Flexicurity Labour Market Performance in Denmark   总被引:1,自引:0,他引:1  
Unemployment is at a low and stable level in Denmark. This achievementis often attributed to the so-called flexicurity model combiningflexible hiring and firing rules for employers with income securityfor employees. Whatever virtues this model may have, a low andstable unemployment rate is not automatically among them sincethe basic flexicurity properties were also in place during the1970s and 1980s where high and persistent unemployment was prevalent.Labour market performance has changed due to a series of reformsduring the 1990s, the main thrust of which was a shift froma passive focus of labour market policies to a more active focuson job search and employment. The policy tightened eligibilityfor unemployment benefits and their duration as well as introducedworkfare elements into unemployment insurance and social policiesin general. Thereby, policy makers attempted to strengthen theincentive structure without taking resort to general benefitreductions. We argue that the workfare policies have playedan important role running primarily via motivation/threat andwage effects. However, active labour market policies are resourcedemanding, and although the workfare reforms have improved costeffectiveness, there is still an issue as to whether the resourcesgoing into active labour market policies are used efficiently.(JEL codes: J30, J40, J60, H53)  相似文献

Europe no longer suffers from Eurosclerosis; unemployment, notably long-term unemployment, had decreased substantially for more than a decade. Mobility across labour market states increased in those countries where unemployment has been falling the most. Institutional reforms -- such as declining employment protection for new entrants in the labour market and less generous unemployment benefits -- account for this increase in mobility. Focusing on these reforms, we rationalize why EU workers, including those with permanent contracts, are increasingly unhappy about labour market conditions in spite of the disappearance of mass unemployment in Europe. Due to these perceptions, policy reversals cannot be ruled out. Governments wishing to minimize the risk of going back to Eurosclerosis should move towards flexicurity configurations, compensating workers for higher risks of job loss, and introduce tenure tracks to the labour market, preventing the development of dual labour market structures. This would avoid dissipating the employment gains of the last decade during this recession.

Using the EU-SILC database (2005–06) for twenty-four European countries, this article develops a comparative perspective on labor market situations of women and mothers with very young children in relation to labor market institutions and policies (especially childcare and leave schemes). Using multilevel multinomial logit models, our results show firstly the heterogeneity of national arrangements of women's labor market integration in Europe (including among new member states). Secondly, our results show the links between some national policy variables and women's behavior, despite the fact that individual factors explain labor market situations the most. Women's employment is positively related to formal childcare and to characteristics of national labor market regimes. The use of informal childcare is associated with lower women's employment rates, which might be explained by a substitution effect. The employment rate of mothers with very young children is positively related to public childcare and negatively to parental leave.  相似文献

Indian women's labor force participation is extremely low, and women are much less likely than men to work in the nonfarm sector. Earlier research has explained women's labor supply by individual characteristics, social institutions, and cultural norms, but not enough attention has been paid to the labor market opportunity structure that constrains women's labor market activities. Using data from the India Human Development Survey (IHDS) in 2004–05 and 2011–12, this study examines how village transportation infrastructure affects women's and men's agricultural and nonagricultural employment. Results from fixed-effect analysis show that access by paved or unpaved roads and frequent bus services increase the odds of nonagricultural employment among men and women. The effect of road access on nonfarm employment (relative to not working) is stronger among women than among men. Improved transportation infrastructure has a stronger positive effect on women's nonfarm employment in communities with more egalitarian gender norms.  相似文献

We investigate the different impacts of foreign direct investment (FDI) on employment elasticity with China's firm level data from 1998 to 2007. Our analysis shows that the inclusion of FDI does significantly affect firms' employment elasticity when facing wage, capital and output shocks. These effects vary dramatically across industries with different factor intensities and export status. Specifically, we find that non‐exporters with FDI tend to increase employment elasticity more than exporters when wage, capital input or output changes. However, FDI firms that are engaging in labor‐intensive production tend to have larger output and capital input elasticity of employment while smaller wage elasticity of employment. Our findings help to explain the contradicting results in existing literature and provide important references for China's policy makers to design proper industry policies towards FDI.  相似文献

