、农机作业服务均能够显著提高玉米生产技术效率,但影响程度存在一定差异,其中农业信息服务对玉米生产技术效率的作用效果最为明显,其次是农机作业服务、农业技术服务和农资供应服务;性别、年龄、受教育程度、是否担任村干部、是否有农地流转、玉米收入占比对提高玉米生产技术效率有显著正向影响,是否兼业对提高玉米生产技术效率有显著负向影响。[结论]提高玉米生产技术效率要从完善农业生产性服务体系、建立农村信息服务平台、提高农户认知水平等方面入手。  相似文献

目的 新型农业经营主体是推动农业现代化发展的重要力量,研究其生产效率及变化趋势、分析比较不同类型新型农业经营主体的效率对于推进农业高质量发展、促进乡村振兴具有重要意义。方法 文章聚焦水产养殖领域,基于2018—2021年全国429个养殖生产新型农业经营主体样本面板数据,采用随机前沿生产函数分析了全要素生产率(TFP),并分解其驱动因素。采用共同随机前沿模型比较分析了龙头企业、农民专业合作社和家庭农场3类新型农业经营主体模式的生产技术效率。结果 (1)增加物质资料、劳动力、固定资产等方面的投入对产出增长有显著促进作用,但增加服务投入并未显著促进产出。(2)TFP增长的动力来源是技术进步,规模报酬率的贡献不大,而技术效率和配置效率的下降对TFP增长起到阻碍作用。(3)龙头企业、合作社、家庭农场3类新型农业经营主体的技术效率各有特点,以群组前沿面为基准时家庭农场的技术效率最高,以共同前沿面为基准时合作社的技术效率最高,以技术差距比表征的技术水平衡量,则龙头企业技术水平最高。结论 建议加强科技投入,提升技术效率,优化成本投入结构,加强各类新型农业经营主体的联合与合作。  相似文献

Few empirical studies of supply response using the profit function have accounted for technical inefficiency. Using farm‐level panel data from Ethiopia, this study examines the effect of incorporating technical inefficiency in estimating the supply response of peasant farmers. Two systems of output supply and input demand equations are estimated and compared: the conventional model in which technical efficiency is assumed and another in which technical inefficiency is explicitly incorporated. The model with technical inefficiency is preferred on grounds of theoretical consistency and improved estimates, although model comparison tests are not conclusive. Incorporation of inefficiency generally increases the magnitudes and the statistical significance of own price elasticities, substantially so in the case of fertilizer and fertilizer‐intensive crops, and alters the priority attached to nonprice factors. An important result is that only the specification with inefficiency reveals a significant effect of access to extension services on output. Only this specification finds that output increases with household size, which one expects as the farms in the sample are largely subsistence and producing for own consumption. Furthermore, the results demonstrate that farmers' response to incentives is considerably restricted by inefficiency, suggesting that the traditional model would overstate response by excluding the efficiency variable.  相似文献

Manual weeding is the predominant weed control practice and the most labor‐consuming activity in smallholder, rainfed rice systems in sub‐Saharan Africa. This study investigates the technical inefficiency of weeding labor, other labor, and overall inputs, and identifies sources of technical inefficiency of weeding labor in the context of parasitic weed infestation. The analysis applies a two‐stage approach. First, a directional input distance function DEA approach was used to compute input‐specific technical inefficiencies. Second, sources of technical inefficiency of weeding labor were identified using a truncated bootstrap regression. Data from 406 randomly selected smallholder farmers from Benin (n = 215) and Côte d'Ivoire (n = 191) were used. The technical inefficiency of weeding labor was high in both countries (58% in Côte d'Ivoire and 69% in Benin). This implies that a substantial fraction of weeding labor could be saved without reducing rice productivity or increasing the use of other inputs. A decrease in the technical inefficiency of weeding labor with an increase in production scale was observed. In addition, weeding regime and education level were each associated to significant changes in the technical inefficiency of weeding labor.  相似文献

目的 提高农业生产效率是推进农业现代化建设的重要指标。方法 文章基于江西省512份微观调研数据测算出农户的农业生产效率,运用Tobit模型、PSM模型以及分位数回归模型分析了农业技术培训、经营规模对农业生产效率的影响。结果 研究结果表明,农业技术培训对农业生产效率的提高具有显著促进作用,且参与农业技术培训可使农户的农业生产效率提高9.32%;不同经营规模农户参与农业技术培训对农业生产效率的提升效应存在差异,规模户提升效应为28.18%,显著高于小农户的6.97%;农地经营规模对农户农业生产效率具有显著影响,并呈现出“倒U型”关系;农业技术培训、经营规模对不同分位点的农户农业生产效率均具有显著正向作用,并有递增趋势,同时对高效率组的促进作用要明显高于低效率组的农户。结论 政府应积极拓宽农业技术推广渠道,加快转变技术推广方式,同时鼓励适度规模经营,进一步提高农户农业生产效率。  相似文献

