In this study, we employ spatial regression analysis to empirically investigate the impacts of land use, rail service coverage, and rail station accessibility on rail transit ridership in the city of Seoul and the surrounding metropolitan region. Our analyses suggest that a rail transit service coverage boundary of 500 m provides the best fit for estimating rail transit ridership levels. With regard to land use, our results confirm that density is positively related to rail transit ridership within a 750 m radius of each station. In contrast, land use diversity is not associated with rail transit ridership. We also found that station-level accessibility is as important as land use for explaining rail transit ridership levels. Finally, we conclude that development density and station-level accessibility measures such as the number of station entrances or exits and the number of bus routes at the station are the most important and consistent factors for promoting rail transit ridership.  相似文献

Perceived accessibility, defined as “how easy it is to live a satisfactory life using the transport system”, is proposed to be a complementary measure to conventional, objective measures of accessibility. Aiming at capturing the subjective element of accessibility, as opposed to conventional accessibility that is based on the same objective attributes for large areas or groups of people, the authors developed and tested a measure of perceived accessibility; the four items self-reported Perceived Accessibility Scale (PAC). In study 1, 237 users of public transport rated PAC. The results showed that PAC is a reliable measure. The PAC was further validated and proved reliable in two waves (study 2) in altered conditions (Wave 1, N = 246, Wave 2, N = 259). Based on this, an overall PAC index was constructed. PAC can be used to determine the traveler's (or possible travelers) opinion of accessibility in transport planning or accessibility-mapping, or for directing interventions aimed at improving accessibility to where they are best needed according to the individuals. Further development of the PAC and its potential within transport research and planning, and its future validation is discussed.  相似文献

As accessibility becomes an increasingly relevant concept in the analysis of sustainable transport and urban development, the accuracy of accessibility measures becomes increasingly vital. While more complex measures are gradually gaining popularity with increasing data and computational resources, policy makers and planners are still prone to opt for less complex methods that are easy to use and interpret. The cumulative opportunities measure is the most widely applied accessibility measure in planning practice, but it is also among the least accurate due to its lack of consideration of the impact of competition for those opportunities. This study seeks to highlight the impact of addressing competition for different urban services in the cumulative opportunities measure. A competition component is added to the measure, which is applied to a case study of three types of urban services in the Perth metropolitan area; jobs, primary/secondary education and shopping. The results show that considering competition changes the spatial patterns of accessibility and its equity. Since this approach reveals demand-supply imbalances, it can more accurately determine spatial inequalities in accessibility, and hence increases the utility of the cumulative opportunities measure. We also find that the three services had varying levels and spatial patterns of accessibility and spatial equity, thus relying on any single one of them for assessing spatial structural performance can be misleading.  相似文献

The paper presents a random utility-based measure of accessibility to explain the first-mile issue in urban transit. A discrete access stop/station location choice model is used to calculate the expected maximum utility of transit access choices as the measure of the proposed access to transit measurement approach. It captures the effects of changes in various personal, sociodemographic, transportation and land-use variables on access to urban transit that are overlooked by conventional approaches of accessibility measurements (count-based cumulative opportunities measures and gravity-based measures). The proposed accessibility to transit measurement approach is empirically measured for the Greater Toronto Area and is integrated into an operational tool programmed in a GIS-based traffic assignment software, TransCAD 7.0. This allows comparing it to the conventional measures, and the results reveal that the conventional measures tend to over-estimate access to transit.  相似文献