Understanding the formation of individual trade policy preferences is a fundamental input into the modeling of trade policy outcomes. Surprisingly, past studies have found mixed evidence that various labor market and industry attributes of workers affect their trade policy preferences, even though recent studies have found that trade policy can have substantial impacts on workers' incomes. This paper provides the first analysis of the extent to which task routineness affects trade policy preferences using survey data from the American National Election Studies. We find significant evidence that greater task routineness leads workers to be much more supportive of import restrictions, consistent with recent evidence on how trade openness puts downward pressure on employment and wages for workers whose occupations involve routine tasks. In fact, other than education levels, task routineness is the only labor market attribute that displays a robust correlation with individuals' stated trade policy preferences. We also provide evidence that there are some interactions between the economic and non‐economic factors in our study. For example, women's trade policy views are much more invariant to their labor market attributes than men, suggesting that women's views on this issue are driven more by personal and ideological beliefs than men.  相似文献

The paper argues that a process of capital accumulation exhibiting recurrent mass unemployment—due to the conflict over income distribution—does not represent a process that is adequate for a democratic society in the long run. The paper develops a basic macrodynamic framework where this process of cyclical growth is overcome by an ‘employer of first resort’ (an entity that provides employment security but not job security), added to an economic reproduction process that is highly competitive (flexible). Such a flexicurity system is characterized by high labor and capital mobility, with fluctuations of employment in the private sector made socially acceptable through a second labor market where all remaining workers are able to find meaningful occupation and sufficient income. We study on this basis a disaggregation of the labor market into skilled and high-skilled labor, as well as professional and political elites. The stability and sustainability propositions of the homogeneous labor case generalize to this extended situation.  相似文献

This article analyzes the main labor market risk management strategies adopted by the Chilean Government during the 1999 recession that was initially related to the Asian financial crisis. Their successes and failures can suggest innovative social protection solutions for other countries. It seems that the 1999–2001 labor reforms and a three-year plan to increase the minimum wage intensified the recession’s effects on unemployment. Probit models indicate that households coped with the recession’s effects by increasing wives’ labor supply but not by withdrawing children from schools. The expansion of employment programs probably helped households to adopt these coping strategies.  相似文献

Structural changes in basic economic indicators, changes in traditional role patterns, and in female employment behavior shed light on the performance of the European labor markets in the 90s. This paper focuses on the cyclical sensitivity of women's employment status and earnings position in Germany. Using data from the German Socio-Economic Panel (GSOEP) we test the hypothesis that labor market adjustments are not gender-neutral but affect women's employment status and women's relative earnings position to a greater extent than those of men. Cross-sectional as well as longitudinal analysis indicate positive effects on female employment status and earnings position during a period with worsening economic indicators. Logistic regression analysis confirms an increasing likelihood of an upward earnings mobility for women in the 90s. Notwithstanding these positive trends the results show that - due to social norms and attitudes - women are still discriminated against in the labor market and in terms of their relative earnings position. Thus social policy is called upon to improve women's social and employment conditions.  相似文献

This paper analyzes Germany's unusual labor market experience during the Great Recession. We estimate a general equilibrium model with a detailed labor market block for post-unification Germany. This allows us to disentangle the role of institutions (short-time work, government spending rules) and shocks (aggregate, labor market, and policy shocks) and to perform counterfactual exercises. We identify positive labor market performance shocks (likely caused by labor market reforms) as the key driver for the “German labor market miracle” during the Great Recession.  相似文献

A stable labor market is a policy priority for most countries, especially after the burst of the global financial crisis. Unlike most countries, the labor market in China appears to be holding up well, despite sharp slowdown in economic growth. This paper argues that there are underlying fundamental mechanisms that help explain the resilience of China's labor market. The key to understanding labor market dynamics in China is that rural‐to‐urban migrant flows are more sensitive to growth than urban workers in the process of fast urbanization, which serves as a main shock absorber to buffer employment against adverse shocks. Therefore, we propose a generalized Okun's Law (GOL) that incorporates migrant flows with unemployment rates to capture the relation between labor market dynamics and economic cycles. The original Okun's Law can be regarded as a special case of the GOL for developed countries that have already completed urbanization. Conducting empirical analysis with both China's national‐ and city‐level data and cross‐country panel data, we find strong evidence supporting the GOL theory. Findings in the paper have implications for a deeper understanding of the wisdom of Okun's Law and its application in labor market policies.  相似文献

We construct a search model with endogenous human capital and labor participation to study the growth effects of short‐run frictions and the effectiveness of human capital policies. Employment, learning effort, and output growth increase with more effective learning, better labor‐market matching, lower job separation, or less costly vacancy creation. Although output growth, employment, vacancy creation, and learning and search effort are most responsive to changes in a human capital policy that directly affects learning effort, such a policy need not be more beneficial for welfare. The effects of human capital policies become larger as the severity of labor‐market frictions rises.  相似文献