This article uses panel data estimation techniques to examinetechnical efficiency of individual dairy farms in northern Germany.To the extent that agricultural production is characterisedby heterogeneous production conditions, estimation techniquesthat do not account for unobserved heterogeneity produce biasedefficiency estimates. We therefore estimate a number of conventionalpanel data models and Greene's recently proposed ‘true’random-effects model, as well as an extension of the model toascertain the effects of different specification on the productionfunction and efficiency estimates. Our results appear to supporttheoretical expectations and previous findings according towhich a specification that is both time-variant and also controlscorrelations between unobserved heterogeneity and the explanatoryvariables avoids heterogeneity bias and thus ensures consistentefficiency estimates.  相似文献

Since their independence, many countries in sub-Saharan Africa have used input subsidies to increase agricultural productivity and improve food security. We analyse the effects of both a fertiliser and a seed subsidy on farming households' land allocation among crops and crop diversity in Burkina Faso. Although previous studies investigated either the impact of a fertiliser or a seed subsidy on targeted crops, few examined the effects of both subsidies combined. Applying a correlated random-effects model with a control function approach to nationally representative, 2-year panel data collected from farming households, we find that those with access to the fertiliser subsidy allocate more land to the crops it targets (rice, maize and cotton) than non-targeted crops. Focusing on a minor crop with key agronomic and nutritional attributes, we conclude that land allocation to cowpea as the primary crop and intercrop declined with the fertiliser subsidy. The fertiliser subsidy also negatively affects crop diversity. However, we find that the cowpea seed subsidy offsets the bias of fertiliser subsidy toward fertiliser-targeted crops and enhances diversity.  相似文献

The efficiency of women farmers in the agricultural sector of developing countries is passionately debated. Very few studies have examined this issue in African agriculture. All previous studies were based on production functions, but have been criticised as suffering from simultaneous equation bias because the input levels are endogenous. The profit function method avoids these problems. No previous study has used the profit function method to lest for technical, allocative and economic efficiency differences between women and men farmers. The objective of this paper was to determine whether women rice farmers are less efficient than men rice farmers in Côte d'Ivoire using the restricted normalised profit function method. Our results show that the relative degree of efficiency of women is similar to that of men. The paper provides empirical support for efforts to eliminate bias against women farmers in African agriculture.  相似文献

Small-scale farmers are known to produce the greater proportion of food consumed in the Third World, especially in sub-Saharan Africa. The various national and international agricultural research centres located in these parts of the world have developed agricultural packages which have been proven, at experimental levels, to be highly productive. However, small-scale farmers in these areas continue to produce at levels far below the capacities of these packages as predicted from experimental results. Consequently, these farmers, despite their relatively large number, could not produce enough to feed themselves let alone the general population. To improve the quality of life of these farmers in particular, and the population of the Third World in general, there is a need to study the various factors responsible for low agricultural production at the household level. Models relating production to the various factors need to be formulated to improve our understanding of the functional relationships. This in turn could lead to relevant national and international policies with respect to small-scale farmers in the Third World. In this paper, we develop models to predict production given these factors. For simplicity, the parameters of the models are limited to land size (or herd size), environmental effect and management effect. A statistical examination of our model fitted to a set of survey data on this subject revealed that improving the farmers' management level could greatly enhance their production. Further statistical analysis of the data set showed that the various factors constituting the farmers' management level could broadly be classified into three groups: resources (labour and farm implements), personal characteristics (educational level and age) and external assistance (contact with extension agents/assistance) in that order of importance. We discuss the importance of these findings in the formulation of policies concerning small-scale farmers in sub-Saharan Africa.  相似文献

Technical inefficiency can be modeled as either input‐oriented (IO) or output‐oriented (OO). However, in the estimation of parametric stochastic production frontier models which use maximum likelihood method only the OO measure is used. In this article we consider a simple nonhomogeneous production function and estimate it with both IO and OO specifications. A sample of 80 Spanish dairy data (1993–1998) is used to estimate both models. We consider one output (liters of milk) and four variable inputs (viz., number of cows, kilograms of concentrates, hectares of land, and labor [measured in man‐equivalent units]). We find that returns to scale (RTS) and technical efficiency results derived from these models are different because either estimated technologies are different, or they are evaluated at different points. Using a Monte Carlo analysis we show that if RTS is close to unity differences in the estimates of RTS and technical efficiency are smaller. This holds true for estimates of both RTS and technical efficiency.  相似文献