The urban growth of large cities in China is at a critical stage with the booming of the economy and impressive increase of the population and traffic demand. This paper studies and qualifies the growth and accessibility of a rapid rail transit network, and characterizes the relations with urban development using a spatio-temporal modelling approach. Several measures of the network topological structure, i.e., beta index (β), cyclomatic number (μ), alpha index (α) and gamma index (γ), are selected in order to examine and quantify the overall metro network growth of the city of Guangzhou in China. The results show that the current spatial connectivity of the Guangzhou’s metro network is relatively low, this stressing the need to augment the reliability of the connections between the network nodes, and to increase the number of circuits in the network. A travel-time matrix is modelled and evaluates the nodes accessibility and characterizes the spatio-temporal evolution of the metro network. The spatial interaction between the different nodes of the network, as well as nodes accessibility are analyzed and derived from a potential-based model. The extension of the metro network clearly shows a dramatic tendency of positive accessibility evolution but with regional differences. In particular, the core of the city is surrounded by areas with highest accessibility values and gradually expanding outward from the core, while the locations of transfer stations have significant influence on the variation of network time-based accessibility. Taking into account different network development scenarios, the approach reveals regional accessibility differences in the metropolitan area of the city of Guangzhou, this clearly illustrating the impact of network accessibility in urban development.  相似文献

Increasing attention is given to public transport services in cities of the Global South as a tool to enhance social inclusion and support economic development. Against this background, developing and evaluating indicators that quantify the distribution of public transport services from a social equity perspective is essential. The aim of the study is, therefore, to assess the equity of public transport services in four metropolitan regions in Brazil (São Paulo, Rio de Janeiro, Curitiba and Recife) with two commonly used indicators of public transport provision. The first indicator measures proximity to rapid transit infrastructure (bus rapid transit, light rail and heavy rail stops with high frequency throughout the day), and the second measures accessibility to jobs by public transport. While simple indicators of proximity to public transport stops are most commonly used given their ease of operationalization and communication, accessibility to job indicators are more representative of the benefits provided to individuals by the public transport network. Combining these two indicators in one study provides a quantitative assessment of the socio-spatial distribution of public transport services in four large metropolitan areas in Brazil and the results demonstrate that lower-income households are disadvantaged in terms of public transport services in all four metropolitan areas. Furthermore, the results highlight the importance of quantifying accessibility by public transport, in addition to proximity to rapid transit, and thereby sheds light on the importance of developing openly available public transport schedules and geographic data. This study is of relevance to planners and researchers wishing to measure and evaluate public transport equity in the Global South.  相似文献

Bus rapid transit (BRT) has gained popularity as a cost-effective alternative to urban rail investments; however, relatively little is known about its impacts on land-use changes and land values. This paper examines the land-market effects of converting regular bus operations to median-lane bus services in Seoul, Korea, one of the densest, most congested cities in the world. Multilevel models reveal BRT improvements prompted property owners to convert single-family residences to higher density apartments and condominiums. Land price premiums of up to 10% were estimated for residences within 300 m of BRT stops and more than 25% for retail and other non-residential uses over a smaller impact zone of 150 m. The research findings underscore the importance of introducing zoning and other land regulatory changes prior to the initiation of BRT improvements as well as applying value-capture tools to help finance investments and redress inequities.  相似文献

In rapidly-growing metropolitan regions, it is crucial that transportation-related policies and infrastructure are designed to ensure that everyone can participate equitably in economic, social, and civil opportunities. Ridehailing services are touted to improve mobility options, but there is scant research that incorporates this mode within an accessibility framework. This paper employs a generalized cost measure in a multi-modal accessibility framework, namely Access Profile Analysis, to assess the role of ridehailing in providing job access to historically under-resourced parts of Toronto, Canada, referred to by the city as Neighborhood Improvement Areas (NIAs). Ridehailing is analyzed both as a mode of commute and as a feeder to the transit network (a first-mile solution). The results indicate that there are two main determinants of the extent to which ridehailing provides additional accessibility over transit: the transit level of service at the origin zone and the zone's proximity to employment opportunities. The ridehailing mode is shown to increase accessibility especially to closer destinations (jobs), with the highest improvement seen in the city's inner suburbs. On the other hand, integrating ridehailing with public transit does little to improve access to jobs. Compared to the rest of the city, NIAs experience a higher accessibility improvement from ridehailing alone, but not from its integration with transit. Nonetheless, job accessibility remains lower in NIAs than in other areas – even after the introduction of ridehailing.  相似文献