ABSTRACT

More than thirty years into the modern era of globalization, scholars are now in a position to evaluate the distributive effects of the policy shifts that have led to greater economic integration. One region of the world for which little robust empirical evidence exists on gendered employment effects is Sub-Saharan Africa (SSA). To identify whether there is an impact of economic and trade structure on women's relative access to work, this contribution empirically explores these issues for thirty-eight SSA countries, and for two subgroups. Panel data for the period 1991–2010 is examined using fixed effects, random effects and two-stage least-squares estimation techniques. Findings suggest that trade liberalization has gendered employment effects, with the direction depending on the structure of the economy. However, the more robust finding is that a country's infrastructure has played a determining role in gendered labor market outcomes in SSA since the early 1990s.  相似文献

This paper studies the effects of cash transfers to the poor on the labor market. This is investigated in a matching model with endogenous labor market participation and job destruction. Depending on their productivity, workers might want to stay in the job, become unemployed, or leave the labor market; in addition, workers out of the labor force might decide to search for a job. Cash transfers are introduced to all agents with income below a given level. Two qualitative results are found: (i) The size of cash transfers has a negative effect on the employment rate, but an ambiguous effect on the unemployment rate; and (ii) the coverage of this welfare program has a positive effect on the employment rate, and an ambiguous effect on the unemployment rate. The numerical simulations also show that: (i) if the government target is to reduce inequality and poverty, the more efficient policy is to increase the level of benefits instead of increasing the eligibility of the program; (ii) compared with a welfare program that condition eligibility to labor market participation, the “unconditional” cash transfer program has a stronger impact on inequality and poverty, but with a reduction in labor market participation and output.  相似文献

This paper presents stylized facts on labor supply, income, consumption, wealth, and several measures of consumption and income inequality drawn from the 1980–2006 Survey of Household Income and Wealth (SHIW) conducted by the Bank of Italy. The SHIW provides information on consumption, income and wealth, and a sizable panel component that allows econometricians to estimate sophisticated income, consumption, and wealth processes and to analyze labor market and portfolio transitions. We find that over the sample period income inequality is higher and has grown faster than consumption inequality. Most of the increase in income inequality is related to an increase in the degree of earnings' instability rather than to shifts in the wage structure. We suggest that, in particular, the labor market reforms of the 1990s and 2000s are the most plausible explanation of the increased earnings inequality.  相似文献

ABSTRACT

The low level of women's employment in Muslim-majority countries is often explained by patriarchy, while disregarding variation among and within these countries. Using a new theoretical framework, this study translates patriarchy as a concept to macro- and micro-level explanations of employment. It formulates and tests hypotheses for societal norms and institutions and household composition, including how the latter's effects are context dependent. The study analyzes data from surveys (1997–2008) for twenty-eight countries, 383 districts, and 250,410 women and finds that men's public dominance over women decreases women's employment. Presence of – in particular non-foster – children and elderly people at home withholds women from labor market entrance. However, presence of other women in the household stimulates labor market entrance. Absence of a partner, male household head, or other adult men pushes women into the labor market, and thus, for example, male breadwinners' absence has a weaker negative effect in contexts of male public dominance.  相似文献

This paper sets up an efficient wage–employment bargaining model embodying both styles of closed- and open-shop union in the context of an open economy. The paper's main purpose is to highlight the impacts of a domestic currency devaluation on the labor market and aggregate output. It is found that the effects of currency devaluation, in general, are not unequivocal. Particularly, owing to the influence of the membership effect, its impacts are crucially related to the operation style (closed shop or open shop) of the union.  相似文献

Over the course of the 1990s, the US outperformed Europe not only in output growth, but also in productivity and employment generation, thereby stopping Europe's decade‐long period of catching up. The author shows that the growth difference originates at least partly from insufficient investment by Europe into the determinants of long‐run growth (research, education, and the diffusion of new technologies). Northern European countries with comprehensive welfare systems performed better than the big economies in continental Europe, owing to their timely realization that these costly systems require the highest possible levels of productivity and fast growth. The European agenda for the next decade is based on this analysis. It stresses the importance of accelerating economic growth, primarily through investment into growth drivers. Labor market reforms are necessary, as is the redefinition of macroeconomic policy, a regional policy adequate for European enlargement, and reforms in the public sector. Distributional and ecological issues are also on the agenda, even though Europe outperforms the US in these fields, as is reflective of European preferences.  相似文献