[目的]农业科技资源配置效率的高低在一定程度上决定着农业科技系统的运行效率,而农业科技系统的运行效率状况对提高农业科技资源的高效利用、增强农业科技创新能力、加快促进农业现代化进程有着重要的影响。文章基于2009年第二次全国RD资源清查数据,对政府部门属农业科研机构的配置效率进行测算,并分析其规模报酬以便为相关决策部门提供参考。[方法]通过构建农业科技资源配置效率评价的投入产出指标体系,选取包含科技人员、科技经费及科技成果在内的6个投入产出指标,运用数据包络分析方法 (DEA)中的超效率模型测算全国32个省份政府部门属自然科学和技术领域研究机构(含直辖市)的综合效率、纯技术效率、规模效率。[结果]全国农业科研机构科技资源技术效率平均值为0.581,科技运行效率还有较大的提升空间。按机构学科领域分,水产学学科的效率值最高(TE Score=2.867 9);按机构服务的国民经济行业分,渔业的效率值最高(TE Score=1.901 1)。各省(市、区)农、林、牧、渔业农业科研机构的综合运行效率值大于1的有天津、吉林、贵州、宁夏、北京、辽宁。规模效率的平均值是0.686,规模收益递减的省(市、区)占87%。[结论]DEA非效率地区所占比例较大,技术效率低于全国平均值的地区占56%,地区规模效率的提升可以依靠加大科研投入来实现。农业科技资源配置的结构需要进行调整,在合理调控种植业科研机构的发展规模的同时优化其科技人员结构。通过开展农业科技计划绩效评价、组建农业科技创新联盟来促进农业科技协同创新。同时应根据农业科研机构的不同类型提出相应的管理措施,以便实现分类指导和科学管理。  相似文献

Various procedures have been used for the measurement of firm-specific technical efficiency. Most commonly used methods are static and deterministic. Deterministic methods tend to yield biased estimates of technical efficiency and to overestimate the variability of technical efficiency over time. These conclusions are illustrated by applying stochastic frontier production function analysis and corrected ordinary least squares procedures to farm data from Sri Lanka.  相似文献

To improve the welfare of the rural poor and keep them in the countryside, the government of Botswana has been spending 40% of the value of agricultural GDP on agricultural support services. But can investment make smallholder agriculture prosperous in such adverse conditions? This paper derives an answer by applying a two‐output six‐input stochastic translog distance function, with inefficiency effects and biased technical change to panel data for the 18 districts and the commercial agricultural sector, from 1979 to 1996. This model demonstrates that herds are the most important input, followed by draft power, land and seeds. Multilateral indices for technical change, technical efficiency and total factor productivity (TFP) show that the technology level of the commercial agricultural sector is more than six times that of traditional agriculture and that the gap has been increasing, due to technological regression in traditional agriculture and modest progress in commercial agriculture. Since the levels of efficiency are similar, the same pattern is repeated by the TFP indices. This result highlights the policy dilemma of the trade‐off between efficiency and equity objectives.  相似文献

The objective of this study is to measure technical efficiency, using a translog frontier production function on cross-sectional data from 397 farms in the North-West Frontier Province of Pakistan in 1988–89. The estimated farm level technical efficiency is found to be dependent upon levels of credit and education, farmers' ages and the extent of land fragmentation. Lack of education, restricted credit and fragmented holdings are found to be causes of inefficiency; hence policies which consolidate holdings, provide credit or educate farmers will tend to improve efficiency in agriculture.  相似文献

选取辽宁省2018年末在沪深两市上市的45家公司为样本,利用因子分析法将多个投入和产出指标提取为若干个具有明确经济意义的公共因子,再运用数据包络分析法(DEA),从综合技术效率、纯技术效率和规模效率三方面对45家上市公司的经营效率进行分析。结果表明,辽宁省上市公司经营效率整体较低;多数企业处于纯技术效率无效和规模报酬递减阶段,存在管理水平不高、资产利用率不高、生产要素投入冗余等问题;纯技术效率无效是导致综合技术效率无效的主要原因,并由此提出改进建议。  相似文献