The Campania Regional Metro System (RMS) project is an example of integrated land-use, infrastructure and operational planning. The whole project is based on the idea of integrating the existing railway lines into a single physical network by building some new links, new stations and new modal interchange facilities. The RMS project integrates also operational components such as service lines, timetables and integrated pricing. In addition to the transit “supply-side” elements, the project includes relevant “demand-side” aspects, including town planning based on the rail network, urban renewal around rail stations and upgraded and new stations with high architectural standards and a new symbolic value. This paper describes the general structure of the project. It also discusses some preliminary results on land-use and modal shift after the implementation of the first stage of the project, which included 43 km of new railways lines, 30 new stations, an integrated timetable and a single integrated ticket.  相似文献

Urban public health is one of the most critical yet neglected aspects of urban planning in developing countries such as India. Inequity in access to government healthcare facilities affects the overall urban population and can substantially negatively impact the vulnerable population, who mostly rely on government healthcare services. In this paper, the accessibility measure for healthcare services by public transport is developed using travel time and the number of transit stops (accounting for transit connectivity) for Greater Mumbai. We also identified socially vulnerable wards (administrative units) using a Social Vulnerability Index (SVI), developed based on 16 indicators using Principal Component Analysis (PCA). Developed regression models showed that the proposed accessibility measure explains the coverage and usage of healthcare services better than the traditional accessibility measure, which is based on only aggregate level travel time impedances. South Mumbai has relatively better accessibility for public hospitals and dispensaries, whereas, lower level of accessibility is observed in the eastern part for public healthcare services. Assessment for the spatial inequity based on the Gini index, bivariate Moran's I, and mean access value reveals a higher degree of spatial inequity for accessing government hospitals for the slum population. The study developed a decision framework to suggest effective policy measures, which can be prioritised based on SVI to reduce the disparity in the spatial distribution of accessibility to government healthcare systems for vulnerable groups. Our findings can aid transportation and urban planners, health researchers, and policymakers to improve accessibility in under-served areas and give special attention to the needs of the vulnerable population.  相似文献

Using Beijing as an example, this research demonstrates that smartcard data can be used to (a) assemble the required data for excess commuting studies, and (b) visualise related results. Based on both smartcard and household travel survey data, we find that the theoretical minimum commute is considerably lower for bus users than for car users in Beijing. This suggests that there is a greater inter-mixing of jobs–housing functions (i.e., a better jobs–housing balance) associated with users of that mode compared to the corresponding land-use arrangement for car users, who locate further from the central area (Tian’anmen) than bus users. The commuting range for car users is 9.4 km greater than for bus users. Excess commuting is slightly higher for bus users (69.5%) than for car users (68.8%). Commuting capacity values are slightly lower for car users than for bus users, implying that car users consume less of their available commuting resources overall than bus users, albeit only marginally.  相似文献

Urban population growth and economic development have led to the creation of new communities, jobs and services at places where the existing road network might not cover or efficiently handle traffic. This generates isolated pockets of areas which are difficult to reach through the transport system. To address this accessibility problem, we have developed a novel approach to systematically examine the current urban land use and road network conditions as well as to identify poorly connected regions, using GPS data collected from taxis. This method is composed of four major steps. First, city-wide passenger travel demand patterns and travel times are modeled based on GPS trajectories. Upon this model, high density residential regions are then identified, and measures to assess accessibility of each of these places are developed. Next, the regions with the lowest level of accessibility among all the residential areas are detected, and finally the detected regions are further examined and specific transport situations are analyzed.By applying the proposed method to the Chinese city of Harbin, we have identified 20 regions that have the lowest level of accessibility by car among all the identified residential areas. A serious reachability problem to petrol stations has also been discovered, in which drivers from 92.6% of the residential areas have to travel longer than 30 min to refill their cars. Furthermore, the comparison against a baseline model reveals the capacity of the derived measures in accounting for the actual travel routes under divergent traffic conditions. The experimental results demonstrate the potential and effectiveness of the proposed method in detecting car-based accessibility problems, contributing towards the development of urban road networks into a system that has better reachability and more reduced inequity.  相似文献

One of the most common applications of accessibility is in evaluating inequality in access to jobs. A vital factor to be incorporated by accessibility indicators when analyzing job accessibility is the competition for job positions by job seekers; otherwise, the results may be inaccurate or misleading. Despite efforts by researchers to develop accessibility measures that capture job competition, they fail to ensure that these measures are practical and easily interpretable and communicable, which in turn makes planners and policymakers continue to opt for more straightforward measures. In this paper we aim to fill this gap by providing a simple accessibility measure that accounts for competition effects, while remaining practical, intuitive, and highly communicable. The proposed indicator – Balancing Time – is applied to assess the inequality in job accessibility in 160 neighborhoods within the city of Rio de Janeiro, and the results are compared with the most popular indicator used in practice, the cumulative opportunities. The findings suggest that Balancing Time overcomes some of the limitations of cumulative opportunities and that it is a useful tool for planners, particularly in the cities with job opportunities concentrated in central areas. Given its simplicity, Balancing Time is especially relevant in the context of the Global South, where most transport agencies face data limitations and have low skilled technical staff.  相似文献

Improving job accessibility based on transport connectivity helps to address equity issues. Spatial autocorrelation (SA) is also a focus of interest in transportation planning, but has been neglected in analyzing job accessibility in metropolitan areas. In this study, GIS-based job accessibilities by walking, transit, and car are computed for the metropolitan area of Columbus, Ohio, and three transport-based spatial autoregressive (SAR) models are estimated to account for the SA of job accessibility among neighboring block groups, while controlling for built-environment and socioeconomic factors. SA intensities and extents are compared in order to better understand local spatial clusters of job accessibility across the region. Direct and indirect spillover effects due to an investment change in transportation facilities are estimated and provide important transportation planning information. The results also show that walking-accessed jobs are primarily related to physical settings (e.g., land uses) at the local level. Locations with a higher share of zero-vehicle housing units have better job accessibility by transit. There is a spatial mismatch between Asian population clusters and transit-accessed jobs, possibly because of the car-oriented residential clusters around Honda of America Manufacturing in suburban areas. More importantly, locations with a higher share of single-parent households are at a disadvantage in overall job accessibility. Due to its complex transportation needs, a society friendly to single parents should spatially integrate accessible jobs with other needed activities via land-use and transportation planning. Alternatively, car-ownership programs and non-spatial social supports also might be effective to help secure job opportunities and perform daily life activities.  相似文献

Understanding the thoughts of contemporary children about travel and their opinions on different transport modes of transport may provide important answers for policy-makers on how to respond to current and future transport needs of children. Obviously, children do not act autonomously and their travel behaviours also strongly influence their parents’ travel behaviours. Therefore, a better understanding of children’s travel behaviours seems necessary.This paper reports the results of a large-scale, self-reporting survey (N = 2546) that was conducted to examine the concept and meaning of travel and travel behaviour of children aged between 10 and 13 years in Flanders. It was found that children are able to complete a travel diary on their own, that their travel patterns differ and that the most important part of travelling for them is the social aspect.  相似文献

Although the construction of China’s high-speed rail (HSR) network only started in 2003, the network is already the largest in the world. This paper analyses the impact of the evolving HSR network on the accessibility by HSR and conventional ground transport of 333 prefecture-level cities and 4 municipalities. This paper employs three indicators of accessibility, and analyses three Scenarios. It shows that the HSR network will bring about substantial improvement in accessibility, and lead to national time–space convergence, but will also increase the inequality of nodal accessibility between eastern, central, and western regions, between cities with different sizes of population (excluding the case of the daily accessibility indicator) and between cities that differ in the shortest distance to HSR stations. The HSR network enlarges internal disparities in each of the regions and the five types of cities. The internal inequality of nodal accessibility in all three Scenarios generally increases from the eastern region via the central region to the western region, as well as from very large cities to small cities, varying inversely with the level of economic development and population size. Spatially, accessibility increases generally conform to the distance decay rule but with minor fluctuations. The 50 cities with the largest increases in accessibility are mostly located 50 km or less away from HSR stations and have populations of over 3 million, with the smaller ones located along HSR lines or around large cities such as Beijing, Shanghai, and Guangzhou. As time progresses, the planned HSR network will result in more balanced development, but regional disparities in accessibility will still be greater than before the construction of the HSR.  相似文献

Uncertainties in travel times due to traffic congestion and delay are risks for drivers and public transit users. To avoid undesired consequences such as losing jobs or missing medical appointments, people can manage the risks of missing on-time arrivals to destinations using different strategies, including leaving earlier to create a safety margin and choosing routes that have more reliable rather than fastest travel times. This research develops a general analytical framework for measuring accessibility considering automobile or public transit travelers' heterogeneous strategies for dealing with travel time uncertainty. To represent different safety margin plans, we use effective travel time (expected time + safety margin), given specified on-time arrival probabilities. Heterogeneity in routing strategy is addressed using different Pareto-optimal routes with two main criteria: faster travel time vs. higher reliability. Based on various safety margin and routing strategy combinations, we examine how accessibility changes under varying safety margin plans and routing strategies. Also, we define and measure robust accessibility: geographic regions that are accessible regardless of the safety margin planning and routing strategy. Robust accessibility can provide a conservative and reasonable view of accessibility under travel time uncertainty. To demonstrate the applicability of the methods, we carry out an empirical study on measuring the impacts of new transit service on healthcare accessibility in a deprived neighborhood in Columbus, Ohio, USA.  相似文献

In order to address some of the shortcomings of traditional urban transportation planning, it is argued that a shift is needed from planning for mobility to planning for accessibility. Accessibility is a well-known and studied concept within the scientific literature. Its use in practice however is limited. This paper explores the ways of using the concept of accessibility in planning practice, with a special focus on the phase of policy design. Using the Amsterdam Region as an example, it is illustrated how simple accessibility measures can help planners with the design of integrated transport and land-use policies that call for different solutions than the traditional approach.  相似文献

Areas, where disadvantaged and transit-dependent populations are provided with inadequate amounts of transit supply, can be labeled transit deserts. Exploring transit deserts may help transit agencies improve accessibility to services while improving transit distribution and equity. This study utilizes the concepts of transit demand and transit supply to identify transit deserts in the City of Dallas. The comprehensive public transit accessibility (CPTA) score is introduced to evaluate accessibility to transit and to provide a holistic view of transit supply. While previous studies have primarily used proximity or spatial indicators to describe accessibility, this study utilizes a comprehensive set of spatial and temporal measures (connectivity to the network, connectivity to destinations, service frequency, flexibility, and time efficiency) to estimate accessibility to transit. Overlapping areas of high demand (transit dependency) and low supply (as measured using the CPTA) are then characterized as transit deserts. The CPTA score and its application to the analysis of transit deserts provides a universal framework which can be broadly applied by transit agencies, city officials, and transit stakeholders. The contributions of this study are as follows: first, developing a comprehensive framework to estimate transit supply or accessibility; and second, introducing a methodology for identifying transit deserts.  相似文献

This paper proposes an accessibility-based spatial mixed logit (SML) model with panel data structure to examine the impacts of High-Speed Rail (HSR) on land cover change in large urban areas. Using data between 1990 and 2006, impacts of the Spanish HSR on Madrid’s Atocha railway station influence area – a 20 km radius buffer centred on the station – were investigated. To model the HSR impacts, besides socioeconomic variables, the development of both local and regional transportation networks with corresponding accessibility improvement is also taken into account to segregate the impacts of land-cover change brought by different sources of accessibility measures. In this study, two SML models are used: one incorporates regional accessibility indicators as a base model, and the other does not, acting as a control model. The model estimation results reveal that the reduction of the local and regional weighted travel average time has positive impacts on the Atocha station catchment area’s urbanised land-cover rates. Although the base and control models both achieve high goodness-of-fit values, the base model that considers regional accessibility reveals a better goodness-of-fit statistic and is more robust than the control model. It is concluded that the improvement of regional accessibility due to the arrival of HSR at Atocha station plays an essential role in the urbanisation of land cover changes in the study area.  相似文献
